GREAT LAKES NAVIGATION STRUCTURE FUNDING
Over 40% of structure segments are rated C - F; backlog funding need is estimated at $320M
12
• Declining availability of confined disposal facility (CDF) space • Prohibitively expensive cost for new CDF construction • Growing resistance and opposition to open water placement (ex. Ohio 2020) • Federal Standard least cost implications • Finding beneficial uses for fine material (silt/clay) • Environmental Windows • Policy Limitations (PGL 47)
DREDGED MATERIAL PLACEMENT CHALLENGES
14
• All the Great Lakes, except Lake Ontario, are currently well above average
• Lakes Superior, Mich-Huron, and Erie have set record highs in some months of 2020
• High levels and storms impact navigation structure stability, wave climate, shoaling rate
• Next six months – levels expected to continue high, near record level for Mich-Huron and Erie
WATER LEVELS ON THE GREAT LAKES
15
STATUS OF IGLD AND LOW WATER DATUM UPDATE - All Great Lakes water levels are
referenced to a common vertical datum, IGLD 85
- International Great Lakes Datum (IGLD) of 1955 (IGLD55) was the first common vertical datum on the Great Lakes
- Due to continual rebound of the earth’s crust, datum must be updated every 25-30yrs
- Now preparing for next update, IGLD2020
- Expect to be in place by 2025
16
Low Water Datum: a level so low that the water level will “seldom fall below”
Lead agencies: NOAA, USACE, Canadian Hydrographic Service
Schedule: Internal coordination with agencies – by end of 2020 Coordination with stakeholders – Spring 2021
Contact: John Allis Detroit District Chief GL Hydraulics & Hydrology Office (313) 226-2137 [email protected]
POTENTIAL CHANGE IN LOW WATER DATUM Lake % Time Levels <LWD
(recorded levels 1918-2017) Potential Change in LWD in 2025
Superior 40% -7.5 inches to -9 inches
Michigan-Huron 25% -7 inches to -10 inches
Erie 10% +6 inches to +4 inches
Ontario 15% +2 inches to -1 inch
