TIA2010 Overview The Transportation Investment Act of 2010 (TIA2010) provides a legal mechanism in which regions throughout the state have the ability to impose a 1% sales tax to fund needed transportation improvements within their region. TIA2010 establishes 12 transportation districts throughout Georgia that follow state designated Regional Commission (RC) boundaries. Additionally, the law established Regional Transportation Roundtables (RTRs) consisting of elected officials from the counties and cities, and three non-voting legislators that make up a transportation district. The RTRs are charged with approving an investment list of transportation projects. This list will be selected by the RTR from an unconstrained example list provided by the Georgia Department of Transportation (GDOT) Director of Planning based on recommendations from the RTR Executive Committee. An overview of the project selection process is provided in the graphic below.

TIA2010 Project Selection Process

In the summer of 2012, voters in each of the 12 regions will have the opportunity to vote yes or no on an additional one percent sales tax for transportation in their region. No counties or municipalities are permitted to be exempt from the tax if approved. After the 10 year period, a region can reinstate the tax through the same process as described above.


Final Investment List and Project Costs This document comprises the Final Investment List for the Northwest Georgia region. The list represents the transportation projects proposed to be funded through TIA 2010 tax revenue. The projects have been submitted by local governments, MPOs and GDOT. This list is constrained by the projected tax revenues for the region while maximizing public benefits. It should be noted that this list reflects projects to be funded from the regional share (75%) of the region’s TIA2010 revenues, and that by formula 25% of the overall funds, called discretionary funds, will be available to local governments for projects that are more local in nature. Those projects have not yet been identified and are not included in this document. Individuals interested in learning more about how these discretionary funds will be used within their community should contact their local elected officials and/or planning and public works staff members. The Final Investment List totals $950,997,335 (75% number of 2011 adjusted) of TIA funds in current year dollars. The Roundtable recognizes, however, that the adopted estimate for the TIA is at least $1,115,951,384 (75% of actual collections), when adjusted from current year to year of expenditure, and could be as high as the inflation adjusted revenue estimate. As projects are constructed, project estimates will be adjusted for economic inflation. Additional information for each project on the Final Investment List is contained on fact sheets included in this Report. These fact sheets show the project’s location and provide details on the scope, need and purpose, anticipated benefits, and other information used in the Roundtable’s decision making process. Anticipated Schedule for Projects The timeframe for the transportation sales tax is ten years or when the projected revenue is collected. Funding for projects will be commensurate with available funding therefore tied to revenue collected and schedule of collections. Based on this, typically a particular project (PE, ROW, CST) will have activity throughout the transportation sales tax period (10 years) vs. only occurring within a certain calendar year. Below, is a listing of projects and their anticipated schedules as far as being under construction.

Program/ Administration Fee X X X Projected Revenue During the Transportation Sales Tax Period The timeframe for the collection of the transportation sales tax is ten years or when the projected revenue, per the state economist, is collected. This region chose the base case growth scenario for revenue projections as provided by the state economist. Based on these assumptions, this region anticipates to collect a grand total of $1,487,935,178 during the transportation sales tax collection. Seventy-five percent ($1,115,951,384) of this grand total is regulated to the projects contained on the Final Investment List and twenty-five percent ($371,983,795) will be allocated to each jurisdiction within the Northwest Georgia region per the LARP formula as discretionary funds. Next Steps The October 15, 2011 deadline has been met, therefore the next step is for the public vote to take place in July 2012. If the public votes in favor of the transportation sales tax, then the revenue will start collections in January 2013. However, if the public votes not in favor of the transportation sales tax, then the transportation sales tax will not be levied and the question (i.e. opportunity) to levy the tax cannot be revisited until after 24 months immediately following the month in which the vote was held.

Additional Benefits Douthit Ferry Road currently has traffic volumes of over 11,000 vehicles per day. This project will provide capacity for future growth in the corridor and help maintain an efficient route to the city of Cartersville from the southwest region of the area. Currently, the crash rate along the corridor is above the statewide average for similarly classified facilities. Improvements may help to reduce the frequency of crashes along the corridor.

The Old Alabama Road Improvement project is designed to rehabilitate and reshape a 0.87 mile section of roadway, located completely within the corporate city limits of the City of Emerson. The widening begins at the intersection of Old Alabama Road (SR 100) and heads east along existing Old Alabama Road to its intersection with SR 293.



Additional Benefits The existing roadway is highly traveled and serves regional commuters by providing access to I-75 from SR 61, SR 100 and SR 113. The purpose of this project is to provide for functional improvements by widening the roadway to enhance and improve the flow of traffic and to provide safe walking and crossing paths for children traveling to two schools within the project area.

Increasing Modal Options (Bike/Ped)

This project could have a positive impact(s) for the local corridor and community while enhancing the efficiency and mobility of the regional transportation system. Other examples of possible benefits are: enhancing activity centers and the connectivity between other activity centers, reducing environmental impacts, and benefiting local communities and public health.

This project would fund the regional Mobility Manager and the rural and human services transportation capital and operations/maintenance needs.



Additional Benefits This project would benefit the traveling public by reducing the number of automobiles on the roadways, thereby possibly reducing congestion in the region. This project would also provide transit service to citizens seeking employment, attending school, going to work, shopping and going to medical appointments. It will enhance the quality of life for citizens, especially seniors and disabled persons by providing them the independence to travel to various locations in the region.

By providing an alternate route for trucks to avoid driving through downtown Ringgold, it will allow trucks to navigate more freely through the region and may reduce traffic in the downtown area.

This proposed project would widen the existing SR 6 corridor from a four lane roadway to a six lane roadway, incorporate access management through the limits of the project corridor, and provide pedestrian facilities such as sidewalks along the corridor.



