NotesfromtheChair
Christmasisonceagainaroundthecornerandasuccessfulyearisslowlytodrawingtoaclose.Duringtheyear,theParishCouncilhaveembarkedonanumberofprojects(somebydesignandothersnot)andIwouldliketohighlightjustafewofthem.Westartedtheyearbyagreeingtoundertakeanambitiousprogrammetoreplacemanyoftheolderstreetlightsandlanternsaroundthevillagewithnewer,moreeconomicandenvironmentallyfriendlylights.Thereplacementisnowunderway,andwehopethatitwillbecompletedbytheendoftheyear,providingbettervisibilityinthemonthsaheadandalsoimprovingsecurity.ThedevelopmentofaNeighbourhoodPlanisprogressingwell,butthehardworkwillstartinthenewyear,beginningwithasurveyofviewsaboutthefutureoftheparish.Wearekeentohearfromanyonewhowouldliketobeinvolved.Moreinformationcanbefoundwithinthisnewsletter.Atthesametime,wecontinuetoexplorepotentialsitesforanewcemeteryandaffordablehousing.WhiletheunauthorisedaccessonDaintreeGreenearlierinthesummerwasunsettlingformany,Iamdelightedthattheswiftactionwetookmeantwewereabletoresolveitveryquickly.Subsequently,andasmanyofyouwillhavenowseen,wehavesecuredtheperimeterwithwoodenbollardsandhopethatthiswilldeteranyrepetition.Butit’snotjustaboutbigprojects.Wehaverecentlyembarkedonathree-yeartree-plantingprogrammeandwearerunningabird-boxprojectwithassistancefromtheHemingfordScoutsandCubsgroups.Thebirdboxeswillbeputuparoundthevillageearlynextyear.WearealwaysonthelookoutforsimilarprojectsandIwouldbedelightedtohearanysuggestionsyoumayhave.OnbehalfofHemingfordGreyParishCouncil(HGPC),IwouldliketowishyouallaMerryChristmasandaHappyNewYear.CllrRichardAllen–Chair,HemingfordGreyParishCouncil

Howwe’refightingthepennywortinvasionAninvasivewaterweedisthreateningtocauseseriousproblemsontheriveratHemingford.Ifitsrapidspreadisallowedtocontinueunchecked,theOusecouldbecompletelyblocked,makingitimpassableforboats,
Floatingpennywort,whichhasstemsthatspreadhorizontallyandcanfloatonwater,isanaquaticalienspeciesintroducedintotheUKinthelate1980sbytheaquaticnurserytrade.
Regularwalkersalongtheriversaythatmatsofitappeartobegrowinglargeralmostdaily.Inidealconditionsonslow-movingorstillwaterways,itcandoubleitsbiomassinunderaweek.Itgrowsveryrapidlyinlatesummer,upto20cmperday,andisresponsibleforswampingwaterways,blockingwaterflow,crowdingoutnativeplants,chokingdrainagesystems,causingproblemstofloodpreventionschemesandtakingoxygenfromfishandinsects.
Pennywortisbecomingmoreandmoreofaproblemacrossthecountry,blockingcanals,riversandotherwaterways.AndlikeJapaneseknotweed,italsohastheabilitytogrowfromminusculefragments,makingitsremovalincrediblydifficultandexpensive.Ithastobephysicallyremovedwithmachinery,whichisexpensiveandtime-consuming.
TheEnvironmentAgency(EA)saysthatithasnodutytoremoveit.Butunlessactionistaken,theOuseisatriskofbeingtotallyblocked.However,theEAisemployingcontractorstoremovetheweedbetweenGodmanchesterandHoughton,anditiscarryingoutsurveysuptoApril2020toassessthescaleoftheproblem.

BepartofourClimateChangegroupTheparishcouncil’senvironmentgrouphassetupaclimatechangeandrecyclingcommittee,headedupbyCllrSarahJakes,toaddresshowwecanhelppreventtheravagesforecastforourfuture.Sheisputtingtogetheraplan,andwelcomeshelpandadvicefromthosewhowouldliketobepartofthisimportantdrivetoimprovetheeco-healthofthevillage.Thefirstinitiativeisavillagetree-plantingprogramme.

We’replanningtoaskyourviewsaboutthevillageCambsActionwithCommunitiesinRuralEngland(ACRE)consultantsarehelpingusprepareourNeighbourhoodPlan(NP).Theirexpertiseisinapplyingforgovernmentgrantstocovermostofthecostsassociatedwithgettingtheplandraftedandapproved.
Theywilloverseesurveysaspartoftheconsultationwithallresidents,businessesandlandownerswithintheparishtoagreea10-yearvisionforthefuture.Youwillsoonbereceivingaquestionnaireaskingyourviewsonvariousaspectsofhowthevillagecoulddevelopoverthenextdecade.Welookforwardtolearningaboutyourviewsfromthissurveyand,ifyou’reinvitedtoasmalldiscussiongroup,hearingdirectfromyouindepthabouttheissuesthesurveyhighlights.It’syourviewsthatwillshapeourfutures.

ThetaskgroupmeetsonthethirdTuesdayofthemonthandallresidentsarewarmlyinvited.Thosewhohaveattendedmadevaluablesuggestionsandhavebroughtextraexpertiseinrelevantdisciplines.Thenextmeetingwillbeat7pmon21stJanuary2020intheChrisPageroomatthePavilion.
PlanningcommitteeholdsthedistrictcounciltoaccountTheplanningcommitteehasrecentlyhadtodealwithacontroversialretrospectiveplanningapplicationatHuntingdonDistrictCouncil’sdevelopmentmanagementcommittee(DMC).ItcamefromLiquidSkillz,whichrunsapopularlocalwatersportsbusiness.
CllrElliottrepresentedHGPCattheDMCmeetingwithmanyresidentsalsoinattendance.Sheexplainedhowresidentswereextremelyfrustratedbytheircomplaintsapparentlybeingignored.Shepointedoutthatpartofonenewly-extendedbuildingwasalreadybeingusedasarestaurant,opentothepublic.Thisusehadneverbeenpartofanyapplicationforthesite.

