ANNUAL REPORT OF THE MOST EXCELLENT GRAND HIGH PRIESTReport of the Grand High Priest

Most Worshipful Grand Master, Most Excellent General Grand High Priest, Most Excellent Past Grand HighPriests, Elected and Appointed Grand Officers, Distinguished Guests, and fellow Companions.

I bid you welcome to the 193rd Annual Convocation of the Grand Chapter of Kentucky, Royal Arch Masons. Ihope that everyone is able to enjoy the southern hospitality of the Great Commonwealth of Kentucky.

I began my journey to today six years ago, when appointed a Deputy Grand High Priest by Most ExcellentPast Grand High Priest, Richard W. Seekman. It gave me a chance to become friends with others that wouldguide my footsteps. It would be impossible to thank everyone who helped me during the past six years.MEPGHP James O. Atwood, MEPGHP John Cecil Williams, MEPGHP Don Powell, MEPGHP J. William Riggs,MEPGHP J.B. Hitt come to mind quickly as people who encouraged me or stood as sounding boards for ideasand questions and did not mind saying “that’s ok, but you can do better.”

I could fill a proceedings book with the Companions who have assisted in projects, taken appointments,picked up the ball and ran when needed. A few must be acknowledged:Robert Scarborough, Robert Peelman, David Williams, Mark Elliott, Ed Hudson, and so many others. Thanksto you, my service to the Companions of Kentucky as Grand High Priest was more successful than I couldhave dreamed.

We retained the “Tracks We Leave” Program started three years ago by MEPGHP Donald L. Powell. We“tweaked” it a little this year, by removing the money requirements from the traveling Key Stone. Instead, anR.AR.A little red bucket was given to each Chapter in Kentucky, and each Chapter was asked to pass thebucket during meetings with the goal of every Chapter in Kentucky being 100%. This was the idea of RightExcellent Grand Captain of the Hosts, Gregory Powell, who not only paid for the buckets, but also talked hiswife Nancy into painting them.

One of my goals this year was visitation. I was able to visit every Chapter in Kentucky this year. Some of thevisits were at Area Meetings, but most were at a York Rite meeting. I have enjoyed assisting with degree workin all three Bodies during my visits this year.

Area Meetings were held on Saturday as in past years, and it was noted that participation was sparse in someareas and good in others. Notably, Area 3 and Area 6 were, as always, well attended.

I began my time on the Grand Line with traveling Companion Tony L. Huffman. I was privileged to watchTony go from his Entered Apprentice Degree all the way through York Rite College #104. Every time I wantedto go some place, his response was, “what time you picking me up?” Tony died unexpectedly at age 50. He isgreatly missed by all who knew him and his dedication to Masonry.

Taking his place quickly were RE Companion Gary Hunt, Grand King, and RE Companion Jim King, GrandScribe. We have traveled together for the past three years. Their friendship, advice, loyalty, and hard workhave made my tenure more fun than work. I can’t imagine the last three years without them.

I would also like to thank our Grand Secretary William G. Hinton and Rebecca Warthfor all their assistance during the past year. They do so much, for so many, with so little.Thank you both.

Last but not least, I would like to thank my bride of 45 years Judy. She had been patient when I wasn’t, shehas been resourceful, when I wasn’t, and was always making sure I had everything I needed when I left. Shehas gotten “foo fooed” or dressed up, on one day’s notice, to attend an event with me that I had forgotten totell her about. She spent many long nights at home worrying that I would return safely. She has spent overfour years doing those daily chores that I didn’t have time to take care of before leaving for a meeting. Thankyou sweetheart, next year is your year.

During the past four years I have traveled to as many out of state Convocations as was financially possible.This year I attended Grand Convocations in: Ohio, Indiana, Illinois, Michigan, Alabama, Tennessee, and NewYork.

I also attended the General Grand Chapter Regional Meeting in Louisville. These trips and meetings were verybeneficial to me, and I feel to the Grand Chapter of Kentucky, as I was able to see how other states werehandling problems like we have in Kentucky. I received Distinguished Visitor or Honorary memberships fromseveral of these states.

I was privileged to present a Representative Certification to Excellent Companion David B. Williams from theState of Missouri. Also nominated were:William Henry NetherlandsThomas Bustle New JerseyBarry Eastham PennsylvaniaTimothy L. OwensSouth Dakota

I was able to attend the Grand Sessions of both the Amaranth and the Grand Chapter of Kentucky, Order ofthe Eastern Star. The warmth and hospitality of these organizations was delightful.

