Gender Glossary

Access to resources is ability and opportunity of an individual to use a resource. For

example, ability to have land for cultivation or to have a street house for retail shops.

Control of resources is process available to an individual to decide who can use thegiven resource, how to use the given resource and when to stop the use. For example, tosell right on land use, to open retail shop.

Division of Labour (by gender) is assignment of different tasks and responsibilities towomen and men. Gender-based assignment of tasks is learned and pervaded by allmembers of a given community or society.

Empowerment is the process of increased opportunity and ability of women and men tocontrol their life. Empowerment of women or men includes increasing their power to make

decisions, to have their voices heard, to put things on the agenda, to negotiate and tochallenge past customs.

Gender refers to the socially determined differences between men and women, such asroles, attitudes, behavlor, and values. Gender characteristics are assigned to men andwomen during their childhood and are expected to be followed. For example, in somesocieties, women are considered dependent on men; in other societies, women aredecision-makers, or men and women equally make decisions. Gender characteristicsvary across cultures and over time; they thus are amenable to change.

Gender roles are behaviors that are expected from men and women. Gender roles arelearned and vary across cultures and over time; they are thus amenable to change.

Gender equality means that women and men enjoy the same status within a society. Itdoes not mean that women and men are the same, but rather that their similarities anddifferences are recognized and equally valued. Gender equality means that women andmen experience equal conditions for realizing their full human rights, and have equalopportunity to contribute to and benefit from political, economic, social and culturaldevelopment of their country.

Gender equity is the process of being fair to both women and men. To ensure fairness,measures must often be available to compensate for historical and social disadvantagesthat prevent women and men from otherwise operating on a level playing field. Equity can

be understood as the means, where equality is the end. Equity leads to equality.

Gender analysis is a process to assess the differential impact of policies, programs,projects and legislation on men and women. Gender analysis recognizes that the realitiesof men's and women's lives are different, and that equal opportunity does not necessarilymean equal results.

Gender responsiveness entails consistent and systematic attention to the differencesbetween men and women in society with a view to addressing institutional constraints togender equality.

Gender gap is a concrete example of political, economic, social and cultural difference orinequality between men and women or between boy and girl.

Gender prejudice reflects characteristics that are foisted on women and men but fail to .recount actual individual ability. For example, housework is women's work, not men's.Gender prejudice often limits an individual in doing what he or she is able to do. ,.

Gender stereotypes are popularly held ideas about men and women. For example,

ideas that women are tender, men are strong. Gender stereotypes are learned and varyacross cultures and over time; they are thus amenable to change.

Gender-related development index (GDI) is a comprehensive index measuring averageachievement in the three basic dimensions of human development - a long and healthylife, knowledge and a decent standard of living - adjusted to account for inequalitiesbetween men and women.

Gender mainstreaming refers to the process or a strategy to work towards the goal ofgender equality that was developed in 1990s. Unlike WID, gender mainstreaming focuseson changing the "gender norms of the mainstream"- the values, behaviors, practices,

ideas and conventions that dictate the way the majority of people, organizations,communities and society functions. Gender mainstreaming involves (i) making men'sand women's concerns and experiences an integral part of the design, implementation,monitoring and evaluation of policies and programs in all sectors of society; (ii) changingpolicies and instructions so that they actively promote gender equality; (iii) rethinkitlgsocio-cultural values and. development goals in the long-term.

Lack of gender awareness is the shortage of information and knowledge about genderissues and their impacts on experiences and development results of men and women,boys and girls.

Sex identifies the biological, genetically determined differences between women and men

and is not amenable to change. Only a very small proportion of the differences in rolesassigned to men and women can be attributed to biological or physical differences basedon sex. For example, insemination is a male sexual role, pregnancy and childbirth arefemale.

Status of women (or men) is the term used to compare soCio-economic conditions ofwomen (or men) with corresponding conditions of men (or women). For example, womenhave lower status than men in political life that is seen in lower rates of women at decisionmaking levels.

Women in Development (WID) is an approach that emerged in 1970s, with the goal ofintegrating women more fully in!o/the development process. It includes strategies such as

women-only income generation projects, training and credit for women. In this' approach,women. are passive beneficiaries of development; women's concerns are c o n s i d e r ~ dseparately from the whole development issues.

I. INTRODUCTION

1.2 Background

The Ministry of Agriculture, Forestry and Fisheries has developed and endorsed the Policyand Strategy on Gender Mainstreaming in MAFF in order to commit and enhance genderequality in the agriculture sector within its area of jurisdiction in 2006 for all MAFFdepartments and other agencies address gender issues in their work areas.

