INTRODUCTION

Ladies and Gentlemen,

In April 2014 Polish Wind Energy Association launched the “National information and

education campaign “Fair Wind for Regions”” project. The campaign proved to be a

substantial success; measures thereunder have been recognized by representatives of public

administration and companies from the energy sector. The official conclusion of the campaign

is scheduled for 30 June 2015. The report presents the documentation, effects and results of

PWEA actions during the campaign.

The „Fair Wind for Regions” campaign is co-financed by the National Fund for Environmental

Protection and Water Management.

EDUCATIONAL BROCHURE The “Wind Energy – the facts” brochure has been dedicated and developed by PWEA for the

“Fair Wind for Regions” campaign. The brochure is a set of basic information concerning the

advantages and limitations of the wind energy technology and the impact of wind turbines on

the environment and people. Participants of all events organised during the project received

a paper brochure together with a PDF version on USB drives also containing speakers’

presentations. The brochure is also available at the project website: www.regionalne.psew.pl

PRESS BREAKFASTS

“ACOUSTICS AND IMPACT ON HUMAN HEALTH” PRESS BREAKFAST

04.06.2014, OLSZTYN

The event launching the campaign. During the meeting Professor Feliks Jaroszyk discussed

certain aspects of noise and acoustics in the context of human health. The event was

moderated by PWEA Vice-President, dr Arkadiusz Sekściński. The event attracted substantial

journalists’ attention. After the substantive part the participants had the opportunity to visit

the Malbork Wind Farm in Koniecwałd, where representatives of PGE EN carried out

a guided tour and presented turbine interior.

“EXISTING WIND ENERGY LOCATION REGULATIONS” PRESS BREAKFAST

WARSAW, 11.12.2014

Participants of the press breakfast in Warsaw discussed, among others, the new legislative

initiative amending the Building Code and the Spatial Planning and Development Act (Sejm

paper 2964). The solutions proposed in the draft may substantially affect the wind farm

location procedure in Poland by introducing, among others, the obligation to locate wind

farms on the basis of local spatial development plans (abandonment of outline planning

permissions).

WORKSHOPS

“WIND OF CHANGE - NGOs ON THE GREEN SIDE” NGO WORKSHOPS

24-25.06.2014, MIĘDZYWODZIE

Two-day workshops for ecological NGOs held only once during the project. Participants

included representatives of organisations such as WWF, Eko-Unia Fundacja Ekologiczna,

Fundacja Myśli Ekologicznej, Związek Stowarzyszeń Polska Zielona Sieć and Fundacja Akcja

Bałtycka. Invited speakers included Professor Piotr Tryjanowski (Poznań University of Live

Sciences), dr Krzysztof Badora (Opole University), Krzysztof Prasałek (EPA sp. z o.o.) and

Izabela Kielichowska (GE). Issues discussed during the two-day workshops included

requirements applicable to pre-investment and as-built bird and bat monitoring, the stability

and integration of variable RES, wind farm LCA, acoustics and wind farm location issues. On

the second day of the workshops the participants had the opportunity to confront the

theoretical knowledge acquired on the first day during a site visit to the Jagniątkowo Wind

Farm. Representatives of PGE EN showed the participants around the investment site. During

the site visit Mr. Michał Jasiński – ornithologist from the Professor Wysocki’s Clanga team

presented the operation and results of studies carried out using an ornithological radar

installed on the area of the wind farm. This was followed by on-site acoustic measurements

carried out by participants together with dr Jacek Szulczyk. The participants appraised the high

substantive and organisational level of the workshops.

PUBLIC ADMINISTRATION WORKSHOPS

“WIND ENERGY IN THE POLISH LANDSCAPE”

27.06.2014, TORUŃ

The first of the series of 6 self-government administration workshops. The invited

representatives of local governments listened to presentations delivered by Professor

Zbigniew Myczkowski (Cracow University of Technology), dr Witold Lenart (University of

Warsaw) and Piotr Kowalski (Biuro Projektowe Piotr Kowalski). The experts discussed spatial

development issues as well as guidelines for the location of wind turbines in the landscape

and the methods for harmonious integration of wind turbines in an open landscape. After the

end of the theoretical part the participants travelled to a wind farm in the Świecie nad Osą

commune, where representatives of EDF EN and Vestas presented turbine operation in the

Linowo Wind Farm.

