MEMBERSHIP DUES
Annual district dues for each clubwoman in District 7 are $3.50 per member. $1.00 of the dues will be designated for the District Sallie Southall Cotten Scholarship. Dues must be sent to the District Treasurer on or before January 15th of each year. Dues for new members shall be paid as members are taken into the club. Dues for members that join after June 30th will be $2.50. Annual GFWC dues are $15.00 and GFWC-NC dues are $15.00. Each club must send dues and a completed membership mailing list to State Headquarters by January 15th of each year.
DUAL MEMBERSHIPS When a member holds dual membership, she has two options for the payment of dues. If the member chooses to designate one club as a ―club of record,‖ then she will pay state dues in that club only. Otherwise, the member pays state dues in both clubs. For a member to serve as club president, she must be a state dues paying member of that club. If a club member should have an Honorary Life Membership and hold dual membership, that member should designate a club for which the Honorary Life Membership will apply and dues should be paid for the other club. In 1999, the state bylaws were changed allowing a Junior club member, upon reaching the age of 40, to remain in a Junior club until the age of 45, provided that she also held membership in a General club. The clubs involved are to work out the particulars of this joint membership.
Honorary Life Membership With a $500 donation to the Endowment Fund the recipient no longer pays State dues and receives a life membership pin and certificate. Send to State HQ by April 1: recipient’s full name, resume of not more than 250 words, whether it’s a surprise, donor’s name(s) and contact.

GFWC-NC LEADS APPLICATION FORM
GFWC initiated the Leadership Education and Development Seminar, LEADS, for the purpose of finding, training and encouraging clubwomen from the grassroots level to step up, pursue and accept leadership opportunities at all levels of Federation. It is held on the day before the official opening of the GFWC Annual International Convention. GFWC-NC modeled a similar program for the districts. Districts may sponsor one member to represent them annually at the GFWC-NC Convention. Candidates will attend an all-day GFWC-NC LEADS on the day before or the first day of convention. Attendees will receive complimentary one-day’s registration, lunch, dinner and one night’s accommodations at the convention hotel. District GFWC-NC LEADS candidates will be given the opportunity to learn about GFWC, GFWC-NC, as well as receive special training to share with her District. From this group, one person will be chosen to represent North Carolina as the LEADS representative at the GFWC Annual Convention. To apply for the GFWC-NC LEADS day of training, forward 1) the completed application form with 2) two letters of endorsement attached from active GFWC-NC club members 3) to the District President by December 1
st. The district selection needs to be signed by
the District President and in the hands of the GFWC-NC President-elect by February 1. The representative chosen for GFWC LEADS from the pool of district candidates will be forwarded to GFWC HQ by March 1
st.

GFWC-NC District Bylaws
ARTICLE I. Organization The name of this organization shall be District 7 of the General Federation of Women’s Clubs of North Carolina (GFWC-NC). ARTICLE II: Purposes
To promote the programs of the GFWC-NC and GFWC in the clubs.
To organize and federate additional clubs.
To conduct any other activity which is in harmony with the objectives of GFWC-NC and GFWC.
ARTICLE III: Membership
Section A: The Membership of this organization shall be comprised of members of all clubs federated with GFWC-NC in the following counties: Bladen, Brunswick, Columbus, Duplin, New Hanover, Pender, Robeson and Sampson. Section B: Annual dues for each club member in District 7 shall be $3.50 ($1.00 designated to the District Sallie Southall Cotten Scholarship) payable on or before January 15th of each year to the District Treasurer. Dues for members that join after June 30th will be $2.50.
ARTICLE IV: Officers and Community Service Program Chairmen
Section A: The officers of District 7 shall be President, Vice-President, Secretary, Treasurer, Junior Director and Junior Membership Chairman. All officers, except the Junior Director and Junior Membership Chairman, may be a General or Junior Club woman. The Junior Director and Junior Membership Chairman will be Junior Club women. Section B: There shall be six Community Service Program Chairmen: Arts, Conservation, Education, Home Life, International Outreach and Public Issues. The Community Service Program Chairmen may be General or Junior Club women. Section C: Officers and Community Service Program Chairmen shall be elected from a slate presented by the nominating committee at the Fall District Meeting in UNEVEN years. They shall be confirmed at the GFWC-NC State Convention in EVEN years.

