• The Corps must manage all the individually authorized projects in the Great Lakes Navigation System as components of a single, comprehensive system, recognizing the interdependency of ports
• The Corps shall not allocate funds solely on tonnage
• Establishes funding targets for expenditure of HMTF funds for the next 10 years.
• Emerging harbors (less than 1M tons) receive no less than 10% of 2012 HMTF appropriated funds ($898M)
• Great Lakes system receives not less than 10% of priority funds

Issue:• Little to no USACE funding
available for recreation harbors nation-wide.
• Excessive settlement/sinkholes behind both North/South revetment structures indicative of subsurface structural degradation.
• Concerns with structural stability and impact to navigation channel.
Contributed Funds Letter of Intent:• $800,000 Total Proposed.
Contribution:• $250,000 to Complete
Revetment Repair Design.• $550,000 for Partial Repairs
using USACE Floating Plant.

Proposed Multi-Project/Multi-Year Contributed Funds – Memorandum Of Agreement
State of Michigan
• Would cover maintenance work on shallow draft Federal navigation projects (channels, harbors, and structures) that serve the State of Michigan.
• Once executed, the MOA would allow for transfer of funds for maintenance work at any shallow draft harbor in a matter of days versus many months under the current process.
• Draft Letter of Intent (LOI) has been provided to State for review/comment and it has been returned to USACE for concurrence.
• Once State signs the LOI and submits to USACE, the process for establishing the Memorandum of Agreement (MOA) can begin and take will take 4-8 months to complete and execute the MOA.

• All of the Great Lakes are currently at or above average and all but Lake Superior are above levels of a year ago.
• With the recent rise in water levels, coastal bluffs are beginning to erode again after nearly a decade of low water and apparent stability.
• Reports of significant erosion on Lakes Superior and Michigan
• Low water levels over the past decade allowed offshore bottom profile to quietly erode.
• Now with increased lake levels, waves now have access to bluffs and dunes.

Dredged Material Management Initiatives
Maximize the use of fill management and facility adaptation, such as routine raising of perimeter dikes and reworking the material within the facility to create additional capacity.
Aggressively pursue opportunities for beneficially using dredged material to preserve or create CDF capacity.
Collaborate with partner agencies leveraging local and federal programs to reduce the amount of material entering federal navigation channels.
Engage state agencies and other partners and stakeholders in developing innovative long-term solutions to dredged material management challenges.
Foster partnership with USEPA with its Great Lakes Legacy Act (GLLA) and Great Lakes Restoration Initiative (GLRI) programs to leverage funding for projects supporting both environmental goals and navigation benefits.
