POC delivers …

Work Group Charters• http://www.gs1.org/gsmp/community/working_groups/gsmp

Changes to the GSMP Process• Known as Process Change Notifications (PCNs)• http://www.gs1.org/gsmp/process

Validate that “due process” has occurred in the GSMP• Recommend ratification of GS1 standards to the BCS for official

publication• Hears appeals or complaints connected with “due process”

Drives the GSMP Work Plan• Advises how to break impasses or speed up late deliverables

Balanced participation• across sector, geography, stages in the supply chain and

users/standards professionals

We welcome your creative ideas

How the POC can help you

POC will ensure “fair play”• The GSMP Process must be followed• No Work Group should be unreasonably delayed• If you believe the Process is not correctly followed or if the Work

Group is getting “stuck”:1. Discuss the issue with the GS1 Standards Development Work

Group Manager or with the Work Group Co-Chairs2. If you are not satisfied, contact the POC. (see next slide)

• Issues of conduct are governed by the GS1 Code Of Conduct

Improving the Process• Give us your suggestions on how to improve the GSMP process

Consensus

• GS1 Standards are intended to meet global needs and reflect a broad consensus of the GS1 community.• Decisions of GSMP groups are made by consensus.

• Consensus is defined as • general agreement, characterised by the absence of

sustained opposition to substantial issues by any important part of the concerned interests, and

• by a process that involves seeking to take into account the views of all parties concerned and to reconcile any conflicting arguments.

• Consensus does not mean unanimity.• 2/3 Majority is sufficient, but broader consensus is preferable.• Any No votes of final standards solutions are discussed by POC & BCS. 11

Key Points in Steps 2 & 3

• Strengthened Intellectual Property protection• Cannot share Work-In-Progress outside of SMG or MSWG even with

associated SMG’s for a MSWG• Can share Business Requirements Analysis Document (BRAD),

Implementation Guide or Standard at point of Community Review

• Membership minimums• 6 data source + 6 data recipient + 6 MO’s (includes Certified Data

Pools for GDSN, GPC and Data Accuracy groups)

• Voting minimums remain (2-2-2-12), 2/3 affirmative• Public Review is now “Community Review”

• Open only to companies who have signed the IP Policy

• eBallots are open to the entire GSMP Community• Active Facilitation – lead the group to achieve the

process objectives and decision points 13

GSMP: A Flexible Framework

1. Leverage good work already done elsewhere2. Meet the GSMP Principles3. Respect the needs of IP and Anti-Trust Policies4. Continue to separate Business Requirements from

Solution5. Ensure Solution is compatible with GS1 Keys, the

GS1 System and Architecture and broadly respects the Architecture Principles

6. Avoid undue influence: consensus

• Creates a level playing field for all companies participating in GS1 standards development with all companies receiving the same benefits

• Ensures participants do not inappropriately influence a standard with their intellectual property for their own gain

• Provides a safe haven from legal suit from other companies involved in GS1

Flexible Framework:

1. Assess – The Value of External Contributions in meeting GSMP Objectives• Contribution to determine the integration point• Efficiencies realized by integration of external contributions• Process Centric vs. Industry Specific• Reconciling the objective to an available method

2. Integrate – The Contribution • External contributions into the GSMP Process – confirm, execute• Role of the GSMP Project Manager• Annual Project Planning and Preparation

3. Participate• Working with external contributors to

meet required minimums.

Contribution:The Consumer Goods Forum (TCGF) provided:

• GS1 Compliant Statement of Business Need (SBN)• Metrics document (measurements by formula) for packaging sustainability that will

fit into the GS1 Business Requirements Analysis Document (BRAD)– Completed all mandatory sections of BRAD with exception of the

Requirements section and have provided a resource from their Global Packaging Project (GPP) group to help complete the BRAD

Action:Assess the TCGF work and reconcile to GSMP objectives process

• Analysis indicates that deliverables of GSMP Steps 1 and 2 are met within The Consumer Goods Forum

Result:• Duration avoidance - 317 days
