Q1. I'm a frequent patron of the Take 5center on NAS 2. It kills me to see the en-ergy that is being wasted at the facility. InDecember the AC was running and the staffwore coats, hats and gloves. Now the staffopens all the doors and windows to try toget the temp out of the 80's. As a patron it'snot a pleasant place to go. The staff told mePublic Works can't do anything because thesystem is old. If we're serious about wantingto save utility dollars, Take 5 is a place toshow it. What can be done?

A1. Unfortunately, everything that can

be done with that system is being done.The HVAC system in Bldg 568 (Take 5) isantiquated and clearly needs to be replaced.No news here, but lack of funding is the rea-son the unit has not been replaced.

Complicating the situation is the factthat the system was not designed and in-stalled to handle the present configurationof the building, as this area was originallyset up for another operation prior to con-verting it to Take 5. PWD mechanics havechecked the system many times, includingall temperature sensors as well as balancingthe system as well as can possibly be done.PWD continues to monitor and maintainthe system to limit energy consumptionand do the best job possible with occupantcomfort.

Q2. The Mail... There is a huge delay inpostage getting to and from Sigonella. Iposted a UP Priority Express envelope fromSigonella to the States and it took over 4weeks to be delivered. I sent two envelopesMPS to Germany and Naples this October,2010, and the envelopes have still not ar-

rived to their destinations. I sent a check topay for our school yearbooks in September,2010, and the publishing company hasnever received the check. Something iswrong that needs to be addressed.....no punintended.

A2. The Postal professionals at the Fleetand Industrial Supply Center Sigonella arededicated to continued quality control ofour mail. They consistently monitor mailshipments once in the government systemand engage if it becomes necessary to do so.Rest assured that if our mail is going to bedelayed outside of what is reasonable, thecommunity will be informed via All Handsmessages. In a recent study of postmarks onour incoming mail, all are averaging 9 daysfor letter class, with 64% taking between 4-8 days. Our Priority parcels are on a 5-dayaverage with 28% only taking 2 days fromthe postmark. One thing to rememberabout mail transit times is that they are av-eraged. We have seen standard mail take up-wards of 90 days to arrive depending on thetime of year. Additionally, the primary

cause of mail getting lost is due to improperaddressing or poor address hygiene. Inother words use the correct address andmake sure that it is legible, a zip code witheven one number off can send your mail toplaces unknown. The community is askedto provide any of the Postal facilities withinformation on individual mail delays thatthey may be experiencing.

Q3. I was training for the base to baserun, and was participating in the seriesevent that MWR came up with. The firsttwo runs were held on a Saturday morning.Every run following has been on a Fridaymorning, which means that teachers andcivilian employees now can no longer par-ticipate in the series without taking off fromwork. I’m wondering why the change inday?

A3. When the Base to Base Run Seriescalendar was developed, it was set up to tryto meet the needs of as many of our variedcustomer’s preferences as possible. We ap-preciate the feedback and apologize foryour inconvenience. Unfortunately we can't

change the calendar of event for this Series,but we appreciate this very helpful feed-back. We will utilize it in the planning ofnext year’s Base to Base Run series.

Skin Cancer preventionfor SigonellaBy John Paul Trafeli, MD

Last article I discussed the mostcommon skin cancers: Basal Cell Car-cinoma and Squamous Cell Carci-noma. These are the cancers mostclosely related to sunburns, and chro-nic unprotected sun exposure. Today’sarticle will focus on Melanoma…aless common, but far more deadly skincancer.

MELANOMA: Melanoma makesup less than 5% of skin cancer, butcauses the greatest number of skincancer deaths. Early detection of me-lanoma is the best way to reduce riskof death from it. The average age offirst occurrence is age 53, but it is themost common cancer in women aged25-29 years (this may be strongly in-fluenced by use of tanning bedsamong young women). These cancersappear as odd looking freckles ormoles, often with irregular borders,and multiple colors. They can someti-mes itch, or bleed.

