Purpose
To present the Executive Financial Performance Report for the month of April 2014.

Background/Discussion
As at 30 April 2014 Council’s Operating Revenue totalled $255,426,071 and Operating
Expenditure totalled $236,384,602. Total Capital Expenditure to date equals $174,179,287.
Capital expenditure excluding committals is currently at 60% of annual budget which includes
the 2012/2013 carryovers.
It should be noted that figures provided are accurate as at the date of publication. Figures
reported are cumulative year to date which may include adjustments for revenue or expenses
accrued to prior accounting periods.
Depreciation estimates are based on a percentage of the annual budget until the final
calculations are undertaken at year end.

Conclusion
Overall figures indicate that council is tracking close to budget on a pro-rata basis, whilst
noting the variances included in the report. The timing of capital delivery continues to be
closely monitored.

Financial Performance Report.

8.3 COUNCILLOR PORTFOLIO APPOINTMENTS AND
COMMITTEE REPRESENTATION

Purpose
At the Ordinary Meeting of 22 May 2013 it was recommended that in 12 months' time a
review be undertaken of the allocation of Councillor Portfolio Areas to differing
aspects of Council services, and also to review the appointment of Councillors to
different Rural Portfolio Areas.
Background/Discussion
The appointment of Portfolio Areas for Councillors enables specific concentrated
interest to be given to different aspects of services delivered by Council. As a large
Regional Council, it is very difficult for all Councillors to be across every aspect of
each operation of Council. By the allocation of a Portfolio Area, it enables Councillors
to focus interest in certain aspects and in doing so be able to provide a better standard
of information and service to residents.
Under such an arrangement, residents are still able to contact any Councillor with any
issue, however those Councillors holding the particular Portfolio related to the matter
are better positioned to provide an immediate and informed response.

area are better positioned to provide an immediate and informed response.

Conclusion
Councillors have discussed the matter and concluded that they will remain in their
current Portfolio Areas and Rural Portfolio Areas as allocated until the end of Council's
term. Cr Kevin Casey will continue as Deputy Mayor for the remainder of the term.
Adoption of these Portfolio allocations is recommended.

8.4 PUBLIC ART PROJECT APPROVAL

Purpose
To seek Council support of the Slade Point Neighbourhood Watch Committee’s
proposed Pole Painting public art project.
Background/Discussion
Arts Development Officers have developed Public Arts Guidelines to assist artists to
ensure all appropriate approvals are in place before commencing their projects. Officers
have also developed a Public Art Approvals Procedure to ensure all relevant Council
programs are provided the opportunity to comment on the proposal before being
presented to the Visual Arts Advisory Committee.
The Slade Point Neighbourhood Watch Committee has submitted a proposal to council,
in line with the public arts guidelines, for a community public art project. The group
propose to commission a local artist to work with Slade Point residents to paint 12
Ergon Energy poles along Slade Point Road. The artworks will reflect the flora and
fauna specific to the Slade Point area.
In support of this proposed project, the Slade Point Neighbourhood Watch Committee
has received approvals from Ergon Energy (in the form of a Decorative Painting
Agreement) and the Department of Transport and Main Roads (in the form of a Road
Corridor Permit) and have therefore committed to adhering to the conditions outlined in
these agreements.
The Slade Point Neighbourhood Watch Committee has indicated their intention to
apply for Regional Arts Development Funding to carry out this project. The RADF
Committee have been advised that applicants seeking funds for public art projects
should have all required permissions in place including written approval from Council
before applications can being considered for funding.
Consultation and Communication
As per the approvals process outlined in the Public Art Approvals Standard Operating
Procedure, the application has been assessed by the Manager Economic Development
and the Principal Planner – Central Coast & Sarina before being forwarded to the
Visual Arts Advisory Committee for their approval in accordance with the Art
Collection Policy. Both officers indicated they had no issues with the proposal.
The Visual Arts Advisory Committee (VAAC) has been asked to assess and provide
comment on the proposal from the Slade Point Neighbourhood Watch Committee. As
no VAAC meeting was scheduled to take place prior to the next RADF assessment

meeting, the VAAC were consulted via email and thus provided their responses in
writing.
Resource Implications
There are no resource implications for Council as the Slade Point Neighbourhood
Watch Committee plan to apply to the Regional Arts Development Fund to secure the
funds to carry out this project.
Risk Management Implications
Applicants that follow the process as detailed in the public art guidelines will minimise
the risks associated with public art projects as all required approvals will be in place
prior to the commencement of the project.
Conclusion
The Slade Point Neighbourhood Watch Committee has been very thorough in their
project planning and have been proactive in securing agreements with Ergon Energy
and the Department of Transport and Main Roads. They have carefully considered their
risk management strategies for the delivery of the project and the artwork designs are in
keeping with the character and amenity of the surrounding area. Therefore, the VAAC
is recommending that council support the Slade Point Neighbourhood Watch
Committee’s proposed community public art project and that the applicant be advised
of this outcome by written notice.

Purpose
Attached is a copy of the Draft Minutes of the CTM (Cairns, Townsville and Mackay)
Water Alliance Meeting held on 21 March 2014, for information purposes.
Background/Discussion
The CTM (Cairns, Townsville and Mackay) Water Alliance was formed in December
2009 to enable knowledge sharing and collaboration between the three councils. To-
date, the Alliance remains an effective vehicle for information sharing and
collaboration continues to occur on several issues including Workplace Health & Safety
and development of a set of CTM (Cairns, Townsville and Mackay) Water Alliance
Standards/Code.

13.1 EVENTS
Cr Bonanno reminded everyone that the National Day of Thanks Giving will be held on
Saturday 31 May 2014 in the Civic Precinct grounds.
Cr Bonanno congratulated fellow Councillors and Staff who will be taking part in the
BMA Mackay Marina Run on Sunday 1 June 2014 to support the Mackay Branch of
the Leukaemia Foundation of Queensland.
Cr Bonanno congratulated staff and volunteers on the success of the Heritage Fair held
at Greenmount Homestead on the week-end.
Cr Bonanno advised at the 2014 QantasLink Mackay Isaac Regional Tourism Awards
event the MECC received Gold in the "Festival and Events" category for the KISS
Monster Tour.
Cr Martin added that the Sarina Sugar Shed also received Gold in the "Tourist
Attraction" and "Excellence in Food Tourism” categories. The facilities coordinator,
Mrs Glenys Mansfield was awarded the evening's most prestigious award,
"Outstanding Contribution by an Individual to the Mackay Isaac Tourism Industry".
Cr Bonaventura congratulated the staff members who took part in the LGMA
Management Team Challenge where they achieved a third place.
Council congratulated Cr Casey on becoming a grandfather this morning.
