TRAINING COURSE ON
FLOOD FORECASTING SYSTEM AND ITS APPLICATION (OFFSIA)
Beijing, China, 15 - 21 October 2007 1. OPENING OF THE TRAINING COURSE 1.1 At the kind invitation of the Bureau of Hydrology (MWR-BOH), the Training Course on Flood Forecasting System and Its Application (OFFISA) was held in Beijing, China, from 15 to 21 October 2007 (see pictures in Annext 4). 1.2 The training course was attended by 10 oversea participants from 7 selected Members of the Typhoon Committee, namely: the Democratic Peoples Republic of Korea; Laos; Malaysia; Philippines; Singapore; Thailand; the Socialist Republic of Viet Nam. The course was also attended by 13 domestic participants, including 6 from river-basin/provincial bureaus of hydrology. The list of participants is attached as Annex I to this report. 1.3 The session was opened at 09:30 a.m. on Monday 15 October 2007 in the Zhong Min Plaza Hotel in Beijing, China. The Chairman of the Local Organization Committee, Mr. Zhiyu Liu chaired the opening session of the meeting. 1.4 In opening the session, the Deputy Director-General of the Bureau of Hydrology, Mr Jiazhi Liang cordially greeted participants. He stressed the continued enormous annual losses due to floods and droughts that exceed annually 100 billion RMB. In addition, increasingly flash floods associated with debris flows and landslides add to the economic losses and in particular to the high loss of lives. He pointed out that since 1990s, averaged national economic loss directly caused by floods exceeds RMB 100 billion every year, 2% of the national GDP. In addition, local storm flooding has caused mountainous flood, debris flow and land slide, becoming a major disaster that claims lots of casualties. This situation calls for new approaches in risk-based and integrated water resources management. Mr Liang noticed that the Typhoon Committee is putting more and more stress on hydrological sector. For example, the Working Group on Hydrology of the committee has held a number of activities and projects. In flood prevention and disaster mitigation field, such projects as RCPIP and DPP include Hydrological Instrument and Communication Equipment Assessment and Improvement, Flood Risk Map Preparation, Establishment of Flash Flood Prediction and Early Warning System, Assessment and Improvement of Operational Flood Forecasting System, Preparation of a Manual of Reservoir Operation and Evaluation of Flood Forecasting Model, Application of Operational Flood Forecasting System, Urban Typhoon-Related Disaster Risk Management, etc.. Implementation of

these projects helps the collaboration and exchange in our flood early warning, flood forecasting, reservoir regulation, and disaster control, enhancing the capacity of hydrology in disaster prevention and mitigation. Mr. Jiazhi Liang hoped that this training course would be beneficial for all participants and that they could apply what they have learnt to their flood forecasting services. 1.5 In addressing the participants on behalf of the Permanent Representative of China with WMO, Mr Bangzhong Wang, Deputy Director of the Department of Forecasting Services and Disaster Mitigation of China Meteorological Organization (CMA) stressed the view of CMA that the three components of TC “Meteorology, Hydrology, Disaster Preparation and Protection (DPP)” reflected equal importance in TC. As China is frequently hit by various natural disasters such as floods, droughts, typhoons etc, effective early warning and mitigation of these disasters is fundamental to the socio-economic development, national security and sustainable development of China. Therefore, CMA and the Ministry of Water Resources have established good partnership in addressing those issues. The two organizations effectively collaborate with each other directly and through the office of the State Flood Control and Drought Relief Headquarter in combating many serious floods in large river basins. Such cooperation contributes to the sustainable development and a harmonized society in China. He assured continued full support of China to and its Hydrology and Water Resources Programme. 1.6 In the opening session on behalf of the Department of International Cooperation, Science and Technology, Ministry of Water Resources of China, Mr Yong Zhong, Deputy Division Director assured participants and TC of the continued support and active participation of China in participation in and support of hydrological activities and contributions to regional cooperation. 1.7 The TC’s representative, Mr Olavo Rasquinho, Secretary of the Typhoon Committee thanked the Ministry of Water Resources from China for the excellent arrangements made for hosting the training course. He also expressed TC’s appreciation to the participants and their national institutions for accepting TC’s invitation. In briefing the participants on the background and purpose of the meeting, he stressed that this is one of the most significant events related to the transfer of know-how, in 2007, among the Members of Typhoon Committee. The Course on Operational Flood Forecasting System and its Application (OFFSIA) has a great importance for the TC Members, considering that, according to the Intergovernmental Panel on Climate Change (IPCC), more extreme typhoon-related events involving torrential rains, floods and land slides are expected in a near future. Also in consonance with recommendations of WMO, the TC Strategic Plan gives vital importance to the sharing of hydrological data, assessment of the disaster risk and to the production and dissemination of accurate and timely flood-related forecasts and warnings. In this connection, hydrologists, meteorologists and DPP specialists have still much work to do.

