I. ADDENDUM

i. Extension of Closing Date

KETRACO wishes to inform bidders that the closing date has been extended to Friday

23rd November 2012 at 10:00am Kenya local time and bids will be opened immediately

thereafter at KETRACO offices.

The tender security bond should therefore be for 120 days from the closing date

iii. Part 2- Employer’s Requirements, section GTS-1 “General Description of the

Project and Extend of Works”, item 1.1 Introduction, bullet no.8 has been

amended and should read as follows:

The existing Turkwell 220 kV line bay shall be used as the first incoming line bay from Kisumu substation. The existing lightning arresters, capacitive voltage transformers and line traps shall be removed and replaced with new equipment to be installed on a new line bay. The line bay shall be completed with the supply and installation of the necessary equipment.

iv. Part 2- Employer’s Requirement, section TS-1 Scope of Supply, item 2.4 (page 11)

has been amended and should read as follows:

1.1 REMOTE CONTROL PANELS

The existing remote control panel for the 220 kV section installed at Lessos substation for the two existing 220/132/11 kV autotransformer bays and the existing Turkwell 220 kV incoming line bay cannot be further extended. For this reason the Contractor shall:

Dismantle the existing Turkwell 220 kV incoming line control panels, supply and install a new remote control panels and incorporate them in the new remote control panel lineup for the 220 kV section in the New Control Room.

New control panels for the two (2) newly added autotransformers shall be installed next to control panels of the existing autotransformers in the Existing Control Building.

In the Existing Control Building, use the space left by the dismantling of existing Turkwell 220 kV incoming line control panels for installation of the new remote control panels for the newly added 132 kV sections.

Existing control panels shall be then dismantled following commissioning of the new control panels. In order to minimize power interruption during interconnection works, the Contractor is required to develop construction methodology, shutdown sequences, shut down schedules and obtained approval from the Employer. The Contractor is required to study the control and protection system and familiarize himself thoroughly with the operation system of the Employer for above-mentioned works. The Employer will assist the Contractor in obtaining necessary information and permission.

The remote control panel lineup for 220 kV section shall be provided with sufficient panels for installation of controls for:

- Two (2) incoming line from Tororo;

- One (1) outgoing line to Turkwell (existing line relocated);

- Two (2) Line Shunt reactors;

- Two (2) incoming line from Olkaria;

- Two (2) incoming line from Kisumu line control systems;

- One (1) empty panel for future expansion.

Each control panel to be installed in the control room shall be made of steel sheet and suitable for floor mounting, accommodating all items to complete the control functions.

3 Detailed Requirements (TS-2) 2.2 BUS-BARS AND CONNECTORS, 2.2.1 General, Electrical Characteristics: We are understanding that it is necessary to keep the external insulation levels indicated for 220 and 132 kV switchyards for the installation height, that means, 2146 meter above sea level

Insulation coordination study will be carried out for analyzing Lessos Substation at altitude 2200 meter above sea level and the proposed 400 kV line.

4 Detailed Requirements (TS-2) 2.2 BUS-BARS AND CONNECTORS, 2.2.1 General, Electrical Characteristics: Related to the 31 mm/kV specific leak line. All the external insulations must be maintained, that means, the insulation supports, the insulators chains and porcelains of high voltage equipment taking as a reference the maximum insulation voltage according to IEC. Please, confirm our understanding is OK.

For Lessos substation, we recommended that a IEC, Class II, Medium creepage distance of 20 mm/kV would be sufficient.

5 Detailed Requirements (TS-2) 2.2 BUS-BARS AND CONNECTORS, 2.2.1 General, Electrical Characteristics: Related with the specific 31, 5 KA short circuit level. Please, indicate if this level is in 1 or 3 seconds.

Rated short-circuit is 31.5 kA for 1 second.

