The festival will feature thirty holiday trees from local businesses from the Dover community. Each tree will be decorated and auctioned to the public. All proceeds generated from the auction will be donated to the Dover City Lights Com-mittee to fund the lighting of all holiday trees in Dover. Through-out the evening there will be live performances on site from local choirs to activities for children, caroling around the city and free refreshments.

DOVER – Dover Community Ser-

vices Director Douglas Steele III and Police Chief Anthony F. Co-larusso, Jr. announced that the winter parking ban will begin citywide Dec. 1, and conclude April 1, 2015.

The ban requires that no ve-hicle be parked on any city street or sidewalk between the hours of 1 and 6 a.m., and is not limited to

nights with snow in the forecast. Vehicles may park in city-con-trolled parking lots during this time without the need for a park-ing permit; however, daytime restrictions for each particular parking lot will be enforced.

The Library, Third Street, Transportation Center and School Street parking lots have designated areas where over-night parking is allowed. Drivers

huge success at the Portsmouth Indoor Pool earlier in Novem-ber, raising over $9000 to help build homes in Haiti through Partners in Development.

Generous donations by The Kittery Trading Post provided a ski raffle package that was won by the Balakier family of York. The Balakiers also sponsor a child in Haiti

through Partners in Develop-ment.

Thanks go out to the Portsmouth Indoor Pool for making this event possible. Swimming students and their parents swam, had cool pops, homemade cupcakes and cook-ies made by participants. Ev-eryone swam, chatted, laughed and opened their wallets to helped three Haitian families move from a tent into a home.

as cider and cookies are served at the end of each session, adding to the festive, memorable experi-ence.

The cost of the workshop is $30 per family for Children’s Museum members and $40 per family for non-members (up to 4 people). Additional participants in a family are $5 each.

The city will also enact an emergency parking ban for the downtown area, when needed, to facilitate snow removal. The emergency parking ban will be announced by 3 p.m. each eve-ning and take effect at 1 a.m. the following morning. When the emergency parking ban is in effect, any car parked on a downtown street will be towed. Notification of the emergency parking ban will be conducted through local media, the City of Dover website, cable channel 22 and Dover Download.

Downtown restaurants, bars and other late night business are encouraged to sign up for an e-mail notification of an emer-gency parking ban by contacting the Parking Bureau at [email protected] or by calling 603-516-2277.

Streets included in the emergency parking ban area are: Chestnut Street; Main Street; Chapel Street; School Street; First Street; Second Street; Locust Street from Washing-ton to Silver Street; Washington Street from Belknap to River

Street; Central Avenue from Sixth Street to Silver Street; Third, Fourth, Fifth and Sixth streets (Central to Chestnut); Henry Law Avenue from Cen-tral Avenue to George Street; Broadway from Central Avenue to St. John Street; Hale Street; St. Thomas Street from Central to Locust Street; Locust Street from Hale Street to Washington Street.

EPPING – “Bah, humbug!” is the cry

from Ebenezer Scrooge, as he ushers in the holiday season in “A Christmas Carol”, at Leddy Center.

Heading up Charles Dick-ens’ “A Christmas Carol” is an all-star cast. This is Steve Koch’s fourth season as Scrooge at Leddy Center. Jane Button is Mrs. Crachit and Dr. Henry Fer-rell returns as Mr. Crachit, Sophie Jordan is Martha Crachit, Mark Deyo is Scrooge’s nephew, Fred, and Kathy Anzalone is the Ghost of Christmas Past. Damian Ray-mond is Marley’s ghost. Don LaDuke returns as the Ghost of Christmas Present, Beth Gauth-ier as Fred’s wife, Mary, Kevin Murphy and Stephanie Johnson as Mr. and Mrs. Fezziwig, and Perry Gouin is Tiny Tim. Scenes will be ushered in by an acap-pella quartet and soloists. Musi-cians include, Jane Button, Beth Gauthier, David McMullen, Craig Johnson, Nen Horan, and Spencer Gregory.

PORTSMOUTH -On December 10, South

Africa’s “Berg River Choir” will give a performance at South Church, 292 State Street, Ports-mouth, NH at 7:30 p.m. The 63-voiced choir will sing a con-cert of both sacred and secular music. Members of “Voices from the Heart,” which is host-ing the South African choir’s Portsmouth visit, will join them for two songs. “We're so very excited to welcome this choir to Portsmouth,” says Voices' Direc-tor, Joanne Connolly. “We are hoping to plan a musical tour to South Africa and now, South Africa is coming to us!! This is such an opportunity and honor for Voices, and such a musical gift to the Seacoast!”

