Chers collègues,

Après les premières étapes et le travail important mené depuis 18 mois par le COPIL du projet de « Refondation des laboratoires de la Vallée d'Orsay »

et les personnels des laboratoires concernés, les Universités Paris-Sud et Paris Diderot et te CNRS ont pris la décision de procéder à la création d'une

Unité mixte de recherche issue de la fusion des 5 UMR: le CSNSM, I'IMNC, L'IPN, le LAL et le LPT.

Ce nouveau laboratoire sera exceptionnel par sa taille, la diversité de ses thématiques, et l'importance de la recherche qu'il rassemble au niveau

national. Il comptera près de 800 personnes dont environ 200 chercheurs et enseignants-chercheurs, 400 ingénieurs et techniciens permanents, et

des équipements et plateformes de recherche exceptionnels. Son mode de fonctionnement devra être collégial et correspondre à celui d'une unité de

recherche adaptée aux différentes activités qui la composent :pour cela il devra être innovant et introduire un niveau de subsidiarité fort, cohérent avec

une stratégie globale du laboratoire.

Dear colleagues,

After the first steps and the important work carried out for 18 months by the COPIL project "Refounding the laboratories of the Valley

of Orsay" and the staff of the laboratories concerned, CNRS, the Universities Paris-Sud and Paris Diderot have taken the decision to

proceed with the creation of a joint research unit resulting from the fusion of the 5 UMRs: CSNSM, IMNC, IPN, LAL and LPT.

This new laboratory will be exceptional in its size, the diversity of its themes, and the importance of the research it brings together

at the national level. It will have about 800 people including about 200 researchers and teacher-researchers, 400 permanent engineers and

technicians, and exceptional equipment and research platforms. Its mode of operation will have to be collegial and correspond to that of

a research unit adapted to the different activities which compose it: for that it will have to be innovating and to introduce a strong

level of subsidiarity, coherent with a global strategy of the laboratory

Cette « refondation des laboratoires de la vallée » est un enjeu important pour le CNRS et les Universités Paris-Sud et Paris-Diderot qui s'engagent à

soutenir la transformation de ces unités en un grand laboratoire ayant une forte influence sur le plan national et international en assurant les

moyens humains et financiers nécessaires. Nous serons attentifs à la construction de ce projet et assurerons un suivi régulier.

This "refoundation of the laboratories of the valley" is an important stake for the CNRS and the Universities Paris-Sud and Paris-Diderot

who undertake to support the transformation of these units into a large laboratory having a strong influence on the national level

and by providing the necessary human and financial resources. We will be attentive to the construction of this project and will ensure

regular monitoring.

Project motivations in a nutshell

• the ensemble of all the themes of the physics of the two infinities with the

presence of strong historical poles, of emerging poles and of activities at the

interfaces

• the scientific and thematic frontiers among 5 laboratories are diminishing

• a new positioning on certain research themes is necessary because of the

evolution of the disciplines

• the unification of the impressive technical potential of these laboratories will

constitute a world-leading force.

Our five laboratories (CSNSM, IMNC, IPNO, LAL and LPT) are geographically close

together in the Orsay Valley of the Paris-Sud University Campus (future Paris-Saclay).

We are all belonging to CNRS and University, facing challenges of the changing French

panorama for research and university education. Furthermore:

In June 2018

the 5 laboratories have presented a common request for funds and personnels to CNRS and Psud

(common EAOM Entretiens Annuels Objectifs Moyens). Basis for multiannual programming. Same will be

done in June 2019 (in this case the hired personnel and the funds will be already for the new laboratory)

The first joint Conseil Scientifique for examining common projects : DAMIC-K and CUPID.

In 2019 we are planning (probably 2) joint Conseil Scientifique to examine the neutrino physics and the

activities regarding Accelerators.

Envelope of the discipline : the ensemble of all the themes of “the physics of the two infinities” with the presence

Furthermore, a large perimeter of the new laboratory will provide space and appropriate actors for a certain number of

transverse themes (e.g. involving theoretical physics, health physics), the growth of which could be otherwise limited by the

perimeters of current laboratories.

No indication of New Physics ("Direct" or "indirect"). Exclusion of the existence of new particles in different

The search of Dark Matter is multiform.

We consider here the direct search for WIMPs (Weakly Interacting Massive Particles) +

FIMPs, Axion Like Particles, Heavy/dark photons….

DAMIC-1K: low mass dark matter with CCD detectors. From SNOLab to LSM(Modane) Starting activity

EDELWEISS: low mass dark matter with bolometers. LSM (Modane)

XENON nT/DARWIN (>5 GeV/c2) with a dual phase TPC. LNGS(Gran Sasso) Starting activity

HPS (Heavy Photon Search) Search for the heavy photon, possible mediator between Standard Model/Dark Matter sector

Some observations for the new laboratory :

New developments and wider positioning (high and low masses WIMP dark matter) in experiments, with different

detector techniques, which are among the most sensitive in the world. Some synergy with double-beta and low

radioactivity techniques.

Possible synergy of the activities in hidden search (dark photon) with the hadronic physics and with theorists.

The agents ensure the sustainability of the buildings and the rehabilitation works in connection with the host.

The real added value is at the level of the projects for which the personnel concerned integrate the new

experiments and the equipment, intervene on the experiments in their fields of competence (sometimes unique on

the site of Orsay), and to ensure the maintenance and operation of the technical installations.
