Masking EmotionsWilliamstown Library and Town Hall precinct has a new artwork. Masking Emotions, pictured above, was created by Mike Nicholls. Made from Corymbia citriodora (lemon scented gum), the sculpture draws on the primal ideas of emotion, vulnerability and identity. The work was donated to the city by long-term Williamstown resident Marianne Baillieu who passed away in 2012. Marianne, a gallerist and artist who felt privileged to live where she did, wanted to mark her admiration for the work of the local sculptor and painter. The sculpture now stands in the linkway greeting everyone who passes through the front door. Pictured above with the artwork are Ian Baillieu (Mariannes husband), Cr Angela Altair with the artist Mike Nicholl.

2014 Substation Arts PrizeOn Friday 15 August 40 of the most exciting artists from around Australia will converge on The Substation for the opening of the 2014 Substation Contemporary Art Prize. Beginning at 6pm, everyone is welcome.
The Westie award, sponsored by Hobsons Bay City Council and presented to the most inspiring artist from the western suburbs, is back again. One of the artists competing for that award is Caleb Shea. His work believes in the power of interpretation. It is wholly abstract, not meant to communicate anything about me other than something of my hand in its construction.
Take a look at his entry above: its the red sculpture towards the back of the photo. Guess what it is called and you will probably be right... David Bowie & Co....? Well, maybe not. As Caleb explains he enjoys the awkward juxtaposition between the strange and the familiar, the named and the unnameable. In his own words: The discipline of making abstract sculpture for me is about creating alternative objects that sit spectacularly and awkwardly amongst the infinite catalogue of objects of the everyday. Settling in Williamstown a few years back, Caleb finds it a great place to raise a young family. The city and port views, the West Gate, the scenic bay... maybe you can see their influence in his sculptures? The exhibition runs until 22 October.
BOTB and YAP 2014Want a chance to compete at the Push Over festival in 2015? On Saturday 30 August local bands will compete head to head at the Laverton Community Hub from 3.15pm. The annual FReeZA Push Start Battle of the Bands competition showcases young musicians, providing an opportunity to perform and gain local exposure. Entry costs $8.
Entries are still open for the Youth Arts Prize 2014. The prize is open to Victorian artists between 12 and 25 and aims to challenge the ways of thinking about and imagining our world. For both events, information and forms are available at Councils website under Community, Young People, Youth Events. 100% of your fi re levy goes to our fi re servicesLast year, the Victorian Government replaced the Fire Services Levy with a fairer system, as recommended by the Victorian Bushfi res Royal Commission. Now every property owner contributes a fair share to Victorias fi re services, not just those with adequate insurance. Eligible pensioners and veterans also receive a $50 concession.
100 per cent of the fi re levy goes to support greater funding of the operations of the Country Fire Authority and Metropolitan Fire Brigade. This includes fi refi ghters, staff and volunteers, training, community education, protective clothing, vital lifesaving equipment and more than 1,200 fi re stations and 2,300 trucks.
Each year, Victorias fi refi ghters attend more than 78,000 incidents, including road accidents and rescues, bush and grass fi res, fi res in the home, and workplace incidents. Its a fairer fi re levy.

Kids found unsecured in carsA two-week western suburbs police operation that started on Sunday detected two drivers with unrestrained children in their cars, three drink drivers and about 20 other offences. Operation Ouroboros, involving highway patrol units from Hobsons Bay, Maribyrnong and Wyndham, will blitz different areas in the next fortnight. Police said they were extremely disappointed to find a woman holding a one-year-old child on her lap in the rear seat of a car. Police said when they approached, she placed the child in the footwell. The 37-year-old Perth woman was fined $332 for not wearing a seatbelt, while the 34-year-old male driver from Perth received a $332 fine for carrying an unrestrained child. Another woman was found to have had a 13-month-old child sitting on her lap. She was travelling with a 31-year-old Point Cook man who will be charged on summons with driving while suspended and carrying an unrestrained child.
Panic attack supportA session on managing panic attacks and agoraphobia will be held in Altona on Thursday. Dr Scott Blair-West will present a lecture at the Louis Joel centre from 7.30-9pm. About four in 10 people experience panic attacks, which can make a person feel as if they are losing control, going crazy or dying. Hosted by the Anxiety Disorders Association of Victoria (ADAVIC), the lecture costs $22 ($12 for ADAVIC members). Booking required. Visit adavic.org.au or phone 9853 8089.
Getting a drivers licence is an important milestone in a young persons life.
But for those who dont have access to a car or a qualified driver to help them gain experience behind the wheel, its a dream that can often be out of reach.
Maribyrnong councils Wheels in the West program is helping young learner drivers, including many newly arrived migrants, to complete the 120 hours of driving practice they need by matching them with an experienced driving guide.
The council is looking for more volunteer mentors. Volunteers must have a current Victorian drivers licence and a good driving record. They must also commit to a minimum of 90 minutes a week and undergo police checks. Training, a program vehicle and insurance are provided.

A mosaic flower created by the Hobsons Bay community under the guidance of artist Julee Latimer is bringing joy to senior citizens in Altona Meadows.
Latimer invited people to free, open-studio sessions at her Altona home as part of this years Art in Public Places program.
About 30 people had a hand in creating the mosaic, the youngest aged just four and the oldest in her eighties.
Latimer decided to give the flower to a local nursing home after seeing a story about the elderly residents raising funds to do something
about their bare courtyard garden. I chose to donate the flower to St Georges residential home in Altona Meadows after seeing an article in Star Weekly about one of their residents.
Millie is in her late 90s and tends one of the courtyard gardens at the home.
I thought the flower would be a great addition to their brick walls, Latimer said.
I have met Millie a number of times since and she, along with staff and other residents at the home, are thrilled with the community art.
