EXECUTIVE SUMMARY

Forbes Shire Council Social Plan (April 2008).

The initial Social Plan was produced for Forbes Shire Council in1999 so as to comply with Local

Government (General) Amendment (Community and Social Plan) Regulations 1998. Since that

time, a social plan for 2004-2007 was adopted.

This Executive Summary has been compiled following comments from the Department of Local

Government in regard to the Forbes Social Plan and taking into consideration the strategic plan

which has been developed as part of the 2008/2009 Management Plan for Forbes Shire Council.

The broad aims and objectives of the Forbes Social Plan are to:-

1. Identify the socio demographic characteristics in each of the identified groups within the

Forbes Shire.

2. Identify the existing social services and community facilities within Forbes.

3. Identify social needs of the population of Forbes.

4. Assess the adequacy of existing social services and community facilities and identify the

needs of the community as required by the Local Government (General) Amendment

(Community and Social Plans) Regulations 1998.

5. Investigate the possibilities of Achieving Practical Partnerships in the Integration of Community

Care Services in Forbes.

Eight target groups were included in the study and include:-

Children

Young people

Women

Older people

People with disabilities

Men

Aboriginal people

People with from cultural and linguistically diverse backgrounds

The information used in compiling the Social Plan was obtained through a number of sources:-

1. The use of the results of the 2006 Census and Forbes Regional Profile as produced by the

Australian Bureau of Statistics;

2. Information received from various community and Government organisations within the

community of Forbes and specifically those groups identified in the Local Government

(General) Amendment (Community and Social Plans) Regulations 1998;

3. Interviews with various community groups and organisations within Forbes and Government

departments who provide services within the Forbes Shire and surrounding areas;

4. Public consultation was undertaken through workshops targeting stakeholders in each of the

eight target groups identified above.

The areas of concern identified include the continued availability of medical services; the

introduction and support of facilities for Forbes Youth; continued operation of aged care services;

continued provision of services for the disabled, investigation into Aboriginal health; education and

employment opportunities; availability of transport for people with a disability, access to medical

services located beyond the Forbes LGA; the importance of developing an interagency working

group to increase communication amongst service providers and work together to provide joint

services.

It is envisaged that Council‟s Social Plan will be expanded upon throughout its duration as further

information becomes available and revised data is issued.

Council has produced a strategic plan for implementation as part of the 2008/2009 Management

Plan. The strategic plan will set goals for the Shire and will include strategies to ensure that Forbes is

a desirable place to live.

These strategies, incorporated within the overall strategic plan, will include:-

1. Enhance the provision of adequate medical services to the residents of Forbes;

2. Support the provision of facilities and services for the elderly;

3. Support the development of youth facilities;

4. Enhance the provision of adequate emergency services and policing for the community;

5. Investigate the possibilities of Achieving Practical Partnerships in the Integration of Community

Care Services in Forbes.

Specific funds have not been allocated in the 2008/09 Management Plan for the Social Plan as

many of the objectives will be implemented in a support phase at this point in time. This will be

revisited throughout the duration of the plan.

ASSESSMENT OF 2004-2007 SOCIAL PLAN

In accordance with the Local Government (General) Amendment (Community and Social Plans)

Regulation 1998, Council developed the first Social Plan for 2004-2007 for the Forbes Local

Government Area.

It was envisaged that the information and strategies identified in the Social Plan would assist

Council in developing the Management Plan, Local Environmental Plan and Section 94 Open

Space Contribution Plan and assist in residential development strategies. While some strategies

were listed within these plans, many were not and consequently were not reviewed or reported on.

As a result these remaining actions did not come to fruition.

In order to make the amended Social Plan more user friendly and relevant to those involved with

the strategies identified in the Social Plan, Council reviewed other Social Plans and met with other

Councils to discuss the effectiveness of the Social Plan and to gain a better understanding of the

use of these plans. As a result the following recommendations will be used within the plan and

throughout the planning process:

Actions listed in strategies will be referred to specific personnel/divisions within Council where

appropriate;

All strategies will be reviewed and reported on a quarterly basis to ensure that action is being

taken to achieve goals;

The Social Plan will be a live document with necessary amendments made regularly;

The Social Plan will be referred to for the development of the Management Plan, Local

Environmental Plan and Section 94 Open Space Contribution Plan and assist in residential

development strategies;

A report will be written for any strategies that are not completed. The report will include all

avenues taken to achieve goals and the associated barriers to gain a better understanding for

future planning.

CHILDREN

Following consultation with local residents, schools, child care providers and other interested

stakeholders within the Forbes Shire Council has identified issues concerning this demographic as

well as services currently being provided.

Demographic Profile

Population:

The data from the 2006 ABS Census indicates that Forbes has a higher proportion of children in the

0 to 9 year old age group than the NSW State Average. 14.14% of the population of Forbes falls

within the 0 - 9 year age group whilst 6.59% of the population of NSW falls within the 0-9 year age

group.

Public consultation involving the general community as well as service providers was held to discuss

and gain a better understanding of children‟s needs, the current services available for children and

any areas of concern requiring further attention. This information along with that found through the

2006 Australian Bureau of Statistics Census has been used to compile the following information.

Areas of Concern

Diagnosis of Behavioural and Other Learning Disorders:

The primary schools have reported that cases of learning disorders and behavioural issues/disorders

are becoming more common with very little support available to families and the schools prior to

diagnosis. Forbes does not have a resident paediatrician and although a visiting paediatrician is

available every three (3) weeks, diagnosis of such disorders is a timely issue.

In addition to a lack of service provision in this area, many parents are not sufficiently informed in

regards to potential disorders and the services required to address both theirs and their children‟s

needs.

Mistreatment of Children :

Schools and other service providers have identified several instances where children are believed

to be mistreated, neglected, subjected to inappropriate situations or abused. While these cases

have been reported to appropriate authorities, the ability to address these cases with the

necessary attention is restricted due to limited staff availability within organisations and the high

demand on these particular services throughout the area.

Health and Obesity:

While education through the media and schools to inform parents and children of the importance

of good health is increasing, many children‟s health is still of great concern. Some contributing

factors include:

programs offered within schools are limited to the students who attend each school;

many sporting clubs require some degree of financial commitment which may be difficult for

some families to meet;

children are less active;

parents are not well enough informed about healthy choices and the impact food choices

have on health.

Available Services

There are a number of organisations in the Forbes Shire Local Government Area that offer a range

of recreational, educational and minding facilities for children.

Council supports services for children where appropriate within Forbes and provides donations by

way of reduction in the rates payable for eligible services. In 1997 Council provided financial

assistance in the form of an interest free loan for the Forbes Learning Ladder so as to assist it to

become accredited for long day care, occasional care and pre-school.

The Pre-School operates from 8.30 am to 3.30 pm five days per week and is available for children

aged from 3 years to 5 years. The Forbes Pre-School can accommodate up to 39 students a day

with staffing resources of a minimum of one staff member for every ten children each day.

