Preface

In times of the COVID-19 pandemic, the organisation of events requires special hygiene and infection

control measures. For Deutsche Messe, the health and safety of our customers, partners and employees is

our top priority.

This master concept for the realisation of hygiene and infection control measures1 is designed to ensure

that events are held at the Hannover exhibition grounds in accordance with the requirements of the Lower

Saxony Covid-19 Regulations2 and based on the general regulations in order to provide the maximum

possible safety for all persons.

This hygiene concept lists the relevant requirements that must be observed for events held on the Deutsche

Messe premises.

The specific general conditions of an event, such as the application of the 2G3 or 3G4 rule, the area used,

space, number of persons, etc., as well as deviations from and additions to this hygiene concept are to be

indicated on the form "Notification of an Event" (see point 8). Together with this master concept, this results

in an adapted protection and hygiene concept for the respective event. All persons on the exhibition

grounds must follow the applicable requirements on their own responsibility and observe the described

measures.

Unless otherwise described below, the respective organiser is responsible for the compliance with legal

requirements and for the realisation and control of the protective and hygienic measures.

This document will be continuously updated and adapted to the respectively valid regulations. Deutsche

Messe reserves the right to specify more extensive requirements and to restrict or cancel measures and

requirements. Inspections, by the health authorities and by Deutsche Messe, are to be expected at any time.

Instructions given by the personnel of the authorities and Deutsche Messe must be obeyed at all times.

1 In the following referred to as hygiene concept 2 "Niedersächsische Verordnung über Maßnahmen zur Eindämmung des Corona-Virus SARS-CoV-2" (Niedersächsische Corona-Verordnung) of 24 August 2021, in its current valid version, in the following referred to as NCoronaVO 3 2G means that only vaccinated or recovered persons are allowed to enter (in German: geimpft, genesen).

4 3G means that only vaccinated, recovered or tested persons are allowed to enter (in German: geimpft, genesen, getestet).

1. Legal Requirements

1.1 Laws and Regulations

The following laws and regulations are particularly relevant for this hygiene concept:

- General Decree of the Hannover Region on the Introduction of Access Restrictions ("2 G") dated

10.11.2021

- Infection Control Law (IfSG)

- Lower Saxony Regulations on Infection-Preventive Measures against the Corona Virus SARS-CoV-2

and its Variants (Niedersächsische Corona-Verordnung) of August 24, 2021

- Regulation governing facilitations and exemptions from protective measures to prevent the

spread of COVID-19 (COVID-19-Schutzmaßnahmen-Ausnahmenverordnung-SchAusnahmV)

- SARS-CoV-2 Occupational Health and Safety Ordinance (Corona-ArbSchV)

IMPORTANT NOTE!

Due to a general decree in the Hannover Region, as of 12.11.2021 all events with 25 or

more persons can only be held as 2G events.

Trade fairs may continue to open under the 3G requirements. However, catering

services and events within a trade fair (forums, events, special shows, etc.) may only be

used by persons who meet 2G.

2. People on the Event Area

2.1. 2G Events

- This hygiene concept applies to all events held on the exhibition grounds of Deutsche Messe AG.

- If an event is to be held as a so-called 2G event, i.e. only vaccinated and recovered visitors are allowed on the event grounds, the following requirements for the event and for the catering facilities do not apply:

o the observance of the minimum distance (see point 3.1.)

o the obligation to wear masks (see point 3.2.)

o the limitation of visitors to 50% of the capacity of the facilities used (see point 2.2.)

o the requirement to staff each sanitary facility (see point 3.4.)

o for trade fairs there is no need to plan aisles at least 4.50 m wide (see point 7.1)

o for trade fairs, there is no need for exhibitors to provide clearances and protective devices on the stand areas and to take these into account in the planning.

- Persons on duty who cannot or do not wish to prove their 2G status at an event are obliged to present a current, negative PoC test in accordance with point 2.3 before entering the event area. In

addition, these persons must permanently wear an FFP2 mask (or a mask with a comparable protective effect). OP masks are not permitted.

- Persons with medical contraindications and persons who are not allowed to be vaccinated must present a negative test result. Deviating from the NCoronaVO, visitors under 18 years of age must

also present a negative test.

- Set-up and dismantling will not carried out under the 2G regulation, but according to the specifications of the Corona-ArbSchV.

