CAFTA-DR: What it means for U.S. businesses A NEWSLETTER PUBLISHED BY INTERNATIONAL COMMUNICATION BY DESIGN, INC. Although the pact has yet to be ratified by all of the signatory countries, CAFTA-DR (the Dominican Republic- Central American Free Trade Agreement) officially took effect in the U.S. when it was signed into law January 1, 2006. U.S. businesses and workers now want to know how CAFTA-DR will affect them as the country continues to weave its economic future with that of its global trade partners. According to the Office of the United States Trade Representative (USTR), the CAFTA-DR region already represents a significant market for U.S. businesses, which export “more than $15 billion annually to Central America and the Dominican Republic”. The USTR predicts that multiple manufacturing and service industries will increase their exports to the region as CAFTA-DR is implemented. The U.S. Chamber of Commerce also predicts that in its first year of implementation, CAFTA-DR will generate more than 25,000 new U.S. jobs and within ten years, an additional 100,000 U.S. jobs will be added. Increases in exports to the CAFTA- DR region and in U.S. jobs are projected based primarily on reduced tariffs and relaxed bureaucratic requirements. Because CAFTA-DR mandates tariff structure changes advantageous to U.S. businesses, U.S. workers may see a rise in exports of the goods their companies produce and the services they provide. The USTR notes “about 80 percent of U.S. exports to the region will be duty-free immediately upon implementation of CAFTA, with all tariffs on industrial goods phased out within 10 years.” CAFTA-DR also relaxes rules requiring that U.S. exporters certify export documents in the U.S. and laws for early termination of contracts. Such changes should enable U.S. businesses to move goods into destination countries without financial penalties or undue delays. The pact is expected to improve the financial outlook in multiple sectors. For example, almost all U.S. small aircraft and radio equipment will be exported to CAFTA-DR countries duty-free. The electronics and instrumentation industry, information technology, and scientific and medical equipment manufacturing may also benefit from CAFTA-DR as 99 percent of U.S. industrial exports will be free from tariffs once the pact is implemented. According to U.S. Immigration and Customs Enforcement, the number of foreign students studying in the United States as of June 2005 was 773,040. Of those, about 50% attend school in California, New York, Texas, Massachusetts, Illinois, and Florida. The top five countries from which foreign students come are the Republic of Korea, India, China, Japan, and Taiwan. The top five degree programs in which foreign students are enrolled are Business, Management, and Marketing; Engineering; Computer and Information Sciences; Basic skills; and Health professions.

Why do more than a half million students from outside the U.S. come to our shores from countries many thousands of miles away to complete their education? Some of the reasons we found are from

a survey at Brown University, where nearly 40% of the graduate students come from outside the U.S. In his article “Diverse offerings draw grad students from foreign lands”, Ben Leubsdorf discovered that:

Although many foreign students wish to remain in the U.S. after they graduate, our immigration laws will not always accommodate them. Depending on the major they have chosen, students have varying opportunities of staying and working in the U.S. For example, given our shortage of nurses, students who pursue a career in nursing will likely have more opportunity to obtain a permanent resident status than students in other fields. And according to Princeton University President Shirley M. Tilghman, two-thirds of foreign students who receive a Ph.D. in science and engineering stay in the U.S.

ICD EMPLOYEE PROFILE

LevLev graduated with a degree in mechanical engineering from the Moscow Institute of Civil Engineering and received his Ph.D. in Dynamics and Strength of Machines

from the Institute for Mechanical Engineering Research of the USSR Academy of Sciences. He has directed a machine dynamics laboratory and has published nearly 50 articles and several books related to the theory of vibration machines and finite-element analysis.

In addition to his primary job, Lev worked as a translator on the Russian editions of the Transactions of ASME, the AIAA Journal, and the IEEE Journal. His translation experience includes applied theoretical and applied mechanics, mechanical engineering, telecommunications, and space and aircraft engineering. Lev devotes his free time to reading about ancient and medieval history and culture and to his dachshund, Ronny.

100 reports every year.

your translation vendor will work closely throughout five key

stages of translation: preparation, translation, desktop publishing

(DTP), quality assurance (QA), and delivery and maintenance. By

following these basic steps, you and your vendor can ensure that

your translation project will be of the highest quality and will meet

your customers’ needs.