Additional Benefits The proposed project will widen US 278/SR 6, one of the most heavily traveled corridors in the county that connects Paulding to Polk and Cobb, making this a regional corridor. By incorporate an access management plan to control curb cuts and incorporating pedestrian facilities, this project will help reduce congestion and may reduce the frequency of crashes along the corridor. This project meets the following tenets of the region’s adopted criteria: roadway capitol, safety and traffic operations, and bicycle and pedestrian.

This project would create an alternate for SR 61 around the City of Dallas in Paulding County. This SR 61 bypass would be a new 2 to 4 lane roadway. A 2 lane divided highway could be constructed on right of way to accommodate future widening and would initially include segments with passing or climbing lanes.



Additional Benefits This project would benefit the traveling public, by mitigating congestion and enhancing safety. This area of SR 61 from SR 113 to US 278/SR6 is heavily used by freight trucks to get to the inter-modal facility in Austell and is an economic corridor for City of Dallas. Also, SR 61, currently winds through downtown Dallas and is difficult for trucks to maneuver. By reducing the number of trucks on SR 61, the traveling public will be provided a safer traveling environment.

Improvements to Marquette Road will include adjusting the horizontal and vertical alignments to create a safer andmore efficient overall roadway alignment. Right of way will be expanded to 80 ft to construct a new rural typical section,built to industrial standards, comprised of two 12 ft travel lanes with adequate shoulders. Utilities will have to berelocated as well. When completed this route will also create a primary route from SR 113 to the Rockmart IndustrialPark and SR101.



Additional Benefits This project will provide road improvements to Marquette Road from Brock Road to SR 113 which is the primary route from SR 113 to Georgia Northwestern Technical College. Improvements to Marquette Road will adjust the horizontal and vertical alignments to create a safe and more efficient roadway alignment. The right of way will be expanded to construct a new rural typical section, built to industrial standards with adequate shoulders. This project will create a safer more efficient roadway to the local technical college and to the existing industrial park.

Additional Benefits This project would construct a new roadway section to shorten the length of SR 201 to US 41, rerouting the state route around the residential area and eliminating sharp turns. Safety for residents and pedestrians along this route would improve by the removal of non-local traffic, especially truck traffic. Additionally, this new alignment would offer opportunities for land to be developed and potentially give an economic boost to the north end of Whitfield County. Also, this new alignment would also serve as a good detour route should a shutdown of I-75 occur between the SR 201 and US 41 exits in the event of an emergency situation.

Additional Benefits The proposed project is the widening of SR 201 from two to four lanes from Mt. Vernon Road to SR 3/US 41. SR 201 carries 6,930 vehicles per day within the project limits. This route is a major commuter route from western Whitfield and Walker/Chattooga Counties to the city of Dalton. Currently 2 schools are located at the intersection with Mt. Vernon Road and an additional elementary school is located to the east of the intersection. This project would help alleviate peak hour congestion at the intersection which is over capacity now. The construction of sidewalks along this portion of SR 201 could have a positive impact for the local corridor and community while enhancing the efficiency and mobility of the regional transportation system.

The project would widen SR 71 from two lanes to four lanes from just north of Cohutta to the Tennessee state line. This segment is 1.5 miles long and is a major truck and commuter route between Dalton, GA and Cleveland, TN.



Additional Benefits This project would benefit the traveling public by mitigating congestion along SR 71. Currently this section on roadway carries over 7,500 vehicles per day. The route between Dalton, GA and Cleveland, TN is shorter on SR 71 than I-75. Widening this roadway will increase traffic flow and decrease congestion and will help reduce the frequency and severity of crashes along this route.

RC01-000180 Underwood Road - North Dalton Bypass - Dawnville Road

Underwood Road is an extension of a road running from Glenwood Avenue in downtown Dalton to the North Dalton Bypass. It connects the Bypass with Dawnville Road.



Additional Benefits This road is a major collector for commuter traffic from Murray County and East Whitfield County into the city of Dalton. The project would widen Underwood Road to four lanes and would connect to three other projects that will provide improvements to the area. Widening the roadway will increase traffic flow and decrease congestion and will help reduce the frequency and severity of crashes particularly rear-end collisions during stop and go traffic due to lack of turn lanes on this route. There are numerous local roads in the area which necessitate a large number of bus routes. An even traffic flow and reliable commute time would be beneficial for drivers and increase economic development potential.

Alignment and improvement of intersection of MLK and Fields Avenue by adding left turn lanes in each direction.



Additional Benefits This project will benefit the traveling public by improving the intersection of Martin Luther King Jr. Blvd. and Fields Ave. The project would also add left turn lanes on all four legs and add signalization. This intersection experiences high crash rates. Left turn lanes will create safe turning bays which will help to increase mobility and help to reduce the frequency and severity of rear end crashes by separating turning movements from the through movements.

RC01-000182 Veterans Drive Extension - Walnut Avenue to North Bypass

Veterans Drive Extension from Walnut Avenue to North Bypass. The route will follow existing streets (5th Avenue & Fields Avenue) except for a section of new location from East Morris Street North to Nelson Street. A signal installation is planned for the intersection at MLK Blvd.



Additional Benefits This project would benefit the traveling public by correcting vertical issues, widening the roadway and adding sidewalks and a center turn lane. This route connects to SR 52 which carries over 30,000 cars per day and SR 3 which carries over 28,000 cars per day. Improving the site distance and providing properly designed sidewalks will create a safer environment for travel. The sidewalk system will offer pedestrians a safe mode of travel and drivers an alternative in the area. The addition of a center turn lane will increase mobility by separating the turning movements from the through movements on the roadway.