2.2. 3G Trade Fairs

- 3G is the minimum requirement for holding a trade fair on Deutsche Messe exhibition grounds.

- This concept applies in full to 3G trade fairs.

- In addition to the points listed below, the personnel capacities of the facilities used for trade fairs with 1,000 or more visitors may only be utilized to 50% of their capacity.

- Set-up and dismantling will not be carried out under the 3G regulation, but according to the specifications of the SARS-CoV-2 Occupational Health and Safety Ordinance (Corona-ArbSchV).

2.3. Access to the Event Area

- According to the current NCoronaVO of 24.08.2021, events at Deutsche Messe are only accessible to vaccinated, tested and recovered participants, visitors and service providers.

- The organisers can decide whether they want to apply the 3G rule or the 2G rule at their event.

- The respective G-proof is required in any case and actively demanded by the organisers from all persons. Persons who cannot provide proof of vaccination due to a medical contraindication must provide a negative PoC test in all cases (even for 2G events or if a negative PCR test is required).

- Persons who have been vaccinated with vaccines not licensed in the EU are assessed as unvaccinated.

- Proof of a negative test result must be provided by a PoC antigen rapid test taken no more than 24 hours previously or a PCR test with a validity of no more than 48 hours. The proof must contain the first and last name, the date of birth, the address of the tested person as well as the manufacturer and brand name of the test, the test date, the test time as well as the name and company of the

authorized supervising person and document both the test type and the test result.

- It must be ensured that non-authorized persons do not gain access to the event site.

- Upon entering the event area, each person is to be recorded with their contact details (see point 4.). The organiser must ensure that the collection times are documented.

2.4. Density of Persons / Traffic Areas

- The maximum possible density of people is defined by the available traffic areas. The total traffic area is the area on which visitors can move.

- The density of people should be calculated as 2.50 m² of the total traffic area per person. In this way, it is mathematically possible to ensure a distance of more than 1.50 m if the distribution is even.

- Aisles must be dimensioned in such a way that the required minimum distance between persons of 1.50 m (see point 3.1.) can be ensured.

- Event activities are not allowed to block traffic routes for visitors.

2.5. Limitation of Persons

- Across the entire event area, it must be ensured that no more persons are present in the event areas (entrance areas, foyers, halls, rooms, exhibition areas, etc.) than the calculated capacity of the facility allows.

- Measures must be taken to prevent further access of persons when event areas are at full capacity. This can be achieved via digital people guidance systems or organisationally via personnel.

2.6 Queues

- Queues must be avoided as far as possible. Where it is not otherwise possible, e.g. at entrances, checkrooms, counters, sanitary facilities, catering stations or similar, additional waiting areas must be provided. A queue must be actively regulated, e.g. by floor markings and guidance of people, so

that the minimum distance (see point 3.1.) can be guaranteed.

2.7. Traffic Visitor Distribution

- In the case of events with large numbers of visitors, the distribution of visitors should already be taken into account at the time of arrival by means of controlling the different traffic types. Examples of this are:

o Control of individual traffic via NUNAV app and parking guidance system.

o If necessary, adjust the frequency of public transport in consultation with ÜSTRA (operator

of public transport in Hannover). No increased frequency on arrival to prevent overcrowding in entrance areas; increased frequency on departure to avoid congestion at the tram stop.

2.8. Arrival and Entry from Abroad

- When making your travel plans, please note possible entry regulations of the German Foreign Office under: https://www.auswaertiges-amt.de/en/coronavirus/2317268

3. Hygiene standards

3.1. General Measures and Hygiene Guidelines

- The minimum distance of 1.50 m must be maintained between participants at all times, if possible, and must always be taken into account when planning and conducting events.

o Entrance, service and orientation areas are to be planned extensively in order to avoid the

formation of crowds.

o To control the flow of persons, active guidance may be necessary, e.g. by means of signs, floor markings, partition walls or tensors.

- Additional measures to protect against aerosols (e.g. transparent panes) must be provided at counters, tables, etc. if the persons at their workplace behind the protection are to be exempted from the mask requirement.

- Signs, information boards and posters must clearly and comprehensively indicate the rules of conduct and hygiene standards: Greeting without physical contact; washing hands regularly and thoroughly with soap; disinfecting hands; keeping hands away from face, sneezing or coughing into

the crook of the arm.