Forbes Pre-School is funded by the Department of Community Services and Orange Community

Resource Organisation. Staff at the Pre-School feel that adequate child care facilities are currently

provided for in the Forbes area.

House With No Steps support people with varying disabilities residing in Central West NSW through

the following programs:

Little Learners Early Intervention:

The Forbes Little Learners Early Intervention Program is a Centre/Outreach family-centred

program for children aged 0-5 years who have diagnosed disabilities and/or delayed

development.

The program aims to provide:

Individual programs in small groups addressing educational/ therapy needs;

Individual sessions;

Support for parents;

Support/ transition for school entry.

Who Provides the Service?

Early Childhood Intervention Services are offered by a range of service professionals including

special education teachers, physiotherapists, occupational therapists, speech pathologists,

psychologists, social workers, audiologists, paediatricians and early childhood nurses and

others depending on the needs of the child.

Who Is It For?

It is for children between birth and school age where there are concerns about diagnosed

disabilities and/or delayed development.

Children‟s Respite Centre – House With No Steps

The Children‟s Respite Centre aims to provide quality respite care to children between the

ages of 0-18 years. The service provides a social network to develop their independence

offering activities such as regular weekend and school holiday care.

The Respite Program provides a service to children with Physical Intellectual, Psychiatric

Disability and/or Sensory Impairment. Children with challenging behaviours require a current,

workable behaviour Management Plan before entering the service.

The respite house is a modern five (5) bedroom home with a swimming pool and is equipped

with all necessary equipment required to care for children with disabilities.

Respite for a family can mean:

Time to get out of the house, visit with friends, or have some quiet time alone;

Time to go to the shops or run errands;

An evening out;

Time out with other siblings;

A weekend getaway.

Forbes Learning Ladder provides long day care, occasional care, after school care and pre-school

care for children between the ages of 0 and 12 years.

The Learning Ladder is equipped with four (4) classrooms, two (2) separate natural playing areas

and provides morning and afternoon tea.

The Learning Ladder is open between 7:00 am and 6.00 pm five days per week and is licensed to

accommodate up to 64 children.

Forbes District Early Learning Centre is a purpose built centre that is DOCS licensed to care for 59

children from 0 to 5 years of age. The Centre is located in Attlee Street and is open between the

hours of 7.00am and 6.00pm Monday to Friday.

As a fully catered centre, all food, nappies and formula are supplied and a full time cook is

employed to cater for more specific dietary needs. The Centre also offers a pre-school program for

children aged between 3 and 4 years from 9.00am to 4.00pm and is coordinated by a trained Early

Childhood teacher.

ABC Forbes is one of 300 ABC Centres around Australia and New Zealand. The Centre is licensed for

75 children aged from six weeks to 5 years of age. The Centre operates from 6:30am until 6:30pm

everyday except public holidays and provides long day care which covers six week to five year old

children‟s developmental areas including pre-school curriculum. All meals are also included.

Playgroup:

Contact information may be attained from Forbes Shire Council‟s Youth & Community Officer on

6850 1300.

Forbes Playgroup is a member of Playgroup NSW. Forbes Playgroup meets weekly, Wednesday

through Friday at the Forbes Youth & Community Centre from 10am to 12 noon excluding school

holidays.

A weekly fee of $3 (subject to change) applies to cover the costs of craft materials etc.

Catering for parents and children the facility presents an ideal opportunity for families to network

and develop skills with craft and other activities.

Family Day Care provides quality child care for young children aged 0 -12 years in registered

Carer‟s homes, which is flexible and available right near you.

Carers care for children in their own homes and aim to provide a high quality service with

consideration given to the needs of individual families. They are responsible for the upkeep of their

own paperwork and are self employed. Professional staff from the coordination unit work in

partnership with carers to support children‟s learning and development.

Parkes/Forbes Family Day Care Scheme is sponsored by Parkes Shire Council, licensed and

regulated by the Department of Community Services and funded by the Department of Family and

Community Services. The Scheme is NCAC (National Childcare Accreditation Council) Accredited.

Family Day Care is provided in Parkes, Forbes and Peak Hill and coverage does extend to Trundle

and Tullamore.

CENTACARE - Families NSW worker – This is funded by the NSW Government:

Centacare is a social welfare agency of the Catholic Church in the Diocese of Wilcannia/Forbes

and a member of a network of Catholic welfare organisations. Centacare operates Monday to

Friday from 9am to 5pm. It covers Forbes, Parkes, Condobolin and surrounding communities within

the Dioceses of Wilcannia-Forbes.

Families NSW:

Families NSW is an initiative of Centacare which aims to increase the effectiveness of early

intervention and prevention services in helping families to raise healthy, well adjusted

children.

Services provided by the Families NSW include:

Individual consultation for parents and families;

Group activities for parents and families;

Play Groups;

Parent Education;

Parent resources;

Advocacy and referral;

Home visits.

Families NSW services are accessible by all parents with children aged 0-8, with a particular

focus on:

Expecting parents;

First time parents;

Very young parents;

Families and parents in stress.

Forbes North Primary School coordinates a number of valuable programs including:

Forbes North School - Link Up to School Program:

Link Up to School is a full year transition program for children eligible to enrol in Kindergarten in

the following year. Children participate in a two hour session each week with an Early

Childhood teacher and two learning support staff. This program familiarises students with the

school environment and routines and reduces anxiety about starting school.

Children get to know their teachers before starting school and are more likely to have the

basic readiness skills to guarantee the best possible start to school.

The Program especially caters for students with disabilities and special needs ensuring that

Individual Learning Programs are developed and in place and that Support Funding is

available, before the children commence school.

Active After School Community Sports Program (AASC):

This program is offered to children by trained and qualified deliverers two afternoons a week

after school hours and therefore provides families with more after-school options for their

children.

The Program offers fun, safe and inclusive structured physical activities providing children with

an opportunity to develop essential sporting skills and enthusiasm for a healthy and active

lifestyle.

The Forbes North SaCC is funded by the NSW State Government initiative, Families NSW. Forbes

North SaCC works in partnership with other service providers in the Forbes Families NSW Network to

improve outcomes for families with young children. Activities include parenting courses in Forbes,

the Forbes Families NSW Service Directory and the promotion of access to services.

Forbes North SaCC works in partnership with Forbes Birth to Kinder to promote awareness in the

community about the importance of reading to, singing to and talking to children right from birth.

Forbes Birth to Kinder also gives books to families of newborn babies and promotes use of the

Forbes Shire Library and access to books.

The Forbes North SaCC program is founded on research that highlights the importance of:

The early years for children's development;

The role of parents as their child's first teacher, and

The community fabric as an essential element in gaining good outcomes for children.

SaCC works in partnership with other service providers to run activities at the School for

families with children from 0-8 years. The central aim is to support families in readiness for

school.

