I have delayed my response to lour Osfe[sp 1 letter in the event that there shouldbe some additional thoughts communicated to me by the California Associaiion ofCriminalists on the subject of seffing true vaiues and acceptable ranges for pro-f iciency test samples. As you know, your lettep containing the Association's re-quesf thaf we use fhe mean of reported values 1-o set the true value reached meshortly before my talk before fhe Associafion on'lhis subjecf on October 13 inSan Jose. In thaf talk I presented the results of fhe tlvo expeririental mailingsof samples that we conducted in June and Augusf. ln demonstrating the consequencesof the two approaches fo setting fhe true value of a sample, i comirented that,based on those results, no material differences were obtained whefher fhe irueva lue was set by our mean or by the peer group inean. I a lso tried f o bring out theconcepf of using a confidence inierval abouf the mean to provide a set of values,rather fhan a sing le value, about which a range can be set.
At this f ime I can see no problem wif h the proposal of the Ca lifornia Associationof Cr imina I ists that the peer group n"ean be used f o set a range of acceptab levalues f or a prof iciency test sample. However, in doing this it wou ld be my in-tenfion to monifor careful ly the consequences of this approach to ensure that nosource of error is thereby introduced to forensic aicohol analysis.I continue to be most interesfed in receiving the input of your membership to thisprocess, part icu lar ly at th is stage t'rhen decis ions are be ing made and oroceduresare being established. In the interests of gathering comparable information on the relevantfeelings of the total criminalistics community regarding certification,an attempt was made to coordinate as much of the information sought aspossible. The various regional association representatives did not feelthat a completely uniform national questionnaire was practical at that timebecause of the varying levels of certification study in the differentregions up to that time

DISCUSS ION
Qver 600 members of the above associat'ions responded to the respectivequestionnaires. 0f those responding approximately 78% were in agreementwith the above finding. The favorable vote by the associat'ions rangedfrorn'a low of 65% for the concept to a high of 93%.
3. FINDINGThe ovenvhelming majority of the members of the organizations polledfelt that the Criminalistics Certification Study Group should continueto study the feasibility and desirability of certification-
DISCUSSION
Approximately 88% of those responding favored the composition andcontinuance of the study group. The favorable responses to therespective questionnaires ranged from a low of 67% to a high of 98%.
4. FINDINGThe majority of the individuals polled were in favor of their associationscontinuing to be represented on the study group to insure input anddissemination of information.
DISCUSSION
Associations which included suCh a question on their questionnaire foundthat the membership favored representation on the study group even if itmeant their own association would have to provide travel funds to sendtheir representatives to meetings of the group.
5. FINDINGGauging by the results of the regiona'l association questionnaires, thestudy iommittee determined that it was unnecessary at this time to 'issuea national questionnaire.
DI SCUSSION
In the interest of avoiding repetitive, time consuming (for thoseanswering) questionnaires, it was decided the committee had gatheredsufficient information for this stage of the study.
All committee members p'lan to meet with their respective membershipsin internal committees both to inform them of progress made by thestudy committee and to solicit additional study input.

Data from the questionnaires indicated there was no possible agreementon how to group types of physical evjdence examinations by disciplines,therefore the most practical approach at this time is not to group byspecialties (disciplines) but rather to certify by type of phys'icalevidence exami nations.
DI SCUSS ION
Data show it is difficult to assign specific examinations to a speci:'icdiscjpline or specia'lty therefore it was much more practical toutilize the types of physical evidence examinations, €.9., .onequestionnaire showed that semen examinations were conducted by afirearms specialist in the laboratory. There were many less extremeexamples of an incongruous nature in other specialties. The disciplinesare not clearly delineated.
7. FINDING
if the concept of national voluntary peer group certification is foundto be feasibie and desirable for the purposes of initiating a criminal-istics certification program it will probably be necessary t9 "grandparent"qualified indjviduals wi[h the condition that these persons-be requiredto pass an examination within a specified (three years) period of time-
DISCUSS ION
There is agreement that all examiners should possess the same minimumqualifications for each type of physical evidence examination.
DISCUSSION
Approximately 76% of respondents queried supported the proposition thataii indiviOuits engaged in the examinat'ion of specific physica'l evidencetypes should posseis the same minimum quaiifications. Therefore both"leneralists" and "specialists" engaged in the examination of a typeoi physical evidence for the same property would be expected to meet thesame minimum standards.
For example, it was suggested at this time that those persons engaged'inthe typihg of blood by-ifre AB0 system only, could be certified to performthat level of analysis.
8. FINDING
Associations which includedthat "grandfathering" based
one or more questions on the subject foundon some combination of experience, education,

publications, reputation, and contributions to forensic science wasacceptable when followed by those persons being required to pass thesarrre exarnination as other non-grandparented individuals by a specifieddate. The vote of those responding favorably was 7l ' 77q0.
T.INDINGo
The Certification Study Group is supportive of and wishes to rnaintainliaison with the Arnerican Society of Crirne Laboratory Directors (ASCLD)voluntary peer group laboratory accreditation study cornrnittee (LaboratoryEvaluation and Standards Cornrnittee).
DISCUSSION
The laboratory accreditation study is related to the certification study.It is considered that both efforts are cofilplernentary and probablydesirable in the public interest if found to be feasible and acceptable.

IV. Positions Open
The Los Angeles County Sheriffts Departrnent, Scientific Services Bureau,Crirninalistics Laboratory has openings for the position of Crirninalist II.The applicant should possess a B.S. or B.A. degree frorn an accreditedcollege in crirninalistics, chernistry, or a closely related scientific field.Two years professional experience in a crirne laboratory involving thevarious crirninalistic disciplines is also required. A Masterrs degree incrirninalistics rnay be substituted for one year of professional experiencein a crirne laboratory. The exarnination will consist of a rating of theapplicantts resurne and an oral interview. Salary for a Crirninalist II is$1, 627 to $2, 027 per rnonth.
These positions offer an excellent opportunity for professionaL developrnentand a career in a progressing, recognized, large crirninalistics laboratory.
