The personnel Services Offíce in conjunction with the University CivllServíce System is seeking volunteers to participate ín an examinationexperiment. The total testing tíme wí1l be about one hour.

tr{e have been advised Èhat they wish to obtain the help of approxinately50 eurployees \¡rho are hígh school graduates and another 50 employees who have

at least t\^ro years of college but, preferably, without degrees' Alsodesired is a represent,aÈíve sample of these employees at dífferent clericallevels, i.e., I, II, and III, and ethnic backgrounds, i.e., Black, caucasian,etc. partícipation ín this experiment is an approved event and the departnetwíll gíve the employee the time required.

Tentative times for this project are Thursday, January 22, at 1:00 P'M'and Friday, January 23, at 8:00 A.M. Any nonacadernic staff member interestedl-n participating in the experiment should telephone the testing unit of thePersonnel Servíces Office at 333-0199 to schedule a tÍme.

Since everyone is interested ín any possíble irnprovements in the testingprogram of the Civíl Service System, it ís hoped that a number of employees oftn.-lt¡r"ry will volunteer Èo participaÈe in this experiment.

The promotlon and Tenure Advisory Committee has submítÈed a report to theActing University Librarian and requested Ëhat sectíons of the document be

made available to the Líbrary facuity. Accordingly, Section I "Procedures"and SecÈion III "Problems and Conclusions" are extracted for informaÈionalpurposes. SecËion II consísted of confidential recommendaÈions on each

candidate.

I. Procedures

The procedures followed for review are basically those spelled out in the

ApT document on page 7. The committee did not rank the recommendations, since

it was not requested to do so. It reviewed only the wrítten documentation'

Each member of the committee revíewed a1l recommendatíons presented by

Dírectors Garton and Talmadge. However, no committee member revíewed or even

saw the promotion papers for persons moving to a hígher rank than he or she as

After reviewing recommendations for each directorts area, the committeeinterviewed both dírectors separately. Duríng these meetíngs, each case \rtas

díscussed individually, and the commentaries appearíng in section II arebasícally the same as those shared with the directors.

III. Problems and Conclusions

Since this ís the fírst time thaÈ this process for recommendíng candidatesfor promotíon and tenure has been used ín the LibraEY ¡ ã discussíon of some ofthe problems faced by this Committee and a listing of recommended actions may

be useful as a guide for future Committees.

A. Measures that would facilitate the CommítÈee's work

First, r.re reconmend that the timetable be revised so as to allow more

time to prepare documenÈation, to solicit letters from outsíde at an earlierdate, to allow more meetings t.o oxganLze the work of the Connnittee, and torevi-ew reconmendatíons. Second, the Commít.tee should be provided wíth reprintsor copies of formal publications appearing on the records of candídates forLenure, Associate Professor, or Professor. Third, if the members of next yeartsconunitÈee so desire, the present commíÈtee, or some of its members, will meetwíth Èhem to explain the procedures we have adopted.

B. Recommended act.ions for the Uníversity Librarian

1. The Universi¡y Librarian should impress on department heads that theirrole in gatheríng evidence for promotion should be an active one;to seek out informaÈion that would strengthen the case and not justto copy what is ín Ëhe record.

2. The committee urges the Líbrarian to show the respective sectíonsof its reporË to the Directors of Public and Technical Services so

that appropriate feedback can be given to the candídates on theirprogress toward the next higher rank or toward tenure'

3. The Librarian should request conmittee members to return theirworkíng materials to hím for disposal as a fínal measure to insureconfidentiality.

4. The committee suggesÈs that the Librarian distribute in whole or ínparË SecÈion I and Section III of this report to the líbrary facultyin order to acquaint them with what the Commíttee has done.

c. Problem areas

There is the eontinuing problem of the lack of those credentials thatimpress persons outside the library, namely, publications. Thís is particularlyacute ín Èhe Technical Services Department. I^le have difficulty convincing thoser¡ho must judge us from outside of the library that the practice of good líbrarian-ship is a legitimate academic activity and a scholarly and creative pursuitmeritíng tenure and promotion so long as acceptable criteria are rígorouslyapplied. For example, a cataloger who signs his or her work is creaËíng ne\^I

knowledge and is held responsible for that knowledge as it enters informationneÈworks which cover the entire country. Similarly, a bibliographer mustdevelop considerable ski1l to avoid costly duplication of materials and toparticipate in the continual development of quality collections.

The Líbrarlan should stress to all department heads the necessity of recog-nizing the importance of research and/or other creative and scholarly activityif candidates from the library are to be promoEed and tenured. Non-tenuredfaculty members should be encouraged and given every opportunity to participatein scholarly and creative activitíes which will further their advancement totenure. Further, the library administration should make certain that each

non-tenured faculty member is aware that, as more rigorous standards areapplied across the campus for other units, visibility in areas outside of theday to day responsibilities of the job becomes more and more important. The

library administratíon should also insist that department heads consult withfaculËy members to ascerËain what progess is being made and to point up areasof weakness.

The problems of non-tenured faculty members are compounded by the fact thatthe library faculty has not as yet formulated a tenure statement so they do notknow what standards they have to meet Èo obtain tenure; nor does the committeehave a standard to apply ín íts evaluations.

The library adminístration and the library faculty must somehow come togrips with the problem of requirements. If, as it no\¡r seemsr more rigorousstandards for research, creaÈive and other scholarly activity will be forcedon us from outside, then the library administration musÈ make the necessaryorganizai¿ional arrangemeïrts to permit library faculty members to meet thosecriteria or face the possibility of denial of its reconmendations for promotionand tenure.

Task Force on Nonprint Materials Survey

A Task Force on Nonprint Materials has been appointed by the Long Range

Planning Connnittee to survey nonprint naterials in the University Library,Urbana-õhampaign. Members of the Task Force will interview all departnentallibrarians ãrring March and early April. Information gathered through these

interviews will Ëe used to prepare ãn inventory and eventually a union list of,rãrrpti"t materials and to eipand or revise the sections of the AcquisitionPolicy Statenent which p"tt.itt to nonprint. Menbers of the Task Force willnake âppointnents for interviews with departnental librarians, each of whon willreceive a written statement explaining the study and a copy of the survey form

for exa¡nination before the interview. The survey will include over twenty

The minimum charge for any requestis $f5. At the request of the Univers'ity Senates Conference this conmítteerecently conducted a survey of nontenured facuìty in which we requestedthat they express in writíng their concerns regarding current universitypo'licies and procedures with regard to tenure. We requested that thesecommunications be signed in order that we could verify that the responseswere only those of nontenured facu'lty, as the Senates Conference required.

Several faculty members have stated verbally that they did notrespond to the previous request because they did not wish to be persona'llyidentified. Other, tenured, faculty have expressed their concern that theywere not requested to communicate with the committee. The Urbana-ChampaignSenate Council has, therefore, suggested that this committee solicit re-sponses from a'll of the facu'lty and permit such responses to be anonymous.

l.le therefore request that you write this committee in care of itschairman, Professor'R. A. Eubanks, 3129 Civil Engineering Building, Campus,and state any concern which you may have with regard to the po'l icies andprocedures on tenure on this campus, as well as their implimentation.Your letter can be anonymous and need not reveal your department or college.l,le would appreciate it if you wou'ld tell us your status (nontenured,tenured, visíting, termînal contract, etc.) but even this is not necessary.