Groups currently operating from Forbes North SaCC are:

Mums on Mondays - a group of mums who meet once a week. Activities include kids

craft, mothers craft, guest speakers, cooking skills and parenting advice. The group is

supported by Family Support and the local Early Childhood Nurse;

Woraninta Wednesdays - a playgroup for families with children 0-5 years old. A variety of

craft and play designed to help children develop skills and for parents to improve skills

too. This group is supported by SaCC Facilitator;

Parkes/Forbes Family Day Care Playgroup - Family Day Carers meet each week at the

SaCC for a playgroup session with children in their care;

Australian Breastfeeding Association - meet every second Friday for "BLISS" a

breastfeeding support group;

Craft group - a group of mothers meet every Friday to do craft;

TAFE Outreach courses on demand - term 1 "How To Help Your Child At School And At

Home";

“Beginning Well” - a playgroup for families of children aged the year prior to school

entry who will be attending Forbes North Public School. The playgroup is supported by

trained volunteers who act as mentors to families in need of support. “Beginning Well” is

supported by Forbes North Public School and SaCC and coordinated by a Teacher.

Red Cross Breakfast Program - breakfast for students every school day. This initiative is

supported by Australian Red Cross, Forbes North Public School, SaCC, Anglican Parish,

Lutheran Ladies, Baptist Church ladies, and community volunteers.

This community health centre provides health nurses and specialised health workers to cater for the

needs of children from birth to adolescence. Most Services can be primarily accessed through self

referral and include:

Mental health workers;

Child and family health nurses;

Dietetic services;

Speech pathologists;

Occupational therapists;

Audiometrist specialist;

Child psychologist;

Sexual assault workers;

Immunisation service.

The Health Centre operates from 8.30am until 5.00pm Monday through to Friday excluding public

holidays.

Forbes Youth and Community Centre Vacation Care

This vacation care service offers centre based care for primary school aged children of all abilities

for a minimum of seven (7) weeks in total during the school holidays. The purpose of this program is

to create a safe and caring environment where children can freely choose amongst the program

of activities on offer. The Centre is owned and operated by Forbes Shire Council. Council is

pleased to provide this service to all families in the Shire at an affordable rate with child care

benefits available to eligible families from the Family Assistance Office.

The service operates from 9am to 5pm Monday through to Friday excluding public holidays.

Children are able to enrol for half or full days with registrations fees including all activities and

excursions. The service is currently in the process of obtaining accreditation through the National

Childcare Accreditation Council (NCAC) and aims to achieve this goal in 2008.

Forbes Shire, Council have identified issues concerning this demographic as well as services

currently being provided.

Population:

The youth of Forbes constitute the largest portion of the population. There are 2,526 (ABS 2006)

people in Forbes aged from 10 to 24 years of age being 26.99% of the total Forbes Local

Government Area population.

Youth Needs Survey:

The Youth Advisory Committee conducted a Youth Needs Survey for young people aged 10 -18.

This survey aimed to identify what is important to their wellbeing, concerns and identify activities of

interest. This survey will form the basis of Council‟s Youth Strategic Plan being compiled in

2008/2009. The Forbes Shire Council Social Plan 2008-2011 will be updated to reflect the additional

areas of concern, services, facilities and strategies identified in the final Youth Strategic Plan.

Areas of Concern:

Several attempts were made to hold public consultation with stakeholders for this target group.

Due to the lack of response the consultation was moved to the local high school to obtain a

meaningful representation.

Poor self-esteem and strong support networks were identified by the group as being the underlying

reasons for the following concerns with students of healthy esteems identified as being better

equipped to deal with situations as they arose.

Peer Pressure:

Peer pressure and the need to fit in are seen to result in:

Drug and alcohol abuse;

Sexual activity;

Anti-social behaviour;

Social status;

Fashion;

Teenage pregnancy.

Communication:

Effective communication is lacking between friends, parents and teachers.

Ability to Cope with Change:

Adjusting to high school was identified as a difficult period in the lives of young people.

Implementation of a “buddy” system prior to entry into high school was suggested. Ideally the

system would incorporate a “buddy” of the same year to provide companionship and an older

“buddy” to share knowledge and experience. This system would help with this transition.

Bullying:

Incidences of bullying have increased as a result of the increase in available methods such as a

variety of internet services; for example MSN messenger, Facebook, Bebo etc and mobile phones.

Financial Responsibilities:

Mobiles, social activities, cars, clothes etc are requiring an ever increasing amount of money and

ultimately sound understanding of financial management to meet these needs. The pressure to

own the best of everything is increasing the demand for work and in turn the pressure to work is

interfering with school work and the desire to continue with school.

School Work:

Large class sizes, limited teacher availability and/or willingness of students to seek help is

contributing to students finding it difficult to obtain help with assignments and understanding of

material.

Driving:

While metropolitan areas readily offer driving courses, students in Forbes feel that instruction from

parents is rarely enough or difficult to attain as far as meeting the necessary practise hours

required.

Boredom:

This issue results from a mixture of a lack of opportunities, unsatisfactory publicity of available

activities, lack of self-motivation and fear of trying new things.

School Problems:

Students feel unable to discuss issues pertaining to the school with teachers and/or principal for fear

of consequences and/or a belief that the issue and the student/s will be dismissed. Many students

feel that they are unheard and not respected by some teachers and that they are judged without

fair reasoning with little ability to change the opinions of the teacher.

Mental Health:

It is felt that there is insufficient awareness and available services for depression, anxiety and other

mental health problems.

Other issues raised included availability of feminine products and dealing with difficult situations

associated with friends and abuse.

Sporting Facilities:

In regards to sporting opportunities, Forbes caters well for the youth with a wide variety of sporting

facilities including rugby union, rugby league, cricket, tennis, golf, squash, archery, hockey, soccer,

netball, athletics, touch football, basketball, lawn bowls, softball, and swimming. Contact

attained from the Forbes Community Guide (also available from Forbes Shire Council).

Red Bend Catholic College is a secondary, co-educational school that offers boarding

school facilities. The school manages the following programs:

Indigenous Homework Centre

Runs Tuesday through to Thursday;

Priority is given to indigenous students, however the program is open to all students requiring

assistance.

Adolescents Coping With Emotion Program

Centacare is a social welfare agency of the Catholic Church in the Diocese of Wilcannia/Forbes

and a member of a network of Catholic welfare organisations. Centacare operates Monday to

Friday from 9am to 5pm. It covers Forbes, Parkes, Condobolin and surrounding communities within

the Dioceses of Wilcannia-Forbes.

JPET (Job Placement Education Training):

This service is available for young people aged between 15 and 21 years who are homeless

or at risk of homelessness and/or facing multiple non-vocational barriers. JPET assists young

people to re-engage with educational opportunities or training and/or access employment

assistance or begin employment . The service also provides assistance with specific skills such

as writing resumes and developing portfolios to help in seeking employment.

JPET provides an outreach service to Forbes, Parkes and other towns in the Central West.

Youth Pathways:

Targeting youth aged from 13 to 19 years who are at risk of leaving school before year 12 or

who have left within the last 12 months and are experiencing a combination of personal,

social and educational barriers. This program works towards breaking down barriers and

preparation for participation in Job Network.

Counselling Services:

This service is open to males and females of all age groups and provides personal and family

counselling on a sliding fee scale.