“In 2001, Sharing a New Song, a greater Boston-based community chorus, travelled to Piketberg, in the Berg River dis-trict of South Africa, to sing with a choir from the local Dutch Reformed Church, which had black members only,” Connolly recounted. “While the nearby

whites-only Dutch Reformed church collaborated on this ex-change by hosting the Ameri-cans in their homes and feeding them lunch, almost no members of that church attended the con-cert,” she said.

“However, the concert itself was so successful, that the white church asked if they could host the combined choirs when Sharing a New Song returned in 2012,” Connolly continued. “This time, everyone was in-vited to the white church and all singers were served supper. It was the first time that blacks were in the white church. Al-though apartheid legally ended in 1991, many vestiges of that separation still exist today. Even more amazing, the leaders of the white church then asked if the singers would join them in December of that year to sing a joint Christmas concert there. That began a remarkable col-laboration between these two choirs, one that was repeated

is pleased to announce that the Downtown Portsmouth Park-ing Shuttle will be continuing to run Friday to Sunday until February 1, 2015. The City has been operating the Downtown Portsmouth Parking Shuttle since May. The shuttle cir-culates between the Connect Community Church (C3) park-ing lot on Market Street near Exit 7 on Route 95 and the Ha-nover Parking Garage on Ha-nover Street.

For the months of Novem-ber, December, and January the Parking Shuttle will no longer run on Thursdays, but will continue to operate on the cur-rent schedule for the weekends – Fridays and Saturdays from noon to 1:30 a.m., and Sundays

from noon to 10 p.m. The shut-tle loops every 10 minutes and parking is free at the C3 Lot.

According to Peter Rice, Director of Public Works, there has been sustained interest in the shuttle and public support for continuing the service into the winter. “While we initially planned to operate this service only in the summer, we contin-ue to receive positive feedback from the riders as well as from employees, downtown patrons, business owners and the gener-al public on this pilot program. Extending the hours into the winter will give us an oppor-tunity to continue to evaluate demand for this service during the shoulder seasons.”

is considered one of the most successful investors in

history. Yet while the invest-ment world may seem com-plex, Mr. Buffet’s advice is ac-tually pretty simple. Here are a few Buffet quotes, along with some suggestions on putting them to use:

“Whether we’re talking about socks or stocks, I like buying quality merchandise when it is marked down.”

Essentially, this means you should look for good in-vestment vehicles whose price may have dropped. A “bear” market tends to drag down many stocks — even those with strong fundamentals and favorable prospects. These stocks might then be consid-ered “bargains.” One way to determine whether a stock is “expensive” or “cheap” is by looking at its price-to-earnings ratio (P/E). For example, if Company “A” has a share price of $20 and earnings per share of $4, then it has a P/E of 5. On the other hand, if Company “B” has the same share price of $20, but has earnings per share of $2, its P/E would be 10. So it would be considered more expensive than Compa-ny “A.” Be aware, though, that the P/E ratio works better as a measure of cost when you are comparing two companies in the same industry.

Be prepared to own qual-ity stocks for the long term; over time, your confidence may be re-warded. On the other hand, if an investment is not of high quality, its flaws will be revealed over the years.

When should you sell good investments? Never, according to Mr. Buffet. And while this endless holding period may not be possible for all of us, you get the idea: the longer you keep a good investment, the better off

The museum's “Exploring Our Way” Autism Partnership Pro-gram offers a monthly oppor-tunity for families to explore the museum when it is closed to the general public. During the school year, “Exploring Our Way” is held on the first Sunday of each month. At each session, fami-lies with children with Autism Spectrum Disorders are in-vited to visit the museum at no cost. Paula Rais, Vice Presi-dent of Development and Community Engagement for the Children’s Museum of NH, stated that the program

has been very well received. “Since we began this program more than four years ago, we have been averaging nearly 100 people at each monthly session,” she said. “Feedback from partici-pants has been overwhelmingly positive. We are delighted to be able to provide a community setting where the whole family feels comfortable and has fun together.”

