We have had a great start to the Summer Term; with residential and day trips planned and plenty of sporting activities on offer. This term will see our children assessed against the new national curriculum and everyone is working hard to enable them to achieve to their potential. Every school to be an academy by 2020 – Meetings are taking place this term between governors and school leaders from a range of schools across North Devon. I will give updates in Marwood Matters as they occur. Electrical work at the school Devon County Council is funding a rewiring of the older parts of the school with the work taking place in the evenings to allow the school to function normally. D&S Electrical Contractors will be working until midnight at the school starting on 25
th April until early June.

Marwood School Association (MSA) is planning a family weekend camp at Lee Meadow Campsite Friday 24

Members Present: Cllrs. C Latham, Mrs S Darling, R Berry, C Wallis, A Skentelbery, T Bigge, S Button, C Spear Apologies: Cllr Mrs A Davis, PCSO Grantham Disclosable Pecuniary Interests: None In Attendance: Cllr F Tucker, M J Measures (Clerk to the Council), two members of the public. Minutes of the Parish Council Meeting 17 March 2016 The Minutes were agreed and signed as a true record. Reports from County and District Councillors Cllr Tucker said a consultant has been appointed by NDC to develop plans for Seven Brethren at a cost of £50,000. The Planning Committee agreed that a short factual position statement regarding the Council's policy relating to wind energy will be sent to all Councillors for future discussion and decision. The proposed option is allocating, in the emerging Joint Local Plan, an area of search suitable in principle for wind turbines. Cllr. Tucker said there is an increase in the number of telephone scams concerning the Council Tax. Anyone receiving such calls should notify the appropriate contact (BT etc,) No report from Cllr Mrs Davis Police Report The new Police Officer for Marwood is PCSO Grantham. Correspondence Information had been sent to all Councillors via e-mail. Broadband Voucher Scheme. A recently launched Voucher Scheme to provide subsidies to install alternative broadband technology to premises across Devon and Somerset Finance Invoices passed for payment: DALC Annual Affiliation £167.13 (inc. VAT). The Clerk reported the balance at 21 April 2016 as £10362.87. This includes £726 from the Transparency Fund for Smaller Authorities and the full refund of £2912 from NDC from the TAP Fund. The Clerk had sent to all Councillors, a copy of the accounts (subject to audit) for the year ending 31 March 2016 showing a closing balance of £8530.06. March bank statement and the accounts ledger initialled by Chairman . Section 1 – Annual governance statement of the Annual Financial Return was completed and signed. The Clerk will contact the Internal Auditor to carry out the full audit. Planning Matters/Applications 60918 – Whitefield Villas. Extension to dwelling. Rec : App 60933 – Land adj. Ring O' Bells Prixford. Reserve Matters for erection of 12 dwellings (outline permission 59023). Members examined the plans. Further information was requested concerning any problems resulting from storm water and details of pond and overflow of water. Rec : App On-going Matters New Parish Notice Boards Order confirmed. Reports from Councillors Parish Footpaths The Clerk emphasised the total grant of £2000 from DCC is two separate grants: an initial grant of £500 and an additional grant of £1500 (mainly for footpath 33) Highways/Transport. Members continued to express their concern and frustration concerning the traffic lights on the B3232 at Milltown. Cll Spear said several men (including a work-force of six) have been to look at the problem and nothing has been done even though it was reported last November. He, and other Councillors, said the problem can be fixed very easily at little cost. The question was asked if the work could be done by local operatives. The Clerk commented that the work is probably organised through the Structures Team in Exeter who have a very long lead in time for works. The Clerk will again contact DCC Highways and Cllr Andrea Davis. Pot holes should be reported direct to DCC via the relevant website. Chairman's Discretion The Clerk said he will ask at the AGM for Councillors to agree fixed days/dates/times for Parish Council Meetings. He will e-mail them for their comments. The co-option process for the vacancy of Councillor will be discussed at the next meeting.

MARWOOD COMMUNITY HALL
It is now just a year since the Community Hall was built. Thanks to funding from Marwood Matters, the School and other grant providers, we have continued to enhance the facility. We have installed acoustic panels, improved the ventilation, purchased chairs, crockery and a great modular stage. We are about to increase our storage space with a walk-in container, to be sited in the car park. Also, the school Environment Club organised the planters which now enhance the external entrance area. We have had a really successful first year for hiring out the Hall to the Community. It has been used for 10 parties, a tractor rally lunch, a series of Zumba classes and a bingo evening as well as the Hall Committee organising a Big Breakfast, concert, disco and a live theatre event with Beaford Arts!
During the next year we are holding a further Beaford Arts Family event, "The Bad Boys", taking place on Sunday 19th June at 2:30pm (see MM website and posters for more details.) We have our first wedding reception booking and we also plan to organise another Big Breakfast and concert. We will shortly be able to offer facilities for the community to play badminton, with equipment for adults and children included in the hire charge, courtesy of a small grant from Fullabrook CIC.
We hope the Hall is proving to be a valuable asset for the whole Community. However, nothing runs itself, and we would really like to have new members on our Hall Committee. The time commitment is not great and it is fun and rewarding. If you are interested please contact myself or any other Committee member. The next Hall Charity AGM is in the Hall on Tuesday 12th July, 7 for 7:30pm. Do come along to give us feedback on how you would like the Hall to develop from here.
