GUIDING PRINCIPLES

Core values serve as guiding principles for the boundary review committee throughout

the boundary review process. These are developed from Board Policy 3130, and from

insights gained from community surveys, land use studies, and a student enrollment

assessment and review.

CVSD Board Policy 3130 – Attendance Area Changes (excerpt)

The following considerations shall be taken into account when recommending boundary changes and transfers:

1. Maintain a district-wide perspective

2. Consider growth trends and their impact on school capacity

3. Include special education classrooms as part of the analysis of school capacity and reasonable space for staff

4. Consider transportation costs as well as health & safety in transportation and walking.

5. Efforts to minimize the disruption of the students’ established learning programs shall be given priority.

6. Efforts shall be made to keep siblings in the same elementary school.

7. Efforts shall be made to maintain neighborhood schools and, if appropriate, the feeder system.

8. Students residing within an attendance area shall be given preference over nonresident students.

9. Students, except children with disabilities, may be transported to and from the school which is geographically located nearest or next-nearest to the student’s place of residence within the district offering the appropriate grade level, course of study, or special academics program or designated by the school board.

10. Consider natural boundaries if possible.

Third Open House Response Summary (continued)

Favorable

• It looks like it was equaled out better and looks great!

• Prop #3 is a good step from Prop #2. This proposal gives a better future balance of students population, free and reduced population and SPED population (2)

• I like keeping a “pure” middle school feeder pattern for high schools to start building the culture

• This is the best of the three so far. It still doesn’t balance poverty, but is better than Prop #2.

• This is moving in the right direction from the last proposal, but there still needs to be more effort to balance schools

Constructive

• Please continue to balance numbers for Prop #4. Can you adjust the boundaries between CV, West Valley and East Valley? Would this help to balance out the numbers?

• We are still concerned about the disparity of free and reduced lunch with the new school 10.5% lower than the other two schools (2)

• There has been no scenario presented or put forth to eliminate the Liberty Lake effect.

• Selkirk estates should be attached to Ridgeline in an effort to keep these children with their peer group from GES (2)

• This process has not engaged the community outside of current students’ families

• This process should have started on the HS boundaries and moved down. The district should start to look at magnet programs, and allow student transfer.

Next Steps

• Input from this meeting and from the community will be shared with the boundary committee at their next workshop on December 11th.The committee will determine if additional scenarios should be developed,

based upon Board input

If no other scenarios are generated by the committee, they will work to determine a recommendation of a new high school boundary for the Board

The next Board of Directors update or recommendation for a new HS boundary is currently set for Monday, January 13, 2020, pending any additional committee meetings in January that may need to take place