Youth Support:

This support service is open to young people between the ages of 16 years and 21years and

provides ongoing support, advocacy and referrals to young people in the community to

ensure their safety and well being. This program particularly seeks to provide support to young

people who are at risk of homelessness or are homeless. Funds can be used to purchase

resources as appropriate or accommodation.

The Forbes Shire Council Youth & Community Centre provides a space for young people to

participate in positive youth development activities and programs. The Centre has a recreational

space for games such as pool and table tennis, an educational support unit where young people

can access computers for internet research, refreshment outlets and a kitchen. The Centre also

holds specific functions for youth such as concerts and discos as well as structured programs and

workshops including life skills courses and art and dance workshops.

The opening hours of the Centre vary and adapt to best accommodate the needs of the young

people and other community members using the Centre.

The Centre is managed by Forbes Shire Council. The Youth and Community Officer is responsible for

the day-to-day running of the Centre.

the Forbes Shire Council Youth & Community Centre in Press Street.

The role of the Youth and Community Officer is to work with young people and the broader

community. The coordinator oversees the day-to-day operations of the Youth & Community Centre

by developing and implementing positive community development programs, projects and

activities for young people and community groups.

Providing information on services, referrals to other service providers and information on funding

opportunities for community groups are also part of the coordinator‟s role.

The Officer also assists in planning and conducting community events such as Youth Week and

Senior‟s Week activities which occur annually. The administration of the Youth Advisory Committee

is also the responsibility of the Youth & Community Officer. This Committee ensures that young

people have a voice on issues which affect them.

St. John‟s Friday Night Youth Group:

The St John‟s Friday Night Youth Group is a group for youth which meets every Friday night at either

St Johns Centre or St Johns Parish Hall. Activities that are held involve games, guest speakers talking

about life issues and outings to places such as the town pool. The gatherings are held between

6.30pm and 9.00pm with refreshments provided.

Following consultations with local residents, Forbes Health Service and Forbes Women‟s Refuge,

Council was able to determine the current level of service provisions for local women and identify

current trends and issues.

The statistical information in regard to women in Forbes was also incorporated through the use of

the ABS for the 2006 Census.

In 2006 the total population of the Forbes Shire area was 9,361 people. Women represented more

than half of the entire population; 4,722 individuals compared to 5,042 women in 2001.

The largest employer for women in the Forbes Local Government Area is the Health Care & Social

Assistance industry employing 20% of the 1,730 employed females in the area.

Whilst a higher percentage of women are employed as both Managers and Professionals than

men, in actual numbers there are a higher number of male managers (619 men; 279 women) as

compared to the number of women professionals (146 men; 344 women).

Areas of Concern:

The concerns raised include the continued availability of services at the Forbes Health Service

including the ongoing operation of the maternity ward and the availability of midwives and

doctors, particularly those specialising in anaesthetics and obstetrics.

Women who attended the public consultation indicated that there is a need to develop a

women‟s group for socialising and developing skills in a similar format as outlined by the College for

Seniors. The group also felt there to be a need for more female oriented activities as there are not

a lot of activities in the area.

It was further identified that daily access to doctors was also an issue.

Safety was another area raised at the meeting as many women do not feel safe outside of daylight

hours while outside or in their homes. The women each had several experiences that shook their

feeling of security in the community. This insecurity is partially due to the lack of a 24 hour police

station and the response time of police services to an incident.

Available Services:

There are a number of organisations in the Forbes Shire area that offer a range of community,

recreation, sport and support services for women. Currently, Council does not provide any direct

services for women, however, supports services provided in Forbes and where necessary

undertakes lobbying to improve these facilities.

Forbes Women‟s Refuge

The Forbes Women‟s Refuge is a Domestic Violence service that provides safe, supportive crisis

accommodation for women with or without children. Short term Crisis Accommodation is provided

on assessment for those who are in crisis and homeless with no alternative options.

The Refuge also provides court support for women to obtain Apprehended Violence Orders (AVO)

and support in family law matters. Staff are able to refer to other agencies, provide information on

domestic violence, social security, health and housing issues.

The Refuge has its own child support facilities for children of residents and ex-residents. Child

Support Workers offer Outreach and Support groups to child clients. These groups can include

educational and life skills programs, craft activities or social outings which enable creative

expression. Outreach services are also available to women who do not need to be

accommodated at the refuge.

The Forbes Women‟s Refuge operates as a 24 hour‟s 7 days a week service with staff being on call.

The service covers an extensive area which includes the Lachlan Catchment Region as well as

accepting referrals from Refuges throughout the state. with staff on call 24 hours per day with the

service covering a total of approximately 30 towns and villages in the Central West, bounded by

Orange, Lake Cargelligo, Tottenham and Barmedman.

Referrals to the Centre are generally through Government Agencies, friends and families of the

residents and the Police Service. Clients are also able to access the service through self referral.

Women‟s Groups:

Women‟s Groups are in place to enable women to interact with others in a relaxed

environment. These groups incorporate talks on domestic violence and sexual assault,

building self-esteem and independence. The Women‟s Groups focus on providing support

and education of the factors that affect victims of family violence and sexual assault.

Family Dispute Resolution:

Family Dispute Resolution provides a mutual problem solving process for defacto and married

couples who are separating. A trained, impartial third party assists the couple to negotiate

issues between them and determine their own solutions to issues.

Families NSW (Formerly Families First)

Through a coordinated network of services and activities, parents are supported to solve

problems early before they become ingrained and give children the best possible start in life.

This service is provided for families with children aged 0-8 years.

PSP (Personal Support Program)

In order to access this service a referral is required from Centrelink. The service is in place for

unemployed and similarly disadvantaged individuals and helps them deal with difficult

personal circumstances and remain connected to the economic and social life of the

community.

This service essentially provides a bridge between short term crisis services and employment

programs e.g. Job Network. Clients can access other services such as counselling, training,

rehabilitation programs, mental health support and advocacy as well as assistance with goal

setting.

Celebrate (Young Parents)

This program provides workshops for young parents. These workshops have an art focus and

aims to both further engage young parents in parenting activities and connect them with

other services and programs such as Families NSW.

The WOW program is offered once a year through the Outreach service provided at TAFE. This

program provides women with a Certificate I and Qualification I upon completion. The program

assists in increasing women‟s skill base whilst also providing the opportunity to connect with other

women. The program content is flexible and dependent on the needs of the women attending the

course at that time. The WOW program is a great opportunity for women re-entering the workforce

after children.

Rural Financial Counselling Service provides an independent, confidential and free service to

individuals, farm families and small business associated with farming who are suffering financial

hardship.

Generally the service operates on a one to one basis for the majority of cases and counsellors help

farm families and small business associated with farming who request assistance to analyse their

present financial situation. This may be in the form of:

Cash flow budgeting;

Gross margin analysis;

Reviews of contracts with lending institutions;

Loan applications;

Communication with lenders;

Information on government rural assistance schemes;

Information on Social Security and other welfare benefits;

Assistance with family decision making;

Referral to appropriate services for personal or family counselling;

The Forbes Health Service consists of the 30-bed hospital and the Community Health Centre. The 30

bed hospital provides Maternity Services, support and assistance for mothers and babies.