The statement of MAFF gender policy and strategy mainstreaming:

"Enhancement of gender equality in the agriculture sector through active cooperation ofboth women and men for the opportunity to contribute and benefit equally from theactivities of all sub-sectors in the agriculture sector"

There are four objectives in its gender mainstreaming policy and strategy for the

agriculture sector to be achieved by 2010 in order to address poverty reduction andgender equality. The four objectives are:

1. Increase the gender awareness of ministry staff in the MAFF at every level of theagriculture sector.

2. Integration of gender analysis and sex disaggregated targets arid data into theplanning of the agriculture sector.

3. Increase the authoritative possibilities and number of women that have theadequate attributes necessary for leadership positions in the MAFF

4. Increase the ability of rural women to access and manage resources andagricultural services.

Gender mainstreaming affects every sub-sector and department of MAFF. Without theircommitment, gender mainstreaming will not work. Therefore, the Fisheries Administrationhas to implement and comply with the Policy in order to achieve gender mainstreaming in

fisheries resources management and development.

Hence, it is necessary to set up its own gender mainstreaming policy and strategyfollowed by MAFF gender mainstrea,ming policy and strategy in order to ensure thatgender mainstreaming and issues are addressed in fisheries sector.

1.2 Gender Situation in Fisheries Sector

The general situation of gender as well as women issues in fisheries were identifiedduring the Fisheries Forum on Women in the Fisheries Sector through focus groupdiscussion, which was held on the 29 th November 2006, at Himawari Hotel, Phnom Penh.

The main objective"s of the forum are to discuss and understand the problems/constraintsfacing by women in all aspects of the fisheries sector and at all levels; and to identify thekey objectives for Gender Mainstreaming Policy and Strategy in the Fisheries Sector(GMPSFS), together with indicative activities, expected outputs and indicator.

The ideas to develop the GMPSF are to answer the need of gender responsive in thefisheries sector and also to align with the MAFF's Gender Mainstreaming Policy andStrategy in Agriculture (GMPSA) of which fisheries is considered as one of the sub-

. sectors of the MAFF.

11 POLICY

2.1 Statement of Policy

The statement of the policy is inline with MAFF's GMPSA: "Enhancement of genderequality in the fisheries sector through active cooperation of both women and men for theopportunity to contribute and benefit equally from the activities of all sub-sectors in thefisheries sector" (with reference to FiA Master Plan and the Rectangular Strategy ofRGC)"

2.2 FiA Policy fo r Gender Mainstreaming

The FiA policy for gender mainstreaming also follows MAFF's GMPSA. The policyprovides a basis for a gender mainstreaming and a holistic approach to fisheries sectorand co-ordination. It provides a goal for compliance by national and international endeavor

for fisheries and rural development in Cambodia. To overcome the constraints faced ingender mainstreaming, the following principles of MAFF are also the FiA's:

• The gender policy is grounded on strong foundation complying with national andinternational requirements. The policy is developed at a time when the fisheriessector in Cambodia is undergoing transformation providing a rallying point for propoor and women inclusive programming.

• Gender mainstreaming as a process toward gender equality is a mandate fromMAFF as well as the Royal Government of Cambodia. FiA as one of the mainvehicles for socioieconomic development abides by the mandate.

• The process towards gender equality targets both men and women, with specialfocus on women in order to adjust the balance to equitable human and socioeconomic development.

• Gender equality empowers women ensuring that men and women are equalpartners in development and influence the direction of social and economicchange that affect their lives.

• Another principle adhered to in the gender strategy is its compliance to humanrights and entitlements to education, health care, information and resources.

• The correlation between gender equality and socio/economic development is high.

One without the other will not be achieving the standard stipulated in the nationalgoals of improved quality of life for all men, women and children.

• Because changing attitudes and practice is a long process, gender mainstreamingis a learning platform where theories and practice synergize to further enhanceimplementation.

• Women-specific efforts to target women exclusively will be included.