However, they are cancers…so theygrow more rapidly than any surroun-ding normal moles. They can be foundanywhere on the body, though theyare more likely to be in areas that re-ceive sun. In light skinned individualsthe most common locations are theback and the thighs. However, in dar-ker individuals (African American,Asian, Hispanic) they are also very li-kely to occur on hands, feet, andunder toenails or fingernails. BobMarley died of melanoma that occur-red on his toe. Although people ofcolor are at lower risk for having mela-noma, they are more likely to be dia-gnosed in the advanced stages of thedisease when it is potentially morefatal. The survival rate for melanomain America is 91% for Caucasians and77 % for African Americans. Thus,everyone should be vigilant and doself skin exams. Why the difference…because people of color don’t typi-cally believe that they can get skincancer. That is somewhat true for

NAPLES, Italy - The world welive in is filled with danger:hurricanes, blizzards, floods,terrorist attacks and civil strifeoccur every year. Would youknow what to do if one ofthese happened at your instal-lation? Commander Naval In-stallations Command(CNIC) has developed a wayfor you to be prepared duringthese situations.

It’s called the Wide AreaAlert Network (WAAN) andCNIC wants you to be a partof it.

“The WAAN’s primary pur-pose is to provide real timeemergency alerts and protec-tive guidance to personnel inbuildings, surrounding areason board installations, and fa-mily members via three sy-stems,” said Steven Layne, theemergency operations centermanager at Naval Support Ac-tivity (NSA) Naples, Italy.

In order to quickly and ef-fectively communicate to in-stallations, the WAANemploys the Computer De-sktop Notification System(CDNS), the Automatic Tele-phone Notification System(ATNS) and the GiantVoice/Indoor Voice (GV/IV).

The GV/IV is an interiorand exterior voice loudspea-ker notification system whilethe CDNS will notify person-nel through pop-ups on theirdesktop. Sailors and civiliancontractors are automaticallyconnected to CDNS whene-ver they are logged into theONE-NET network.

Originally developed anddeployed to installations in2008, recent crises such as se-vere winter weather in thecontinental U.S., evacuationsof U.S. personnel from partsof North Africa and the Mid-dle East, and flooding in Mil-lington, Tenn., havereinforced the necessity forrapid communications.

“WAAN registration is the-refore imperative and manda-ted,” said Layne, “to ensurepersonnel are quickly notifiedof emergencies, including ur-gent or significant events suchas gate closures and re-ope-nings, severe weather war-nings, school closures, etc.”

GV/IV and CDNS are ef-fective while on base or atwork, but what if there is anemergency while personnelare off base, at home or on tra-vel? ATNS is the answer.ATNS is what makes theWAAN truly effective. Duringa crisis ATNS will send notifi-cations to you via email, voicerecording and even text mes-sage.

The success and effective-ness of ATNS is reliant on per-sonnel registering for theservice inside of CDNS. Thelink is already on your desktop

and ONE-NET users can regi-ster in two easy steps.

First, right-click on the pur-ple globe in the taskbar loca-ted in the lower right side ofthe monitor and click on “ac-cess self service.” Next, clickon the “my info” tab and fill inall the appropriate informa-tion. Finally, click on devicesand complete the sections. Ata minimum, according toLayne, should be work email,work phone and a cell numberrequired to receive alerts viatext message.

If personnel would like toregister their family’s devices,ATNS allows for both homeemail and phone to be addedduring the registration pro-cess. Currently only 20 per-cent of personnel attached toCNIC installations are registe-red for ATNS. CNIC urgesSailors and contracted civi-lians to register immediately.

“The purpose of mass noti-fication is to protect life by in-dicating the existence of anemergency situations and in-structing people of the neces-

sary and appropriate responseand action,” said Layne, ad-ding, the lack of registration“affects the effectiveness of it[the WAAN] to a significantextent.”

What is an FRG? Thepurpose of the FRG is toserve the needs of servicemembers and their familiesparticularly during times ofdeployment. The concept ofan FRG is based on the rea-lization that mission readi-ness includes both sailorand family readiness. TheFRG provides mutual sup-port and assistance suppor-ted by a network ofcommunications among fa-mily members, the chain ofcommand, and communityresources. FRG support in-cludes education and trai-ning, IA awareness,outreach, and informationand referral. An FRG assistsfamilies preparing for mili-tary separation. Thesegroups promote and createa friendly, social atmo-sphere for all participants.