The Forbes Community Health Centre also offers services such as drug and alcohol counselling,

health promotions, community education and alternative health treatments. The Centre provides

women‟s health nurses and specialised allied health workers to cater for the needs of women

within Forbes.

MEN

Following consultations with local residents, Forbes Health Service and Forbes Menshed, Council

was able to determine the current level of service provisions for local men and identify current

trends and issues.

The statistical information in regard to men in Forbes was also incorporated through the use of the

ABS for the 2006 Census.

Demographic Profile

Population

The 2006 Australian Bureau of Statistics Census shows that Forbes LGA has a male population of

approximately 4,638. The proportion of males in the younger age groups have been in decline over

the last 2 census periods with the following exceptions: an increase in age groups 45-49, 55-59

through to 85yrs and older. The decline in the community‟s younger male population increases the

risk of a significant decline in overall population over the coming years and therefore a decrease in

the potential for town growth.

Areas of Concern

After a public consultation with members of the community and other service providers the

following concerns were identified.

Health:

There are many health issues that are particularly pertinent to men. Many men however do not

seek assistance for health related problems for a variety of reasons including fear, denial,

embarrassment, other priorities etc. Listed below are some of the health issues that men may face:

Suicidal tendencies (hopelessness, despair);

Loneliness (social isolation, lack of social skills);

Depression;

Anxiety;

Adjustment issues;

Grief;

Stress management;

Parenting skills;

Diabetes;

Substance abuse;

Gambling;

Rehabilitation (non-insured eg post heart attack);

Weight;

Coping with consequence of sexual abuse as children;

Sexual health issues;

Relationship issues;

Significant and/or terminal illness including those related to males;

Cultural issues;

Crisis;

Accommodation.

Social barriers:

As mentioned above some men are subject to social isolation and or lack social skills. This may

have a negative effect on personal relationships, self esteem and confidence, ability to deal with

and react to social situations, risk taking behaviour, personal decisions etc. It is not uncommon for

men to feel the need to drink when out in social situations.

Work pressures:

Providing financial security is an area that many men feel is their responsibility and as a result may

work long hours. This pressure may have a negative effect on personal relationships, their ability to

take an active role in the family and spending time with family, other priorities such as health issues

etc.

Acceptance and accommodation within the community:

Many men within the community feel that local events and provision of services are targeted for

women and that they do not accommodate men.

The following suggestions were offered to help combat these ongoing issues:

Day of celebration for men;

Provision of planned trips to sporting events/concerts/races etc. Using buses for such events

would promote more social interaction amongst men in the community;

Establishment of father‟s play groups;

Inclusion of male appropriate reading material in offices of service providers;

Events promoting dads and children (alcohol free) – not solely family as many people

understand family to mean Mother‟s and children;

Planned events targeting males only – trivia/cards/bingo etc.

NOTE: These events can be used as platforms for discussing additional issues such as health, drug

and alcohol related problems, relationships, depression etc.

Centacare seeks to provide a range of programs and professional services which are accessible to

all members of the community and help build healthy personal, family and community

relationships. Programs and services can be accessed by contacting Centacare or referral from

another service.

The Men and Family Relationship Program:

The aim of the Men and Family Relationship Program is to help achieve closer family

relationships, increased social networks for men and families. Support which is relevant and

accessible to men through:

Counselling – professional confidential counselling for men and their families;

Group work – aimed at enhancing parenting relationships and life skills;

Community education – offering presentations and programs to increase awareness of

issues for men and their role in the family and community.

The Forbes Health Service consists of the 30-bed hospital and the Community Health Centre

offering a full range of services for men within the hospital and community. The Centre offers

services such as drug and alcohol counselling, health promotions, community education and

alternative health treatments. Services can be primarily accessed through self referral,

except where indicated and include:

Physiotherapy services (referral required);

Drug and Alcohol counselling;

Rural Counselling Program:

Forbes Rural Financial Counselling Inc. was established in June 1988 after a community meeting

held at the Forbes Bowling Club. The service was originally started as a crisis service to assist farmers

who were in crisis from commodity downturns, drought, flood or any extreme circumstances that

led to a critical financial position.

Forbes Rural Financial Counselling Inc provides an independent, confidential and free service to

individuals, farm families and small business associated with farming suffering financial hardship.

Generally the service operates on a one to one basis for the majority of cases and counsellors‟ help

farm families and small business associated with farming who request assistance to analyse their

present financial situation.

This may be in the form of:

Cash flow budgeting;

Gross margin analysis;

Reviews of contracts with lending institutions;

Loan applications;

Communication with lenders;

Information on government rural assistance schemes;

Following consultation with local residents, Jemalong Retirement Village, HACC service providers,

Council has been able to determine the current level of service provisions for older people in the

community and identified current areas of concern.

Statistical data with regard to the older people in Forbes has also been incorporated through the

use of ABS information from the 2006 Census.

Population

Aged people in Forbes Shire (60 years plus) represent 23.2% of the population (2006 Census)

totalling some 2,169 people. This is up 3.2% from the 2001 Census. The highest percentage of aged

people is within the 60 to 64 age group shown by the following graph.

While many services exist to accommodate and meet the needs of elderly residents there are still

several areas of great concern.

The access bus provided by Parkes/Forbes Community Transport is insufficient to meet the needs of

the Forbes aged population as it is housed in Parkes and is only available during business hours.

While this service does provide a morning and afternoon run to the Forbes area it is unavailable for

individual use outside these hours. An access bus located in the Forbes area for use during business

and non business hours has been identified as an area of high need. This is an important issue as

socialising is also crucial to a high standard of living and many individuals with a disability have

difficulties in accessing social events due to limited transport.

Respite services are available for young people and their carers up to the age of 18 and for elderly

people and their carers.

Each year a Seniors Week Celebration is held to acknowledge and celebrate their achievements.

This is a day to be celebrated by all people and further promotion is needed to connect with the

whole community inviting their participation. These events are not only important for the elderly but

for everyone in order to increase awareness, understanding and acceptance.

A need for services for people who are deaf or suffering profound hearing loss was also identified

particularly in light of socialisation difficulties.

Accessibility of public buildings including shops for people in wheelchairs is limited. It is important

that the local community recognise this limitation and that they consider improving access for all

people in future building improvements.

The Forbes College for Seniors, recognised by Universities of Australia, is open to all members of the

public over the age of 60. The Forbes College for Seniors is a non-profit making voluntary

organisation. An annual membership fee of $13 applies to all members. The aim of the organisation

is to provide educational; recreational and social activities for all interested members of the Forbes

and District Community within the eligible age range.

An annual general meeting is held each December. Meetings are held in February and August of

each year at which time course lists for Autumn and Spring are made available for members.

Several meetings are held throughout the winter months.