Of the four Youth Groups, I was able to attend the Grand Sessions of the DeMolay, and the Rainbow for Girls.Due to schedule conflicts, I was unable to attend the Grand Chapter and Central Council of the Order of theBuilders. I asked David B. Williams, Deputy Grand High Priest Area 3 to attend and represent the GrandChapter. As of this writing I have not been notified of a meeting of Job’s Daughters; however, I did attend oneof their meetings earlier this year.

Due to the economy, I have noticed that several Chapters are advising me that they are having to suspendmembers for non-payment of dues. In addition, a few Chapters will be reporting large losses as they havecorrected their paper work as to show actual membership. Some of theseChapters have found that as many as fifty (50) people, who were being carried as members, had actually died,demitted, or had been suspended.

It is difficult to find people who will take on the work of a Secretary of a Chapter. However, every Chaptershould strive to find one person who will accept the job, and do it correctly. This would include getting the

work in on time, and completed correctly. Each High Priest is responsible to see that the Secretary is doinghis duties, which would include sending out dues notices, keeping proper financial records, and records ofmembership.

As of this writing, there are Chapters whose Secretary has yet to send in required materials that were due the10th of July. We have had Chapters re-elect Secretaries who literally have not completed or not sent inrequired paper work since last year. This is not acceptable. Some of you are going to need to “step-up” andtake the responsibility to get the job done, and not let old Joe keep the job because you don’t want to hurt hisfeelings. Old Joe should be man enough to realize he needs to step down.

On the plus side, I have seen degree work going on all over the Commonwealth. I was pleased with the oneday Festival where all the degrees were conferred exalting one hundred and nineteen new Royal Arch Masons.The quality of the degree work was good. It was well planned by J.B. Hitt. and other members of the York RiteBodies located at DeMolay Commandery. It was outstanding work, which should be duplicated around theCommonwealth.

Dispensations

On Friday, August 20, 2010, I granted a Dispensation to Fort Thomas Chapter #177. It was to allow them tochange their meeting date from the Third Thursday in September to the second Thursday in September. Thisis due to the annual convocation being held on their meeting night. This is for one time only.

At the 2009 Grand Chapter Convocation, it was reported by the Jurisprudence Committee that CarrollChapter #55 had no representation present for the third consecutive year. Carroll #55 was previously finedby the Grand Secretary for the first and second years they were not represented.

My decision, of which I have informed the Secretary of Carroll Chapter #55, and the Deputy Grand HighPriest of Area 5-B, that I was placing the Chapter on Probation. It is my recommendation that if there is norepresentation from Carroll Chapter #55 at this convocation, their Charter should be arrested as per Section12-D of the Constitution.

Recommendations

1) That the elected Grand Line monitor closely the Area Meetings to determine ifthey are still a useful tool for our Grand Chapter and Companions, and in what.

form they should be held.

2) Begin a program whereby it is required that every Deputy Grand High Priest havea Proficiency Card for Excellent High Priest. They should not receive someone

else’s proficiency, if they are not themselves proficient.

3) The Long Range Planning Committee should meet as originally planned and tryto get all members to attend. The members should take an active role in assisting

Grand Chapter Officers moving up the line to prepare for their year as GrandHigh Priest to include helping them in the selection of their programs and how to

plan and prepare to implement them. The first meeting of the Long RangePlanning Committee should be at the Grand Lodge Convocation even if a room

must be rented to accomplish this.4) To retain the requirement that all requests for refund of monies spent, be

presented on a ledger sheet showing how and why the money was spent, alongwith the receipts for the reimbursements requested.

5) That the Grand Chapter continue to work with Priory #25 in having a York RiteWeekend each year. That we take an active part planning what is to be gained byparticipating in this event to include meals, activities, and the type of training, or

instruction given.

During this year the Grand Line Officers have looked at the Evaluation Form and attempted to make changesfor the better. We began with trying to have a form limited to one page. We cut out the superfluous material,which the Grand Secretary receives from the quarterly reports already. By going to one page we cut costs inhalf.

