WORLD DAY OF PRAYER 2012

Women, men and children in more than 170 countries and regions will celebrate

World Day of Prayer, Friday, March 2, 2012. The women of Malaysia have chosen

the theme “Let Justice Prevail”. They open the service for 2012 with the greeting

“selamat datang” - “peace and welcome” - a reminder that harmony as a people is

rooted in peace and welcome. The women name fair and just governance as the basis

for peace. The stories chosen by the wom-en of Malaysia give credence to the suffer-ing that empowers their prayer. A clear

message emerges: It takes courage, com-passion and active engagement for justice

to prevail. On March 2, 2012, let us resolve to work with God and with each other to

create a world in which each gender, race, culture, religion and state is honored, nur-

tured and empowered.

This year’s service will be held March 2 at 1pm at the Baptist Church, Ashland.

SCHOOL CONSOLIDATION This letter is being written in response to a letter in last month’s newsletter regarding school consolidation. Since the failed consolidation attempt with Virginia last spring, the A-C Central school board has been discussing the current and future needs of our district. As we have tried to be far-sighted and proactive about assuring good education, a number of

ideas, including school consolidation, have been discussed. In an effort to gather as much information as possible, letters of interest have been sent to neighboring districts and meetings have taken place with two of those districts. The reason these discussions are taking place is to investigate options to preserve the quality and quantity of educational opportuni-ties for students in our school district. The author of last month's letter, Mr. Atwood, referenced that the main reason a school district would consider consolida-tion was because of financial difficulties, declining enrollment, inability to achieve academic standards, and maintaining quality teachers. He asserted that using those criteria, the A-C Central school district did not have a reason to consoli-date. It is true that the A-C Central school district is in a much more healthy financial position than it has been over the past several years. This improvement is in no small part due to the efforts of the superintendent, the school board, and

the school staff. Costs have been cut and new sources of revenue have been developed while at the same time the edu-cational quality has been maintained and improvements have been made to the physical plant. However, because of the dire financial status of the State of Illinois, the school district has been and continues to be at risk of the State of Illinois failing to honor its financial commitments. For example, the State failed to pay our district 100% of their obliged pay-ments for transportation for fiscal year 2010-2011. The partial payment the State made to our district was received 5-6 months late, in November or December 2011, and the State indicated full payment will not be made. Additionally, the State recently shifted the obligation of the salaries of the regional superintendents from the State to local school districts. Finally, the State currently owes our district more than $192,000 in payments for special education, pre-K, and transpor-tation for the current fiscal year. As a result, though we locally have worked hard to develop and maintain a balanced budget and to be fiscally responsible, we cannot count on the State keeping its financial commitments. State revenue

accounts for 36.1% of our budget. The State of Illinois has also considered forcing the consolidation of school districts in order to cut costs. The A-C Central school board is attempting to be foresighted, as much as it can be in these uncertain times, in order to minimize its vulnerability to sudden and drastic financial shifts and to continue to play a primary role in the choices of delivery of our children's education. Though the A-C Central school district is not currently experiencing significant declines in its enrollment, over the past several years the enrollment has declined to the extent that several classes have a very small teacher to student ratio. This would seem to be an ideal educational situation, however such small classes (four to six students) make it difficult to offer a wide variety of classes that meet the needs of students ranging from remedial through average through gifted. It especially makes it difficult to offer high level classes for college bound students. By the time many students become

seniors, their choices of classes are very limited and several are taking some classes simply because nothing else is avail-able or fits in their schedules. This is one of the primary reasons that the school board has been discussing the prospect of consolidation - in order to maintain an appropriate and adequate range of course curriculum. A-C Central students have achieved a high quality of academic standards. The public has the educational staff and ad-ministration to thank for this performance, as well as the fine efforts of the students. We are all proud of the performance of our students and wish for them to be able to continue to experience the educational opportunities that have enabled them to achieve such performance. A comment was made at a recent school board meeting that since the students were achieving good academic performance, we should wait to consider consolidation until the students' standardized test scores decline. In my opinion, it is a disservice to the students to allow the district’s resources to decline to the extent

that student performance and achievement suffer. I believe that it is our obligation to the students and the general public to be foresighted enough to assure the needs of each class of students. It seems unjust to allow one or two or three years of student performance to decline before the school board takes action to assure adequate educational opportuni-ties. Mr. Atwood referenced the fear that our communities may become ghost towns. I am certain that all the Ashland and Chandlerville residents wish to maintain the quality of life in our communities. I can assure you that the A-C Central school board is very concerned about the health and livelihood of our communities and recognizes the importance and desirability of the presence of schools in our communities. It must be noted however that the school board is charged with the responsibility of assuring the appropriate education of its students. It is our responsibility to consider all options