30 Scope of Works – 132kV SS

Extension

We have read that from the Price Schedules and Description of the Extension Works for

the 132kV SS that it consists of supply of only four (4) circuit breakers. These to our

understanding are the bays connected to the new transformer bays from the

220/132kV Transformer (labeled below “New Diameter no. 1”). We however also

believe that the diameter, which consists of 4 additional circuit breakers, wherein the

Eldoret 132kV outgoing line/gantry shall be relocated is also part of the new scope

(labeled below as “New Diameter no. 2”)

In total, the number of circuit breakers for the 132kV scope should be eight (8) and not

four only. Kindly clarify or confirm if our understanding of the scope is correct.

MINUTES OF MEETING

1. BRIEF OVERVIEW OF THE PROJECT

Eng. Peter Mungai welcomed all bidders and introduced the Lessos Kenya Power team responsible for the operation and maintenance of the substation. He briefly explained the scope of the necessary works to be performed for the extension of the 220/132 kV substation switchyard, control building and related civil works.

This project is part of the interconnection project between Kenya and Uganda through the construction of a new double circuit 400 kV transmission line (operated at 220 kV) from Lessos 220/132/33 kV substation to Tororo 220/132 kV substation.

The project is financed by the African Development Bank (ADB).

All bidders shall comply with the technical specifications and project needs as described in the tender documents reference: KETRACO/PT/013/2012; issued on the 10th of September 2012.

EPC contractors are expected to execute this project within duration of 18 months after contract effective date.

It was mentioned that the closing date remains the 9th of November 2012 at 10:00 am and opening of bids will be done at KETRACO’s head office.

Eng. Peter Mungai expressed the need to implement this project by expanding the 220 kV and 132 kV switchyards to accommodate the new 220kV double circuit transmission lines to Kisumu, Tororo , Olkaria, a new 132kV single circuit line to Kabarnet and the relocation of existing 220kV Turkwell and 132kV Eldoret lines .

Mr. Chalfoun, gave a summary explanation of the works to be performed such as:

Extending the 220 kV main bus by adding four (4) 220kV line bay complete with all electrical apparatus, protection, communication and control facilities as well as all related civil works;

Installing new autotransformers with respective reactors and fire walls;

Extending the 132 kV switchgear and all related civil works;

Construction of a new control building fully equipped; Carrying out the site preparation, earth works, slope protection, surfacing and

gravelling the newly extended 220 and 132 kV sections of the substation area;

Interfacing the new SCADA and telecommunication equipment located in the 220 kV control building with the existing system.

In that background, EPC contractors shall present their bids within 28 days from the issue date of this tender notice.

All bidders wishing to make additional visits to the Lessos substation must give written notice (e-mail acceptable) to KETRACO.

2. SITE VISIT OF THE INSTALLATIONS

The site visit started on time at 10:00 a.m.

Safety regulations were communicated to all the bidders during the site visit and

necessary precautions were ensured to facilitate the visit;

Bidders were shown the existing 220/132 kV switchyards as well as the existing

outgoing 220 kV transmission line to Turkwell and the transmission line to

Eldoret (132 kV), towers to be relocated and all necessary backfilling to be done.

After the substation site visit, all contractors were invited to visit the existing

control room and SCADA system.

The bore hole and the existing water tank will be relocated to the area around

the staff quarters.

Access to the site shall be through an existing earthen road that lies beyond the

staff quarters.

Bidders were informed that new 132kV switchyard shall be stepped in accordance to the layout of existing switchyard. The new autotransformers and reactors are to be on the same the same level as the existing ones. Refer to attachment on Substation Lessos Substation Typical Cross-Section

3. QUESTIONS FROM BIDDERS:

All bidders were informed to submit their questions and other related queries in writing (soft

copies preferred).

All queries & clarifications received before the deadline will be analyzed, responded to and

copied to all bidders. KETRACO is accepting questions and other information up until the

deadline for clarification requests after which no requests for clarifications will be accepted

from any bidder.