1. President: The President shall preside at all meetings. She shall be Chairman of the Executive Committee and the Board of Directors. She shall serve as an ex-officio member of all committees, except the Nominating Committee. She shall appoint all Standing Committees and Special Committees as may be necessary. She shall discharge such other responsibilities as may be incumbent upon the office as found in the GFWC-NC Administration Book and the Job Analysis.
2. Vice–President: It shall be the duty of the Vice-President to cooperate with the GFWC-NC President Elect to promote membership and organize and federate new clubs. She will also have the responsibility of directing the Community Service Programs. In the absence of the President she shall preside over the District Meetings. In case of a vacancy in the office of President, the Vice-President shall assume the responsibilities of that office until the District Nominating Committee fills that office.
3. Junior Director: The Junior Director shall supervise and promote the work among the Junior and Juniorette Clubs within the District. She shall cooperate with the President and Vice-President in the extension of district work by attempting to organize and federate additional clubs, particularly among women of Junior age. She shall assist the President, and in the absence of the President and Vice-President, shall preside over meetings of the District.
4. Junior Membership Chairman: The Junior Membership Chairman shall promote membership growth within the District, working closely with the President, the First Vice-President and the Junior Director.
5. Secretary: The Secretary shall keep minutes of all District and Executive Board meetings. She shall supply the President and the Junior Director with a copy of the minutes within three weeks after the meeting. She shall supply the President with a list of any unfinished business. In cooperation with the President, she shall be in charge of District correspondence.

6. Treasurer: The Treasurer shall present a Treasurer’s report at all District Meetings. She shall send to clubs in the District a notice for the date of payment of District Dues. She shall serve as Chairman of the Finance Committee. She shall receive all District Dues from all clubs and pay bills that are approved. She shall keep all records of all receipts, all expenditures, all canceled checks and all bank statements.
7. Community Service Program Chairman: Each Community Service Program Chairman in cooperation with the GFWC-NC First Vice President and the District Vice-President shall promote programs and the work of the Federation through her respective program. Each Chairman shall be available to all clubs in the District for programs, ideas and information. She shall secure judges for reports and shall notify the Awards Chair of winners.
8. Administration Book Chairman: It shall be the duty of the Administration Book Chairman to compile, have printed and distribute the Administration Book.
ARTICLE V: Executive Committee
The officers of the District shall constitute the Executive Committee. Three members shall constitute a quorum. The Committee shall meet at the call of the President or upon the written request of any two of its members. It shall have the authority to transact business of the district between meetings of the Board of Directors, the Annual meetings and at District Arts Festival meetings. It shall have the responsibility for establishing meeting places based on advisement from the host club or clubs for Annual meetings and District Arts Festival.
ARTICLE VII: Standing Committees
Section 1. Audit and Finance Committee: The Audit and Finance Committee shall be composed of three members qualified by training and experience. The District Treasurer will serve as Chairman of the Finance Committee. This committee prepares the Annual Budget, based on expected receipts, to provide for the District expenses. Section 2. Award Committee: The Award Committee shall consist of the Award Chair and the District Committee Chairmen. They shall be responsible for securing judges and for the presentation of District 7 awards at the appropriate District meetings.

Section 3. Bylaws Committee: The Bylaws Committee, composed of three members, shall receive, initiate and consider amendments to the Bylaws. Suggested revisions must be submitted to the Committee at least six weeks prior to the next District meeting. Section 4. Nominating Committee: The Nominating Committee shall consist of three members, nominated and elected at the District Fall meeting in even years. The Committee shall serve for two years and no member may serve two consecutive terms. Should vacancies occur in District offices, the Nominating Committee shall select members to fill the vacancies for the remainder of the term. Section 5. Other Committees: Such Other Committees shall be appointed by the President; as shall, from time to time, be necessary to carry on the work of the District.
ARTICLE VIII: Meetings Section 1: There shall be at least two Annual Meetings of District 7. The first meeting shall be the District Annual Fall Meeting; the second shall be the District Arts Festival, which shall be held at least three weeks prior to the State Arts Festival. Members of clubs within the District attending the meeting shall constitute the delegate body. Section 2: The Junior Director shall designate with the consent of the District President and the Hostess Club, a time during the annual meeting for the Juniors to meet for the purpose of sharing ideas.
ARTICLE IX: Amendments These Bylaws may be amended at any District Meeting by a two-thirds vote of the registered club women present, notice of the proposed amendments having been appended to the Call of the District Meeting.
ARTICLE X. Parliamentary Authority The rules contained in the current editions of ROBERTS RULES OF ORDER-NEWLY REVISED shall govern this organization in all cases in which they are applicable and in which they are not inconsistent with this constitution.