to achieve this goal. In my opinion, ruling out options before they are fully examined would be a disservice to our stu-dents and to our communities. In discussing consolidation with our neighboring districts, the A-C Central school board is gathering information in order to make informed decisions about education in our communities. I want to assure the community that the A-C Central school board is exploring educational options on an ongoing basis with an open mind. We are neither committing to consolidation nor ignoring it. We are attempting to guide and manage the school district in light of available resources, opportunities, and trends. I encourage all community members, whether or not one has children currently attending school, to attend school board meetings, to attend school activities, and to be open to information that would allow you to make an educated decision about the future of our school district.

Foundation Created for A-C Central School District #262

On September 15, 201I seven directors were seated on the board of the A-C Central Schools Foundation. The Foundation is classified a SA 501(3Xc) which is a tax-exempt organization under the Internal Revenue Code. Tax exempt status has been granted both for the foundation and its donors. The purpose of the Foundation is to provide financial or other resources in sup-port of the curricular and co-curricular activities of A-C Central Community Unit District #262 and to aid and assist in general the cause of education, extra-curricular and interscholastic pro-grams in the school district. Appointed as officers for the Foun-dation were Scot Atwood/President, Homer Rieker/Vice-President, Mathew Greer/Treasurer and J.R. Blair as Secretary. The other board directors seated were V. Todd Jokisch, Milton Edge and Harold Hoagland Jr. An ex-officio member of the board is the current superintendent Rebecca Canty. President Scot Atwood stated, that schools across the nation are faced with increasing demands and diminishing resources and we have seen an explosion in foundations created to assist their local schools. This project has been in the planning stages for the last year and we as a board would like to thank West Cen-tral bank of Ashland for Donating $2500.00 to the Foundation. It is because of their generous donation that we were able to get this project off the ground. We are committed to seeing a vi-brant and financially secure education environment in the A-C Central School district. We are in the process of contacting alumni, community members, businesses, corporations and anyone who has an interest in helping the school in Ashland and Chandlerville.

RPA Farmers Co-op

The A-C Central FFA and Horticulture class are pleased

to announce that they are the recipients of a $1000

grant from the Illinois FFA Foundation and Alliance

Pipeline, Inc. The horticulture class members were

responsible for developing the plan to revitalize the

school landscapes and wrote the grant. Students will

be working with their new tools and plants this spring

to continue their landscaping efforts at A-C Central.

Additionally, Parrish Smith received a grant for the

amount of $160 to complete her science fair project

and purchase her FFA jacket from the Illinois FFA and a

$1000 grant from the National FFA Foundation for her

supervised agricultural experience program consisting

of a school garden at A-C Central High School where

she grows food for home use, community buyers, the

school ag program and the Cass County Food Pantry.

Upcoming events for our members in February include

competing for proficiency awards and in the Cass Coun-

ty Envirothon, interviewing for the Illinois FFA State

Degrees, celebrating National FFA Week, cooking with

the Illinois Department of Agriculture and American Egg

Board, an ice skating adventure to Nelson Park and a

tour of Caterpillar in Peoria.

This year Monsanto is once again sponsoring the

“America’s Farmers Grow Rural Education” program to

help provide funding to rural schools such as ours at A-

C Central High School. Once we are nominated by our

local producers we will be able to apply for up to

$25,000 in grants from Monsanto to support math and

science education. The winners of the America’s Farm-

ers Grow Rural Education grant will be selected based,

in part, on community support. The more farmers to

nominate our school district the more support it shows!

Nominations must come from active farmers who are at

least 21 year of age and farm a minimum of 250 acres.

nominate schools. If you qualify you can help by nomi-

A delicious soup and salad bar will be offered to individuals 60 years of age or older from

School. Miss Henry is the daughter of Lonnie and

Ann Henry of Chandlerville.

Alexis is a leader both in and out of the classroom as

evidenced by her involvement in various school ac-

tivities. She is a member of the Spanish Club,

S.T.A.R., Student Council and Volleyball.

Away from school Alexis is an employee at Cheryl’s

Best Café in Chadlerville. She enjoys spending time

with her family and friends.

Miss Henry plans on attending Lincoln Land Commu-

nity College. At this time she has an undetermined

major.