11. STRATEGY

In order to implement MAFF gender mainstreaming policy and s t r a t e g ~ , the FisheriesAdministration (FiA) has to set up its own policy guidance, strategy and action plan forgender mainstreaming in fisheries sector. The objectives of gender mainstreaming policyand strategy for fisheries sector to be achieved by 2012 and to address poverty reductionand gender equality are as follows:

1. To increase the gender awareness of FiA staff at every level of the fisheriessector;2. Integration of gender analysis, sex disaggregated targets and data in reports and

plans as well as in all projects and programs in fisheries sector;3. To· increase the number of women that have sufficient qualification for

management position and advance their careers in FiA;4. To increase the ability of rural women to access and manage natural fisheries

resources and services.5. To improve the communication linkage between relevant ministries, departments

and other donor agencies (in relation to gender).

Those above five objectives are complying and aligned with the objectives of MAFFgender mainstreaming policy and strategy.

Ill. OBJECTIVES

3.1 Objective 1: Increase the gender awareness of FiA staff at every level of thefisheries sector

Outputs

1. Gender awareness induction for all new recruit staff in FiA2. Gender awareness to all existing FiA staff through training and retraining on

gender issues, increased3. Identification of means to mainstream gender issues in fisheries through extension

1. Enhancement of the capacity of rural women to participate in fisheries resourcesmanagement, conservation and aquaculture activities

2. Increase the awareness of poor/female headed households of various programs

concerning food security and alternative income generating activities3. Improvement of the opportunities for women CF members, women fishers and

fish-farmers to participate in villages/CF activities and activity groups for fisheriesresources management and conservation purposes.

4. Facilitation of the access of women to credit services for alternative livelihoodactivities

5. Improvement of fisheries extension services to both women and men6. Conductions of workshops and study tours in order to improve rural women's

access to and better understanding of fisheries resources management and uses.7. The role of women in informing and influencing policy for the sector significantly

increased.

Indicators

• 50 % of women participation in relevant capacity building activities such as CF andaquaculture activities from 2008

• At least 50% of poor female-headed farming households in target fishing areasreceiving family food security and income generation by 2011

• 50% of women participated in fisheries resource management and developmentfrom 2008 (e. g. participation in CF activities)

• The participation of women in various credit services for alternative livelihoodactivities increased 50% from 2008

• 40 % of women and men access to fisheries extension services from 2008

• At least 5 study tours per year organized for women fish-farmers and CF members• 1 workshop per year

• Women making up at least 30% of policy-related focus groups by the end of 2011.

• Two workshops/forums per year conducted for giving the opportunities to allrelevant agencies and donors to discuss and share the experiences and lessonlearnt on gender issue in fisheries;

• One external meeting on gender-related issues participated by a FiA GenderWorking Group representative per year.

IV. IMPLEMENTATION P R O C E 5 ~ AND INTERVENTION

4.1 Conditions for implementation of the gender policy

The followings are the specific conditions which should be in place and considered:

• Gender Working Group of FiA is responsible for facilitating and monitoring theimplementation of the policy and strategic plan. It has a 'sentinel/watchdog' role,ensuring that all FiA activities, irrespective of offices/divisions/institutes,programmes, projects and donors align themselves with the FiA gender policy andstrategy. The Gender Working Group of FiA will have its own budget for operation.

• All offices/divisions/institutes, programmes and projects under and cooperatingwith FiA from provincial to national levels will comply with the MAFF policy and FiA

strategy for gender mainstreaming. It is the guiding document to be distributed toall offices/divisions/ and agencies under FiA as well as other stakeholders whohave collaboration with FiA.

• The strategy addresses both practical needs and strategic needs.

4.2 Levels of Intervention

For clarity of implementing gender mainstreaming, it is necessary to look at the differentlevels of intervention such as at community/village levels, commune, district, provincial

level and national levels.

The provincial level has roles in facilitating, pushing forward and directing the work oT FiAofficials in the province in accordance with the policies and plans passed down from thenational level.

With regard to decentralization approach, provincial FiA has become particularly importantfor them to undertake and comply this gender mainstreaming policy and strategy in everyfisheries development and management activities in their target province at thecommunity/village, commune, district and provincial levels.

The national FiA Gender Working Group will provide technical support to the provinCialFiA gender focus group and then provincial group transfer their support to the district,commune and village/community village levels, especially CFs and fish-farmers.

4.3 Implementation Procedures

In order to effectively implement this FiA gender mainstreaming MAFF policy and strategyin fisheries, it is necessary to put it into action plan, e.g. annual, mid-term and long-termstrategic plans.

The Gender Working Group of FiA will facilitate and monitor, in association with the FiAM&E Unit, the implementation of this gender mainstreaming policy and strategy. TheGender sub-group has the responsibility to advise and help facilitate gender

mainstreaming in various fisheries programs and projects under FiA. The GenderWorking Group is also responsible for monitoring and evaluating whether FiA'soffices/institutes, P. FiA officej and units are implementing the policy and strategy inaccordance with the annual plai1 and budgets.