Several years ago we voted to do away with the Area Coordinators. To replace them, each Line Grand Officerwould be given a specific area of the State to oversee. Grand Captain of the Hosts-Western Kentucky, GrandScribe-Central Kentucky, and Grand King-Eastern Kentucky. This has not worked out. If a Companion fromAshland or Pikeville wanted to become the Grand Captain of the Hosts and was elected, all of his Chapterswould be from 5 to 9 hours away. It is not feasible. I have filed a proposed change in the Constitution thatwould add to the duties of the four Grand Veils. Each would be assigned an area to supervise by the GrandHigh Priest. It would force the Grand High Priest to select his officers from across the state; however, it would

give the extra attention that may be needed by Areas or Chapters having difficulty. I have requested $250.00per year for each of these Grand Veils for reimbursement for gasoline.

This is my fourth report to you as your Grand Secretary. I thank Rebecca Warth, our OfficeSecretary, and the Constituent Secretaries for their work on behalf of the Grand Chapter!

Necrology

Companion Kenneth L. Adams, Secretary of Edmonds Chapter No. 83 and Taylor Chapter No. 90,Passed the Veils on January 23, 2010. Companion Robert J. Thomas, MD, Secretary of MoreheadChapter No. 168, Passed the Veils on June 18, 2010. Both of them will be missed. We extend oursympathy to their families and friends.

Former Secretaries

A number of Secretaries stepped aside this year to allow others to serve. Among the “long timers”were Companion Vernon G. Wesley of Somerset Chapter No. 25, Companion James EverettShuffett of Greensburg Chapter No. 36, Companion Jerry Davis or Lawrenceburg Chapter No.138, and Companion Ronald G. Parker of Temple Chapter No. 172. Companion Gary Morrison ofCynthiana Chapter No. 17, Companion Melvin Mullins of Iroquois Chapter No. 193, andCompanion Charles T. Mason of Hardin Chapter No. 195 also ceased their tenure as Secretary. Iextend my personal thanks to each of them for their service to the Grand Chapter.

The Office

Our Office continues to function and to “get the job done.” Our Office Secretary Rebecca Warthworks from her apartment in Nicholasville on assigned tasks while I work in Shelbyville on mytasks. We try to meet in Shelbyville once a week to do some joint projects. While this systemworks, it has its challenges.

Membership

Although membership records continue to improve, we still have a way to go! Many of ourSecretaries have continued to work very hard to get their records up to date. The summary of thestatistical table is as follows:

Finances

We are making progress on my goal of paying the current year’s expenses from the current year’sincome! Also, I continue to express my belief that we should have a “continuing resolution” toauthorize expenditures in July and August prior to adopting a budget in September for the fiscalyear of July 1-June 30.

Concerns

We continue to have too many of our Chapters that are not submitting their various reports bythe deadlines. This delays processing in the Office and causes extra work. Again this year, Ideclined to issue fines. However, this may change during the coming year as the Office still needsto have the information on time!

The “problem” of producing an annual Proceedings is making great improvement thanks to ourOffice Secretary Rebecca Warth! During the past year, we completed all of the Proceedingsthrough 2006. As promised, I produced and distributed a Proceedings for 2007, 2008 and 2009which will hold us until we are caught up. It is my intention to do this again this year.

Finally

I continue to be impressed by the expertise and dedication of so many Chapter Secretaries. Thisyear has seen a number of new Secretaries who are doing a great job. Most are computer literateand do an outstanding job at the local level. To each of you who serve so faithfully, I say a sincereTHANK YOU!

NOTES TO THE GRAND CHAPTER BUDGET2010-2011

These notes are an integral part to the proposed budget, in an attempt to provide completetransparency.

1. Grand High Priest, Grand King, Grand Scribe and Grand Secretary were each given abouta 4% increase in allowable expenses. Usual expense vouchers will be required.

2. Office Secretary was given about a 4% increase in Health Insurance and RetirementAccounts. These funds will necessarily go to a third-party insurer and a third-party IRAprovider.

3. In return for the increased benefits, Office Secretary will complete at least two previousyear’s proceedings in addition to the preliminary preparation of the 2010 proceedings.

4. Telephone increase includes fees for new computer hook-up.

5. Annual convocation expenses have been re-evaluated by the Grand Officers to set upguidelines for visiting GG Officers as well as the Grand Master of Kentucky.

