MCT programme for IRS (IT) officers A four week Mid Career Training (MCT) Programme of Indian Revenue Service (Income Tax), Phase I, 2017-18 was conducted from August 21 to September 15, 2017. The Programme was sponsored by the Directorate of Human Resource Development, Central Board of Direct Taxes, Government of India. The agenda of the programme was to aquire and update knowledge about the dominant domestic and international issues in the areas of International Taxation, Transfer Pricing, Tax Administration and Tax Payer Services, Investigation and Use of Information Technology, Forensic Data Analysis, Forensic Audit, Revenue Forecasting. Sampling and Analysis of Specific Hazardous Pollutants programme

In a bid to provide an overview about the hazardous pollutants in the environment, a three-day residential training programme for SPCBs/PCCs on “Sampling and Analysis of Specific Pollutants (Metals, Ions, Pesticides, PAHs, BTEX/VOCs, PCBs & Dioxins/Furans, etc)” was organised from August 02-04, 2017. The programme was sponsored by Central Pollution Control Board, Ministry of Environment, Forest & Climate Change. The objective of the sessions were to assess training needs, plan and organise training of persons engaged or to be engaged in programmes for the prevention, control or abatement of pollution. The event was coordinated by Prof. Vinod K. Sharma and Dr. Shyamli Singh.

6th Advanced Leadership Programme for Corporate Executives

With a view to enabling Corporate Executives to enhance their leadership capabilities, the IIPA in association with Graduate Institute of International and Development Studies, Geneva, Switzerland and Clingendael, Netherlands Institute of International Relations organised 6th Advanced Leadership Programme on “Leadership for Business Excellence in the Global Economy” from July 31-August 29, 2017. While the objective was to identify areas with potential for improvement and enhance various skills, the main purpose of the programme was also to provide participants with a set of essential skills that will contribute to their effectiveness at work. Dr. Neetu Jain and Dr. Sachin Chowdhry coordinated the programme.

• Dr. Charru Malhotra chaired a panel discussion on the Status of IT Education in Schools with Expert Group Members on ‘Project EduVision 2017’ organised by Maharaja Agrasen Institute of Technology (MAIT), New Delhi on June 23, 2017 and spoke about her views on Information Technology (IT) in Education sector. Dr. Malhotra

was invited by Pandit Deendayal Upadhyaya National Academy of Social Security (PDNASS), New Delhi on July 11, 2017, for conducting a session on ‘e-Governance’ for newly promoted Assistant PF Commissioners. Dr. Charru Malhotra was also invited, as the founding member of the national alliance for the Reading Mission 2022 at ‘The Constitution Club, New Delhi’ on July 18, 2017. During the meeting, she joined the preliminary discussion on the long-term roadmap of the Mission and also attended closing ceremony of the Reading Month celebrations which was be joined by the hon’ble Ministers of Culture and Science and Technology, Government of India.

was organised by IIPA Bihar Regional Branch, Patna on September 3, 2017 at A N College, Patna. The function was presided over by Prof. Qamar Ahsan,

Vice-Chancellor, Magadh University, Bodh-Gaya. Prof R B P Singh, Vice- Chancellor, Patna University was the Chief Guest on the occasion and Sri Vijay Sharma, Income Tax Commissioner, Patna delivered the main speech on the topic. In his inaugural address, Professor

Singh referred to the GST system in various countries and said that it (GST) has brought a new paradigm of Centre-State relations. Prior to this, Prof S P Shahi, the Principal of A N College, Patna welcomed the guests and highlighted the features of GST. Introducing the theme, Dr R K Verma, Hony Secretary, IIPA Bihar Regional Branch, Patna said that the constitutional provisions regarding structure and procedures of the GST Council are such that Centre has upper hand in decision making in terms of taxation, implementation, share distribution and resolution of disputes. The topic was introduced by Dr Mona Tabassum, Head of the P G Department of Psychology of R N College, Hajipur. During the speech, Dr Verma traced the history of evolution of media as well as social media and conceptual aspects of social media vis-a-vis mass media. Magadh Local Branch The branch organised a Seminar followed by

a Round Table Interaction on the theme ‘Crime, Governance and Civil Society’ on September 10, 2017 which was Chaired by the Branch Chairman, Dr. Ghanshyam N. Singh. In his introductory remark, the Chairman explained in brief about the importance of the theme and discussed about a few recent incidences of crime and criminal activities in the upper-layer of society that have shaken the faith in the system of governance. The chair briefly elaborated as to how Dera Sacha Sauda Chief Gurmeet Ram Rahim of Sirsa in Haryana exploited the faith of innocent people, and how the failed administration

of the State allowed large scale destruction of public property in Panchkula. He also spoke about the killing of Journalist and Editor of weekly Kannada tabloid, Gauri Lankesh Patrika at Bengaluru and the brutal murder of an eight year old boy at Ryan International School at Gurgaon. A few suggestions were placed by the past bureaucrats like Mr. Rajeev Ranjan Sinha, Mr. Y. Bhagat, Dr. Manoj Kumar Mishra , Sri Dudheshwar Prasad and many others. The seminar and round-table concluded by the vote of thanks presented by Er. Ravinder Kumar. Members also agreed to change the name of the branch from Magadh Local Branch to Pataliputra Branch.