The Gender Working Group will recommend to the FiA and TWGF as well as donors ondifferent strategic issues including recruitment, promotion and training options for womento achieve management. It will develop procedures and guidelines for screeningprogrammes/projects. It will monitor whether programmes/projects comply with the policy.

The FiA will collaborate with relevant government agencies, NGOs and community-basedorganizations (CBOs) such as Community Fisheries to optimize interventions at differentlevels, based on the advantages of those organizations and institutions.

Executive Summary

This is the sixth Fisheries Forum which was organized by the Fisheries Administration through

the Technical Working Group on Fisheries. The forum is one of the key action points in an

annual Action Plan of the Technical Working Group of Fisheries within the Fisheries

Administration.

The goal of the forum was to bring together key members of FiA personnel, donor organisations

and NGOs and consultants operating in the fisheries sector to consult on the final draft of the

Gender Mainstreaming Policy and Strategy in Fisheries (GMPSF) and discuss ways of

implementing the Policy.

The forum provided very productive results. Comments have been made to the draft gender

mainstreaming policy and strategy in fisheries by various participants from different

perspectives. The proposed gender activities for 2008 have been identified with the current pace

of the fisheries sector development and the capability of the Fisheries Administration as the

implementer.

1. Introduction

Cambodian women play important roles in contributing to the fisheries sector development

including working in fishing activities. post-harvest and fish marketing activities. There has

been a lack recognition ofwomen's role in the sector and little attention has been made to uplift

women's condition and opportunities at various levels especially at community level. The lack

of consideration of women and the failure to integrate women into the sector will lead to

reducing their ability to contribute to the development of the fisheries sector.

The Secretariat of the Technical Working Group on Fisheries "TWGF'" within the Fisheries

Administration plays a crucial role for improved sector coordination between government (FiA)

and development partners including NGO sector as an integral part of fisheries sector

development in Cambodia. The TWGF members represent relevant government ministries,

development partners and NGOs. TWGF is co-chaired by the Director General of the Fisheries

Administration of the Ministry of Agriculture, Forestry and Fisheries and the lead donor

facilitator, DFlD.

The Gender thematic subgroup within the TWGF was formed and started to discuss and draft

the Gender Mainstreaming Policy and Strategy in Fisheries. The aim of the subgroup is trying tohelp the FiA to develop the gender mainstreaming policy and strategy which will be fed into the

Fisheries Strategic Plan, the Fisheries Three-Year-Rolling Plan 2008-20 10, and an Annual

Fisheries Action Plan.

The forum· was held following the 5th

Fisheries Forum "Women in Fisheries" c o n d ~ c t e d in

November 2006. The outcomes of the forum are considered as the public consultation before

going to the FiA for the final approval.

This document contains the proceedings of the meeting.

2. Goal and Objectives of the Fisheries Forum

2.1 Goal

Bringing together key members of FiA personnel, donor organisations and NGOs and

consultants operat ing in the fisheries sector:

To consult on the final draft of he Gender Mainstreaming Policy and Strategy in Fisheries

( GMPSF) and discllss ways of implementing the Policy.

2.2 Objectives

1. To raise awareness of the existence and content of the final draft GMPSF.

2. To agree on the policy and to recommend its adoption.

3. To discuss and understand ways of implementing the GMPSF.4. To contribute to the development of the activity plan of gender based on the GMPSF.

To reach this goal and these objectives, invitations for the meeting were sent to key members of

FiA personnel, donor organisations and NGOs and consultants who are involved in the Fisheries

sector in Cambodia. The agenda of the meeting is shown in section 2.5 below.

2.3 Expected Outputs from the Forum

• The final draft GMPSF discussed and agreed.

• Agreed activi ties plan of gender in tisheries. Activities identified and agreed for the

final implementation plan

2.4 Use of the Outputs

The outputs will be used to finalize the draft Gender Mainstreaming Policy and to get further

approval from the FiA. Consequently, the policy paper will be embedded into the Fisheries

Strategic Plan and the Fisheries Three Year Rolling Plan 2008-20 IO. Meanwhile the proposed

gender activity plan for 2008 will duly be incorporated into the FiA Action Plan 2008.

