4. Munros Briefing Paper Series for Scotland

(Month18), WP 5, WP6 and WP7 (Month 39), WP 8 and WP 9 (Month 42) and WP10

(Month 45). Briefing papers will contain other project news. A first, introductory, Briefing

Paper announcing details of the project will be published in Month 8. All Briefing Papers will

be published and distributed electronically.

5. MUNROS Website. Scotland web pages

Separate pages on the MUNROS website have been created. These are in English (and Gaelic?) will be updated regularly as new information and research results emerge.

Country Impact and Dissemination Plan (CIDP) for the Netherlands

Aim: To ensure understanding and uptake of output of MUNROS project in the Netherlands Details: The Dutch Impact and Dissemination plan should ensure that the study is conducted in a context that reflects Dutch policy. Therefore, it is important that the research team is informed by input from key stakeholders and policy makers and can communicate the results of the study to them. The Dutch Impact and Dissemination plan contains two elements: an engagement strategy and a dissemination strategy, each of which is detailed below. ENGAGEMENT STRATEGY The engagement strategy involves the following steps: 1. Identifying key stakeholders and senior policy makers responsible for:

Health care systems and their redesign

Health care workforce and workforce planning

Patient and public involvement

Representing health care professionals Based upon earlier research we made a list of all key stakeholders. 2. Establishing a Country Expert Advisory Group (CEAG):

The members of the Dutch Expert Advisory Group are: Marian Kaljouw, Chair of the Dutch Committee Innovation of care professions and training of professionals, expert in Health care workforce and workforce planning.

Annelie-Braam, board member of the Dutch association of Physician Assistants (NAPA), chair of the scientific committee of the NAPA, Representing health care professionals.

Odile Frauenfelder, chair of the Dutch association of nurse practitioners, representing health care professionals.

Professor Marcel Daniels, chair of the committee training and education at the Dutch medical association, Representing health care professionals.

Professor Pauline Meurs, chair of the Netherlands organization for health research and

development, expert in Health care systems and their redesign The Dutch Expert Advisory Group has a remit to ensure the research:

Is conducted appropriately for local context

Is effectively disseminated at country level

Is relevant to local policy

Interprets research findings to meet country needs

Identifies factors that might impede the impact of findings

3. Developing a Country Impact and Dissemination Plan (CIDP)

We made agreements with Dutch association for Nursing, Dutch association of Physician Assistants, Dutch Committee Innovation for professions and training of professionals and the Dutch medical association to publish project and policy briefing papers twice a year at their websites or organizational journals.

The project briefings and policy briefings will also be published at Dutch web pages on the MUNROS website, both in English and in Dutch.

We were asked by the Dutch national committee for new professionals roles to present our results yearly. This committee allows us to discuss the results of the study with representatives of the Dutch Ministry of Health and representatives of universities and colleges who train new professionals.

DISSEMINATION STRATEGY

This involves publication of research findings, presentation at appropriate conferences and convening the following workshops. A. Workshops 1 Country Expert Advisory Groups Workshops CEAG Workshop 1: Held around October 2013 when the first draft of the Dutch countries report for WP1 and WP2 is available. Purpose: to discuss and review the country impact and data returns, and support selection of case study sites. Membership: Core CEAG members only + 1 from PMT. CEAG Workshop 2: Held around month 37 in each partner country toward the end of research for WP5, 6 and 7, when draft of country report available. Purpose: to discuss, review and evaluate the draft country report. Membership: CEAG members + 1 or 2 from PMT and representation from relevant professional groups.

B. Publications We identified the following national policy and professional journals that are relevant for publication of scientific output: ZorgVisie, Medisch Contact, De specialist, V&VN magazine.

We will publish at least one article in ZorgVisie, De specialist and V&VN magazine.

C. Conferences We identified the following national policy and professional conferences:

Yearly conferences for nurse practitioners and physician assistants, like Steiger congres for nurse practitioners in mental care.

Conferences organized by the scientific body for specific medical specialists, like NVVC Voorjaarscongres for cardiology.

Invitational conferences organized by the Dutch Inspectorate for Health, the Ministry of Health, Care and Sport, Dutch medical association.

