Mobility Budget

A dream that becomes reality ?

Who is Mobistar

• 2nd largest telecom operator in Belgium/Luxemburg• Part of the France Télécom group• Offering

• Mobile communication• Fix communication• Data communication• TV

• 4.186.000 customers• 1794 employees• Offices in Brussels, Charleroi and Ghent• 55 shops, spread over Belgium

Mobistars Mobility management• Facilities, fleet and travel management are integrated, and part of

the Mobility management

• Mobistar spends about 12 mio € on ‘mobility’• Company cars• Travel by air, train…• Public transport, shared bicycles, shared cars…

• We are 1750 colleagues, • having 1000 company cars• 450 people commuting by public transport• About 50 occasional motor bikers• About 45 occasional cyclists

Mobistars Mobility management realized:• a mobility manager• a mobility information desk and page on Intranet• free public transport for all• An infrastructure to host users of bicycles and motors• a homeworking policy used by about 200 people• About the greenest car policy possible ( Co2 level <120

gr )• Shared bicycles and electric cars• All facilities to have an easy carpooling

But still we have too many people using their car to come to work,

As they have a company car, why make another choice ???

The need for a mobility budget

Today, if one is entitled to a company car, then there is no encouragement to think about the way one uses the car:

-Maintenance and repair is for free-Fuel is for free-One has all the luxury that you want

Nobody is encouraged to think ‘how’ the budget is spend on the car

The need for a Mobility budget

as a consequence:

-People are driving big, but almost empty cars-People are stuck in traffic jams and get stressed-People are frustrated as they do not find a parking place

How do we see the Mobility Budget

As Mobistar promotes ‘ empowerment ‘ as one of its major values, we would like people to decide themselves, how they spend their budget:

-All on cars with options or public transport-A smaller car, combined with bicycle/scooter/subscription for remote office…-All on public transport, combined with bicycle/scooter-All on alternative tools as scooters, electric cars-All as pay out in cash

Why would we encourage the use of the Mobility budget

-The team member- makes rational decision instead of an emotional, on

his transportation means: at least, he has a choice- is encouraged to spend less money on mobility as

budgeted, as he can keep the remaining-Mobistar will have less

- big cars- problems of parking- CO2 production- less frustrated and stressed team members

Why did we not do it yet implement…

• Which partners are interested to work on this subject• How to management and handle logistics• Fiscal constraints• Increased HR administration

Why did we not do it yet…HR perspective

It is already complicated to calculate the AIK for cars today, and we would add: -extra AIK regulations for different tools ( car, scooter, bicycle, …)-extra lines per month for the number of days AIK Car, AIK Bicycle, AIK scooter….-Reporting to fiscal and social administration-Controlling by fiscal and social administration The IT systems of the Social Secretaries are not yet equipped to handle this

Why did we not do it yet…fiscal perspective

A fiscal ruling does not exist for combined transportation -including bicycles with company cars is accepted-including scooters is still considered as an extra ‘extra income’ on top of AIK of the car-The company has to proof when, what transportation means has been used by each individual team member

Why did we not do it yet…management- managing a single choice business versus a flexible, multi

choice business…- No management tools available for handling the logistics- No fleet of scooters, cars, cars available for that flexible use- No integral pay-card/mobility card

Why did we not do it yet…no integral offer

- Leasing companies are only focused on cars. - Public transport companies are only focused on their core

business in an uncoordinated way- Suppliers of scooters/bicycles/cars: they are still not ready to

deliver to the professional market: no distribution chain, no after sales, no commercial policy…

Mobistar decided for their fleet colleagues- To offer a cash formula instead of a company car- To offer a combined car/public transport formula- To offer a combined car/bicycle formula- To allow the use of fuelcard if commuting is done with

motorbikes

Mobistar thinks to - Open this scope to no fleet colleagues ( cafetaria plan )- To consider flexible lease formulas
