Inviting reference to this office above cited fetter (Copy enclosed) requesting you to .revise Pension/ Family Pension in respect of Pre-2016 pensioners/ Family Pensioners w.e.f.01.01.2016 due to implementation of 7th CPC recommendation in ICAR and disburse revisedPension as per guidelines from August 2017 in terms of rCAR Letter No, FIN/ 10/ 02/ 2017-Pension dated 31.08,2017 (Copy enclosed) where irJit was stated that the payment of arrearson account of revision of Pension/ Family Pension -tor the period from 1st January 2016 to 31st

July 2017 will however be made in view of orderstobe issued separately by the Council.In this connection, it is stated that the .Council Vide Letter No, FIN/10/02/2017 -

Pension dt. 15.02.2018 (Copy enclosed) has issued orders for payment of arrears on accountof revision of Pension/ Family Pension to pre-2016 Pensioners/ Family Pensioners w.e.f.01.01.2016 onwards.

The revised authorization for payment of Pension/ Family Pension w.e.f. 01.01-.2016 atenhanced rate due to implementation of 7th CPC recommendation is under process and will beissued for your record. But till then you are requested to fix revised Pension/ Family Pension inrespect of Pre- 2016 Pensioners/ Family Pensioners using multiple of 2.57 of Pension/Family Pension fixed under 6th CPC in terms of Para No. 4.1 of Govt. of India 1

Ministry of Personnel; Public Grievances Pension t Dept. of Pension & Pensionerswelfare O.M. No. 38/37/2016- P&PW (A) (ii) dt. 04.08.2016 (Copy enclosed).

Further, it is intimated that ICAR vide its letter under reference has requested to ensure.the difference of Pension due to revision may be paid befere 31.03.2018 so that the relatedliability is settled within the current Financial Year. Medical Allowance has also been revised to.Rs. 1000/- p.rn. from July 2017' onwards for which order issued separately. However, itenhanced. Medical Allowance of Rs. 1000/- not paid from July 20i7 the same-may be paid asarrear.

In view of the above, you arectherefore requested to advise all branches uf 581,being link Branch- of ICAR-CIFRI for payment of difference of Pension! FamilyPension to pre-2016 Pensioners / Family Pensioners due to revision as per 7th CPCw.e.f, 01.01.2016 before 31.03.2018 positively as per instruction of Council in orderto settle the related liability within the current Financial Year i.e.2017-18.

The undersigned is directed to state that the Competent Authority hasapproved the proposal for implementation of the decision of the Government ofIndia for revision of pension/family pension and other retirement benefits interms of the Council's Pensioners/family Pensioners in respect to pre-2016 ,Pensioners/family Pensioners and those having retired/died in harness after01.D~.2016 and up to implementation of _7th CPC in Council whose pay has beenrevised in terms of Council's O. M. F. No. FIN/21/01/2017-CDN {A&A)dated19.01.2017.

-2. It has been decided to initiate action to revise pension/family pension ofCouncil's Pensioners/family Pensioners according to the recommendations of 7th

CPC. The payment of revised pensi6njfamily pension may be made . e. f.August, 2017 onwards.

3. The pavment of arrears on account of reVISIon of pension/familvpension for the period OPt January 2016 to 31st July 2017 will however besubject to specific budgetary provision by the Council, for which orders willbe issued separately.

4. This issue with the approval of the Competent Authority.

·2.1 TheSE orders shall appJy to afl·p.enS'ion~(s7jami!y pensioners who were drawingpensfon/tarnily pension before 1.12016 u.ndertl;1eTentral Civil Services (Pension) Rules,1972J Central _Ci·viJ Services (Extraordinary Pension] Rules and the corresponding rulesapplica~~ to Railway pensioners and pensioners .of All India Services, including officersof'the Indran Civil .service retired fjomservke on or-after 1.1.1973. A pensioner/familypensioner who became entitle:d to pensionffamfly pension with effect from 01.01.2016consequent .on retrrement/oeatn of Government servant OR 31.122015, would also becovered by these orders.

2.2 Separate orders will be issued by the Ministry of Defence in regard to ArmedForces pensioners/family pensioners.

2.3 These orders also do not apply to retir-ed High Court and Supreme Court Judgesand oth.er· Constitutional/Statutory Authorities whose pension .etc. is governed byseparate rules/orders.