Country Impact and Dissemination Plan (CIDP) for Italy

The dissemination of results of MUNROS project in Italy will start at the early stages of the

research. A press release has already been published on the UCSC web page and a short

abstract of the research aim and objectives as well as a brief description of the WP has been

published on the newsletter of the UCSC “A Gemelli” University Hospital. The dissemination

plan will focus both on the WP 6 (led by Italy) and on the general results of the whole

project. Seminars will be organized as the project moves toward and first results are

available to inform decision makers, physicians and researchers on the implications of our

study.

Consistently with the consortium agreement abstracts will be submitted to the major health

economics and Economics conferences in Italy (i.e. AIES – Italian Health Economics

association conference; SIE – Italian Economics Society annual Conference; SIHTA – Italian

HTA Society annual conference) as well as international conferences (HTAi, ECHE, iHEA…).

Papers concerning the first results as well as final findings will be submitted, consistently

with the consortium agreement, for a special Issue (if possible) of “Politiche sanitarie”

(Italian Journal of Health Policy) and peer reviewed international top journals (i.e. : Journal

of Health Economics, Health Economics, Labour Economics, Experimental Economics).

Country Impact and Dissemination Plan (CIDP) for Poland

1) Country Expert Advisory Group

The group is formed and consists of 4 members – both practitioners and researchers.

The list (together with their short bios) is already available on project’s web-site.

CEAG meetings will be organised whenever needed but usually every 3-4 months –

the main objective of these meetings will be to discuss a general framework of the

present WorkPackage and give some detailed insight into specific research problems

that might occur.

2) Conferences

As the results (even partial ones) of the project will be available later on, the

conferences will be addressed according to the specific outcomes. Most notable and

probable conferences (on the local and regional level) are held annually:

Ochrona Zdrowia i Gospodarka (Health care and Economy) in Warsaw in

April,

Wyzwania Menedżerskie i Strukturalne w Ochronie Zdrowia (Managerial and

Structural Challenges in Health Care) in Olsztyn in May,

Bałtyckie Froum Zdrowia (Baltic Health Forum) in Szczecin in October,

Technologie Wiedzy w Zarządzaniu Publicznym (Knowledge in Public

Management) in June (every two years).

3) Policy and Project Papers Briefings

Faculty of Management has been (since 2008) offering a post-graduate study on

Health Care Management for practitioners and public administration. Using the

database of the participants we plan to reach various groups with the project’s

results.

The project’s web-site will be used as well to reach as many groups as possible.

4) Publications

As the partial results and reports will be based on Polish data mainly they will be

published on the web-site. We plan to make final results available in the same place.

If possible finished texts will be published in a special issue of “Problemy

zarządzania” (“Problems of Management”) – our faculty’s scientific journal and

submitted to some other health care journals.

5) Web-site

The Polish MUNROS web-site is up-and-running – www.munros.wz.uw.edu.pl Its

main purpose is to give a brief description of the project and link directly to the

Aberdeen’s site. Partial results of the project and current works will be published

there as well.

Up to three policy briefings are envisaged. These would be held in Prague to invited audiences of Czech Nurses Association, to subdivision for allied health professions of the Department of Science and Education of the Ministry of Health of the Czech Republic.

1. We will identify key stakeholders and be in constant contact with them in order to give

information about the project and its results and to be informed about the recent and

planned strategies.

We will form a stakeholder list which comprises of senior policy makers responsible for health care workforce planning, health services provision and curriculum development in higher education, academicians working in health workforce and people from professional and patient association in the field that will be chosen for MUNROS research.

We will send periodical information about the project and its progress to all stakeholders via e-mail.

2. We identified the following national scientific conferences and periodic meetings of some

stakeholders’ associations. We aim to submit our results in any of these conferences and

these meetings. In addition, we plan to participate the Ministry of Health workshops that

will be planned in relevant field.

Country Impact and Dissemination Plan (CIDP) for Norway

Link to MUNROS web-page is established at Uni Rokkan Centre home page

(http://rokkan.uni.no/).

We will establish a national MUNROS web-page at Uni Rokkan centre home page. This will

be updated regularly, to serve as electronic Policy Briefing Papers. Web-page will be in

Norwegian and English, We will also include news from project in Uni Rokkan Centre’s

electronic news bulletin. A strategy of Uni Rokkan Centre is to make use of twitter-

communication, which will be considered for this project in cooperation with the Norwegian

CEAG.