“Exploring Our Way” takes place when the Children’s Museum is closed to the public and offers families a chance to explore the museum together, with support as needed from museum staff, trained volun-teers, and special materials that include mapping tools and social stories. No reservations are necessary, and families are welcome to stay and play after the museum opens to the public at noon.

crosoft, so of course they want it to be part of your life. You can, however, get rid of it completely. Lets start by removing any Bing toolbars or search items in the Control Panel. 1. The easiest way to get to the Control Panel in Windows 8, is to tap the win-dows logo key on your keyboard, then type, "Control Panel" in the search box, and click on Control Panel in the search results. 2. Once in the Control Panel, click on, "Uninstall a Program". 3. It might take a minute for all your installed programs to load, but once they do, find any Bing prod-ucts, click on it once, then click, "Uninstall" in the toolbar at the top of the list. 4. Repeat if there is more than one Bing product in

Mary Doane, the founder of Mary’s Dogs, is pleased her rescue and adoption organiza-tion has grown from her home in Deerfield to a two-story, 1800s federal-style house and property along Route 4 in Northwood near Coe-Brown Academy.

This home offers canine daycare and boarding and ful-fills a quarantine need for the dogs rescued from high-kill cen-ters in the South. A 2012 New Hampshire state law mandated a 48-hour quarantine period for dogs at a licensed facility before heading to an adopting family.

Doane supported the law but knew when it was passed by the New Hampshire legislature that her operating model would have to change – and would re-quire an actual facility rather than the improvised methods she had employed since found-ing Mary’s Dogs in 2011.

“We were never going to get anywhere without a center for dogs who were already ad-opted and for daycare, board-ing and other activities,” Doane said.

The concept is also de-signed to strengthen the ties with fellow dog lovers in the

South, for example, by provid-ing support for mobile units to neuter and spay dogs free of charge. “We are creating a circle by helping what’s really going on down South. It’s a small dent but an important part of the solution,” Doane explained. “Even if it’s only a small percentage, we needed the income stream from the inn to help support these pro-grams.”

Finding the right location for Mary’s Dog Inn was an 18-month, multi-property journey. “At first we wanted to keep in the immediate Seacoast region, preferably in Exeter area. We had seven to eight properties under contract but for zoning and other reasons they never worked out,” she said. Final-ly, everything came together earlier this year with the two-acre Northwood property. The house was in good condition

In addition to a $170,000 cost for the house and property, more than $50,000 has been in-vested in upgrades and renova-tions for Mary’s Dogs Inn. But Doane said the wait for the right place has been worth it and she’s particularly grateful for Kennebunk Savings Bank and its Hampton branch manager for backing her effort through the challenging process.

“Jim Carrigan was great and hung in there with us be-cause we had a heck of a time finding a suitable property,” she said. “I don’t know if a larger bank would have done the same.”

Mary’s Dogs and Ken-nebunk Savings Bank are Busi-ness Partners of the Green Al-liance, a Portsmouth organiza-tion representing over 100 local green businesses, along with nearly 4,000 consumer mem-bers.

Doane and her staff are now moving full steam ahead to make the Mary’s Dogs Inn a home away from home for their canine guests with an emphasis of quality over quan-tity. “We want to keep it small with perhaps 10 canine guests

at a time and they will never be unattended,” she said. “We have someone living at the inn and the entire downstairs will be the boarding area. We also want this to the place for those families who have never board-ed their dogs before. This is not a typical boarding situation be-cause we’ve created an environ-ment that we would want for our own dogs.”

The International City/County Management Asso-ciation (ICMA) has recognized Dover for its performance man-agement efforts with a Certifi-cate of Achievement from the ICMA Center for Performance Analytics.

“The certificate program recognizes the principles of performance management,” said Randall H. Reid, ICMA Director of Performance Initia-tives. “Jurisdictions meeting the qualifications have demon-strated leadership in continuous improvement and community engagement, and they serve as examples for other governments to follow.”

ICMA assesses a local gov-ernment’s performance manage-ment program and encourages analysis of results by compar-ing to peers and gauging perfor-mance over time. Performance management aids in cost reduc-tion, program prioritization, and quality improvement. It also encourages accountability and transparency. Certificates are awarded at the levels of Achieve-ment, Distinction, and Excel-lence. Dover is among nine juris-dictions receiving the Certificate of Achievement, and one of 49 recognized overall.
