    NEW RESIDENTIAL ZONESThe State Government has introduced three New Residenti al Zones into the Victorian Planning System. These new zones will replace the existi ng residenti al zones and change the rules about what type of development is allowed to occur in your street and neighbourhood. The New Residenti al Zones have been introduced to give greater clarity about the type of development that can be expected in any residenti al area, parti cularly through de ning height and density. The three new zones are: Neighbourhood Residenti al Zone, General Residenti al Zone, and Residenti al Growth Zone. Hobsons Bay City Council is currently preparing the background work required to apply the new zones which will include extensive community consultati on over the next 12 to 18 months. The Council will be providing more informati on to the community on the New Residenti al Zones shortly. In the interim, the Department of Transport, Planning and Local Infrastructure is currently preparing an amendment to the Hobsons Bay Planning Scheme to rezone all land currently zoned Residenti al 1 and 2 to the General Residenti al Zone. The General Residenti al Zone is very similar to the existi ng residenti al zones. This is a transiti onal measure introduced by the State Government and is proposed to be introduced by or before 1st July 2014.     WILLIAMSTOWN TOWN HALLAnyone walking past Williamstown Town Hall last Tuesday morning (13th May) would have turned their heads to the sky. Launched over 25 metres in the air by a crane, the crowning glory of the 1920s Gothic building was restored to its rightf ul place.The chimney, a de ning characteristi c of the building with great heritage signi cance, tops o the refurbishment of this historic building. It was essenti ally rebuilt o -site to its original speci cati ons with new louvres and a damper that closes in winter to prevent heat loss.Copper has been chosen as the new cladding material for the restored chimney. A zinc-based material was used in 1926 but over ti me this material corroded and allowed moisture to penetrate the ti mber underneath. Had copper been available during the 1920s it would almost certainly have been used back then, but given the shortage of copper following World War One there was no other choice but to look for other materials.

    West MP slams bitter budgetBy Goya Dmytryshchak

    The mood among Federal Labor MPs in Canberra last week was sombre.

    Gellibrand MP Tim Watts, who has called a post-budget public meeting at Altona RSL Club on Wednesday night, said people in Melbournes west would be among the hardest hit.

    Speaking in his Canberra office on Thursday, Mr Watts said he was bitterly disappointed there was nothing in the budget to help thwart the epidemic of family violence.

    He had hoped that, as tragic as it was, the April 16 death of mother-of-four Fiona Warzywoda in Sunshine could spark change.

    At the time, I harboured some hope that the public nature of her death was unusual and it might act as a catalyst for government action, he said.

    It could be a small silver lining to what had occurred and I think that hasnt been borne out.

    There was a token effort in the Victorian budget and absolutely nothing in the federal budget, so its bitterly disappointing.

    Mr Watts said there was nothing in the federal budget for Altonas 2500 Toyota workers, who this week vote on the redundancy packages they will receive when the manufacturing plant closes in 2017.

    They promised that there would be a specific policy statement responding to what happened at Toyota by the start of March; now were in to May and weve heard nothing, he said. Theres no tailored package helping 2500

    workers in Melbournes west plan for their future.

    Mr Watts predicted a spike in homelessness and crime as a result of the governments decision to withhold unemployment benefits for six months for people aged 25-30.

    From 25-30, if you dont have a job you have to wait six months before youre eligible for Newstart, he said. You get nothing.

    It is no exaggeration to say homelessness is going to spike, crime is going to spike.

    Jenny Macklin [Opposition spokeswoman for payments] asked about this in question time yesterday asked how are these people supposed to survive, and the front bench laughed. I tweeted it from the chamber I found it extraordinary.

    The plot is thickening in the story of Yarraville author Maxine Beneba Clarkes literary life.

    The winner of the 2013 Victorian Premiers Award for an unpublished manuscript, Clarke has been on a rollercoaster ride since a publisher picked up her first collection of short stories, Foreign Soil.

    Clarke says several publishers have shown interest in her since the award, but she decided to sign a three-book deal with Hachette Australia, which will also publish her memoir and a novel in coming years.

    It has been fantastic. This morning we visited six bookshops, it was amazing to go into Dymocks and see my book on their shelves.

    Clarke, born in Australia of Afro-Caribbean descent, is being heralded as a major new voice in the Australian literary landscape.

    Used to immediate audience feedback, the slam poetry champion is less familiar with the waiting game of publishing.

    But glowing reviews and endorsement from the likes of fellow western suburbs author Alice Pung mean she has little to fear.

    The reviews have been really positive to date, Clarke says.

    Her collection weaves together stories set in Sydneys Villawood detention centre, the rebel squats of 1960s Brixton, a small town in Mississippi, and rural Jamaica.

    Living in the western suburbs has also shaped the work, with the opening story set in a dilapidated block of flats overhanging the rattling Footscray train lines, where a young black mother is working on a collection of stories.

    I feel there is a real grounding in the local area, that was very important to me, she says. I havent read many stories set in the west, it

    would be great to inspire other writers to look for the stories in this area.

    Clarke says readers will find running themes through the collection that align with many of her own fears about where Australia is heading.

    My intention was each story would stand alone, but you would look back and get this overarching message, she says. I love that its become a conversation starter, I feel really happy its put a lot of issues on the agenda.

