Brainstorming at Sindh Post-budget Seminar Sindh Post-budget Seminar was organized on Saturday June 28 2014 at the Entrepreneurship and Management Excellence Centre (EMEC) Administration Building Institute of Business Management (loBM) The program schedule incorporated such highlights as the inaugural remarks by Mr Talib Karim Rector 10BM and paper presentations from Dr Javed Ansari HoD Center for Area and Policy Studies (CAPS) Dr Shahida Wizarat Director Research Chief Editor PBR and Head of the Department Economics Mr Muhammad Ashraf Janjua Advisor to the President 10BM Keynote address by Mr Fazlullah Qureshi Remarks by Syed Asad Ali Shah invited as the Chief Guest on this occasion

Economists called for good governance in Sindh for a long-term and rapid development They said the overall development in Punjab is much better than Sindh only because of good governance Addressing the Seminar Mr Fazlullah Qureshi a former federal secretary said bad governance is the major hurdle in the development of Sindh No doubt during last few years Punjab has seen phenomenal development due to good governance and presently its per capita income is highest in the country Although Sindh is getting a higher share in the NFC however it is believed that this is not the issue of NFC its the issue of governance he added Syed Asad Ali Shah FCA in his address stressed on good governance in the province for a rapid development He said there is no issue of finances or resources the issue are planning and its implementation He said proper long-term policies and implementation is required for development in Sindh

Mr Ashraf Janjua Advisor to President 10BM and former deputy governor State Bank of Pakistan said Sindh is a rich province not only in terms of resource endowment but also in terms of progress made so far and its potential for economic growth Sindhs population is about 23 percent of the countrys population however Sindhs share in the countrys economic progress is larger than the national average It contributes some 27 percent to the GOP he added However he said even after the 7th NEC Award which considerably enhanced the resource availability of Sindh along with other provinces there has not been any significant increase in development expenditure of the province An important feature of

development expenditure in Sindh (as well as in other provinces) is the actual expenditure on projects remaining significantly lower than the amount sanctioned for projects As a result year after year the amount sanctioned keeps on rising with actual expenditure constituting a small percentage of the sanctioned amount he said Pakistans biggest financial market financial institutions and trading in financial instruments ie money market and capital market is in Karachi but its somewhat surprising that Sindh government has never tried to take advantage of these markets to meeVsupplement its financial needs he said

Dr Shahida Wizarat HoD Economics Director Research 10BM said that we find a lot of similarity between the Sindh and federal budgets in terms of the fall of the incidence of taxation on middle and lower middle classes and a systematic effort to prevent any further burden falling on the wealthy segments of the population in Sindh and at the federal level But there is a marked difference in development efforts in Sindh and Balochistan vis-a-vis Punjab KP and Federal government she added The Sindh budget is also very similar to the federal budget in terms of the socio-economic fallout of the proposed taxation measures she pointed out The government decision to bring the paan wala parchoon walla and small petty traders into the tax net nstead of wealthy Pakistanis will make the system even more regressive she said Measures proposed by Sindh government that will have an adverse impact on the lower middle classes are enhancement in life-time tax levied on motorcycles from RslOOO to RsI500 to generate an additional Rs 84 million to the government Moreover agricultural income taxation and taxes on palatial houses stock markets etc that could increase the contribution of wealthy segments of the population for economic development of the country have not been proposed in the Sindh budget Dr Shahida said

Dr Javed Akbar Ansari said that improved services delivery peace and security through investment in law and order education and youth development improved health care and development of agricultural and livestock fisheries are some of the objective of the Budget 2015 however it does not include increased integration of the economy through strengthening intra Sindh linkages and improving the pattern of intra regional and interpersonal income distribution These two objectives are vital for unity to tackle the threats of Sindhs bifurcation he added He said Sindh has been growing at faster rate than the national economy during 2000-2001 but this has not benefited the rural or slum poor Services sector accounts for

55 percent of provinces GOP whereas agricultural account for only 16 percent but agricultural employs 45 percent of the labor force In addition share of large scale manufacturing in Sindh has gradually declined mainly duet to deshyindustrialization he said There was stagnation in investment and profit rates were higher in Sindh compared to Punjab while during 2005-12 investment grew faster in Punjab He said Karachis investment employments trade technology linkage with Sindh remain weak and growing inter regional inequalities caus ed by lack of integration of Karachi with the rest of Sindh Talking about the policies for integrating Karachi into the Sindh economy Ansari said while the primary focus is on stimulating private sector integrative investment 10BM has been able to identify 189 ongoing and 138 new projects in the Sindh PSDP for FY15 which can be structured to serve as integrative mechanisms The 10BM intends to approach Deloitte to jointly submit a proposal to government of Sindh for restructuring selected PSDP projects for enhancing intra Sindh integration policies for integrating Karachi into the Sindh economy he added