One of the tasks of TC is to coordinate actions in these three complementary fields: Hydrology, Meteorology and Disaster Prevention and Preparedness. He also stressed the recommendations from different international organizations, namely UNESCAP and WMO, in what refers the necessity in giving more opportunities to women to participate in hydrological and meteorological activities. They also need to collaborate more actively in the construction of a sustainable and equitable development. 1.8 The Vice Chair of the WGH, Mr Jinping Liu, Deputy Chief Engineer of MWR-BOH welcomed the participants and thanked the TCS for coorganizing the training course. He briefed the participants the hydrological component activities of the Working Group on Hydrology (WGH). 1.9 Mr. Olavo Rasquinho paid a short visit to MWR-BOH after the opening ceremony of the training course on OFFSIA. Mr. DENG Jian, Director General, Bureau of Hydrology, Ministry of Water Resources of China had a meeting with Dr. Rasquinho at his office in Beijing (see the picture in Annext 4). 2. ORGANIZATION OF THE WORK OF THE TRAINING COURSE AND ADOPTION OF THE AGENDA 2.1 On behalf of the local organization committee, Mr Zhiyu Liu introduced the participants the organization of the work of the training course, including scientific lectures, on-hand training exercise, logistic arrangement, etc. The agenda is presented in Annex 2 of this report. 2.2 The participants were informed on the practical arrangements made for the training course, including the organization of a technical visit to the National Flood Forecasting Center of China and the Network Center of the Ministry of Water Resources. The participants appreciated the local organizer’s efforts to organize such an important visit. 3. INVITED LECTURES AND EXERCISE 3.1 The representative of TC, Mr Olavo Rasquinho presented a briefing on the activities of the organization of UNESCAP/WMO Typhoon Committee. In his presentation he provided information of tropical cyclone programme and regional components, specialized groups of TC, vision and mission of TC, strategic plan for 2007-2011, composition of typhoon committee, and so on. 3.2 Mr. Zhiyu Liu, Deputy Division Director of MWR-BOH, made a presentation on Advances and Prospect of Flood Forecasting Technology in China. He began with

the current environment and flood Management strategies in China, then he gave the information on common approaches of flood Forecasting in China including Empirical flood forecasting methods and hydrological forecasting models (e.g. the Xin’anjiang model), evolution of flood forecasting systems in China, main technical features of National Flood Forecasting System, Prospect of Flood Forecasting Technology in future. 3.3 Prof. Jiren Li, Deputy Chief Engineer of China Institute of Water Resources and Hydro-power Research, presented a scientific lecture on Xinanjiang Rainfall-runoff Watershed (3 water components), which contained 5 parts, namely: the concept of model, the input and output of the model, the structure of model, the parameter of the model, and procedure of parameter calibration and validation. The Xinanjiang model is a conceptual model using storm rainfall and evaporation to estimate runoff. It is a combined catchment and routing model, and intended for flood forecasting. The model has been widely applied in China, particularly, it works quite good for middle and large river basins in humid regions. Except for flood forecasting in humid and semi-arid regions, the Xinanjiang model has been applied in recent years in other fields such as water resources estimation, design floods, field drainage, water project programming, hydrological network planning, water quality accounting, etc. The model is being extended and developed to meet with miscellaneous surface conditions such as snow cover, karst, large plains, swamps, wetlands and so on. 3.4 Mr. Dawen Yang, Professor of the Department of Hydraulic Engineering of Tsinghua University, presented a scientific lecture on The “3S” Techniques & Application for Flood Forecasting. His lectures covered a variety of aspects, including the Concepts of the “3S” Techniques, Basic components of the GIS, Basic Functions of the GIS Software, GIS Database, GIS Algorithm -- Spatial Analysis, Applications of RS for Water Resources Management, Integration of the “3S” Techniques, and Floods Forecasting in the Three Gorges of the Yangtze River of China. 3.5 Ms. Yan Li made a presentation on China National Flood Forecasting System Guidance. After briefing the participants the general features of the system, she demonstrated how to develop a Xinanjiang model flood forecasting scheme and perform operational flood forecasting by means of a step-by-step procedure following an example of a Vietnamese catchment of Thao River. 3.6 At the request of MWR-BOH, all the participants brought their own data for the exercise of developing a flood forecasting scheme and operational flood forecasting. The exercise of the training course included the Installation and Configuration of National Flood Forecasting System, Historical Data Processing, Modeling and Operational Flood Forecasting, Scheme Construction (Scheme Definition, Basin Boundary Generation, Model Choices, Thiessen Polygon Creating), Parameter