Why do we need anFRG? An FRG is able toconduct fund raising activi-ties in support of social

events, return and reunion ce-lebrations, and commandsponsored programs inclu-ding welcoming new familiesand facilitating family mem-bers’ attendance at orienta-tion sessions. In doing so, theFRG increases resiliencyamong deployed family mem-bers and a community con-nectedness among all militarymembers and their families.FRG’s coordinate with otherorganizations and installationactivities including the Fleetand Family Support Center(FFSC), Morale, Welfare andRecreation (MWR), Navyand Marine Corps Relief So-ciety (NMCRS), the Chapel,and military affiliated privateorganizations (i.e. the WivesClub, and the Chief Petty Of-ficers Association). An FRGavoids duplicating servicesand programs offered theFFSC, MWR or NMCR.

The FRG is a command-sponsored organization ope-rating under the provisions ofOPNAVINST 1754.5, and is

a part of the Family Readi-ness Alliance (FRA). Alocal FRG plans, coordina-tes, and conducts activitiesthat provide information,builds morale, and promotessocial interaction in order toenhance family readinessand enable Navy families tomeet the challenges of mili-tary lifestyle.

FRG memberships in-clude service members,spouses, children, and otherinterested parties (i.e. pa-rents, extended family mem-bers, and friends) with theapproval of the sponsoringservice member.

Leadership roles and fun-ctions include: Chairperson,Vice Chairperson, ProgramCoordinator, Secretary, andTreasurer.

The traditional February religious festival honoring San Corrado returns to Noto featuringtouching processions and holy masses, as well as arts and crafts. The festival is a true displayof religious fervor that involves the entire town’s community.

As it happens every year in Fe-bruary, the community of Noto willhost the first of the two religious festi-vals honoring San Corrado or St. Con-rad, its beloved patron saint. The otherfestival is traditionally held on the lastweek of August to allow Netini (Notoinhabitants living abroad), who comeback for the summer holidays, to par-ticipate in the celebrations. Noto is one of most beautiful Baroquetowns in Sicily. It is part of UNE-SCO’s List of World Heritage. Tradition

Saint Conrad has been venerated inNoto since 16th century. In 1515,Pope Leo X permitted the town ofNoto to annually celebrate a San Cor-rado festival on the anniversary of hisdeath. Hundred and fifteen years later,Pope Urban VIII proclaimed him asaint.

The strong devotion and gratitudeshown to San Corrado by the Notocommunity is due to the intercessionsthat he granted them on several occa-sions throughout the centuries. Oneof them concerns the miracle that SanCorrado worked in 1855 when Notoresidents summoned him to protectthe town against a deadly cholera epi-demic. According to tradition, SanCorrado interceded and the city wasspared by the illness.

Yet tradition holds that, in 1943,World War II bombings spared Notoas granted through the intercession ofSan Corrado. The mayor of the timealso promised he would offer a candleevery year to thank him. Life of San Corrado

According to legend, Corrado Con-falonieri, a wealthy aristocrat, wasborn in Piacenza in 1290. Corradoloved hunting. One day in 1313, anepisode changed his life. During hisusual pastime, Corrado ordered his at-tendants to set fire to some bushes toflush out game. But a prevailing windcaused the flames to spread rapidlydevastating nearby fields, forests,towns and villages. Corrado fled pa-nicking. An innocent peasant was ac-cused of being the author. Thus, hewas tortured to confess a crime he didnot commit, and eventually sentencedto death. As the poor man was ready

to be executed, Conrad was strickenwith remorse and confessed his guiltsaving the poor man’s life. Because ofhis noble origins, Corrado spareddeath penalty. But he had to sell all hispossessions pay off the damaged pro-perty. Thus, Corrado became poorand retired as a Franciscan monk to alonely hermitage near Piacenza, whilehis wife entered the Order of PoorClares. Later, he went to Rome tomeet with Pope and eventually to Si-cily. There, he settled in the Noto Val-ley where he led a penitential life forthirty years using a cave for medita-tion. According to tradition, Corradoworked several miracles during hislong hermitage. A legend tells that themost famous miracle occurred whenthe Siracusa Bishop visited Corrado inhis humble home. When the Bishopasked Corrado if he had anything tooffer to his guests, the hermit repliedhe would check in his cell. Right after,he came back bringing some freshbread out of the oven. Therefore thebishop became convinced that Cor-rado was a saint. Festival Schedule

On Feb. 13, the Arca, a silver urncontaining the saint’s relics, is placed(Discesa di San Corrado) on the mainaltar of the Cathedral for veneration.Holy mass is celebrated at 6 p.m.On Feb. 19, holy masses are celebra-ted by the Noto Bishop at 7, 8 and 9a.m. at the cathedral. A solemn mass,celebrated by the Bishop of Palermo,follows at 10:30 p.m.