Thereisnothingillegalaboutapplyingforretrospectiveplanning,butmostpeoplecomplywiththerulesofseekingpermissionbeforeanybuildingtakesplace.HDCdecideditcouldonlyjudgetheplanningapplicationbasedontheretrospectivebuildingplans,andsogavepermissionforthem.ItdidrequestthatLiquidSkillzsendsinanotherapplicationforchangeofuse.HDChasreassuredtheparishcouncilthatplanningenforcementofficerswillinfutureactquicklywhenmembersofthepublicbringsuchoccurrencestotheirattention.AndLiquidSkillz,whohaveexpressedinterestinworkingmorecloselywiththevillage,willbeapplyingforthischangeofuse.
TheAbbotsGolfClubcouldstillbecomeawastesite
Thereisafurtherconsultationonpossiblyexpandingthelistofsitesforwastemanagement.Youhaveuntil9January2020tosubmityourconcernsonthismattertoCambridgeshireandPeterborough’sMineralsandWasteLocalPlan.Thiswillreplacethecurrentadoptedjointplans.Thenewplanwilllastuntil2036togovernland-useplanningpoliciesforthesupplyofmineralstosupportgrowth,aswellasthecapacitytomanagealltypesofwastefromexistingandnewcommunities. • MickGeorgeLimited(MGL)hasrecentlyestablishedsomecontroloverthegolfrange,shopandconferencecentre—resultingintheirclosure.SomeofthisisbrownfieldratherthangreenfieldlandwhichenablesMGLtoclaimthatanydevelopmentwillnowadjoinanexistingbrownfieldsite(theastroturfsite)
• ThisastroturfsitehasneverfullycompliedwithplanningconditionsandhasneverobtainedanEnvironmentalPermitfromtheEnvironmentAgency(EA).TheEAaskedforittobeclearedalongtimeago,butonly20%hasbeendonesofar.Therestislongoverdue.Theownerhasbeengivenmoretimebecausehiswifediedearlierthisyear.ThissiteneedstoberemovedfromthelistofapprovedsitesincludedasanannextothedraftMineralsandWastelocalplan.
• HemingfordGreywillbebadlyaffectedbythesmell,dustandnoisefromthesite,giventheprevailingwind.Togetsomeideaofhowbadthiscanbe,standintheStIvesParkandRidewhenthewindisfromtheeast.
• HAGwillbepostingfurtheradviceonitswebsite(typein'SayNo2MickGeorge'onanysearchengine)forthelatestnewsandadvice.Afullresponsetotheconsultationisonourwebsite.
• ResponseswillbeconsideredbyanindependentinspectorappointedbyHerMajesty’sGovernment.Thisisaveryimportantopportunitytovoiceconcerns.Itshouldnotbemissed.
HAGwasformedtofightthethreatofMGLbuildingandopeningtheregion’slargestwastemanagementsitewithinakilometreofthevillageboundary.Itwillinvolvehundredsoflorrymovementsalldayandmostofthenightalongacountrylaneattheentranceandexittothevillage.Itwillalsoreplacethecountrysideviewwithmountainsofrubbishinabuildingcoveringtheequivalentof24footballpitches.

KnowyournewroadlayoutsTheparishcouncilhasreceivedadvicefromthelocalauthoritytoaskresidentstobecomefamiliarwiththenewA14roadlayout.The12-milebypasstothesouthofHemingford—partoftheUK’sbiggestroadupgrade—isopeningtotrafficayearaheadofschedule,butduringthemorehazardouswintermonths.ItrunsbetweenEllingtonandSwaveseyandispartofa£1.5billionprojecttoupgrade21milesoftheA14betweenCambridgeandHuntingdon.Likeanynewroad,itmaytakesometimetogetusedtodrivingonit.Belowissomeessentialinformationtohelpyoudrivesafelyandenjoyyournewjourney.
• Themapshowshowyoucanjoinandleavethenewbypass,andwhichjunctionshavebeenrenumbered.

Vicarreunitedwith1964RupertBearannualEstherHarrodandSteveHerring,whorunMemoryLane,thenewsingingandreminiscinggroupheldmonthlyintheReadingRoom,havereunitedamuch-lovedchildren'sbookwithitsowner—afterrealisingthenameinsidewasthatofourvicarwhomarriedthem.Steveboughtthe1964RuperttheBearannualatajumblesaleinBarkingintheearly1980s.
Herediscovereditduringarecentgarageclear-outathishomeinWeirRoad,wherehehaslivedsince2007."IflickedthroughandIcouldn'tbelievethenamethatIsaw,"
hesaid."Itwasthatofourlocalvicarwhomarriedusherefouryearsago."IaskedEstherifsheknewPeter'smiddlenameandthat'swhensheturneddetective,"saidSteve."It'sanextraordinarycoincidence.Togotothatjumblesaleonthatweekendandbuythatbook.Peterwasdumbfounded."PeterCunliffe,whohasbeenvicarofStJames'Churchfor17years,wrotehisnameinthebookin1964whenhewas10andlivinginLetchworth.Hesaidhelovedthepicturebookbecauseittoldthestorywithfewwords.
