Amendment 66 is a statewide ballot measure asking voters to increase funding for Colorado schools through a two-step increase in state income-tax rates. The measure is expected to raise $951 million in its first year. The League of Women Voters of Jefferson County has long held the position that our state finance system should provide "equity for students, taxpayers and school districts" as well as "adequate sources of revenue" and "support for high-cost programs for students with special needs." We believe Amendment 66 will accomplish these objectives - not just for the wealthy school districts in the state, but for all our children. We believe we must do this now so that our state's children have the chance to succeed in the future. This is the first time in 20 years that Colorado has rewritten its education policy. Most states re-evaluate their education plans every 10 years. If not now, when? Send your ballot in with a "Yes" on Amendment 66. OFA [Organizing for Action] is partnering with Colorado Commits to Kids to get the word out about Amendment 66. This ballot initiative would give schools the resources to reduce class sizes, restore programs like art, gym, and music, and fund things like early childhood education, educator training, and an expanded school day and year. This reform is so forward thinking that Secretary of Education Arne Duncan said, "If the voters pass Amendment 66, Colorado will become the educational model for every other state to follow." COMMENTS ON 3GL ENDORSEMENTS From: Eric Scarbro, Monday, October 21, 2013 ...I had someone send me a copy of the newsletter with the 3GL endorsement of Laura Weinberg. I was quite surprised to see the 3GL endorsement was based on Laura's service on the GURA board. I verified with GURA that Laura is not nor has she been on the GURA board. I don't know how this misunderstanding came about. I have recently contacted 3GL by email about this error. 3GL also states that Laura has served on the Parks and Rec board for "several years". According to the board's minutes, Laura has served for less than two years, since November of 2011. Vice Chair of GURA. We apologize for any inconvenience this may have caused. RESPONSE ON GURA From: Mark Heller, Friday, October 25, 2013 Please run the below in response to Mr. Atkins' latest on GURA and TIF. Please

not that my response is constrained to GURA and not to the DDA. Much thanks, Mark Mr. Atkins is correct in pointing out my overstatement that GURA is responsible for generating all the tax increment revenue (TIF) from the downtown project area. However, we know that GURA is responsible for the lion's share of downtown's revitalization, as it has returned over $17 million back to downtown from TIF revenue generated by downtown, which has in turn leveraged many times that amount in private investments. Most of these private investments would not have occurred without GURA's contribution of TIF. Mr. Atkins also claims that the rest of the city, and our schools and county, have somehow been negatively impacted by the use of TIF in catalyzing downtown's revitalization. In fact, property tax revenue to these entities will have quadrupled by the time the downtown project ends after next year. Because so much has changed for the better, it is perhaps too easy to forget how bad the downtown situation was back in 1989. But it is clear to those who have been involved in the generation-long effort to rebuild downtown that GURA and TIF have been essential elements in that process. Even so, TIF is certainly a complicated and controversial subject. I would like to help folks understand TIF in a setting other than sparring columns, so I would like to offer my time to anyone who is interested in learning more about it. [email [email protected] for a copy of Mauser's points] GOLDEN HEIGHTS/GOLDEN HILLS NEIGHBORHOOD PLAN From: Nick Eagleson, Friday, October 25, 2013 City Staff is in the beginning stages of developing the Golden Heights/Golden Hills Neighborhood Plan and would like your input. The neighborhood plan is a subset of the City of Golden Comprehensive Plan. The goal of the plan is to help implement the Value Themes created by the residents of Golden through the Golden Vision 2030 Plan. The Plan will establish parameters for types of transportation improvements, public amenities, and help guide any future land use changes in the area. While the focus will be on the Golden Heights and Golden Hills neighborhoods the larger area (for context) will include the Sixth Avenue West Annexation area, located

We love this program, and these community ties are important to our new athletic director, Mr. Summers. Depending upon yard size and conditions, last year our athletes spent anywhere from an hour to half a day raking yards, so we ask that you formulate your donations accordingly. Please furnish rakes (though some kids may bring their own) and the trash bags, according to your trash/recycling preferences. VOLUNTEERS NEEDED FOR GOLDEN FIRE DEPARTMENT From: Karlyn Tilley, Thursday, October 24, 2013 Golden, Colo. - October 24, 2013 - The Golden Fire Department (GFD) is seeking a few good volunteers. Volunteer firefighters are ordinary people doing an extraordinary job. Golden's firefighters are almost all volunteers, with only a few paid full time staff members. So the City relies heavily on the generous contributions of the volunteers' time and commitment. The tradition of the fire service across our nation has always been one overflowing with pride, bravery and a sense of duty. Founded in 1879, the GFD has faithfully protected the lives and property of Golden citizens and visitors for more than 12 decades. Today, the GFD volunteer firefighters respond to about 1,400 incidents yearly. Responses include structure fires, motor vehicle accidents and fires, hazardous material spills, emergency medical assists, and a variety of technical rescues including swift water rescue and rope rescue. The Golden Fire Department provides initial certification and training, equipment and uniforms. To be considered, you must be at least 19 years old, have a valid Colorado driver's license, and you must pass required testing and a thorough background check. It's Golden's own grassroots version of TED talks for the benefit of our own local community-and just for the fun of it. Finn Knudsen will discuss Beer and Health! The BCC was presented, at both the Oct. 8 staff briefings and the Oct. 15 public hearing, with the 2014 Preliminary Budget. The BCC was also presented with the Public Trustee's Budget at the public hearing. Due to changes in state statutes, the Public Trustee's budget is prepared separately. The preliminary budget is the initial presentation of the entire county budget. It provides the opportunity for the commissioners to meet with the public, elected officials and county staff to provide input and fine tune the budget before the commissioners adopt the final budget later in the year. Staff will continue to meet with the commissioners to review department and elected official budgets between now and the final adoption on Nov. 26. Some 2014 guidance included keeping operational budgets flat; merit increases for employees; and business cases and capital projects will be considered but limited due to revenue forecasts. Some realties the county faces as it works on the budget are increases in demand for services, especially for Human Services; declining state and federal funding; employee retention; and the costs associated with recovering from the flood damage. The proposed 2014 budget is $478.7 million. This includes $87.3 million in transfers between departments and $18.6 out of the fund balance to cover expenditures that the revenues will not cover. The proposed budget will be before the board for final adoption on Nov. 26. The hearing is open to the public and will be during the board's hearing agenda. BCC meetings are on Tuesdays at 8 a.m. in the first floor hearing room located in the Administration and Courts Facility, 100 Jefferson County Parkway. The preliminary budget can be viewed online at www.jeffco.us/budget. COUNTY: TEMPORARY AMENDMENTS TO HELP FLOOD VICTIMS REBUILD As a result of the flooding, many private driveways, public utilities and public and private roads were damaged. Some of these damages were the result of undersized culverts and the county has decided to review and update its regulations regarding driveways and culvert sizing. In order to reduce the risk to private and public assets during future storms, the Jefferson County Board of Commissioners approved, at its Oct. 1 public hearing, temporary amendments to the Zoning Resolution and the Stormwater Drainage Design and Technical Criteria. For major drainage-ways, the temporary regulation requires that culverts must convey at least a 25-year storm event with a maximum of one foot overtopping. The temporary changes will be valid for six months. In the meantime the county will continue to review the regulations and present permanent revisions to the Planning Commission and then the Board of County Commissioners at future public hearings. The Golden History Center and the Astor House Museum will both be open from 4:30 to 8 p.m. Visitors to the Astor House Museum, 822 12th St., will enjoy talking with costumed guides and testing their wits on tricky Victorian parlor games.
