FORT WORTH CIVIL ENGINEER Vol. 4, No. 2 w May 2008 1 Looking forward to future Branch meetings, we will be hearing from Craig Olden in May about their foundation work for the new Dallas Cowboys stadium. Continuing the Cowboys’ trend in June, our Joint Meeting with the Dallas Branch ASCE will focus on new development created by the stadium construction. These should excellent presentations, and I hope to see all of you there. On May 1st, the Branch gave back and provided a free Webinar for our Members. Halff Associates hosted the event, and 50 Branch Members attended. The Texas Section ASCE hosted the Webinar, which was ethics- based and dealt with design-build construction. It felt great to give back to some Members in our Branch who did not have the ability to obtain the Webinar locally. Hopefully others were able to see the event and received their ethics PDH as well. Finally, here are some tidbits on what is coming to the Branch…we are still investigating the possibility of upgrading our Branch web-site…we are looking for new committee chairs for 2008-09 (please contact me for a description of openings if you are interested)…we will continue to look for different venues for our July and September meeting if they become available. Thanks to everyone who is continuing to ADVANCE THE BRANCH! Stephen B. Crawford, PE Branch President Hope everyone has had a good start to 2008. We are almost half-way done with the year and it is hard to believe. Just wanted to give a quick run down of some of our Branch Activities and what to look forward to as we head toward summer. For our Branch meetings, we had Woody Frossard give a great presentation on updates to the Trinity River project in February. In March, at the TxDOT Training Center, Mohammad Al Hweil discussed Comprehensive Development Agreements regarding the North Tarrant Express. Finally, in April, Dale Fisseler provided an outstanding speech on his City Manager duties and on the City of Fort Worth. As you have noticed, we have tried to move the meeting locations around Fort Worth so everyone can enjoy the benefits of our monthly meetings. The church will still be our main meeting place for now, but moving the meetings around has been a tremendous benefit to the Branch. Our attendance at the past three meetings averaged around 100 people per meeting (church, TxDOT, and Joe T’s). That is excellent and I am proud of our Branch and the turnout! It also means we are having exciting, interesting programs, and we plan to continue this tradition. JuNE 2008 JOINT MEETING OF THE ASCE DALLAS BRANCH AND FORT WORTH BRANCH

Program: An Update on Construction of the Cowboys Stadium Complex and Surrounding Arlington Projects

The construction of the new Dallas Cowboys Stadium Complex is in its 3rd year and is moving forward toward an opening in fall of 2009.

The presentation during our June meeting will provide an update on the construction of the Stadium as well as various other public and private projects that have started around the Stadium, including roadway networks, utilities, parking areas, dredging of Johnson Creek,

reconfiguration of Johnson Creek Greenway, connections to the new IH 30 and it’s Three Bridges Project, Rangers Ballpark in Arlington roadway improvements and roundabout at Glorypark, and a new multiuse development of hotels, shopping, entertainment and parking garages.

Speaker: Steve Quirk, Assistant Director of Planning and Development Services, City of Arlington

Mr. Quirk is the point man of the City of Arlington for construction of the Cowboys Stadium. In this role he is directly responsible for coordination of construction efforts for the Stadium. He manages and coordinates the Stadium Operations Group consisting of several city departments, Manhattan Construction, Blue Star Development, HKS Architects, and Bureau Veritas during the construction of the Cowboys Complex.

This group provides oversight of all public safety, traffic, health and code issues, and construction-related activities – excavation, hauling, life and safety issued related to the building, and utility construction. He also monitors and updates the Construction Mitigation Plan during the different phases of construction. He also prepares and monitors the Department’s $6,000,000 budget consisting of four Divisions and seventy-three (73) employees and manages the process of responding to citizen concerns and inquires submitted through the City’s concern tracking system.

Mr. Quirk received BA (Political Science/Business) and Master of Public Administration from the University of Texas at Arlington. He is Certified Public Manager (CPM). He is a member of Urban Management Assistants of North Texas (UMANT), North Texas City Management Association (NTCMA) and Texas City Management Association (TCMA).

The meeting date is June 9th. The cost is $30. RSVP’s will be required by June 4th. Seating is limited, so get your reservation in early! Watch upcoming e-mails for RSVP information.

SpRING 2008 TExAS SECTION MEETINGCORpuS CHRISTI, Tx

The Corpus Christi meeting was held April 23-26, 2008. The meeting was well attended, with over 200 signed up overall, 80 for CPD credits. They had a great student turn-out. Concrete Canoe interviews were held Friday the 25th, and the Concrete Canoe race was Saturday the 26th. Overall, from first to third was University of Houston, UT-Tyler and UT-El Paso. The Texas Section will be represented by the University of Houston at nationals in Quebec.

It was recommended that the state nominating process be moved up in the calendar year to maximize award potential; that is, all nominations from the Texas Section will be due to the Section office by (a date to be determined) to help ensure the Section has time to review on, vote for if necessary and forward to Section/National all our candidates. The recommendation is that nominations be made by August 2008 for award at the spring 2009 meeting. The Texas Section will advise when nominations are due.

The Fort Worth Branch issued the last check to the Texas Section from the Fall 2007 Texas Section meeting. The total forwarded to the Section from the Fall meeting was $34,900.01.