3.2 Welcome remarks and Opening Speech

The Director General of the Fisheries Administration, H.E Mr. Nao Thuok, spoke in his

welcome speech about the importance of gender as one of the cross-cutting issues in fisheriesand said that for the past many years there had been little attention to the importance of women

in the sector. There is a need to enhance the roles of women as they play significant roles in

various fishing activities. He highlighted that this forum followed on from the Forum held in

November 2006 "Women in Fisheries" which discussed the constraints faced by women in

fisheries and identified the key objective and indicators for developing gender mainstreaming

policy and strategy in fisheries. He affirmed that today's forum was a step toward finalization of

the gender mainstreaming policy in fisheries. He thanked the gender subgroup of he TWGF for

organizing this forum.

He thanked various donors for their continuous support in fisheries especially to

DFID/DANIDA Natural Resource and Livelihoods Programme which currently supports the

FiA's Action Plan 2007.

Mr. Chris Price, from the UK Department for International Development (DFID) and the lead

donor facilitator of the Technical Working Group on Fisheries acknowledged the effort made by

the Gender Subgroup resulting in the gender policy paper drafted for today's public

consultation. He proposed that participants develop more realistic indicators (not too ambitious)

to ensure the policy can be converted into appropriate actions.

His Excellency It Nody, Under Secretary of State, MAFF thanked all participants for their

presence especially donors/sponsors and NGOs for their continuous support. He realized that

the FiA has taken one step further ahead of other departments within MAFF and this will give

an opportunity to other departments to learn.

Mrs. Kaing Khim presented the draft Gender Policy and Strategy in Fisheries. Highlights of the

presentation are described below:

Mr. Chris Price suggested that it is worthwhile if there is a women representative in M & E

Unit of the FiA so that exploring opportunity for women getting more involved

"mainstreaming" across the sector.

3.4 Breakout group discussions

The main facilitators for breakout group discussions were three persons: Dr. Kao Sochivi,

IFReDi/FiA; Mrs. Ke Phally, Officer of Aquaculture Division/FiA and Ms. Julie Tsatsaros,

VSO management advisor of the FiA. They facilitated three groups as the following. Each

breakout group composed approximately of 10 -IS participants. Group identifications were

based on their working areas and expertise as shown below:

Group I: Dr. Kao Sochivi for FiA People

Group II: Mrs. Ke Phalla for Provincial Fisheries

Group III: Ms. Julie Tsatsaros for Donors, UN Sector and NGOs

Two questions were used during the discussion. Questions for morning group discussion were:

Mainstreaming in Fisheries (Annex 2 of he policy document).

3.5 Summary the Results of the Forum

Mrs. Kaing Khim briefly summarized the results of the forum by picking lip key messages from

all breakout group discussions as below:

Each group agreed in principle with the matrix and no major corrections were made.

Outputs: only G. 1I focused more on eF and some figures were revised and added.

Indicators: G. III asked some clarifications on budget allocation.

Risks/Assumptions: G.I & 11 focused on budget allocation from government and donors.

Q.2: Propose activities for tlte implementation plan fo r gender in lite FiA '.'I Annual Action

Plan.Objective 1: i) Many activities raised in relation to FiA staff statistics 'including the

position of female staff in the new FiA structure; ii) the request of selecting gender

focal points at provincial level and training to gender focal points.

Objective 2: i) To review the draft FiA annual plan and to incorporate gender in there; ii) the

Gender subgroup to get involved in M&E in fisheries.

Objective 3: i) To improve recruitment process and status within the FiA including capacity

building and promotion (position) of women; and ii) to include at least ONE women

representative in the FiA recruitment panel.

Objective 4: i) To identify women's involvement in fisheries resource management i.e., CF,

aquaculture, fish marketing, etc.; ii) field extension including service deliveries and income

generation activities for women; and iii) field exposure in relation with income generation and

CF management.

Objective 5: i) To develop a database ofNGOs/donors who are working in fisheries and gender

issues.

3.6 Concluding Remarks

Mr. Chris Price expressed his appreciation for the great results from the forum. He impressed

that there will be a huge job to be done by the gender subgroup after the forum. He proposed

that the activities of the policy paper be more realistic. Once the policy paper is approved by the

FiA, the gender activity plan wi1l need to be developed and incorporated into the FiA Action

Plan 2008 to seek for funding. He proposed the TWGF contact the Ministry of Women Affairs

for their comment on the policy paper whereas the ministry has a mandate to support

government's departments or ministries on gender issues. He suggested the gender subgroup use

the term "mainstreaming' if it makes more sense than its direct translation in Khmer as the

complexities of its meaning may be lost. Alternatively it can be replaced by any plain language

which will not be confused. Finally he proposed that the gender subgroup ensure the coherence

of the gender policy paper with the Fisheries Strategic Plan and the Foiling fisheriesdevelopment plan 2008-20 Io.

