01 The results of our intensive and strategic lobbying work were realised by all member hospices during 2009. An additional $15M was awarded to member hospices bringing their Government funding to 70% of the revenue needed to cover operational expenses.

In 2009 it cost over $73M to provide hospice services throughout the country.

The announcement sent a strong message regarding the value the Government places on hospice care and their commitment to ensuring our members ability to continue to provide this free to our communities.

As well as the additional $15M awarded to increase funding across the country, we worked with the Ministry of Health to allocate $1.3M to address specific difficulties accessing palliative care services.

This was the first time an NGO had worked on a joint funding proposal with the Ministry of Health for the approval of the Minister of Health. This was a wonderful opportunity and experience for Hospice NZ and has contributed positively to the close working relationship we share with the Ministry moving forward.

Warm regards

Hospice is not a building it is a philosophy of care. Our goal is to help people make the most of their lives. We care for the whole person, not just their physical needs but also their emotional, spiritual, and social needs too.

We care for families and friends as well, both before and after a death. Irrespective of where they are, this philosophy of care does not change and everything we provide is free of charge.

Hospice NZ is the national organisation whose primary goal is to give voice to the interests, view and concerns of our member hospices.

02In 2009, as in previous years, education & training of hospice staff and volunteers, and the wider health care community is a priority for us.Working alongside our member hospices we provided a range of training opportunities from the monthly breakfast lecture series to care assistants training in residential care settings.

We continue to work to our goal of supporting a high performing hospice palliative care workforce.

Highlights from our work:Genesis Oncology Trust Breakfast Lecture SeriesFor the sixth year Genesis Oncology Trust provided us with funding to deliver these teleconferenced lectures. Over 2500 participants listened to the lectures, representing a 20% increase in overall participation from 2008. An average of 40 sites connected to each lecture representing an increase of 15% on 2008.

Post Graduate Certificate in Hospice Palliative CareOnce again the Certificate was delivered through three sites in the North and South Islands. 148 people were enrolled in the course with 39 eligible for graduation.

Hospice NZ Education CoursesFollowing the change in syringe drivers used throughout the sector, we reviewed and updated the content of our Syringe Driver Education Training Programme. Hospice members then provided this training to 487 health care professionals. 322 people completed a training update during 2009.In addition to this, 503 people completed the Palliative Care Education for Care Assistants Programme. This training covers the principles and practical skills involved in palliative care.

Hospice NZ workshops and forumsWe provided a range of special interest group meetings for our members during 2009. We brought together representatives from fundraising,

management, education, allied health, trustees, quality coordinators and managers of volunteer services.

BNI Palliative Care Scholarship ProgrammeFor the third year national partner BNI provided funds to enable us to provide scholarships to various courses of study and conferences for member hospice staff. A total of 17 people attended a variety of professional development opportunities and conferences.

A Guide for Carers’Building on the 2008 revision and reprint of this valuable resource, we continued to provide over 5000 copies of the publication free of charge. Thanks again to the VMD Collier Charitable Trust for their continued support of this project.

“I was awarded a BNI Scholarship to attend the ANZSPM Meeting in Auckland. The meeting provided me with many opportunities for broadening my knowledge, slipping into the New Zealand palliative care community and getting an insight into my new professional and private environment. And it’s not only about professional development; it is also about meeting friendly people and liaising with them.

As a new medical director from abroad I need an impression as comprehensive as possible about the way the palliative networks in New Zealand and Australia work – thanks to BNI and Hospice NZ I was given a great opportunity to do that.”

Dr Christian Robold, Medical Director, Hospice Southland

“Over the past decade we have seen huge growth in the involvement of hospice in the care provided to New Zealanders in the final months of their lives. Palliative Care in New Zealand as a result of this involvement has grown in both visibility and impact within the health service. The organisation of hospices’ within a member organisation such as Hospice NZ has been a vital part of these developments and we are seeing real fruit to the hard work put in by both hospices and Hospice NZ. Hospice NZ harnesses the strengths of its members to key projects and tasks to assist in the development of palliative care services for all New Zealanders.

As I look forward to future years and the projects currently underway and planned, I am really excited about the impact Hospice NZ can have on all those requiring palliative care services.”

Dr Richard Thurlow, Chief Executive Officer, Waipuna Hospice

04As the national voice for hospice we use every opportunity to communicate with the public around key messages, values and vision. Helping to raise awareness of what hospices offers that is uniquely ours. One of our key principles when it comes to fundraising is never to compromise or compete with our member hospices for funds. We focus on areas not open to them, or even better we work to establish long term partnerships that have benefits to us both.

Highlights from our work:Living Every Moment CampaignIn May 2009 we launched an online campaign encouraging people to visit the website (hospice.org.nz) and select a moment to send to someone they care about. Thanks to fantastic support from our national partners and wider networks over 1000 moments were sent and there were more than 20,000 visits to our website during that month.

Dilmah NZFor the 11th year Dilmah donated over $24,000 worth of tea to our member hospices. This represents about 400,000 cups. In addition to this Dilmah also ran an onpack promotion to raise funds for Hospice NZ awareness work, $30,000 was donated.

JR McKenzie TrustFor the 12 year the Trust gave a donation of $17,500 to assist us with bringing together management and trustee representatives from all our member hospices.

Lottery Grants BoardFor the sixth year running we received a very generous donation of $27,000 from the Lottery Grants Board.