Electronic news service will also imply a regular Policy briefing. We shall furthermore

present material and results from the project at national conferences of relevance, notably

the yearly national Health Economics Conference and at conferences organized by the

Norwegian Hospital and Health Service Association (NSH).

The wider body of stakeholders is conveniently targeted through the above mentioned web-

pages and conferences. The CEAG will play an important role in advising further

communication strategies.

The research group and CEAG have good contact points with ministries, health care

organizations and profession organizations. We will also use approach in MUNROS to attract

further national funding for related projects.

A Norwegian MUNROS website is established at

https://www.abdn.ac.uk/munros/about/uni-research-norway/. Text in English and

Norwegian will be updated.

In October/November 2015 a Norwegian Stakeholder Workshop will be held in Bergen.

Results from the project will be presented, and discussed in connection with ongoing reform

initiatives in the Norwegian health care sector. Stakeholder representatives will be invited

to comment on research findings, and their relevance.

Reports and articles from the project published mainly on Norwegian data and by

Norwegian authors will be made available at the Rokkan centre publication series. Also

papers and research reports published by the full project group of MUNROS, when involving

Norwegian authors, will be made available same place.

Country Impact and Dissemination Plan (CIDP) for England

We will create a country-specific web page on the MUNROS website and ensure it is updated regularly. We will create a short description of the MUNROS project on the Manchester Centre for Health Economics webpage (http://www.population-health.manchester.ac.uk/healtheconomics/), and include a link to the main project webpage (http://www.abdn.ac.uk/munros/). The project webpage on the Manchester Centre for Health Economics site will also link from Prof Sutton’s (http://www.population-health.manchester.ac.uk/staff/mattsutton) and Prof Birch’s (http://www.population-health.manchester.ac.uk/staff/150875) staff pages, as we have found that most visitors to the Manchester Centre for Health Economics site ‘land’ first on individual staff pages. The Manchester Centre for Health Economics has a Twitter account, with a live feed on the group’s home page. The Twitter account currently (6th May 2013) has 209 followers. We will place updates and news items on the project here. The Manchester team have good and well-established contacts with the Department of Health and with NHS England through a long history of commissioned work and involvement in advisory groups. These links will be used to promote the work and findings of the MUNROS project. Through the CEAG, we will re-establish links with NHS Employers and the Centre for Workforce Intelligence. Prof Stephen Birch is also a member of the World Health Organisation Collaborating Centre on Health Workforce Planning and Research (http://whocentre.dal.ca/). We will use this extensive network to further promote our research methods and findings. We will consider producing Project Briefing Papers with a focus on the English data, findings and implications from each of the Work Packages. We will also, in collaboration with Work Package leaders, look for maximum opportunities to publish the work in academic journals. The Manchester team have a good record of presentations at the national (UK Health Economists’ Study Group) and international (European Conference on Health Economics, International Health Economics Association) health economics conferences. We will disseminate the work of the MUNROS project through both detailed discussion of working papers at workshops and formal presentations at larger conferences. Towards the end of the project we will work with international partners in the MUNROS project to submit an organised session. In addition to presenting to our academic peers, we will disseminate the project work to wider policy and academic audiences in the UK. We will seek to present at a Health Services Research Network Symposium or Workshop (http://www.nhsconfed.org/Networks/research/HealthServiceResearchNetwork/Pages/HSRN.aspx) and, around the end of the third year of the project, will organise a one-day conference in Manchester targeted at policy-makers, policy advisors and senior NHS decision-makers. These policy-targeted pieces will be accompanied by short, accessible policy briefings, which we will publish on our website. The Country Stakeholder Workshop will aim to make the research findings locally accessible, evaluate and consider the research findings, and consider the implications of the emerging research findings for health service

redesign. We will work closely with our CEAG to maximise the value of this workshop in terms of attendance, content and follow-up actions. The CEAG will also be asked for advice on the communications strategy and will be asked to promote the work of MUNROS through their networks. The CEAG will also be asked for advice on engaging with wider groups of stakeholders, such as patient representative groups.