The facility provides 61 (low care) and 30 (high care) nursing home beds with one designated unit

within the hostel facility for Respite needs. The facility also has additional capacity to provide

occasional respite for a further 100 days per annum when a vacancy in other units enables that

capacity to be utilised.

The regular „happy hour‟ every Friday night; the „Shoot & Shuffle Board‟ competitions and social

games including “movie days” has enhanced the well being of residents. The Village makes use of

their own bus for outings to outside activities. Volunteers provide support through entertainment;

craft and hairdressing which also enhance the day to day lives of residents whilst bringing the

community into the Village

Every resident must be assessed by the Aged Care Assessment Team (ACAT) prior to entry. This is to

determine the level of need of each applicant, and also assess the degree of care required to

ensure appropriate placement into the Hostel or Nursing Home. Waiting lists are dependent upon

the individual needs of applicants and JRV does not maintain a waiting list as that is done by the

ACAT.

A new facility is in the process of discussion with plans to relocate to Bogan Gate Rd. At the date of

writing this plan this new facility does not yet have a date of completion.

The Mater Aged Care Service is owned by Catholic Health Care and located on the corner of

Johnson and Prince Streets providing high level care for 36 frail aged residents.

Xavier Daly Wing is a secure Dementia Specific Unit providing care for 18 residents, each with own

room and ensuite. The Brentwood Wings accommodate 18 residents in single rooms with ensuites.

Qualified staff provide personal care of the highest professional standard in a gracious home like

environment.

A member of the Aged Care Assessment Team assesses prospective residents. Admission is

dependent on availability of accommodation and degree of need.

Services for older persons within the community are provided both at the hospital and by staff at

the Community Health Centre. The service aims to assist and support older persons to stay within

their own home for as long as possible. Services older persons may need to access are primarily

Occupational Therapy, District and Community Based Nursing, counselling, women‟s health,

dietetics, speech pathology and physiotherapy.

This aged care facility includes 21 units, which has 18 one bedroom units and three two bedroom

doubles. The units are provided for aged persons receiving government financial assistance and

are not a care facility. A code of conduct is issued to residents on tenancy

The facility was built in 1967, to accommodate a need that was identified. This was completely

funded from community funds.

Central West Community Options

This service provides individual case management, service planning and resource identification for

aged persons, people with disabilities and their carers who are at risk of premature or inappropriate

institutionalisation.

Home and Community Care Centre – HACC

Home Care Services include general house work, personal care, respite care, living care, overnight

care, essential shopping and help in planning services. The aims of the service are to help older

people and people with disabilities to live independently in their own homes rather than

unnecessarily moving into residential care. They assist those with the greatest needs because of

personal circumstances or lack of resources. This service has target groups of frail, aged and also

people with disabilities and their carers.

Forbes and District Meals on Wheels Association Incorporated:

The aim of this service is to provide quality food to assist people who are frail, aged, people

with disabilities and carers who need additional support to enable them to live comfortably in

their own homes. The service provides hot, two course meals, delivered seven days per week.

Alternatively, frozen food service can be obtained. The service is run through the HACC

centre located on Harold St.

Forbes Neighbourhood Aid:

Forbes Neighbourhood Aid provides house bound library services and daily morning

telephone calls to clients who live alone and provide a monthly outing for the aged. Funding

is coordinated through the HACC Centre.

Forbes/Bland Home Modification and Maintenance Incorporation:

This service provides minor works to homes for the aged and disabled so as to assist with

safety and security. This service is subsidised by HACC, however cost of equipment is the

responsibility of the individual.

Parkes/Forbes Community Transport and Aged Support Service:

This service is based at Forbes and Parkes and the target group for this service includes frail

aged, people with disabilities, younger people with disabilities and their carers. The aims of

the service are to assist the target group who are transport disadvantaged and allow them to

The target group are carers of people who are frail, aged, have a chronic illness, disability or

require assistance with daily tasks to allow them to remain at home. Services provided include

Central West Carer Respite Centre which aims to link carers with existing respite services in their

local community including in home and centre based respite care, advice and information

services, residential respite, booking services.

Central West Carer Respite Centre provides short term one off funding to assist carers awaiting to

link to existing services. The Centre can also provide out of hours emergency respite services.

Transport:

Within the Forbes community a local bus company provides a local run, five days a week. This

service route travels past aged care and medical facilities several times a day. Lach-Haven also

utilise a bus with disabled facilities to transport members of the school. The Forbes Taxi Service is

also available.

Following consultation with local residents, Lachlan House With No Steps and various service

providers within Forbes the current level of services available for the disabled was identified.

Statistical information in regard to the disabled in Forbes was also incorporated through the use of

ABS and the 2006 Census.

Demographic Profile:

Population:

In the Forbes Local Government Area 5.4% of the population had a „Core Activity Need for

Assistance‟. The 2006 Census data shows that 4.2% of the NSW population had a „Core Activity

Need for Assistance‟. This variable has been developed to measure the number of people with a

profound or severe disability. People with a profound or severe disability are defined as needing

help or assistance in one or more of the three core activity areas of self-care, mobility and

communication because of a disability, long term health condition (lasting six months or more) or

old age.

The Table below provides a comparison of the breakdown of the core activity need for assistance

between the Forbes Local Government Area and NSW.

Areas of Concern:

While many services exist in the area to accommodate and meet the needs of people with a

disability there are still several areas of great concern.

The access bus provided by Parkes/Forbes Community Transport is insufficient to meet the needs of

the Forbes clientele as it is housed in Parkes and only available during business hours. While this

service does provide a morning and afternoon run to the Forbes area it is unavailable for individual

use outside these hours. An access bus located in the Forbes area for use during business and non

business hours has been identified as an area of high need. This is an important issue as socialising is

also crucial to a high standard of living and many individuals with a disability have difficulties in

accessing social events due to limited transport.

Respite services are readily available for young people and their carers up to the age of 18 and for

elderly people and their carers. However respite for carers of adult aged people with disabilities is

an area of high need.

Each year a celebration for people with a disability is held to acknowledge and celebrate their

achievements. While celebrations are organised for the Forbes Area the attendance by local

community members has been disappointing. This is a day to be celebrated by all people and

further promotion is needed to connect with the whole community for their participation. These

events are not only important for people with a disability but for everyone in order to increase

awareness, understanding and acceptance of differences amongst people.

A need for services for those people who are deaf or suffering profound hearing loss was also

identified particularly in light of socialisation difficulties.

Accessibility of public buildings including shops for people in wheelchairs is limited. It is important

that the local community recognise this limitation and that they consider improving access for all

people in future building improvements.

A number of facilities are available within Forbes for the disabled and the continuation of these

services and further access development are vital.

This health service provides support and assistance for persons with a disability. Once assessed,

care and on-going management can be through direct care from nursing services, occupational

therapy, speech pathology, physiotherapy and general counselling and support services. If services

are required that are not provided by the Health Service, assistance and support to link to other

service providers is offered. Referral to the Mid Western Area Health Service Brain Injury

Rehabilitation Program (BIRP) may be accessed through the Health Service.

