The City of Memphis, Tennessee, is currently seeking applications for the position of Chief of Police. The

successful candidate will be a strong, innovative leader with the proven ability to problem solve,

communicate, and manage the Memphis Police Department’s (MPD) continued efforts as a community-

oriented policing agency dedicated to serving the citizens of Memphis.

The City of Memphis

The City of Memphis, Tennessee, is a popular

tourist destination located in America’s Mid-

South. The city is a national transportation

hub served by Interstate 40, (east-west), In-

terstate 55 (north-south), barge traffic, Mem-

phis International Airport (FedEx’s

“WorldHub” facility), and numerous freight

railroads. Located in Shelby County, Mem-

phis spans 324 square miles and has a popu-

lation of approximately 657,000.

Memphis’ racial and ethnic diversity is 63.3%

African American; 29.4% White; 6.5% Hispan-

ic; and 1.6% Asian. The median household

income for a family in Memphis is $37,099,

and 26% of the population is under 18 years

old. The median owner-occupied housing value

is $95,4001.

of the top 15 cities in the United States with an

“emerging downtown” area.

Also in 2013, USA Today readers voted Beale

Street as America’s Best Iconic Street and

Graceland as the Best Iconic American Attraction.

The National Civil Rights Museum (at the Lorraine

Motel, the site of Dr. Martin Luther King’s

assassination) ranked third in the poll of national

attractions.

Colleges and universities located in the city include the University of Memphis, Rhodes College, Christian

Brothers University, Memphis College of Art, LeMoyne–Owen College, Memphis Theological Seminary, and

Embry–Riddle Aeronautical University.

One of the largest celebrations in the city is Memphis in May. This series of events promotes Memphis’

heritage and includes the Beale Street Music Festival, International Week, the World Championship Barbe-

cue Cooking Contest, and the Great River Run.

City Government

Memphis has a Mayor-Council form of government, with 13 City Council members, seven elected from

geographic districts and six elected from combined super districts.

The Chief of Police is appointed by the Mayor, with final approval by a majority vote of the City Council. The

work of the Chief of Police is reviewed and evaluated by the Mayor.

Memphis Police Department

The FY2016 annual budget for the department is $246,179,798.2

MPD is divided into nine precincts, combined into two police districts.

District One is composed of Ridgeway, Raines, Airways, and Mt. Moriah.

District Two is composed of Union, Tillman, Appling Farms, South Main,

and Old Allen. Each District is commanded by a Deputy Chief. Each pre-

cinct is headed by a Colonel, supported by a Lieutenant Colonel with

shift majors and shift lieutenants.

The Memphis Police Department is staffed by an authorized comple-

ment of 2,774 personnel (commissioned and civilian). In Memphis,

sergeants have no formal supervisory role. Lieutenants are the first-line

supervisors although some do act in mid-management roles.

Department Goals & Objectives

The department set forth the following goals and objectives for 2016:

Recruit, hire, and train more police officers and support staff.

Work toward a fully integrated problem-solving policing methodology, by using community polic-

ing, intelligence-led policing, and community engagement.

Implement best practices to be more effective in proactive policing.

Inspire and build confidence and respect within the MPD and in the public.

Review best practices as it relates to the efficient and effective use of public safety technicians in

areas where sworn officers could be relieved.

Reduce violent and overall crime while building trust with the community.

Technology

The Chief of Police should be knowledgeable about

emerging technologies such as body armor and

less-lethal projectiles to improve the safety of both

the police and the public.

Recently, the MPD migrated all MPD users from the

NT4 Memphis Police domain to a more robust CJIS

compliant domain. The department also updated

the paperless Watson reporting suite from a

Windows PC platform into an Android platform,

completed the Tri-Tech RMS upgrade, imple-

mented the new Cyber Watch Program, added

cameras to the Port Security Program, and added

additional Sky Cop & Sky Watch surveillance

platforms. In addition, MPD deployed a Law

Enforcement Event Video Documentation (LEEVD)

System Solution. The LEEVD System includes

recording equipment mounted on the vehicle,

In-Car (ICV).

Crime Prevention

The Crime Prevention efforts of the Memphis Police Department combine prevention, intervention, and law

enforcement in a partnership effort with the community to combat crime. The Department performs

outreach community activities through Police Station Uniform Patrol officers.

The Crime Awareness and Education programs are designed to fit the needs of the community, citizens, and

business leaders in the community.

Policing efforts include business watch, neighborhood forums, traffic saturation, mentoring programs, youth

and elderly activities, and other events designed to address local community concerns.

The Next Memphis Chief of Police

The next Chief of Police in Memphis should be a community-focused change agent, capable of working effec-

tively in a fast-paced environment and experienced in building and maintaining broad coalitions of support.

He or she will need to do the following:

Be effective in reducing violent crime and lesser crimes using data-driven methods and community-

oriented policing.

Build a strong team and develop effective organizational leadership practices that provide good succes-

sion planning and professional development for the police force.

State a clear vision of and goals for success for the organization and develop and execute a strategic plan

to achieve desired outcomes.

Have a strong understanding of and experience with technology and analytical-based decision-making.

Have a proven track record of leadership in policing communities with diverse populations and tourism.

Possess experience developing and enhancing local, state, and federal partnerships.

Develop and maintain effective working relationships with city officials, the Mayor and City Council,

employees of other departments, representatives of outside agencies, and the public.

Effectively communicate internally and externally — particularly under pressure.

Manage and allocate government resources optimally.

Requirements

Candidates must possess a bachelor’s degree

(master’s degree preferred) from an accred-

ited college or university and a minimum of 10

years law enforcement experience, including

a minimum of five years of command experi-

ence. Offers of employment will be made

contingent upon passing Tennessee state

standards within six months of appointment

and maintain said certification to POST

standards. Evidence of continuing professional development (e.g., FBI National Academy or Northwestern

School of Police Staff and Command) is preferred. Previous experience working in a major urban area is

preferred. Residency within the city of Memphis is required within six months of appointment (extension

may be granted by the City of Memphis).

Salary

Salary is dependent on qualifications. Salary range will be commensurate with experience, beginning at

$190,577 up to $247,750 annually, with a comprehensive benefits package.
