The 1971 Regional Planning & Development Act, and reenacted West Virginia Code, Chapter 8, Article 25, mandated that West Virginia be divided into 11 regions to serve as “development districts” to more effectively utilize funding resources and maximize small communities’ chances of attracting funds from federal, state and local organizations to foster community and economic development and intergovernmental cooperation throughout the state.
The Regional Planning & Development Councils focus on expansion and improvement of: water and sewer facilities, infrastructure, transportation, employment, industry, housing, health care, education and recreation. By coordinating closely with our affiliates in the region, we promote stability, growth and progress in West Virginia, especially assisting local jurisdictions too small to maintain staff for grant writing and planning.

What are Regional Planning & Development Councils?
prioritizing goals, creating proactive strategies to realize these objectives, applying for funding packages, soliciting engineers, architects, attorneys, bond counsel, accountants and other consultants as needed for each endeavor, and administering the projects to ensure funding is properly managed and all program guidelines are followed.
To accomplish these tasks the Regional Planning & Development Councils provide a multitude of services, varied by Regional Council, including grant writing, labor compliance, Section 3 and Title VI adherence, 5G solicitation assistance, workforce development, intergovernmental reviews, census report updates, public and governmental engagement strategies, environmental reviews, financial administration, drawdowns, account maintenance, income surveys, mapping capabilities, revolving loan funds that assist new and expanding businesses and a wealth of programmatic knowledge.
Additionally, the WV RPDC’s have leveraged $423,291,612 in state and federal loans for communities in West Virginia. from January 1, 2014 to December 31, 2019

\\ Water, Sewer & Stormwater ProjectsThe Councils work with municipalities, public service districts, local economic development authorities, county commissions and other entities to develop, design, implement and administer infrastructure projects, which include water, sewer and stormwater projects. .
\\ Community and Economic Development, Workforce Development, CEDS and BrownfieldsThe Councils works on community development projects such as economic, workforce and brownfields development, as an integral part of their workload.
\\ Broadband InitiativesThe Councils work with municipalities, local economic development authorities, county commissions and other entities on broadband initiatives which are a new endeavor in grant funding
\\ Metropolitan Planning Organizations (MPOs)The Regional Planning and Development Councils work with Metropolitan Planning Organizations (MPOs), which are created by Federal law with the responsibility to develop the area’s transportation plans and to coordinate the transportation planning process. Federal transportation law requires that a Metropolitan Planning Organization (MPO) be designated for each urbanized area with a population of at least 50,000. West Virginia has 8 areas designated as MPOs.
\\ Revolving Loan FundsCertain Councils are the recipients of grant and loan funds from governmental agencies used to establish small business loan funds. These loan funds work hand in hand with the economic development departments to help with the availability of capital for businesses. .
\\ Area Agency on AgingSeveral Regional Planning and Development Councils work in cooperation with the Agency on Aging to provide funding, technical assistance and monitoring of senior services providers.
\\ Hazard Mitigation Planning & ResiliencyHazard Mitigation is an important part of local planning that involves outreach and cooperation with all citizens. The Regional Planning and Development Councils work in cooperation with the counties in their regions to complete a Regional Hazard Mitigation Plan that encompasses all hazards impacting the region.
\\ Geographic Information SystemA geographic information system, or GIS, is an asset to local planners. GIS is a framework for compiling, managing and evaluating data. The Councils assist local municipalities with this computerized mapping software to provide decision makers with crucial information. Each RPDC utilizes GIS differently, from simple data visualizations to complex spatial analysis.
