Ar vind and Tinoo Joshi , IAS officers ofthe Madhya Pradesh cadre, have heldimportant positions at the Centre since thelate 1980s.

Tinoo served as Deputy Secretary in thePrime Minister's Office from July 1, 1988,to January 1, 1990, while Arvind was JointSecretary in the Defence Ministry duringthe 1999 Kargil hostilities .

Rs.360 crore - that's the worth of top rankingIndian Administrative Service (IAS) officersArvind Joshi and Tinoo Joshi. The high profile IASwere suspended after an Income-Tax raid at theirBhopal house in February 2010.

The raid yielded Rs.3.06 crore in cash. But as itturns out, that was just a drop in the ocean ofwealth that the couple had amassed in 32 years of

being civil servants.

The report estimates the total worth of the couple at astaggering Rs.360 crore, including propertyworth Rs.220 crore.

The couple own 400 acres of land in Bhopal and otherdistricts of Madhya Pradesh. They also own 25 flatsmostly in Bhopal and one in Delhi.

The Joshi family including Arvind's parents, had takenout insurance policies ranging from Rs.50 lakh to Rs. 1crore. From real estate to swank resorts to liquor trade,the couple had investments in several sectors. Besides,the couple also had Rs.9.83 crore in bank deposits.

THE RAIDFeb 2010: Income Tax department raidedthe residence of IAS couple Arvind andTinoo Joshi. As the enquiry proceeded, thecouple was found to be in possession ofstaggering Rs 360 crore assets. The assets

were said to be present in different citiesof Madhya Pradesh including Bhopal .

Huge investments

The two have made investments in a number of areas

ranging from agriculture to real estate and stock market.

The couple bought land at a number of places includingKanha and Bandhavgarh national parks, Raisen,Balaghat, Sehore and Bhopal, the report said.

It also alleged that the couple purchased 25 flats of which18 are in Guwahati, six in Bhopal and one in New Delhi.Papers about seven plots at Patel Nagar have also beenrecovered from their possession, it said.

The report also claimed that Arvind had allegedlyindulged in speculative trading in shares, futures andoptions amounting to Rs.270 crore in the past three years.

The Suspension

Feb 5, 2010: The Madhya Pradeshgovernment suspended the couple followingIncome Tax raids at their official residence. The suspension orders were issued aftertaking cognizance of the raid and finding theirconduct was against the service rules. While Arvind Joshi was posted as principal

secretary of Jails, his wife Tinoo Joshi wassecretary to the Women and ChildDevelopment Department before beingsuspended.

Notice after Notice

Jan 2011: The Directorate of Enforcementissued notices to suspended IAS couple foralleged violation of the forex law.

The agency serviced notice after initialinvestigation against the couple.

Lokayukta(anti corruption authority @ state level)

Oct 2012: After raiding the establishmentsof the IAS couple in February 2010, the

Lokayukta continued with the investigationinto the properties possessed by the couplefor some time.The Lokayuktya police moved anapplication before the Department ofPersonnel and Training for prosecuting thecouple on October 8, 2012.

Countdown to Dismissal

Sep 2013: The Department for Personneland Training forwarded to the UnionPublic Service Commission (UPSC) itsapproval for dismissal of the suspendedofficers.

The state government also sought

permission for the prosecution of thecouple over corruption charges.

Decks cleared for dismissal of the taintedMadhya Pradesh IAS couple with theCentre accepting the state government'srecommendation to remove them fromservice.

Chargesheeted

Mar 2014: Four years after the raid andsubsequent investigations, Madhya PradeshLokayukta's special police establishment onMarch 2 presented a chargesheet against thecouple before special judge V K Dwivedi.Both the officials were chargesheeted along with16 others, including four family members.

The chargesheet states that Arvind Joshi and hiswife Tinoo Joshi amassed movable andimmovable assets worth Rs 43.87 crore in their31-years of service.

Arrest Warrants

August 2014: A special court on Aug 29 issued anarrest warrant against tainted IAS couple Arvind andTinoo Joshi for their failure to appear even for asingle hearing in the Rs 42-crore disproportionateassets (DA) case.

Special judge Dinesh Mishra also issued an arrestwarrant against five others, including Arvind Joshi's

NRI sisters Abha Ghani and Vibha Patel Parkin. Sixothers in the case were sent to jail.

Sep 6 2014: Madhya Pradesh Lokayukta onFriday began proceedings to attach the legalassets of on-the-run IAS couple Arvind andTinoo Joshi.

A case of attaching their disproportionateassets under the special Act is pending in court.Lokayukta's special police establishmentdispatched teams to different locations,including Delhi to arrest the IAS couple, whowent underground to avoid execution of anarrest warrant in the disproportionate assetscase.