6. Printing includes extra funds for the two past due proceedings, as well as the preparationfor the 2010 issue.

7. Apron Case Expense allows for the replacement of all aprons this year.

8. New GG dues rate is addressed

9. Triennial expense is meant to provide $500 per attendee. The four elected line officers,and PGHP’s who attend will be allowed $500 each only upon the presentation of actualreceipts for funds spent.

10. The $16000 requested from the Permanent Fund takes into consideration the fact that nofunds were removed in 2009.

The Budget was adopted.

REPORT OF THE PLANNING AND DIRECTION COMMITTEEREPORT OF THE PLANNING AND DIRECTION MEETING

To the Most Excellent Grand High Priest, Officers and Members of the Grand Chapter ofKentucky, Royal Arch Masons:

Your Planning and Direction Committee met three times this year.Our first meeting was held at Beaver Dam after the Area III Meeting.

We discussed the new member guidebook program that was being tested in Area III. It was alsodiscussed and agreed that before the Grand Treasurer reimburse expenses incurred by membersattending the Triennial that a copy of the itinerary accompany the receipts submitted. We allagreed the Keystone was a work in progress.

The second meeting was schedule at the Grand Officers Christmas meeting. I was not able toattend, and no minutes were turned in by other Long Range Planning Committee members.

The last meeting was held at the summer York Rite Weekend. There were only three votingmembers in attendance, with many non-voting past members present.Many things were discussed about the general condition of the York Rite Chapter in general,

J William Riggs informed the committee he had submitted a resolution for the Kentucky GrandChapter Medal for Meritorious Service award. He briefly touched on some of the criteria aboutthe medal and informed the committee that if they had any questions he would gladly touch onthose when he had reviewed his notes from the committee meetings. He did indicate that thismedal was designed to recognize outstanding commitment to York Rite Masonry in theCommonwealth of Kentucky. Pending approval from the entire body at the Grand Sessions, oneof the criteria for the medal would be to have served at least twenty years as a York Rite Mason.Right Excellent Companion James King made a motion to accept the medal as presented,seconded by Right Excellent Companion Gary Hunt. Motion passed.

ROYAL ARCH RESEARCH ASSISTANCE2009-2010

Once again it is my pleasure to report to you on participation in our adopted' Philanthropy,Royal Arch Research Assistance.

You have heard me say for several years that I keep hoping some energetic younger person willbe appointed to this task. Well, it appears that my replacement has finally been found! It is withpleasure that I announce my intention to offer my whole hearted support to M. E. CompanionJames G. Hogue as he takes over the duties of this Committee.

The change I reported to you last year on adjusting the closing date for this report has beendone, and it appears at least some of those who were not included last year have re-joined ourcontributors this year. Welcome back!!

During the past year our Grand Jurisdiction was credited with contributions in the amount of$17,753.86 or nearly $4.00 per member. Since establishment of the Philanthropy, Kentuckyhas been credited with contributions totaling $445,711.00 or something more than $98.00 permember currently on our rolls. We remain well up on the listing of contributing GrandJurisdictions.

THANK YOU, My Companions!

I continue to wonder why we do not participate more than we do in the R.A.R.A. Memorial andthe Honorarium programs. Permit me to again urge each of us, yes including myself, both asChapters and as individuals, to consider participating in these programs. There are a few (bothindividuals and chapters) who regularly use this method of contributions, and they are very muchappreciated. I note that $1,150.00 of our contributions this year came from Memorials and/orHonorariums. A BIG Thank You to those who are doing this. We are doing somewhat better, butcan still improve.

Memorials are for the deceased, while Honorariums are for the living From a personalperspective, I can tell you it does work.

During this capitular year, 46 of our Chapters were credited with Contributions. Only 30 of ourChapters were credited with contributions last year. This represents an INCREASE of over 50%.Another big THANK YOU. I feel that at least a part of this huge percentage increase came fromsome who missed that cut off last year. Let’s keep this trend going and have 100% of ourChapters participating next year.

TO: The Most Excellent Grand High Priest, Officers and companions of the Grand Chapter ofKentucky, Royal Arch Masons:

For a few minutes let us pause during this grand convocation to remember ourCompanions who have passed the mortal way through Capitular Masonry. This committeehaving the responsibility of paying a fitting tribute of respect to the memory of our fraternal dead,

realizes that our words, however respectful and concerned, cannot adequately comfort thegrieving loved ones and Companions here assembled. We can no longer shake their hands orhear their voices because they are not here, except in our minds and memories, so we ask, if aman die, will he live again? The answer, the dust shall return to earth as it was and the spirit toGod who gave it to receive from His hand the reward for which their faith has earned them and tohear Him say, “Well done thou good and faithful servant, enter thou into the house of the lord.”