The Lachlan House With No Steps is currently recognised as an outstanding provider of support

services to people with disabilities. Lachlan House With No Steps was founded in December 1974

with a sheltered workshop employing 4 people with disabilities operating from a pavilion at the

Forbes Show Ground. In mid 1976 the work shop was relocated to Rankin Street and numbers

increased to 25. The Lachlan House With No Steps is committed to enhancing the lives of people

with a disability and their carers through the provision of flexible Support Services that create

opportunities.

Current services run from Lachlan House With No Steps include the following:-

House With No Steps Lawn Maintenance Team:

This project of Lachlan House With No Steps commenced eight years ago as a lawn mowing

service with a supervisor and one person with a disability. It has grown into a business that

employs 13 people consisting of a team leader, one leading hand and 8 full time employees

and three casuals. The business has a regular customer base and over 100 gardening clients

including 23 homes and 9 vacant blocks of land owned by North Parkes Mines.

Administration Office:

Currently employs 5 people with disabilities and teaches general office skills.

Aussie Biscuits:

Aussie Biscuits is a unique biscuit making department that employs 30 people with disabilities.

Independent Living Skills Training and Lifestyle Support Services:

One community home is operated by Lachlan House With No Steps and provide a training

base where people with disabilities learn functional living skills and develop personal

confidences before making the transition to accommodation of their own choice. Lifestyle

Support Services provides a drop in support service for people who are living in the

community and who require a level of assistance to maintain their independence and quality

of life.

Children‟s Respite Service:

A newly established service operates school holidays and weekends for respite programs for

children of families who may be in crisis, isolated geographically or need a well earned break

from their responsibilities as full time carers.

Little Learners Early Childhood Intervention Project:

Early Childhood intervention refers to a range of educational, therapeutic, health and

community services provided for young children (0-5 years) with additional needs and their

families. It enables families to work together with a team of specialist‟s teachers and therapists

to enhance the development of their children in Early Childhood.

Post School Programs (Transition to Work and Community Participation):

These important programs provide training and support to school leavers with disabilities in life

and social skills, with pre-vocational training and work sampling leading towards

independence and employment.

blind or vision impaired to manage their daily activities and make the most of their remaining sight.

Services include a range of rehabilitation equipment and library services. Both the HACC services

and House With No Steps make use of this service.

The target group are carers of people who are of frail age, have a chronic illness, disability or

require assistance with daily tasks to allow them to remain at home. Services provided include

Central West Carer Respite Centre which aims to link carers with existing respite services in their

local community; advice and information services; residential respite and booking services. Central

West Carer Respite Centre provides short term one off funding to provide respite to carers awaiting

to link to existing services. The Centre can also provide out of hours emergency respite services.

Home and Community Care Service (HACC)

This service is based in Forbes and target groups include the frail aged, people with disabilities and

their carers. Their objective is to help older people and those with disabilities to live independently

in their own homes rather than unnecessarily moving into residential care. They assist people with

the greatest need because of personal circumstances or lack of resources. The services provided

include general housework, personal care, respite care, living care, overnight care, essential

shopping help etc.

Forbes/Bland Home Modification and Maintenance Incorporation:

Provide minor works to homes for the aged and disabled so as to assist with safety and

security. This service is subsidised by HACC, however cost of equipment is the responsibility of

the individual.

Forbes and District Meals on Wheels:

The target groups of this service include the frail and aged, people with disabilities and their

carers. Their aim is to provide quality food services to assist people who are in the target

group to enable them to live comfortably in their own home. The services provided includes

two hot meals delivered seven days per week or alternatively they have a frozen food

service.

Forbes Neighbourhood Aid Project:

This service aims to assist frail aged and younger people with disabilities and the carers of

both. Services provided include house bound library service, telecross providing a daily

morning telephone call to clients who live alone and monthly outings.

people with disabilities, younger people with disabilities and their carers. The aims of the service are

to assist the target group who are transport disadvantaged and allow them to live independently

The Environmental Services Department has a supply of Master Locksmith Access Keys (MLAK)

which can be distributed to community members on request. These keys are part of a National

Program for providing access to sanitary facilities to community members with disabilities.

Forbes currently has 3 sites for the MLAK system. One of which is located at Hughie's Plaza (Next to

Woolworth's) accessible from Rankin and Lawler Streets and one in Victoria Park across from the

Forbes Shire Council and the third at the Rugby grounds.

INDIGENOUS PEOPLE

Following consultation with local residents, Yoorana Gunya and various service providers within

Forbes, Council is able to determine the current level of service provisions for the Indigenous

Community and identify current trends and issues.

Statistical information in regard to the Indigenous in Forbes was also incorporated through the use

of ABS and the 2006 Census

Demographic Profile:

The 2006 ABS Census revealed that the Indigenous Community of Forbes has grown by 22.7% since

the 2001 Census. There are currently 630 individuals who identify as being indigenous. The

Aboriginal Community is a young community with 56.7% under the age of 25 (see graph below).

Presently there are six (6) individuals who actively speak the Wiradjuri language at home.

The community meeting revealed that to the knowledge of the group there are no Wiradjuri Elders

in the area though several individuals within Forbes have been identified to represent and speak on

behalf of the Indigenous Community.

A total of 140 individuals, 22% of the Indigenous Community over the age of 15 indicated they were

employed and working between 0-49+ hours per week prior to the 2006 Census night.

Need for Youth Oriented Activities and Venues Outside School Hours:

It was noted that while there are many sporting opportunities in town for young people there

are no venues or activities for young people to participate in over weekends and during

evenings that are not sporting related. It is important for indigenous youth to have a safe

environment in which they can participate in a variety of positive experiences with

appropriate role models.

Increase in Awareness of Aboriginal Heritage Through Promotion and Tourism:

As stated in the previous Social Plan the indigenous community feels that it is important to

celebrate their heritage and share this with the greater community of Forbes and visiting

tourists. It has been suggested that an establishment of a cultural centre would be beneficial.

Whilst a lack of resources prevents the further development of such a venue the Forbes Shire

Council Cultural Plan has identified the need for an assets audit which may identify a suitable

existing venue.

Isolation between Services and within the Community:

While all service providers offer outstanding programs for the indigenous community it is

apparent that a lack of resources including money and manpower is hindering further

improvement of social issues within the indigenous community. As resources are limited within

all services in the community it was pointed out that services would benefit from teaming up

with other providers to offer more efficient programs able to reach more individuals and

increase awareness. In addition to most services working in isolation from each other, the

group recognised that the indigenous community feels segregated from the greater Forbes

community. When discussing concepts such as community building and social planning it is

important that all groups feel a part of the wider community and that they are appreciated

and valued like any other. This isolation has also been identified within the Cultural Plan with

Council seeking to establish a Memorandum of Information (MOU) to openly facilitate

enhanced communications and recognition.

Health and Wellbeing:

Ongoing health concerns surrounding drug and alcohol abuse, gambling, nutrition, unhealthy

relationships including domestic violence and overall wellbeing remain a high concern within

the indigenous community. While current resources are being used to provide the best

possible services to combat these issues an increase in awareness and the provision of

positive opportunities promoting healthy options would serve to help tear down these barriers

to overall health and wellbeing. A lack of employment opportunities and education

continues to fuel these problems as employment and education has a direct bearing on an

individual‟s sense of self-worth.

