Welcome to the November edition of ICE Local, the fi rst newsletter since I took over as Chair for the region.

During the past fi ve years on the Committee I have enjoyed the opportunity to infl uence what happens in our region and work with others to promote civil engineering. Fulfi lling the role of the Regional Advisory Board (RAB) Chair allowed me to work with the group and the rest of the committee to establish relationships with the region’s LEP’s and Chambers of Commerce. This has raised the profi le of civil engineers and the ICE in the region and I intend to continue my support of this activity during my year as Chair.

The Committee roles are fi lled for the coming year but we are always

looking for additional help, whether as an Ambassador within local schools or supporting our Knowledge, Public Voice or Membership sub-groups – please get in touch if you are interested in helping.

Entries have been submitted for our Centenary and Smeaton awards, and I am looking forward to the next stage of judging these submissions, meeting the people involved and ultimately presenting the awards to the winners at our annual dinner in Harrogate in March next year.

Regional Advisory Board

We are pleased to announce that David Hirst has accepted the Committee’s invitation to become Chair of the Regional Advisory Board. David has been a member of the RAB since it was created in 2007 and has proactively represented the energy sector.

The RAB have recently responded to the Aviation Lifed Panel in relation to its reply to the draft national aviation strategy consultation framework, and project timelines.

The group are currently debating the CBI report Bold Thinking: A model to fund our future roads and what might come out of the feasibility report the Treasury is currently undertaking for Government on the future funding/governance of the highway network in the UK

The following are areas that the group may be debating in the future, if you have any views upon these or the funding of the highway network please contact the Regional Support Team.

Energy 2020 – think-tank type paper (decarbonising transport and heat) for release November 2012. State of the Nation: Transport – launching in June 2013. How do we gather evidence? Should we

produce a regional report or briefi ng sheet? Should we produce these for each City Region? Infrastructure Finance Assistance Bill – Briefi ng note to MPs. Infrastructure Review – Sir John Armitt has been invited by Ed Balls to lead.

Regional Education Team

Engineering Experience Day

On Wednesday 14 November, the Regional Education Team held their second Engineering Experience Day at the National Railway Museum in York. Four schools attended from across North Yorkshire, fi elding teams of eight students from Years 8 and 9.

During the day-long event, the students were tasked with becoming disaster relief engineers following the devastation caused by Hurricane Mitch which hit Honduras is 1998. The teams completed fi ve activities, all of which were linked to how engineers would typically be helping in emergency situations.

The students were tasked with: constructing a Bailey bridge and launching it across a ‘river’ to provide a temporary crossing; constructing a communications tower to hold transmitter and receiver equipment; transporting clean water to a refugee camp; providing emergency shelters using limited materials; and constructing a medical centre.

The Bailey bridge and water supply activities were facilitated by Emergency Aid Training (EAT) who have hands-on experience of working in emergency situations. A new activity, to construct a

medical centre, was also trialed and worked well, using wooden dowels to form triangles to create a structure which could ultimately be covered for the use of medical teams.

Our thanks go to the National Railway Museum who allowed us to use their excellent facilities for the day and also undertook an interactive session called ‘Rocket to Bullet’ where they went through Newton’s Laws of Motion and explained them to the students using fantastic demonstration tools.

Many thanks to our Ambassadors: Matthew Brayfi eld, Josie Rothera, Lynden Cable, Chris Bevington, Joe Durrant and Adam Broomhall, and to EAT: Julian Carter and Bill Ixer. Regional Achievers

We would like to take this opportunity to thank Josie Rothera and Matthew Brayfi eld for their continued commitment to the promotion of civil engineering to under-19s.

In 2010 Josie and Matthew took on the running of the Regional Education Team, having been active ICE Ambassadors for a number of years. Following on from Lynden Cable, who won the NCE/ACE Outstanding Achievement Award in 2009 for his efforts in providing schoolchildren in Yorkshire and Humberside with a better understanding of what it means to be a civil engineer, would have been a daunting act for many to follow. Josie and Matthew however, have more than risen to the challenge, organising over 140 activities and reaching over 6,000 children, teachers, parents and the wider public to date.

In addition to the many hours they spend organising activities and coordinating Ambassadors, they are developing new activities, considering methods to engage with more schools and ways to coordinate with other organizations to achieve their overarching objective of inspiring the next generation of engineers.

On Wednesday 3 October, the 2012 Smeaton Award winners presented the Kings Cross Station Refurbishment project at the National Railway Museum in York.

The Smeaton Award is for design work carried out in the Yorkshire and Humber region for a project elsewhere. The winners this year were Tata Steel. The presenters - Lee Owen, James Clifford and Andrew Wilkinson, provided in depth technical and practical information on how Kings Cross Station was refurbished with the station ‘open as usual’.

The project commenced in 2005, a £550m scheme to refurbish the Grade I listed structure. The primary issue was how to maintain full operation of the station whilst at the same time undertake this major work. The project was split into a number of packages including:

Package 0 – Construction of Platform 0 to enable trains to be transferred to the new platform and thus other platforms closed to allow construction of the pedestrian footbridge

Package 2 – Refurbishment of the two train shed arched roofs Package 3 – Replacement footbridge to provide improved

access to all platforms

Package 0The alignment of Platform 0 is directly under a Grade I listed offi ce building facing the York Street façade of the station, the work commenced immediately on completion of the offi ce building refurbishment. A contiguous bored pile wall was constructed to

provide a suffi cient area to construct a new rail track to Platform 0 which occupies the site of the old taxi rank.

Package 2 The roof refurbishment required complex scaffolding techniques hanging down from the structure and canopies to protect the ironwork during renovation. The iron structure was largely retained with only minor repairs as required including an area of WW2 bomb damage. Solar panels have been installed on the roof providing 10% of the station’s annual electricity needs.

Package 3The existing Victorian footbridge was dismantled and is currently being reassembled at the Mid Hants heritage railway. The new bridge was designed to provide access to all platforms with integral lift access. The structure features ‘bomb proof’ glass and a thin steel deck to minimise its impact in the train shed. The foundations on each platform had to be designed to deal with made ground and tube lines, although it was possible to bury services cabinets in the foundations minimising obstacles on the platform surfaces.

The presentation was extremely interesting and demonstrated the high level of skill and designing on the hoof required to deliver complex refurbishment projects.

The project has demonstrated that professional engineers designing in the region leave lasting impressions in other regions of the UK.

QUEST

Students at Yorkshire and Humber universities have gained 10 of the 66 QUEST Scholarships awarded in 2012. University of Leeds has three of these students and University of Sheffi eld, seven. The latter, along with University of Cambridge, gained the second highest number of scholarships, beaten only by University of Bath, which gained 11. These scholarships are worth £2,500 per year for four years.

There are currently over 250 QUEST scholars studying at universities throughout the UK, 27 of these at the University of Sheffi eld and six at the University of Leeds. Over the course of their studies QUEST scholars must participate in at least three activities that promote civil engineering.