The Great I AM in His perfect wisdom has called home _114_Companions in thisjurisdiction. We are saddened to bid farewell to those Companions in Kentucky and our sisterBodies.

From our own official family of the Grand Chapter of KentuckyRoyal Arch Masons there came the call just last week for, Most Excellent Past Grand HighPriest Jeffrey M. Ritchie, who gave up his working tools on September 6, 2010, in Farmers,Kentucky. Jeff was Born: December 31, 1971, in Hazard, Kentucky, and was only 38 years old athis passing into eternity. We extend our deepest sympathy to Jeff’s family.

From our sister body the Grand Commandery of Knights Templar of Kentucky the call toeternal rest came for, Right Eminent Past Grand Commander Robert J. Thomas. DocThomas, as he was known by most of us, was Born: August 26, 1951, and Died: June 18, 2010,at the age of 59, while on vacation in Michigan. We also extend our deepest sympathy to Doc’sfamily.

I found this poem in a magazine and thought it was appropriate for this report.

Have you ever stopped to wonder what this life is all about;Why you’re here, where you’re going when your lease on time runs out;Maybe you’ve been far to busy trying hard to reach your goal;Would you let me ask you kindly, have you thought about your soul?

To The most excellent Grand High Priest, Most Excellent Past Grand High Priest, Grand lineOfficers, and Companions all, of the Grand Chapter of Royal Arch Masons of the State ofKentucky.

I would like to thank all the Companions around the State for giving me the opportunity to serveyou and this Grand Line this past year; I hope I have served you and this Grand Line well!

We started this year traveling around the State having our Area Meetings and promoting YorkRite Masonry, We Visited Various Chapters and Helped Confer the work of the York Rite from theMark Masters to the Royal Arch Degrees and Assisted in Several festivals throughout the State.

I Attended the One Day festival in Louisville, I Also attended the East Regional Conference, and IAlso attended the Kosair Shrine Fair, Along with many other Masonic and York Rite Functions.

My out of State Travels were to Nashville Tennessee Grand Session, Birmingham Alabama GrandSession, Bay City Michigan Grand Session, I enjoyed all of these Visits!

I also attended the York Rite Sovereign College Grand Assembly in Pittsburg PA, Which I alsoattended my first Pro Baseball Game (Pittsburg Pirates) with other Companions.

I have enjoyed this past year serving in this Grand Line! And look forward to Serving theCompanions in this Grand Line if Elected As Grand High Priest for the upcoming year!

I would like to thank the Companions of the Commonwealth of Kentucky for their help on makingthis year very special for me and productive for the Grand Chapter. We have been present for theconferral of Chapter work at many Chapters across the State and have seen many youngCompanions assist in this work as well as the older experienced Companions. In so manydifferent places we have seen Chapters trying to make improvements, there are more effortswhich will be required if we are to grow in the future, but Masons are world leaders and I believewe will find our way once again and become strong as we once were. REPORT OF THE GRAND CAPTAIN OF THE HOST

Most Excellent Grand High Priest, Right Excellent Grand Chapter Officers,Most Excellent Past Grand High Priest and my Companions all:

I have had the honor of serving the past capitular year as your GrandCaptain of the Host. While all goals were not accomplished due to someunforeseen setbacks of life, I was able to participate in two large steps

toward the betterment of Capitular Masonry in the Commonwealth.

First, much to the thanks of the artistic abilities of my wife, we were ableto help implement the new RARA Red Bucket program to all subordinateRoyal Arch Chapters. This program was instituted by our Grand HighPriest this past year to add visibility to our most important charity, RARA.

Second, in working with my fellow Grand Chapter Officers, we were ableto consolidate the Grand Chapter Official Visit Form to a one page format.This saves printing cost and time for our DGHPs during their visits. Thebenchmarks were established as 300 for Super Tier, 200 for Exemplary,and 100 for Merit. This makes it easier for the Grand Chapter Officers toeasily identify those Chapters who are excelling and those who needassistance in maintaining their Charters.

Although my travel was severely limited this past year, I thoroughlyenjoyed the fellowship I was able to share with my Capitular Companionsand look forward to returning to my travels to assist in making our

Commonwealth the Best Home for Capitular Masonry.

