I am directed to convey the sanction of the President of India to the release of an~amount of Rs.7,18,71 ,076.00 (Rupees Seven Crore Eighteen Lakh Seventy- One ct11t'V­Thousand Seventy-Six only) towards 1st installment of Infrastructure Funds as grant- .,in-aid to National Institute of Rural Development (NIRD), Hyderabad for construction ofFifteen (15) Rural Self Employment Training Institutes' including balance payment of 1stinstallment to' Meerut RSETI by ImplerTlentirigBanks as-specified in Annexure.

II. The Implementing Banks shall commence utilization of funds within 2 months ofreceipt offunds ..

III. NIRD shall monitor the progress of the work and furnish periodical reports on.,'J

progress of work. ."fIV. An assets register shall be duly maintained for any assets created out of the fundsreleased. Further any assets createdl acquired wholly or substantially out of this fundsshall not be disposed off or encumbered or utilized for any other than those for whichthe funds have been sanctioned.

V. NIRD will obtain UC, Balance sheet and audit-report from Implementing Banks.

.- -.-- 5) - The accounts of the grantee institution .Of organization shall be open to inspectionby Internal Audit of the ProAccounts, in terms of Rule 211(1) of GFR 2005 orComptroller and Auditor General. There is no UC Pending from Implementing Banks/NIRD for the Infrastructure fund given by Ministry earlier.

6) This issues under the delegated powers of the Ministry and with the concurrenceof the Integrated Finance Division vide their U.O. No.410/finance/2017-18 dated09.08.2017.