    Clarke will appear at Footscray Community Arts Centre at 6pm on Thursday, May 29 for the launch of an anthology as part of the Emerging Writers Festivals Words Out West. For more details, visit footscrayarts.com.

    More than 3000 Sudanese patients have received help from a team of surgeons, doctors and nurses sponsored by Tottenham-based Australia Light Foundation (ALF).

    The volunteer medical team of five doctors and three nurses visited Sudan last month as part of the inaugural Bringing Health to Communities Project.

    Working with local leaders, the Muslim community foundation deployed the team to the El Duem Central Hospital, with a mobile medical team also sent to nearby villages to help treat basic medical conditions.

    ALF co-ordinator Fatih Yargi said the project

    helped about 3000 patients across 10 days. Our team conducted minor surgeries, general medical check-ups and assisted with medical dressings, he said.

    ALF representative Hamdi Koyu said the project also helped educate locals about the importance of hygiene and ways to eliminate basic medical ailments. The overwhelming response and participation in this inaugural project has resulted in a commitment by the ALF to conduct the Bringing Health to Communities Project in Sudan annually.

    Cost of living pressures are forcing record numbers of Australians to turn to charities for food.

    Foodbank Victoria chief executive David McNamara said the national charity, facing unprecedented demand, was struggling to distribute enough food to meet the needs of the hungry.

    He said the nations biggest secret was how many Australians were going hungry each day.

    Last year, 525,000 Victorians were looking for emergency food relief around a third of those are children.

    Foodbank collects more than $180 million worth of supplies from the Australian food and grocery industry each year, about 80 per cent of it staples such as milk, bread, fruit and vegetables.

    The charity distributes thousands of kilograms of food each day from its 5500-square-metre Yarraville warehouse.

    Foodbank last month marked the distribution of 200 million meals over a decade, about 50 million of these in Victoria.

    Its disappointing that its necessary to mark that milestone, Mr McNamara said.

    Last year, Foodbank provided enough food for 39 million meals a 23 per cent increase on the previous year but supply still barely keeps up with spiralling demand.

    Whereas demand was once driven by the homeless and jobless, the working poor struggling to make ends meet are now most likely to be seeking help putting food on the

    table. Mr McNamara believed a downturn in manufacturing and measures proposed in last weeks federal budget would lead to an escalation in the number of families in the west needing food from charities.

    Agencies are already turning people away. We are looking at a pretty stark situation, he said.

    Leaving the Ukraine-Russian crisis behind her, a Williamstown scholar has returned from teaching journalism students at the European Humanities University (EHU) the Belarusian University in exile, now located in Lithuania.

    Jillian Hocking, who has previously worked with the United Nations in Afghanistan, said her students from Belarus were fixated on the anti-government protests in the Ukrainian capital.

    The protests in Kiev were in their third week when I was with the Belarusian students and some students had trouble concentrating on the class, she said.

    Some were transfixed to the live feed coming directly from the protest square in Kiev via the internet.

    I allowed this to be on the teaching screen in class as I thought it was important for them to watch the protests unfold.

    Some of the students said they wished similar protests were happening in Belarus but that was very unlikely.

    They were watching with great interest and wondering if such action could ever be possible in Belarus.

    Interestingly, some of the students said they didnt want protests like this in Minsk, the capital, saying they didnt like the capitalist system practised in the West and were happy with what the Belarusian government offered its people free education, free health care, subsidised housing and heating.

    They said they didnt want to embrace the EU free market economics model where the state had less responsibility to its people.

    Ms Hocking said social media embraced journalism and politics, as the role of citizen

    journalism came to the fore during political unrest. I think social networking has been the great democratiser of knowledge, she said.

    The Arab spring, protests in Turkey, and Ukraine have seen and instigated unprecedented change through the use of social media. Social networking has meant

    a wonderful opening up of information which helps build strong democracies if used correctly.

    Belarusian students, like all students and people that age, live on social networking: this is how they get their information and news.

    They dont sit and watch television any more; they acquire their news on their phones

    or tablets/laptops, any time, day or night.Citizen journalism forms a crucial part of

    that change as information is shared without interference by the state.

    Ms Hocking helped to establish a modern media and communications education curriculum at the EHU, where she works as a visiting lecturer.

    Victorians are being encouraged to give more generously than ever for this years annual Red Shield Appeal.

    The nationwide Salvation Army fund-raiser was launched earlier this month.

    Last year, more than $22 million of the $42 million raised in Victoria was from the regions.

    Organisers hope the state will again make a huge contribution to this years national appeal target of $80 million. Money raised from the appeal is used to help deliver more than 1000 social programs for people in need.

    Doorknockers will be out and about on the weekend of May 24-25, but there are plenty of other opportunities to make a donation, with an army of volunteers collecting at football games, shopping centres and intersections.

    Salvation Armys fund-raising secretary Evan Cassidy cant stress enough the communitys responsibility to donate.

    We help those who in many cases cant help themselves, he said. Raising as much as we possibly can is the main focus. This years theme, Our help is in your hands, reflects the reliance the Salvation Army has on community members to chip in.

    Money raised will go toward aged-care facilities, youth support, disability services, womens refuges and employment and education training.
