    399.201: Purpose and scope.

    This subpart prescribes step, handhold, and deck requirements on commercial motor

    vehicles. These requirements are intended to enhance the safety of motor carrier

    employees.

    399.203: Applicability.

    This subpart applies to all trucks and truck-tractors, having a high profile cab-over-engine

    (COE configuration, for entrance, egress and back of cab access, manufactured on and

    399.205: Definitions.

    Cab-over-engine (COE)A truck or truck-tractor having all, or the front portion, of the engine underthe cab.

    COEHigh profileA COE having the door sill step above the height of the front tires.

    Deck plateA horizontal surface designed to provide a person with stable footing for the performanceof work such as the connection and disconnection of air and electrical lines, gaining access topermanently-mounted euipment or machinery or for similar needs.

    Door sill stepAny step normally protected from the elements by the cab door when closed.

    Effective peripheral gripAny shaped surface, free of sharp edges, in which a full grasp can be madeto secure a handhold by a person.

    Fingertip graspA handhold surface which provides a person contact restricted to finger segments !and"or # only$ or which limits wrap-around closure of finger segment ! with the palm of the hand to %&degrees as shown in 'llustration '.

    (* Construction. Each step or deck plate shall be of a slip resistant design 5hich minimi6es

    the accumulation of foreign material. =herever practicable, a self-cleaning material should

    be used.

    (' oot accommodation. !tep depth or clearance and step 5idth necessary to

    accommodate a climbing person are defined by using a minimum "%+ millimeter ( inch

    diameter disc as sho5n in 7llustration 777.

    (i !ingle foot accommodation. The disc shall fit on a tread rung, or in a step recess, 5ith noe3terior overhang.

    (ii T5o-foot accommodation. T5o discs shall fit on a tread rung, or in a step recess, 5ith no

    e3terior overhang.

    ( !tep strength. Each step must 5ithstand a vertical static load of at least %>' kilograms

    ('> pounds uniformly distributed over any "%+ millimeter ( inch increment of step

    5idth.

    ( ?andhold location. 2 handhold must be located 5ithin the reach of any person entering

    or e3iting the vehicle.

    (+ E3terior mounting specifications for handholds. Each handhold, affi3ed to the e3terior of

    the vehicle, shall have at least *$ millimeters (". inches clearance bet5een the handhold

    and the surface to 5hich it is mounted for the distance bet5een its mounting points.

    ($ ?andhold si6e and shape. Each handhold shall be free of sharp edges (minimum "

    grasp by any person.