REPORT OF THE COMMITTEE ON JURISPRUDENCEJURISPRUDENCE COMMITTEE

To: The Most Excellent Grand High Priest, Grand Chapter Officers andMembers of the Grand Chapter of Kentucky, Royal Arch Masons:

Your Jurisprudence Committee reports as follows:

1. The Grand High Priest has reported nominating Excellent CompanionWilliam G. Henry (14) to be the Grand Representative of the Grand Chapterof the Netherlands near the Grand Chapter of Kentucky.

2. The Grand High Priest has reported nominating Excellent CompanionThomas E. Bustle (4) to be the Grand Representative of the Grand Chapterof New Jersey near the Grand Chapter of Kentucky.

3. The Grand High Priest has reported nominating Excellent CompanionBarry K. Eastham (81) to be the Grand Representative of the GrandChapter of Pennsylvania near the Grand Chapter of Kentucky.

4. The Grand High Priest has reported nominating Excellent CompanionTimothy L. Owens (166) to be the Grand Representative of the GrandChapter of South Dakota near the Grand Chapter of Kentucky.

These actions are clearly within the powers and prerogatives of the GrandHigh Priest. We recommend they be approved, and I so move. (Adopted)

5. The Grand High Priest has reported issuing one (1) Dispensation toFort Thomas Chapter No. 177 to change their meeting date from the thirdThursday in September to the Second Tuesday in September. This is due tothe annual convocation being held on their meeting night. This for one timeonly.

His action was undoubtedly appreciated; however Section 24 of ourConstitution, dealing with the Duties of the Grand High Priest,specifically prohibits this action, and I quote:

“Section 24. F. To grant dispensations during the recess of the GrandChapter as he may determine to be in the best interests of the Craft;provided that the Grand High Priest does not have authority to grantdispensation permitting a Stated Convocation of a constituent Chapter tobe held at a time other that specified in the by-laws of the Chapter;however, he may grant dispensation permitting actions to be taken at acalled convocation of the Chapter which otherwise could be done only ata stated convocation.”

This matter has come before this Grand Chapter on several occasionsover the years, and we’ve done it again. Please permit me to once moreurge all future Grand High Priests to be a bit more diligent when grantingdispensations. In order to ‘clear the books’, I move that the action of theGrand High Priest be ‘ratified’ thereby making it at least somewhat legal.(Adopted)

6. The Grand High Priest has reported issuing some 43 Proficiency Cards.23 of these were for High Priest proficient; 3 for Captain of the Host; 5For Principal Sojourner; 2 for Royal Arch Captain; 2 for Master of the 3rd

Veil; 4 for Master of the Second Veil; and 4 for Master of the First Veil.It is pleasing to note such an increase in this area, and we join the GrandHigh Priest in congratulating all who had a part in this.

7. The Grand High Priest has made five (5) recommendations, none ofwhich require action by this Grand Body.

8. Last year the then Grand High Priest made a recommendation to re-instate the office of Area Coordinator. This proposal was referred to theincoming Grand High Priest with the recommendation of this Committeethat he study the proposal, and, if it was determined that it could be ofbenefit to the Grand Chapter, see that the necessary proposal(s) weredrawn up and submitted to the office of the Grand Secretary in order toget it on the agenda this year.

I’ll not go in to a long dissertation on this subject as the Grand High

Priest has submitted a proposal to change our law in a somewhat differentmanner on this matter.

9. Three (3) matters of Capitular Law have been submitted which requirethe action/attention of this Grand Chapter. The first two deal with the

different approach to Area Coordinators mentioned above:

a. The first proposal, which would change Section 38 of theConstitution of this Grand Chapter has been received from M.E.Companion James G. Hogue, GHP, (Your Committee has modifiedthe proposal slightly to correct some spellings, and to bring it intocompliance with the manner in which proposed legislation is to besubmitted) is as follows:

Be it resolved that Section 38 of the Constitution of this Grand Chapter, whichnow reads:

“Section 38. The Grand Royal Arch Captain shall guard the innerentrance to the Grand Chapter, communicate with the Grand Sentineland when required, announce to the Grand Captain of the Hostapplicants for admission, and assist the Grand Captain of the Host and theGrand Principal Sojourner in the performance of their duties.”