Yoorana Gunya Family Violence Healing Centre Aboriginal Corp

Yoorana Gunya is a community controlled organisation which has been in operation for

approximately twelve (12) years and has established a strong record in dealing with general health

concerns, issues of family violence and harm amongst the Aboriginal Community.

Yoorana Gunya takes a holistic approach to Aboriginal Health and aim to combat family violence

whilst also addressing major health issues. The service provides relief and assistance for crisis,

pressure within Aboriginal families, medical assistance, counselling services etc.

The service currently has five (5) full time staff and one (1) part time consultant. The full time staff

include:

1 Manager

1 Aboriginal Health Worker

2 Family Liaison Officers

Yoorana Gunya auspice two other services being Binaal Billa and Wiradjuri Language Program.

Binaal Billa is a legal service which consists of 3 solicitors; 1 Coordinator; 1 Community Legal

Educator; and 1 Sexual Assault Worker.

The Wiradjuri Language Program runs in partnership with Forbes North Primary School. Students are

learning greetings, family names, names of animals and Year 1 students learn to sing songs in the

Wiradjuri language.

Yoorana Gunya has a partnership agreement with Greater Western Area Health Service which

enables Yoorana Gunya to have priority access to mainstream services. These services are through

the Community Health Service and include maternal infant health; sexual health screenings;

dietician and a community mid-wife.

In addition Yoorana Gunya also have access to a visiting Doctor every Tuesday, presently this

service is provided by Dr Cuppitt. A Drug and Alcohol Worker is also available on Wednesdays.

Forbes Health Service:

As stated above the Forbes Health Service has formed a partnership with Yoorana Gunya and

works with staff from the Centre to provide appropriate services and programs for the Aboriginal

people of Forbes. Community based staff provide a range of services at Yoorana Gunya and

ensure follow up occurs for Aboriginal people at Yoorana Gunya within their home or at the

Community Health Centre, allowing Aboriginal people to increase their access to mainstream

services.

The Forbes Health Service and the Community Health Centre offers a full range of services for

individuals within the hospital and the community. The Centre offers services such as drug

and alcohol counselling, health promotions, community education and alternative health

treatments. Services can be primarily accessed through self referral, except where indicated,

and include:

Family Dispute Resolution:

Family Dispute Resolution provides a mutual problem solving process for defacto and married

couples who are separating. A trained, impartial third party assists the couple to negotiate

issues between them and determine their own solutions to issues.

Families NSW (Formerly Families First):

Through a coordinated network of services and activities, parents are supported to solve

problems early before they become ingrained and give children the best possible start in life.

This service is provided for families with children aged 0-8 years.

PSP (Personal Support Program):

In order to access this service a referral is required from Centrelink. The service is in place for

unemployed and similarly disadvantaged individuals and helps them deal with difficult

personal circumstances and remain connected to the economic and social life of the

community.

This service essentially provides a bridge between short term crisis services and employment

programs e.g. Job Network. Clients can access other services such as counselling, training,

rehabilitation programs, mental health support and advocacy as well as assistance with goal

setting.

Celebrate (Young Parents):

This program provides workshops for young parents. These workshops have an art focus and

aims to both further engage young parents in parenting activities and connect them with

other services and programs such as Families NSW.

PEOPLE FROM CULTURAL AND LINGUISTICALLY DIVERSE BACKGROUNDS

Following consultation with local residents, Lachlan House With No Steps and various service

providers within Forbes, Council is able to determine the current level of service provisions for the

disabled and identify current trends and issues.

Statistical information in regard to the disabled in Forbes was also incorporated through the use of

ABS and the 2006 Census.

Demographic Profile:

Population

The 2006 Australian Bureau of Statistics Census shows that Forbes has a population of approximately

9,361 people of which, 3.6%, were born overseas. In 2006 18 migrants moved to the Forbes area;

compared to 0 in 2005, 6 in 2004, 0 in 2003 and 8 in 2002. Of the total overseas born persons, in

Forbes nearly a quarter, 24.8%, 83 individuals, speak a language other than English and a total of

140 individuals, 1.5% of the Forbes population speak a language other than English at home (ABS

2006 Census)

Areas of Concern

After public consultation with members of the community and other service providers the following

concerns were identified.

Communication:

While the data suggests that the majority of migrants in Forbes speak English, public

consultation indicated that those who do speak another language would feel more

confident when speaking to various agencies in their own national language and would

appreciate the availability of services such as Translation and Interpretive Services. In

addition, the consultation identified a need to maintain the customs of their birth country

including freedom to speak their native language and to share their celebrations with the

community of Forbes.

Acceptance:

From the consultation there is a general consensus that prejudice and a lack of acceptance

are still experienced for people from culturally and linguistically different backgrounds. It was

suggested that celebrations such as Harmony Day and Australia Day are avenues for

breaking down the barriers of prejudice and creating unity within the community.

Isolation:

A sense of isolation experienced by new migrants can be attributed to issues such as difficulty

meeting new people, understanding rights, an inability for cultural expression, limited access

to information and limited transport. A Migrant Support Group was suggested in consultation

as a way of combating many of these issues. This group would not only serve as a social

platform but also an opportunity to invite service providers in the area to inform the group of

opportunities available.

In addition to this group an Events Calendar was suggested as a means to include all new

residents in activities around town. While this is a valuable suggestion it is important to

recognise that correspondence through mail often goes unnoticed which is possibly due to

language difficulties.

Available Services:

Translation and Interpretive Services (TIS):

This service is made available by the Australian Government Department of Immigration and

Citizenship. For non-english speakers, TIS National can provide telephone and onsite interpreters.

For english speakers, TIS National provides interpreting services to help them communicate with

non-english speaking clients, using telephone interpreting, the Automated Telephone Interpreting

Service (ATIS) and onsite interpreting. TIS also provides assistance with document translation

services to eligible clients from select AMEP service providers. Eligible persons settling permanently

in Australia may receive free translating services.

TAFE offers a range of certificate level courses in access and general education, agriculture,

business, computing and welding. The access and general education division provides courses

such as:

Languages other than English (LOTE);

Literacy;

Numeracy and science;

Vocational training;

Women‟s programs.

Migrant Support Services

Council's Migrant Worker is funded through the Department of Immigration and Citizenship (DIAC).

The role is to provide information, referral and individual casework to newly arrived and socially

isolated migrants living in the regional local government area with outreach services to Cabonne,

Forbes and Parkes Shires.

The aims are to provide:

Information, referral and casework services for migrants, dependants of skilled migrants and

refugees;

Community support through information sessions and group development;

Support for, and partnership with, providers to ensure their awareness of settlement

needs as well as facilitation of cultural awareness training throughout the year;

Engaging Culturally and Linguistically Diverse (CALD) community members in capacity building

and integration into the community