Calibration& Verification, Operational Flood Forecasting. To assure the quality of the exercise, one-on-one training or individual tutoring was conducted for participants. 4. CONCLUDING REPORT PRESENTATIONS BY ALL THE TRAINEES 4.1 All the trainees were required to make a 20-minute presentation on October 19, 2007. The contents of the presentation covers 7 parts, namely:
Brief introduction to flood forecasting system in the country Catchment Description (location of the test basin, river system, gauge
network, including a basin map ) Hydrometerological data availability for the test basin Calibration and validation of the Xin’anjiang model (discussion on model
performance results and calibrated parameter values) Operational flood forecasting (if possible) Conclusions and suggestions
4.2 Mr Asnor Muizan ISHAK from the Dept.of Irrigation & Drainage of Malaysia presented three presentations, namely Flood Forecasting, Warning and Dissemination of Information in Malaysia, Stormwater Management and Road Tunnel, and Flood Forecasting in Johor of Malaysia. The test river basin for the exercise is the Johor River Basin with a drainage area of 1130 km2. He conculded as follows:
R2 or determination of coefficient for calibration period is well good for the year 1988 is 0.983 and validation period is in 1984, 1985, 1986 shows 0.903.
But forecasting exercise gives a difficulty at the rising curve. This is shows that calibration parameters is not in right order or the historic data need to be calibrated again. Hence, to come out with a best forecast data so the calibration parameters also need a best parameters such as with a long term data and good quality data.
Lastly, the model accuracy need to be measure, that is difference between the amount forecasted, and the value that actually occurs. This error could be measured in term of Mean Square Error (MSE), Root Mean Square Error (RMSE), Mean Absolute Error (MAE), Relative Mean Absolute Error (RMAE), Forecast Efficiency (E).
He also made the following recommendation for the further improvement of the NFFS: Take into account tide forecasting. This problem will be need during high tide. the calibration process should shows the % of completed. the calibrated and adjusted parameters should be save automatically
whenever parameters it changed. During the forecasting part, rainfall data as one input only which do not need
the water level and discharge data. To be mastering in this system, this training course should extend to 3 weeks
because to consider the software of sql server and msk as a selected hydraulic model into river basin and etc.

4.3 Mr Bounhieng Souvannahane from the Department of Meteorology and
Hydrology (DMH) of Laos first briefed the participants the flood forecasting methodologies, flood warning and dissermination in the country. Then, he reported the results of first run of the Xinanjiang model for the test basin of Nam Ngum river at Veunkham station (1886km2) and its operational flood forecasting for year 2000. The result of operation forecasting is not good because the discharge measurement of each station are less, only about 20 times per year then the rating curve of daily discharge got big error. 4.4 Mr. Tien Ser TAN from the Public Utilities Board of Singapore reported to the
group of forecasting and warning systems in Sigapore, and presented a result report of exercise. He concluded that NFFS is not suitable for small & urban city like Singapore, which drainage system is not natural rivers but artificial canals, drainage system is short and small time of concentration of 30 min. He suggested that flooding are localized and affects only small areas, ability to also forecast water level. 4.5 Mr. Kwon Chol RI, the representative of DPR of Korea, briefed the meeting
the Flood Forecasting system in DPR Korea, and reported the results of exercise. The drainage area of the test basin at Kanggu is 3800km2. Daily data of 1990-1997 are available for 3 rain gages and 1 hydrological station in the catchment. He made the following conclusions and suggestions:
Effective and efficient system to reduce or mitigate flood damage in advance (NFFS)
Rather hourly hydrometeorogical data than daily one for calibration Provision of accurate and timely hydrometeorogical data for real-time
forecasting Strengthening co-operation among flood-related agencies in emergency
events Strengthening activities for training scientists and technicians Further strengthening the bilateral, regional and international cooperation
4.6 Ms. Tran Bich Lien from National Hydro-Meteorological Service (NHMS) of
Vietnam made a closing report presentation. The test basin for exercise has a drainage area of 1520 km2 with 4 rain gages and 1 hydrological station. From the testing for Thao river, she concluded that:
NFFS has amount of functions which can apply for calibration parameters of some methods and flood forecasting for any basin-river. Testing for Thao river in first time receive good result. Calibration and observation values are close.
Because of limit of the time we can’t again all function of NFFS. We have to continues study to use this progame. Apply with more data for
testing basin to receive optimal parameters and apply in real time forecasting.