His expressed his sincere appreciations to all participants for their thoughtful contributions and

productive outputs. He thanked the facilitators for their guidance and support during the forum

and expressed his thanks to the Secretariat of the Technical Working Group on Fisheries who

worked hard to organize this event.

4. Next StepsSome actions points need to be achieved:

• To finalize the gender mainstreaming policy and strategy in fisheries by the gender

subgroup.

• To ask the Min·istry of Woman Affairs for possible comment on the policy paper.

• To submit the policy paper for FiA's Director General for an official adoption.

• To compile gender activities plan 2008 and to consolidate into the FiA Action Plan 2008 for

funding.

I would like to express my warm greetings to His Excellency It Nody, Under Secretary of Stateof the Ministry of Agriculture, Forestry and Fisheries;

It is my great pleasure to welcome you all today to the sixth Fisheries Forum "Gender

Mainstreaming Policy and Strategy in Fisheries", which is organized by the Technical

Working Group on Fisheries (TWGF). I remember that the fifth Fisheries Forum in May 2007

discussed the progress against the Joint Monitoring Indicator 2006 of the Fisheries Sector and

the fourth Fisheries Forum in November 2006 discussed about Women in Fisheries. This is

shown that the Fisheries Administration has strongly paid attention on gender issue in the

fisheries sector.

The goal of today's Forum is to bring together key members of FiA personnel, provincial

fisheries offices, donor organisations and NGOs operating in the fisheries sector to consult onthejinal draft of he Gender Mainstreaming Policy and Strategy in Fisheries (GMPSF) anddiscuss ways of implementing the Policy. Dr. Prum Somany will discuss the goals,

objectives and expected outputs of the forum in a few moments.

Excellency, Ladies and Gentlemen,

Allparticipants,

As you know, we have recognized that the fisheries sector in Cambodia is very important for the

livelihoods of Cambodians. Fish provides more than 75 % of the total animal protein intake in

people's diets and provides more than 1.5 million full time jobs and involves at least 6 million

people in fishing activ ities.

For many years there has been a lack of women's involvement in the sector at different

institutional levels including national, provincial, and community levels. For instance there 'is a

lack of their representation "voice", skill and knowledge in the FiA central and provincial

offices.

The lack of consideration of women and the failure to integrate women into the sector will lead

to reducing their ability for the development of the fisheries sector. Thus there is an urgent need

to ensure that women's roles in fisheries can be fulfilled. Also the Fisheries Administration is

now trying to move forward to be more responsive and to improve the position of women in the

sector.

".To date, MAFF has produced the Gender Mainstreaming Policy and Strategy in Agriculture

("GMPSA"). As Fisheries is part of the Agriculture Sector; so the implementation and

integration of gender issues should be reflected the GMPSA of the Fisheries Administration.

The TWGF's gender sub-group has worked very hard to prepare the draft of the Gender

Mainstreaming Policy and Strategy in the Fisheries Sector for today's discussion. I would

therefore take this opportunity to express my sincere thanks for their efforts.

The aspirations of the Fisheries Administration for today's forum are threefold:

Firstly, we will discuss the gender policy document and recommend its adoption.

Secondly, we will discuss and find ways of implementing the gender mainstreaming policy

Thirdly, that the networking and discussions at this forum will lead us further down the path to

collaboration and coordination resulting in a more cohesive approach to fisheries sectordevelopment;

All participants,

Women make significant contributions to fishery-related activities. They play the major role in

processing fish and fishery products, as well as in marketing. Ignoring activities ofwomen

means ignoring a large portion of the sector.

The poor representation of women in decision making in fisheries takes away a large portion of

the available pool of resource at all levels including government ministry/department, provincial

and community.

Today's discussion on the draft Gender Mainstreaming Policy and Strategy in Fisheries is

consistent with the MAFF's Policy and Strategy in Gender Mainstreaming in Agriculture.

Today, representatives from donors/sponsors, NGOs, the Fisheries Administration, provincial

fisheries, and MAFF have come together. So it is a great opportunity for you all to share an

interest in further adopting the gender mainstreaming policy and strategy to enable it to be

integrated into the planning process of the fisheries sector.
