PG&E Potrero SiteTo facilitate the remediation process, we have designated seven work areas (shown in the site map below). This allows us to investigate and remediate each area independently, so that potential delays in one area do not hold back progress in other areas.
Pacific Gas and Electric Company (PG&E) is providing this update to inform you and other community members about our progress on the environmental investigation and cleanup of the former Potrero Power Plant property. We will continue sending regular updates throughout the cleanup effort.
PG&E is working under the oversight of the Regional Water Quality Control Board (Water Board) and other regulatory agencies to investigate and clean up the site, located on Illinois Street along the City of San Francisco’s central waterfront.
Pilot Test Work Beginning in MayTo date, we have made significant progress on the environmental investigation and remediation of the site. We have finished remediation work in two of the seven project areas: the PG&E owned Hoe Down Yard, and the Switchyard and General Construction Yard Area (see Site Map below). This leaves work in five remaining areas: Station A, the Northeast Area (including a portion of the Port Property), the Offshore Sediment Area, the Tank Farm and the Power Generation Facility. While PG&E does not maintain ownership of the remaining areas, we are taking
responsibility for the impact of our historical operations and working with current owners (NRG Potrero, LLC and the Port of San Francisco) to complete the cleanup.
This year our efforts will focus on developing the cleanup design for the Northeast Area of the site, preparing a proposed cleanup approach for the Offshore Sediment Area, and regulatory closure of the Station A Area. In this update, you will find additional information about these and other upcoming site activities.

Northeast Area Cleanup Preparations Moving Forward
In December 2012, the Water Board approved a preferred cleanup approach for the Northeast Area (see site map). Part of this approach calls for MGP residues to be solidified in place, limiting their mobility. Limited excavation will take place on the Port Property.
This spring, PG&E will advance the cleanup design by conducting an on-site, in-place soil solidification test (referred to as the Pilot Test). The Pilot Test, which will take about two months to
complete, will help refine the solidification mix formula and confirm the equipment needed for mixing it into the soil.
As part of our commitment to keep the community informed, we are holding an open house to provide additional information about the test and how it may affect the community (e.g., the anticipated work schedule and planned work hours). We encourage you to attend. You can meet the project team and learn more about the upcoming work (see back page for open house details).

PG&E Continues Focus on Station A Closure
PG&E, NRG Potrero, LLC (the current owner of the Station A Area) and the Water Board are continuing efforts to finalize closure documents for the Station A Area (see map on front). These documents, which include a Risk Management Plan and a Land Use Covenant, will describe the institutional and engineering controls proposed to address and effectively manage the environmental impacts found within the area. Prior to being finalized by the Water Board, the documents will be available for public review and comment.
Remedial Investigation of Offshore Sediments Complete
PG&E has completed its efforts to investigate sediments located in the San Francisco Bay offshore of the property to determine the impacts from our former operations. A report (called the Potrero Offshore Sediment Area Remedial Investigation Report) detailing the investigation findings and potential cleanup recommendations has been submitted to the Water Board, and other supporting agencies, for review. The report is expected to be approved this spring.
Since 2009, four phases of investigation have been performed in the Offshore Sediment Area. This approximate 16-acre area includes sediments in the San Francisco Bay near the former power plant property and also along the Pier 70 property. The purpose of these investigations, collectively known as a Remedial Investigation, was to identify any potential impacts from PG&E’s historic operations and outline basic cleanup recommendations.
On the evening of November 20, 2013, PG&E held a community open house that focused on the Remedial Investigation process. During this informational event, held at the Dogpatch Café, attendees were able to meet with members of the project team and learn more about the investigation, the findings, and how the findings will help shape cleanup plans for the Offshore Sediment Area. We appreciate those community members who were able to attend the meeting.
PG&E is now in the process of preparing a Feasibility Study for the area, which will be submitted to the Water Board for review this year. The Water Board will be seeking public comments on the Feasibility Study prior to its final approval. Some additional investigation activities will take place this spring.