VMD Collier Charitable TrustOnce again this private trust provided us with funding to support our work as well as continuing to fund the valuable Guide for Carers’ resource.

Genesis Oncology TrustA grant of $31,860 enabled us to provide the ongoing Breakfast Lecture Series to our members and the wider palliative care/healthcare community.

MundipharmaOur association with this company continued during 2009 with a $10,000 donation to support our work.

Donations through www.hospice.org.nz We provide an online donation service that all our member hospices can benefit from, 100% of all donations received on their behalf are passed directly onto the hospice nominated by the donor. During 2009 more than $53,000 was donated, with $51,150 being passed onto member hospices. Hospice NZ was the grateful recipient of the remaining $2505.

BNI owes its success to the concept of businesses helping each other through the ‘Givers Gain’ philosophy, and giving back to the community is a natural extension of that philosophy.

“Every week our more than 2,600 SME members combine their resources to grow each other’s businesses through giving referrals, while also recognising that we are part of the community and that the power of reciprocity is only released when you give without the expectation of getting something back – as we do with hospice,” Graham Southwell, National Director, BNI.

This is the fourth year that Hospice & House of Travel have been in partnership. Since the creation of this very first national partnership for Hospice, a lot has been achieved for the benefit of people living with a life-limiting illness, their families and friends. At a national level we were delighted to once again give the HOT Volunteer Award to two very deserving hospice volunteers. Two people chosen at random from over 80 nominations received a holiday package for two to their choice of destination, thanks to House of Travel. ambassadors report

“As hospice continues to touch the lives of so many, it provides an opportunity for groups and individuals to return the love and support that they or their families have experienced.

One of the many positive outcomes of my talks, demo’s and visits is the increasing circle of friends that I have. I know that my life has been enriched by my contact with them and I thank each and every one of them.

Again, I wish to touch on the role that House of Travel play in the work of fundraising. Without their generosity in providing travel, much of my work for Hospice would not happen. My gratitude and thanks is extended to all of their staff.”

08Following consultation with our member hospices, Hospice NZ increased our capacity and expertise in the area of quality and standards of hospice palliative care. The objective of our work in this area is to promote consistent delivery of defined standards of hospice care throughout our membership.

During 2009 with collaboration and support from our member hospices and the wider palliative care sector we identified several opportunities to implement best practice & quality improvement.

Highlights from our work:We conducted a review of international hospice standards covering clinical and management areas of the organisation.

Hospice NZ facilitated a national workshop with Quality Health New Zealand around clinical governance.

We completed a national stock take of policies held by our member hospices. The Quality Network aims to increase the sharing of information and reduce duplication by sharing resources.

We spent considerable time working with Quality Performance Systems (QPS) an Australian based benchmarking company, working with member hospices developing key benchmarking indicators that are now ready for pilot.

Bi-monthly teleconferences, facilitated by Hospice NZ enabled the Quality Coordinators at member hospices to discuss relevant issues and share information. A day long workshop was held with 28 representatives from all member hospices attending, Health & Disability Commission Ron Paterson addressed the group.

Hospice NZ provided expert support to a Ministry of Health led GAP analysis project with the goal of identifying areas for future support and development in the sector of specialist PC Service Specifications.

hospice new zealand

quality & standards

Page 17: Hospice NZ Annual Review 2009

A key piece of work in 09 was the full review of HNZ standards for quality hospice palliative care. This extensive piece of work included an international review of standards in palliative care and consultation with members regarding setting key criteria for quality palliative care.

Standards set out what a person at end of life and his/her family can reasonably expect from hospice in terms of service provision, support and quality care.

They outline how training and support for hospice staff should be delivered in order to enhance care. They also show how hospice systems should function to ensure that the best possible care is delivered in a coordinated way to patients as they approach end of life.

Page 18: Hospice NZ Annual Review 2009

09During 2009 we have seen a greater acceptance by Government and Ministry of Health for the need to “lift the bar” in the provision of palliative care, and to improve access for all sectors of our community. We are currently working with the Ministry of Health to determine service specifications for hospice palliative care and consequently an effective funding model.

Hospices throughout New Zealand have readily embraced their role in supporting other health care providers around palliative care to also “lift their bar” this contributes to the accepted need to improve the quality and delivery of palliative care throughout New Zealand.

Looking Forward2009 also contained a major strategic planning initiative from Hospice New Zealand and its members. Through a series of meetings, teleconferences, and feedback, Hospice NZ has been able to set its road map for the next three years.

The key areas of which are: Standards – Improved quality and consistency in the delivery of hospice care through a single set of standards across New Zealand’s Hospices.

Education – to support a high performing hospice palliative care workforce, continued development of education and training programmes for our members

Awareness – increased overall awareness of hospice in New Zealand. A high number of New Zealanders are unaware of the unique care and services offered by hospice.

Advocacy – advocating for the provision of hospice palliative care for all New Zealanders by providing central leadership and direction.

from the chairman

Page 19: Hospice NZ Annual Review 2009

“Undoubtedly the confirmation and rolling out of additional Government funding of $15M was the highlight of the year. This brought national funding for hospices to $51M being approximately 70% of annual operating costs.

It is very clear however that New Zealand’s communities will continue to play an important and vital role in financial and volunteer support of hospice to ensure that their local service is able to meet the demands of the future.”

Wilf Marley, Chairman, Hospice NZ