It was noted that the Texas Civil Engineer magazine is always looking for articles about Branch events. It seems the Austin Branch is very forthright in their submittals, so the TCE resembles an Austin Branch newsletter. If you know of a branch activity you would like to see published, please contact Josh Brockett, Public Relations Chair.

Every year ASCE loses members that have overlooked their “past due” notices. Texas Section currently has a state-wide membership of 3,746, down from 4,217. Become an advocate for your office and make sure those memberships, National and Texas Section, get renewed. Also, to be awarded a Best of Session award for a technical presentation at an ASCE Section Meeting, you must be a member in good standing. Our Executive Director, Martha Juch, noted that there were extra spaces available for the Annual Leadership Training in Government Relations fly-in. The Texas Section is allotted slots per branch, but not all branches participate. If you are interested in the fly-in, be sure and ask about ASCE sponsorship. We want to be well represented!

Thanks to Mark Assaad, Sanford LaHue, Jennifer Butcher and Scott Berman for their service to the Section as well as the branch.

ENGINEERS WITHOuT BORDERS

USA (EWB-USA) is a non-profit humanitarian organization established to partner with developing communities worldwide in order to improve their quality of life. This partnership involves the implementation of sustainable engineering projects, while involving and training internationally responsible engineers and engineering students.

The activities of EWB-USA range from the construction of sustainable systems that developing communities can own and operate without external assistance, to empowering such communities by enhancing local, technical, managerial, and entrepreneurial skills. These projects are initiated by, and completed with, contributions from the host community working with our project teams.

The North Texas Chapter of EWB-USA is a Professional Chapter that has been active in the Dallas/Ft. Worth area since 2005. There are also Student Chapters at UT Arlington, SMU and North Texas State University. Members of the North Texas Chapter have worked on projects in India following the deadly tsunami of 2004, and are currently involved in an irrigation project and an information technology project at a rural school in Bolivia.

The Professional Chapter generally meets the first Thursday evening of each month at 7:00. Meeting locations vary between Tarrant County and Dallas County. The following meetings have been scheduled through the end of the summer:

June 5 – Kleinfelder in IrvingJuly 10 – Location in Ft. Worth to be determinedAugust 7 – CH2M Hill in DallasSeptember 4 - SMU

Please visit www.ewb-texas.org for more information on membership, meetings, projects, volunteer opportunities, and tax deductible donations to specific chapters or projects.

Joint Project with SMU Student Chapter – The North Texas Chapter is in the planning stages of a water remediation and sanitation project for Las Malvinas Mexico – a joint project with the EWB-USA Student Chapter at SMU. The project has been selected to receive a $15,000 grant from a donor who would like to actively participate in the planning and implementation for the project. Team members are tentatively planning to travel on an assessment trip to Mexico this summer, and will hopefully complete the analysis, design work and fundraising in time for an implementation trip in the spring of 2009.

ASCE Volunteers Sought to Serve on the Technical Advisory Committee (TAC) – All EWB-USA projects must go through a review process with the Technical Advisory Committee (TAC). There are several Regional TACs in operation throughout the country. Each TAC reviews projects submitted by Professional and Student Chapters within their geographic region. Volunteers who serve on a TAC can be from any engineering discipline, professions such as medical, construction, sociological, business administration, and finance, as well as individuals fluent in other languages or very knowledgeable about specific regions and countries where EWB projects are being done. ASCE members may be particularly well suited to provide technical expertise on EWB TACs, because a vast number of EWB projects involve civil engineering work – drinking water supply, distribution and treatment, sanitation, buildings and bridges. Those interested in finding out more about serving on a TAC should contact Frank Griffin at [email protected] for more information.

ASCE Members Join EWB–USA at an Exclusive Discounted Rate – ASCE and EWB-USA have recently finalized an agreement for the two organizations to support each other with their resources and people. As one part of this agreement, ASCE members may join EWB-USA at a $40 savings over the standard $100 professional rate. There will also be opportunities for members of both organizations to interact in order to share experience and accomplish mutual goals. For more information on the local Professional or Student Chapters of EWB-USA, please visit www.ewb-texas.org.

2008 DALLAS/FORT WORTH JOINT ASCE GOLF TOuRNAMENT

The Dallas/Fort Worth joint ASCE golf tournament was another huge success this year.

The golf tournament is between the Dallas and Fort Worth chapters of ASCE with all proceeds going to sponsor scholarships for local students who are interested in pursuing a career in Civil Engineering.

The Fort Worth Branch hosted the tournament this year, and walked away with bragging rights until next year. The tournament was held at the Bear Creek Golf Club inside DFW Airport on a Friday afternoon, and the weather cooperated beautifully for the 92 participants.

Over $6,500 was raised with the support of local engineering firms and businesses! 100% of the proceeds of the tournament are donated to the Dayle Clark endowment at the University of Texas at Arlington. Since creating the endowment in 2003, these golf tournaments have helped to raise funds in excess of $24,000 for scholarships!

NEW LIFE MEMBERS RECOGNIzED

The Fort Worth Branch recognized five new life members at its April meeting. Pictured are new life members Danny McCook, Richard Horn, and Lynn Lovell with Mark Perkins, branch President-Elect. Gary Teague and Chuck Easton (not pictured) were also honored with Life member certificates.