Later in the afternoon, the Arca iscarried shoulder high along the streetsof Noto historic center. The proces-sion begins at 5 p.m. from the Cathe-dral and proceeds throughout thehistoric heart of the city.

Eight days later (Feb. 28) a smaller-scale procession is held in the lowerpart of the town.

The magnificent Arc is a pricelesspiece of art Giovanni Manuella, a Sici-lian architect, designed the Arca in1525. Throughout the centuries, seve-ral generations of Sicilian goldsmithsand silversmiths added fine decora-tions to the original model. The urnwas eventually completed in 1848.The Arca is 6,2 feet tall and 24 incheswide. It weighs 880 pounds. It con-

tains the saint’s body and it is usuallykept inside the Noto cathedral. Afterthe 1990 earthquake, the Arca wasmoved to the nearby Church of SanCarlo al Corso as the cathedral wasdamaged by the tremors. It will bepreserved there until the cathedralwill be restored.

Members from the local Confrater-nite (Confraternities) bring the tradi-tional Cili and banners in processionwhile they are dressed in traditionalcostumes. A continuous stream ofmore than 4000 people follows theprocession. Cili are decorated ironbowls supported by a tall woodenstick, which contains a candle. Theyhave been symbolizing the devotionshown to the saint after the fulfillmentof a vow or pledge since the 1500s.During the August celebration, somefervent devotees still perform the tra-ditional Viaggiu Scausu or “BarefootItinerary.” A proof of devotion andphysical resistance, it consists of follo-wing the procession barefoot. US mom sues Nutella alleginghyped nutrition claimsStory by AFP

LOS ANGELES (AFP) – A Californiamother is taking Nutella to court, alle-ging that the popular sandwich spreadpurports to be a nutritioustreat, but actually is loadedwith unhealthy sugar and satu-rated fat.

A copy of the suit byAthena Hohenberg which wasobtained by AFP on Thursday,said she was "shocked to learnthat Nutella was in fact, not'healthy, nutritious' food, butinstead was the next best thingto a candy bar, and that Nu-tella contains dangerous levelof saturated fat."

Hohenberg is seeking re-funds to be paid by parentcompany Ferrero to its legionsof US customers.In its marketing, including inclaims made on its website, Nutellatouts its cocoa and hazelnut spread asideal for busy moms trying to "nourishtheir children with whole grains" andsays that "Nutella can form a part of abalanced meal."

The suit, filed in federal court in SanDiego, alleges that many consumers ofthe product would not have purchasedit had they been aware that the health

claims surrounding it were overblown."Nutella was worth less than whatplaintiff and members of the class paidfor them," Hohenberg, the mother of a

four-year old child, said in her lawsuit,which she hopes to turn into a "class ac-tion."

Under the terms of such a class ac-tion suit, she asks that any monetaryjudgment against the company be divi-ded among "all persons who purchasedon or after January 2000 one or moreNutella products in the United Statesfor their own or household use."

Hohenberg also wants the court tomake Ferrero launch a new ad cam-paign, correcting the allegedly mislea-ding claims.

Nutella was created inthe 1940s by Pietro Fer-rero, a pastry maker andfounder of the Italian Fer-rero company.

Its nutrition label showsthat there are about 200 ca-lories in each two table-spoon (37 gram) serving,about half of which comefrom fat.

The suit notes that con-sumption of saturated fathas been shown to causeheart disease, and thatconsumption of processedsugar has been shown tocause type-2 diabetes.Elise Titan, a spokesper-son for Ferrero USA, said

the company stands by the wholesome-ness of its product.

"What we can say right now is thatwe stand behind the quality of ingre-dients in Nutella hazelnut spread andadvertising for our product," she toldAFP."It's really early in the case and we arereally not in position to discuss the caseany further," she said.

Italian gelato scoops Chinese interest

Italy's artisan gelato tradition is enjoying a worldwide boom and China isthe latest country to taste its success.