- Disinfectant dispensers must be installed throughout the area, especially in the entrance and exit areas, at catering stations and in front of the restroom facilities.

- In hall aisles, right-hand traffic applies.

- Entry and exit must be separated from each other.

- Persons who disregard the distance and hygiene regulations must be made aware of the obligation to comply with them. Further disregard will lead to their exclusion from the event.

3.2. Mask Obligation

- In all closed areas (halls, conference areas, pavilions, entrances, indoor catering, etc.), a medical mouth-nose covering5 (hereinafter referred to as a mask) must be worn.

- The mask may be removed at the seat in front of lecture or scene areas if

o the distance between the seats is at least 1.00 m (chessboard occupancy).

o the persons sitting next to each other without distance belong to a group (travel group, household, etc.).

- Seating can be carried out without a minimum distance if the mask will be worn at the seat.

- In meeting or catering areas, the mask may be removed at the seat if the minimum distance of 1.50 m between persons is maintained or physical protective measures have been taken, such as barriers protecting against aerosols. A group of persons who are close to each other (e.g. persons from a

household, a travel group, etc.) may remove the mask at the seat even if the distance between them is less than the minimum distance.

- Outdoors, a mask must only be worn if the minimum distance cannot be maintained.

3.3. Indoor Air Concept

- The room air conditioning systems of the individual buildings / parts of buildings are operated with 100% fresh air (outside air) in order to ensure continuous, multiple air circulation.

- The air conditioning systems must be put into operation by Deutsche Messe at least 24 hours before the start of the event.

- Deutsche Messe ensures compliance with the hygiene specifications in accordance with VDI 6022 (German Guidelines for Ventilation). The risk of infection due to aerosol dispersion and transmission is reduced with the optimised system operation, in accordance with the described

procedure.

- Gate and door curtain systems in recirculation mode are not allowed to be operated during events.

- Rooms that are not ventilated centrally via the air handling systems must be ventilated regularly for 15-20 minutes through entirely open windows. Ventilation is to be implemented via cross-flow ventilation, where possible.

- Rooms that do not comply the requirements of the room air concept may not be used.

3.4. Sanitary Facilities

- The minimum distance requirement also applies in the sanitary facilities. This means that only a reduced number of persons can use the facilities at the same time. Several toilets or urinals are closed for use and marked accordingly. Therefore, access to the restroom areas must be controlled. Each sanitary facility that is put into operation for the event must be staffed.

3.5 Cleaning

- Surfaces and objects that are frequently touched by people (e.g. door handles, tables, handrails,

exhibits) as well as sanitary facilities must be inspected at regular intervals throughout the entire

event area; if necessary, they must be cleaned and virucidally disinfected.

4. Contact Tracking

- For contact tracking purposes, the contact information of any person seeking access to the event site shall be collected prior to entry and stored in accordance with the NCoronaVO. Personal contact

information includes:

o Family name and first name

o Complete address

o Telephone number

o Date and time of survey

- For service-related activities, the official contact data of the respective person are sufficient.

- The personal data must be recorded and stored digitally.

- When entering catering facilities or areas, contact details must also be recorded.

- Data must be transmitted to the health authority upon request, ensuring compliance with the applicable data protection rules, and deleted after four weeks at the latest.

- For trade fairs with more than 500 visitors, the collection of contact data upon access to the event area is waived. When participating in events within the framework of the trade fair and when using catering services on the exhibition grounds or at trade fair stands, contact data will be collected in

accordance with NCoronaVO requirements.

5. Catering

- The caterers and restaurateurs must ensure that they comply with the specific regulations for the event with regard to infection control, the requirements of this hygiene concept and, in particular,

the requirements of the NCoronaVO applicable to the event:

o Food may only be served at tables. Food may be served both to the seated public and to standing tables provided. If additional consumption areas are necessary, these must be

taken into account in the planning.

- When entering catering facilities / catering areas, contact details must be recorded (see point 4.).

- Gastronomy and catering areas are to be considered and described in the form "Notification of an Event" (see item 8.). Possible additional measures must also be described here.

6. Person in Charge

- For the duration of the event, including entry and exit, the organisers must appoint a person who is responsible for compliance with the hygiene concept (in the following referred to as the "person in

charge") and name them in the form "Notification of an Event".

