"Web 2.0" is commonly associated with web applications that facilitate
interactive information sharing, interoperability, user-centered
design, and collaboration on the World Wide Web.
Government
• E-Petitions• Election Campaign• Law Enforcement• Service Provisioning
The case study was: Propose a Web 2.0 solution for enhancing
government related activities. (E-Petitions, service provisioning, law enforcement, election campaigns)
Why information sharing is needed?
• Helps NGOs to analyze situations• Helps Citizens to look up
information• Makes Government more open
and transparent

Why Open Format?Recently there was a newspaper
article about M.F. Hussain taking up Qatari citizenship. I wanted to find out what cases are pending against him in the Supreme Court of India.
What I got is shown on the next page.
How do I make any head or tail of this? I neither know his case type or number or year. So, this wealth of
information is useless for me.
I wanted to analyse the last Lok Sabha Elections so I went to the Election
Commission’s website. It has reports on all Lok Sabha elections right from 1951.
But, for say 2004 there are three volumes. How do I know which volume
contains my constituency? I clicked Volume I, luckily it did have my
constituency.
Now this info has been analysed by someone. If I want to find out some relevant statistic from this, like the difference between the winner and the person in second place. I can’t.
The format doesn’t allow me to export data.
People in my wing always fight about which state is better. So, we
went on the Census of India’s site to check some facts. What we got is
shown on the next page.
The file was corrupted! So, we conclude that there is a lot of data shared by Indian Government but the format it is using to share it
makes it useless. What should be done?
The world bank shares data in an open format. So, I can use a data visualization tool to analyse its data. Like this shows
the per capita CO2 emission of India over the years. Some sense can be made. We can see that it is consistently increasing. Now with one click of the mouse we can compare it with the World stats. Show in
the next slide.
We can see that the CO2 emission World over does not show a
consistent increase, instead it is very haphazard. In India it constantly increased. So, sharing data in an
open format helps us to make some sense out of it.
G2G Data Sharing
• Tag Civil and Criminal Cases and Judgments
• Based On• People•Organisations
For, Government to Government data sharing, I suggest tagging Civil,
Criminal Cases and Judgments based on People and Organisation. This
will help in identifying regular offenders from first time defaulter.
I have proposals for user centered Election Campaigns.
This is from my personal experience. For the 2009 Lok Sabha elections I followed some political parties on
Twitter. One day I noticed this tweet.
And, got back a reply too. All this happened in a span of 15 minutes! So, user centered campaigning helps candidates to connect
with voters. Now there are two things. First, this happened on Twitter. Why?
Because, Twitter is the thing of the day now. So, I suggest using the then popular social media websites for campaigning. To
tap the resources(Human Resources).
Secondly, I suggest unifying all public profiles of the candidate under one
portal. If at all signup becomes necessary on this website use OpenID so that users don’t have to register for new
accounts. This reduces the chances of prospective voters/campaigners from
running away.
Government-Citizen collaboration is very necessary during natural
disasters.
Here is an example of Web 2.0 and citizen collaboration to deal with disasters. This an application built on Google Apps platform.
During the Haiti Earthquake it allowed people to search and enter information
about people. For example if some isolated friend calls you up using a phone. You can
enter his/her info here so that other people looking for him can know of his well being.
Here is a sample search with results showing status of the person. I
propose such a Government run initiative to help people in case of
any natural disaster.
For E-Petitions I suggest a Government Managed Portal with 4 things,
• Ability to request explanation from Government Offices
• Suggest improvements to Government Offices
• Report Problems to/about Government Offices
• Require Government Offices to take actions on the Petitions filed
An example is the e-People portal of the South Korea Government
I also propose two more features,• Making the portal in local languages
also to enable everyone to use it• Making record from the portal
public to enable people to see unanswered petitions thus raising responsiveness of the Governement.
Proposals
• Same ID – Everywhere• All Platforms – Mobile or
Computers
• I propose to use same User ID to authenticate users on all Government Websites. A system build like OpenID.
• I suggest enabling all Government to all popular platforms. Like as I can check the status of my Railway PNR number using SMS on my mobile, I should also be able check the status of my passport or the status of a lost/found FIR filed by me.
• This will enable more users to benefit from these services.