4.7 Mr. Pichaid Varoonchotikul from the Royal Irrigation Department of Thailand
presented a report on Flood Forecasting for the U-Taphao River Basin, Songkhla. The pilot basin for the exercise is the ChaoPhraYa River basin, which has the catchment Area of110,000 km with only 8 key rain gauges and 1 discharge station. He realized that there was some Inconsistence in database, to run model, complicate Procedures have to be carried out, and users need more time to learn how to use the software. In this connection, he suggested some pilot projects to test the software for both small and large catchments, and telemetering systems in cooperation with software. 4.7 Mr. Fatah Masthawee from Thai Meteorological Department (TMD) informed
the group the River Flood Forecasting in Tapi Basin by MIKE 11 Model, and he also reported the result of Xinanjiang model in the catchment, which gave a very satifatory model performance. After the testing exercise, Ms. Patchara Petvirojchai, who is also from TMD, felt that the model Installation is complex and model calibration takes long time for her PC. She recommended a user friendly tool for adjusting the parameter in real time operational flood forecasting. 4.8 Mrs. Leonida Santos from PAGASA of Philippines firsted gave a brief
introduction to flood forecasting & warning system in the Philippines, then she reported hydrological forecasting results in Agno river basin (5,952 km2) by using the Xinanjiang model. He gave the following conclusions and suggestions:
the Xin’anjiang Model is a flood forecasting tool that could be applied to humid and semi-humid river basin
Complete input data >>> Good Forecast Further study on the model is necessary to fully understand the flow of the
model and apply it in the Philippines. Familiarization and application of the model – longer time is necessary to fully
understand the process.
5. CLOSURE OF THE TRAINING COURSE 5.1 At the closing session, on behalf of the local organization committee, Mr Zhiyu Liu thanked all the participants for their active participation in the training course and workshop. He also thanked the participants for their recommedations on further improvement of China National Flood Forecasting System. He specically thanked the TCS for co-organizing the training course. Mr Liu stressed that all the participants should share with their people with new knowledge and experiences. In addition, he requested all the participants to send MWR-BOH a paper report, including a description of flood forecasting system in the country, catchment description, data availability, calibration and validation of the Xinanjiang model, Conclusions and suggestions, proposals for future regional cooperation, within three weeks of their return by 10 Novermber. He appreciated the participants’ commitment.

5.2 In his closing remarks, the Deputy Director General, Mr. Jiazhi Liang, congratulated each participant for having made this training course a success that it has been. He assured the continued support of the Bureau towards the achievement of the project on Extension of China National Flood Forecasting System to Selected River Basins. More importantly, he hopes that the spirit of friendship will be continued and strengthened. He thanked the participants for coming a long way to China and wished them a safe return to their respective countries. To apprecite the enthusiasm and hard-working of the participants, on bahalf of organizers he presented each participant a training certificate. 5.3 Mr Tien Ser TAN on behalf of all the trainees expressed his gratitude to the Bureau of Hydrology and in particular Mr Zhiyu Liu, Mrs Shue Chen for the effective organization of the training course. As overall, he congratulated MWR-BOH of China for excellent commitment on this training course such as program information, treatment to participants with excellent accommodation, foods, explanation on NFFS in china with hands on training, all the refundable, per diem money and great smile. 5.4 The meeting closed at 17:30 on 19 October 2007. 6. TECHNICAL VISIT 6.1 The technical visit mentioned in paragraph 2.2 took place on 16 October 2007.