of Howrah jointly organised a seminar on ‘Small Industry Scenario in Howrah’ on September 6, 2017. Rtn. D.K. Das, Chairman of the Branch presided over the event and Prof. Sarkar Kumar Sanyal, Vice-Chairman of the Branch and President, Howrah Chamber of Commerce and Industry delivered key-note address. During the programme, the Chairman said that small industries are at present in precarious condition due to absence of large-scale industries and supremacy of Syndicate Raj and imposition of heavy taxes on the owners of small industries. 63rd Annual General Meeting (AGM)The 63rd Annual General Meeting (AGM) will be held on October 11, 2017 at IIPA premises from 4 pm

onwards. This is for information to all members of IIPA.

Members’ Annual ConferenceThe 61st Members’ Annual Conference will be held on October 12, 2017 at IIPA premises from 10 am

onwards. The theme/subject of the Conference is “Demonetisaton and Its Impact”. All members of IIPA are eligible to submit their papers on the theme. The length of the papers should be between 1500-3000 words in typescript. Papers exceeding this limit will be returned to the authors. All papers must be accompanied by a synopsis of about 300-400 words in typescript, which is intended to be a comprehensive summary of the paper giving in brief the most important issues being emphasized. The synopsis is intended to be read out at the Annual Conference. Papers without a synopsis will be returned to the authors. Entries may be sent to the Director, IIPA or Research Coordination Unit at its email: [email protected]. The last date for receipt of entries is September 30, 2017. Papers received thereafter will not be considered. The papers will be scrutinized by a committee of experts. Only those papers which are accepted for presentation will be circulated. However, synopses of all the papers will be circulated. All Regional/Local Branches may organise prelude conferences on the theme preceding the Annual Conference. The Regional/Local Branches will make a presentation of synopses/summaries of reports of the regional conference during the Annual Conference.

The Union Home Minister Shri Rajnath Singh inaugurated the YUVA – a skill development programme and an initiative by Delhi Police under Pradhan Mantri Kaushal Vikas Yojana. Speaking on the occasion, Shri Rajnath Singh said that these kind of initiatives improve the image of the police among common man. The ‘YUVA’ initiative by Delhi Police aims to connect with youth by upgrading their skill as per their competencies. It will help them to get a gainful employment under PMKVY under the Ministry of Skill Development. Delhi Police has tied up with National Skill Development Corporation (NSDC) and Confederation of Indian Industry (CII) for providing mass job linked skill training for the selected youth. National Skill Development Corporation shall be providing skill training to the youth under PMKVY and CII will provide job linked training through its Sector Skill Councils who are connected to industry and thereby provide job guarantee. A detailed exercise was conducted in all 13 districts of Delhi Police to select the youth in the age of 17-25 years for this training belonging to categories such as School dropouts, Juvenile offenders, Victims of crimes and families in dire state due to incarceration of the bread earner of

the family, mostly from the underprivileged colonies.

Secure email service for Government officials launched

As part of the mandate under the Digital India program, the Government will provide a secure email service to all its officials for secure communication. As of now the service will be offered to 5 million users. Currently the user base is 1.6 million. In accordance with the email policy of the Government, an email id will be assigned to all Government officials at the Centre and State through National Informatics Centre. The primary trigger behind the policy was Government data which resides on servers outside India and on servers beyond the control of the Government of India. This service will increase the productivity and become a step towards the “Green Government” as all official communication will be done using email. A pilot of the service has already been deployed and running for a select user base which includes senior officials. This Service will be a National resource that will help Government of India employees to be better informed, productive, and more responsive in their interactions with others.

CIRCULAR As per decision taken by the Executive Council in its 301st meeting held on 11th April, 2016, IIPA

sent a communication dated 19.5.2016 to all 11,349 Annual/Life Members by Regd. Post/Speed Post to ascertain their option for election methodology as well as to update their contact details, format for updation of contact details along with the pre-paid return envelope was sent to members along with the letter. This letter was in continuation of several other circulars requesting members to update their contact details, which were widely publicized on IIPA website, IIPA Newsletter along with communication to Regional/Local Branches for wider publicity. The letter clearly emphasized that “it will not be possible to include the names of such members in the electoral roll, if their response is not received”. In response to the communications mentioned above, a total of 2,655 members have responded with their contact details out of 11,245 members as of now. In view of the above, the “Tentative Electoral Roll/Voters List” containing the list of 2,655 members (annexed) for future election of the Executive Council has been put on IIPA website for information of IIPA members. Any objections regarding this Tentative Electoral Roll must be submitted to the Director, IIPA in hard copy or by email addressed to [email protected] positively within two months in the prescribed format available on IIPA website. Any further action to hold Elections will be subject to the directions of Hon’ble High Court of Delhi.