Be amended by adding a paragraph, so that when amended, it willread:

“Section 38. The Grand Royal Arch Captain shall: A. Guard theinner entrance to the Grand Chapter, communicate with the GrandSentinel and, when required, announce to the Grand Captain of theHost applicants for admission, and assist the Grand Captain of the Hostand the Grand Principal Sojourner in the performance of their duties.

B. Under the direction of the Grand High Priest, generally overseeAreas assigned to him by the Grand High Priest. He shall beresponsible for coordinating degree work between the Deputy GrandHigh Priest(s) in the Areas assigned to him, especially in the planning, formingand completion of One Day Festivals.

C. He shall be allowed his actual expenses for travel in his assignedAreas, to be paid upon submission of appropriate documentation, notto exceed $250.00 per year.” (67) (2010)

This proposal is now in proper form for action of this Grand Body.We present it for your action without recommendation. In order toproperly get the question on the floor for action, I move it be adopted.

b. The second proposal, also received from M.E. Companion Hogue,deals with Section 39 of the Constitution (as with the first question,this one has also been modified slightly by your Committee) and is asfollows:

Be it resolved that Section 39 of the Constitution of this GrandChapter, which now reads:

“Section 39. The Grand Masters of the Veils shall collect papersand resolutions from members of the Grand Chapter, and place them inthe hands of the Grand Secretary, and assist in the collection ofballots.”

Be amended, by adding a paragraph, so that when amended it will

read:

“Section 39. The Grand Masters of the Veils shall: A. Collectpapers and resolutions from members of the Grand Chapter, and placethem in the hands of the Grand Secretary, and assist in the collection ofballots.

B. Under the direction of the Grand High Priest, generally overseeAreas assigned to them by the Grand High Priest. They shall beresponsible for coordinating degree work between the Deputy GrandHigh Priest(s) in the Areas assigned to them, especially in theplanning, forming and completion of One Day Festivals.

C. They (each of them) shall be allowed their actual expenses fortravel in their assigned Areas, to be paid upon submission ofappropriate documentation, not to exceed $250.00 (each) per year.”

c. The third question, which we are told originated in the Planning andDirection Committee, and would create a new Standing Committee onAwards, was submitted as follows:

Whereas the Grand Chapter of Kentucky Royal Arch Masons hasmany members who render exemplary service over the course of manyyears to the Grand Chapter of Kentucky Royal Arch Masons, and;

Whereas the Grand Chapter of Kentucky Royal Arch Masons has nomeans of recognizing these members for these services which go over

and beyond that which is normally expected of its’ members, and; Whereas the GrandChapter of Kentucky now wishes to identify and honor these members for this service;

Therefore, be it resolved that Section 45 of the Digest (Constitution,Rules, and Regulations) of the Grand Chapter of Kentucky Royal ArchMasons, which now reads:Section 45. Appointed. The Grand High Priest shall appoint ten (10) standingcommittees as follows:

A Committee of Appeals;A Committee on Biography;A Committee on By-Laws;A Committee on Charters and Chapters Under

Dispensation;A Committee on Credentials;A Committee on Finance and Budget;A Committee on Jurisprudence;A Committee on Necrology;A Committee on Visitors, and;A Committee on Work

Be amended, so that when amended it will read:

Section 45. Appointed. The Grand High Priest shall appoint eleven (11) standingcommittees as follows:

A Committee on Appeals;

Under Dispensation;A Committee on Credentials;A Committee on Finance and Budget;A Committee on Jurisprudence;A Committee on Necrology;A Committee on Visitors, and;A Committee on Work.

Be it further resolved that a Section be added to the Digest(Constitution, Rules, and Regulations) under the heading of Duties of Committees toinclude the following:

Section 50. A. The Committee on Awards shall consist ofthree (3) Past Grand High Priests of the Grand Chapter ofKentucky Royal Arch Masons. The member who is thesenior shall be designated the Chairman of the Committee.

B. The Committee shall select no more than one deservingCompanion to be awarded the Grand Chapter ofKentucky Lifetime Achievement Award each year.