- The person in charge must ensure compliance with the specifications from this document for the implementation of hygiene and infection control measures for the duration of the event, including the entry and exit.

- If the event is so large and/or complex that the person in charge cannot adequately control the specifications, the organisers must additionally deploy a security service or hygiene guides to

ensure the implementation of the protection and hygiene measures

7. Special Features of Event Formats and Venues

7.1. Trade Fairs and Exhibitions

- The total traffic area according to point 2.4. is calculated from the available aisle areas and proportionally from the exhibition areas. This results in the following formula:

𝑇𝑜𝑡𝑎𝑙 𝑡𝑟𝑎𝑓𝑓𝑖𝑐 𝑎𝑟𝑒𝑎 = 𝑛𝑒𝑡 𝑒𝑣𝑒𝑛𝑡 𝑎𝑟𝑒𝑎 − 𝑒𝑥ℎ𝑖𝑏𝑖𝑡𝑖𝑜𝑛 𝑎𝑟𝑒𝑎 + 0.50 ∗ 𝑒𝑥ℎ𝑖𝑏𝑖𝑡𝑖𝑜𝑛 𝑎𝑟𝑒𝑎

The exhibition area is usually included in half (factor 0.50). The other half is made up of areas that are not accessible to visitors (e.g. separate hall areas, office areas, technical rooms). Each organiser

must check whether the factor of 0.50 is applicable to their event.

- Hall aisles should be planned with a minimum width of 4.50 m. Event characteristics or expected high visitor numbers that also require wider hall aisles, such as purchasing and consulting at stand boundaries, lingering areas in the aisle, etc., must be taken into account in the event planning.

- The Technical Guidelines of Deutsche Messe AG have been supplemented by a three-part Catalogue of Measures for infection control in order to fulfill the protection objective. The specifications and instructions listed there for the Design, Construction and Organisation of Exhibition Stands, Catering and Hospitality on Stand Areas, for Deliveries and for the Construction and Dismantling of

Exhibition Stands are derived exclusively from the specifications of this hygiene concept and must be implemented on their own responsibility by the exhibitors and third parties they employ.

7.2. Conferences and Congresses in CC, Conference Area Hall 19/20 and IC

- The work of all participants is to be organised in such a way that the individual trades (e.g. furnishings, event technology, cleaning) work in succession in individual time slots.

- One-way routes on the traffic areas as well as entrances/exits for active visitor guidance are to be marked in the buildings and observed accordingly.

- The use of elevators is possible with a limited number of persons. The respective max. permissible number of persons is indicated on the elevators.

- For events with exhibition or trade fair-like content, the additional points mentioned under point 7.1. must also be observed.

7.3. H’Up

- For productions of digital formats, such as streaming or webcasts, no visitors are allowed in the H'Up. In this case, the NCoronaVO and the SARS-CoV-2 Occupational Health and Safety Ordinance (Corona-ArbSchV) from the Federal Ministry of Labor and Social Affairs (BMAS) in the version valid

at the time of production must be observed.

- For events with exhibition or trade fair-like content, the additional points mentioned under point

7.1 must also be observed.

7.4 MediaFactory and Technology Academy

- For productions of digital formats, such as streaming or webcasts, no visitors are allowed in the MediaFactory and the Technology Academy. In this case, the NCoronaVO and the SARS-CoV-2 Occupational Health and Safety Ordinance (Corona-ArbSchV) from the Federal Ministry of Labor

and Social Affairs (BMAS) in the version valid at the time of production must be observed.

- One-way traffic routes and entrances/exits for active visitor guidance shall be marked in the buildings and complied with accordingly.

- The use of the elevator is reserved for persons with mobility impairments.

8. Approval of an Event and Form "Notification of an Event"

- The form "Notification of an Event" can be found in the attachment of this hygiene concept.

- It is mandatory for each event. All fields must be filled in.

- Changes and additions to the specifications mentioned in the hygiene concept must be shown. The protection goal of the original specification must still be met.

- For events that are not trade fairs, a permit from the health authorities is required for 1,000 or more visitors and participants.

- In addition to the form "Notification of an Event", informative plans of the event must be submitted. All documents should be submitted at least 4 weeks before the start of construction.