And one country, in particular, has bene-fited from the boom - Italy, the world's lea-ding supplier of equipment and ingredients,with annual sales of 3.5 billion Euros ($4.8billion).

Artisanal gelato has always enjoyed suc-cess in its home market. Every year, Italiansconsume some 360,000 tons – almost sixkilos per person - thanks largely to afforda-ble prices.Healthier, tastier, more natural

While in its native country "gelato" is sim-ply the Italian word for ice cream, outsidethe country it denotes a product that is fre-shly made every day and has a creamier tex-ture and much lower fat content than itsindustrially produced counterpart. Its popu-larity is now soaring around the world asmany consumers view it as a healthier, ta-stier, more natural alternative.

Sigep, the annual international artisan ge-lato expo held in the northern Italian sea-side town of Rimini, reported a recordattendance of more than 100,000 visitorsthis year. Not only that, almost a fifth of thevisitors attending the five-day event werenot Italian.

Artisan gelaterias are springing up all overthe world, according to Sergio Dondoli, anaward-winning ice cream maker and vice-president of the Comitato Gelatieri gelatomakers' association. Dondoli, who also has aconsulting business, is in big demand.While foreign interest used to come mainlyfrom Germany, today requests for his servi-ces come from all over the world. "Africa,South America, China… everywhere," Don-doli told Deutsche Welle. "It's incredible. It'sgood for the gelato business."

And while gelaterias outside Italy used tobe run by Italian immigrants, the trend isclearly toward more non-Italians openingtheir own gelato businesses. Sweet palate

The change is also reflected in the num-ber of foreigners interested in learning thetricks of the trade directly from Italian pro-fessionals. The Carpigiani Group, a leadingmanufacturer of gelato-making machinerythat runs the 'Gelato University' at its head-quarters in Bologna, has experienced a surgein applications due mostly to foreign stu-dents whose numbers are up 50 percent.

"There is a direct relationship betweenthe economic crisis of a couple of years agoand this huge increase in people subscribingto courses," said CEO Andrea Cocchi."When you ask them why they are here,they say 'I lost my job so I want a job that

no-one can fire me from.'" Many aspiring professionals come from

China, where interest in gelato is growing.Although Italians have a much sweeter pa-late, they show how to make the basic pro-duct, which the Chinese can then adapt totheir own recipes – from leeches and greentea to adzuki red bean flavor.

"We want to expand in foreign markets,especially in Asia, because Asia is the fu-ture," said Gian Maria Emendatori, directorof Mec3, a leading Italian supplier of gelatoingredients and an operator of franchise ge-laterias worldwide."They run faster. Theywant more things. We have become the oldcontinent here."

Asia is a particularly important market forthe Italian gelato industry, Emendatori toldDeutsche Welle, because the region "is hun-gry for foods, for new products, especiallydesserts" and because it has "a huge culturefor savory food but not dessert."Chinese origins

As well as supplying restaurants and ho-tels, more than 60 Mec3 franchise gelateriaswill open in China this year, following theopening of an office in Shanghai. "China'snot the fastest growing market for gelato,"Emendatori said, "but the fastest growing interms of increase because five years agothere was nothing."

Carpigiani also sees huge potential inChina. Like Mec3, the company has openeda Shanghai office where today it offers cour-ses to Chinese entrepreneurs who want toopen their own gelaterias. "We try to letthem understand what gelato is, what typeof business they can have, and slowly – stepby step – we are seeing some customers,"Cocchi said. "It is still a small market butwith a huge potential."

Ironically, ice cream is believed to haveoriginated in ancient China, where it wasserved its emperors, and was later introdu-ced to Italy by Marco Polo on return from avisit to China.

So, early detection is the keyto reducing the fatality rate from mela-noma or any skin cancer. Think of me-lanoma as a submarine in port…onceit gets out to sea, it dives, and then itmight be too late.

How do you detect melanoma?The ABCDE’s of self skin exam. Lookfor any dark lesion which is Asymme-trical (one half doesn’t match theother half), has Border irregularity(the edges are ragged, notched, orblurred), has Color variation (pig-ment is not uniform, and may displayshades of brown, black, white, red, oreven bluish tone), has a large Diame-ter (moles over 6 mm diameter,though melanoma can occur as a tinyblack dot), is Evolving (cancersgrow…so melanoma changes in sizeover time, this is critical, especially forthe rare melanomas that are notbrown).