C. The Committee shall only consider recommendations from a permanent member ofthe Grand Chapter of Kentucky, Royal Arch Masons. This recommendation must beendorsed by at least three (3) permanent members of the Grand Chapter of Kentucky,Royal Arch Masons.D. The Committee shall make their selection from all deserving Companions of theGrand Chapter of Kentucky, Royal Arch Masons, who shall meet all areas of the criteriaas follows:

1. The Grand Chapter of Kentucky Lifetime AchievementAward is open to all members of the Grand Chapter ofKentucky Royal Arch Masons, in good standing, who havecompleted a minimum of twenty (20) years service to theGrand Chapter of Kentucky, Royal Arch Masons.

2. The Committee shall only consider appropriate letters ofrecommendation listing the Companion’s service to theGrand Chapter of Kentucky, Royal Arch Masons.

3. The Committee shall only consider recommendations whichare specific and detailed. Simply saying “he does a goodjob” is not sufficient.

4. The Committee may consider areas such as Degree Work,Administration, Committee Service and Leadership, at eitherthe local, state, national or international level.

5. The Committee may consider service rendered to otherMasonic Bodies, or to the community at large.

E. Selections must be received by the Grand Secretary’s office notlater than June 30th of each year.

F. The Grand Chapter of Kentucky Lifetime Achievement Awardjewel / badge may be worn or displayed at any and all Masonicfunctions.

Current Section 50 to be re-numbered 51; Current Section 51to be re-numbered 52 and Current Section 52 to be re-numbered 52. E. (2010).

Your Committee is of the opinion that this matter will requireadditional work before it will be ready for action by this body. Werecommend that action on this matter be delayed until next year.

A motion to table this subject until our 2011 annual convocation,pending additional work on the matter by the maker and the JurisprudenceCommittee, was made, seconded and approved.

10. Chapter Representation. Section 12 requires every Chapter in Kentuckyto be represented at each Annual Convocation of the Grand Chapter, andspecifies punishment(s) for failure to do so. Last year it was noted thatCarroll Chapter No. 55 failed to be represented at our AnnualConvocations in 2007, 2008 and 2009. As a result of these absences the‘choices’ available were reviewed, and the matter was referred to theincoming Grand High Priest.

The Grand High Priest has reported he has given Carroll Chapter No. 55particular attention during the past year, and that he has informed the

Chapter that if they should again fail to be represented at this annualconvocation his recommendation would be that their Chapter be arrested.

It is pleasing to note that Carroll Chapter No. 55 is represented at thisconvocation, which makes the arrest of charter matter become moot.

11. It is pleasing to note that Benham Chapter No. 170 is represented at this annualconvocation, which makes further punishment of Benham Chapter on this matter become a mootpoint.

12. It is with sorrow that we report we further note that Chapters number 123,144 and 160 are not represented at this annual convocation. This requires theseChapters to be ‘fined’ $15.00 to be paid to the Grand Secretary before receiving areceipt for per-capita dues in 2011.

This situation requires a bit of explanation. Actually, there are members fromMadisonville # 123 and Beaver Dam # 144 present, however neither of theseChapters has paid their Per-capita. Any representative(s) that may be present fromthese Chapters are thereby rendered ineligible to be ‘seated’ as representing theirChapter, or to vote on matters that may be brought before the Grand Chapter.

Jackson Chapter No. 160 has no representative present, thereby makingthem subject to a fine of fifteen dollars ($15.00), which is to be collected by theGrand Secretary before issuing them a receipt for their annual dues andassessments in 2011.

To start this new year in Capitular Masonry, please let us thank God for all He hasblessed us with, and most importantly for letting us live in a place where we can belong to thiswonderful fraternity.

Next, I would like to take the time to thank all the Companions mentioned in this letter.All of them have devoted their time to work and serve the Grand Chapter and all its members forthe next year. Everyone is known by their comrades as very hard and dedicated workers.

This year we continue to follow the program started by Past Grand High Priest DonPowell, Tracks We Leave. This program has only done us well, so I really hope that moreChapters will make every effort to complete the requirements for the Plague.

The requirements are difficult because they require many members of the Chapter to getinvolved. So please remember, the best way to keep our members is to make every meetinginteresting and worth their time.All of the Area Meetings are listed in this letter. So this means every High Priest, King, and Scribeshould attend their Area Meeting.I ask every Dais Officer of each Chapter to attend and try to bring along as many Companionswith them as possible.

May we all remember during this next year that we all need to work together to makesure we have Capitular Masonry to enjoy in the future.This means everyone needs to stay devoted, turn off your TV, and attending and taking part of allthe meetings of our Chapters.
