The confrontation was set off when the Uteca members arrived at the Umzinto Dining Hall for a meeting for which they believed they had booked the hall, some days previously. However, when the Uteca com- mittee members arrived, they were denied entrance and Umdoni manager Pooven Pillay confirmed the municipality’s belief that the booking had not been confirmed by a payment. Calls to the mayor and top management could not re- solve the situation and riot police on the scene did not augur well. The Uteca delegation was con- vinced tit was a politically motivat- ed action by the municipality to prevent Uteca, with which it is in conflict, from holding its meeting. The cavalcade of vehicles, jammed at the entrance to the hall, set off down Umzinto main street and halted and spread out across the intersection with Monkey Road. Within minutes, the road was blocked off by driving school vehicles, taxis, trucks and police vehicles. A shouting match erupted with confrontation between Uteca and the police, while the municipality, which had played a leading part in the outcome, was nowhere to be seen. Eventually, municipal au- thorities briefed on the stalemate, gave in and the delayed meeting started around 5.45pm. Utecaplannedmajorstreetdemonstrationsin the Umdoni area on 4 December, 2013, butthedeathof formerPresidentNelsonMandela,the next day, curtailed this. The festive seasonclosely followed, but with 2014 now on track,hostilities have resumed.

On Thursday evening 16 January, a Utecameeting to report back to and consult the com-munity featured strong criticism of UmdoniMunicipality and Luthuli in particular. He wasdescribed by lead speakers such as chairmanLuluMemelaandlocalSouthAfricanMunicipalWorkers’ Union chairmanSkumbuzoNgwaneas the key target behindall six demandswhichUtecahas laidat thedoorofUmdoni,Cogtaandthe premier’s office.

After detailing themunicipalmanager’s re-sponsibility for virtually all of UmdoniMunici-pality’sactivities,Uteca’ssecondcomplaintde-mands the removal of Luthuli from that postand his replacement by an interim appointeewhile other issues are investigated.

Inwhatappeared tobeabroadeningofUte-ca’sallegationsanddemands,Ngwanetold themeeting that the cost of upgrading the currenttesting centre in Umzinto had risen fromR1,4 million to around R2,4 million. This hadhappenedonLuthuli’swatchandhadallegedlyresulted from work which should have beencarried out by themunicipality, but which hadbeen diverted to an outside contractor.

Ngwane argued that apart from raisingquestions over the legitimacy of such actions,a key consequence had been that work on thecontracthadgroundtoahalt.Themeetingwasasked tosuggestwhatactionUtecashould takeandconsensuswas that thedemands, particu-larly the removalofLuthuli, shouldbepursuedwith increasing intensity, particularly in thelight of the upcoming general election.

THE trees along Beach Road in Amanzimtotiwhich are being removed will possibly makewayforpalmtreestoaddatropicalatmosphereto the area.

Ward97CouncillorAndréBeetgeconfirmedthatadecisionwasmadebytheeThekwiniMu-nicipalitytoremovethetrees,butsaidthatresi-dentscanrestassuredthattheywillbereplacedby more appropriate trees.

“Fifteen mature Cassurina trees are in theprocess of being removed along Beach Road.Thereasonforthis is thatCassurinaisacatego-ry-two invader that has, largely due to igno-rance, been planted at various locations alongthe coastline. The removal of these trees hasbeen long in the planning — similar to thoseremoved fromRogiesPark in2013,and formspart of the municipality’s ecological mandateof alien invader removal and replacementwith indigenous trees,” Beetge said in a state-ment.

However, unaware of the municipality’splans, some residents voiced their dismay tothe Fever.

“I’mnotatreehuggerwhowillmakeanoiseabout just anything, but this is outrageous.Why cut these beautiful, shady trees down?Are theyat least going tobe replacedwithoth-er trees?” asked a concerned resident, whowishes to remain anonymous.

While the eThekwini Municipality has ex-tended preference to the trees being replacedwith Red Milkwood, after consulting with theSapphire Coast Tourism body, requests havebeenmadethat theyalsoexplore thepossibili-

ty of planting speciesof indigenouspalm,how-ever a decision has yet to be taken.

“My first reaction when the municipalitysaid itwants to replace the treeswithRedMilk-wood was, is it a messy tree and does it bearfruit?Theanswer is, yes it does.Mysuggestionis that they rather plant palm trees. I think thatpalm trees will compliment the area along thelines of adding a tropical feel. It will contributeto theholidayatmosphereonewants toexperi-ence when at the coast,” said Sapphire CoastTourism Chairman, Jacques van Schalkwyk.

According to the eThekwini Municipality,the removed Cassurina trees will be cut intomanageable sections and applied towardsdune rejuvenation, starting from the parkingarea north of the water park continuing in thedirection of Pipeline beach.

3A 30­YEAR­OLD taxi rank manager was on duty atthe Isipingo Taxi Rank when he was shot dead by fourunknown gunmen on Thursday morning, 9January.

According to police spokesman Captain ThulaniZwane, the man died on the scene.

“Two taxi passengers also sustained gunshot

wounds and were taken to hospital for medical atten­tion,” Zwane said.

The motive for the killing is unknown.Police are investigating a case of murder and two

counts of attempted murder. No arrests have beenmade.

It is for this reason that Jan and Zeele Pauwstarted maintaining and rehabilitating thedunes in front of their Winklespruit house inEllcockRoadaboutthreeyearsago.Dunespro-videhabitat forspecialisedplantsandanimals,including rare and endangered species.

“Stabilising the dunes involves multiple ac-tions. Firstly planting vegetation reduces thedegenerating impactofwindandwater.Wood-en fences canhelp retain sandandothermate-rial needed for ahealthy sand-dune ecosystemand lastly, building footpathsprotect thedunesfromdamage from foot traffic,” Zeele explains.

Some peoplewill scoff at the significance ofthis but it should be borne in mind that Utecais a blend of business people from the drivingschools,taxis,tradesunionistsandpoliticalac-tivists.

While thebusinesscomponent isnotopenly

political, the trades unionists and activistsare.

More importantly, they are almost entirelydrawnfromthethreegroupsrulingthecountry— Cosatu, the SA Communist Party and theANC.

To the same extent that the booing of Presi-dentJacobZumacamefromasupposedlysup-portive sector, so does the challenge againstUmdoni Municipality.

Thatchallenge isbasedonallegedmisman-agementandcorruption, also strong issues forthe population.

THIS is Raymond Avenue, Scottburgh South,probably not the worst, but one that is used by manycars as a thoroughfare up to the main road.

There is a crèche at the top of the road where theroad is just pothole after pothole, but difficult to pho­

tograph because ofthe dappled effectfrom the overhangingtrees. What hap­pened to our infra­structure?

In South Africa weused to drive on theleft side of the roadnow, we drive on whatis left of theroad.

Some of thesepotholes are deepenough, if you don’tsee them, to bucklewheels and break sus­pension.

As with the stateof the footpaths inthe town, if we injureourselves or damageour cars, maybe weshould stop com­plaining and sue thetown council.

It works in othercountries.