Who is the best to discover mela-noma? I believe it is the patient. Youare the one most likely to discover anodd mole or freckle on your body. Youshould check your entire body mon-thly. You can also get melanoma inthe most private of places, and peoplewho do are more likely to die fromthem, due to late recognition…socheck everywhere! The key to survivalis early detection. If you find some-thing concerning, you should seekmedical attention to have the lesionreviewed as well as a full body, head totoe, skin examination. If the medicalprovider is concerned, then you willbe referred to a dermatologist (me)for a more thorough examination. SUN PROTECTION: One of bestways to prevent skin cancer is by pro-tecting yourself from over-exposure tothe ultraviolet rays of the sun. Ultra-violet light (UV) is divided into UV-Aand UV-B. UV-B causes burning,while UV-A is most associated withaging, and possibly with melanoma.The best way to block UV light is withclothing. Darker clothing protects bet-ter. Also, wide brimmed hats can helpprotect the scalp and face. Sunscreensshould be used to protect those areasnot covered by clothing, particularlythe face, arms/hands, andchest/shoulders.

Sunscreen is given an SPF rating,based on its ability to block UV-B.Sunscreens currently do not have ra-tings for protection from UV-A. Ho-wever, UV-A is now becomingsomething that we are realizing canalso cause skin cancer, melanoma, andaging (wrinkles). So remember, whenyou choose a sunscreen that says, forinstance, “SPF 30 UVB/UVA”, theSPF rating refers to only the UVB por-tion. You may be actually getting verylittle UVA protection, even though itis advertised. We will likely see achange in this rating for UV-A by theend of 2011.

Choose a sunscreen with an SPF ofat least 30. An SPF of over 30 is relati-vely unimportant in the scheme ofthings. Apply it in a thick layer….theSPF is directly related to the thicknessof application. Most people do not getanywhere near the SPF number adver-tised when applied in a typical thin fa-shion. To help prevent wrinkles, andskin cancer, also choose a sunscreenwith good UV-A blocking ability. Howdo you tell if you are blocking UV-A?

Look for the following UV-A blockingchemicals: Zinc, Avobenzone (Parsol1789), Titanium, or Mexoryl. Theseare the best UV-A blocking chemicals,and the only way you’ll know if you’regetting any UV-A photo-protection.Lastly, limit your time outdoors, parti-cularly between the hours of 10:30 amand 4 pm, when the overhead rays arestrongest and the UV-B the most in-tense.

I don’t recommend anyone live thelife of a Vampire and stay indoors…but you have to be wise about your ex-posure to the sun, so you can lookgood, and stay healthy for a long life.

Annual housing allowancesurvey coming to Italy By Commander Navy Region Europe,Africa, Southwest Asia Public Affairs

NAPLES, Italy— The annualOverseas Housing Allowance(OHA) Utility/RecurringMaintenance Allowance sur-vey for personnel stationed inthroughout Italy is set tobegin Feb. 15 and run throughMar. 14.

The survey is for all militarypersonnel who have been resi-ding in privately leased quar-ters for at least six months andare receiving an overseas hou-sing allowance. The DefenseTravel Management Office(DTMO) has set a goal for atleast 70 percent of the affectpersonnel to participate, stres-sing the importance of thissurvey because of the directeffect it will have on service-members’ paychecks in Italy. The DTMO will use the datato set OHA allowances inItaly and assist in the formula-tion of OHA rates for servicemembers worldwide.

In a change to this year’ssurvey, the DTMO will emailthe survey Web link directly toeligible members via themember's individual email ad-dress as shown in the pay sy-

stem. Participants will have tocompute a monthly averagefor utility and maintenanceexpenses for the last 12months.

Items that are reported inthe survey include: electricity,heating fuels, water for resi-dence, trash pick-up, sewercharges, maintenance andminor repairs, insurance cove-rage required by customs orlaw, condo fees, police protec-tion, guards, and taxes forwhich the tenant is responsi-ble and must make a separa-tely identifiable payment.

Cable TV, telephone bills,automotive expenses, inclu-ding fuel, are not included inthis survey.