PUBLIC ADMINISTRATION WORKSHOPS

“NIMBY TO PIMBY – HOW TO DEVELOP CONSCIOUS ACCEPTANCE FOR WIND ENERGY

INVESTMENTS”

04.09.2014, GDAŃSK

The invited speakers included Mikołaj Franas, a representative of Kancelaria Radców

Prawnych i Adwokatów Aval-Consult, who presented the course of public consultations and

procedures stemming from the Administrative Procedure Code. Next, counsellor-at-law

Jolanta Kochanowska specified the parties to the environmetnal procedure and discussed the

rights of ecological organisations. During the practical part of the event Tomasz Koprowiak,

Head of the Kisielice Commune and Jerzy Kalinowski, a representative of EDPR Polska

presented specific investments and local community actions aimed at increasing social

acceptance for wind energy investments. The day-long event was participated primarily by

employees of Commune and District Offices as well as District Sanitary and Epidemiological

Inspection.

Due to the cosy nature of the event the participants had the capacity to hold an open

discussion, resulting in exchange of experience.

“ACOUSTICS AND IMPACT ON HUMAN HEALTH” WORKSHOPS

CRACOW, 06.10.2014

Four experts in physics and medicine made presentations during the event. The event

attracted many participants, including representatives of Regional Environmental Protection

Directorates, Provincial Sanitary and Epidemiological Stations as well as District Sanitary and

Epidemiological Stations. The workshops commenced with a presentation by Katarzyna Sowa-

Popek, MD from the Cracow University Hospital, who introduced the issues related to health

impact of wind energy. Next the floor was taken by Professor Tomasz Boczar (Opole Univeristy

of Technology), who discussed the level of physical impact of wind energy and its effects on

human body. Dr Bartosz Bilski from Poznań University of Medical Sciences discussed the

impact of wind energy on health and presented the latest studies confirming the lack of

evidence for adverse health effects of wind turbine operation in humans. At the end of the

meeting dr Jacek Szulczyk (Pracownia Akustyczno Środowiskowa EKO-POMIAR) compared

environmental safety impact of wind energy installations and other facilities. The cosy nature

of the event enabled the participants to hold an open, interesting debate concerning the

discussed issues.

“SOUND ENVIRONMENTAL DECISION: A GUARANTEE OF SUCCESS” WORKSHOPS

17.11.2014, WARSAW

The event was moderated by dr Arkadiusz Sekściński, PWEA Vice-President, who presented a

paper concerning the current legislative environment applicable to RES in Poland.

The importance of sound planning documents and strategic environmental impact assessment

for a successful investment process was discussed by Joanna Przybyś from General

Environmental Protection Directorate. Next, counsellor-at-law Jolanta Kochanowska

presented legal aspects of an environmetnal impact assessment report for a wind farm. The

issues related to environmental decision and principles for its proper issuance in compliance

with legal requirements were presented by counsellor-at-law from SSW Maciej Kruś law firm.

Grzegorz Głowacki from Polenergia S.A. convinced the participants to the importance of

cooperation between the administration and the investor.

“WIND ENERGY VS. NATURE CONSERVATION”

10.02.2015, GORZÓW WLKP.

The impact of wind energy on nature was discussed by four experts. The workshops were

opened by Sebastian Guentzel from EXPERT Sebastian Guentzel i Łukasz Ławicki Sp. j., who

presented a paper entitled “Birds vs. wind energy development”. Wojciech Mrugowski presented the

workshop participants a methodology of pre-investment monitoring studies. The next discussed

subject was as-built monitoring, presented by dr Jacek Antczak (Pracownia Badań i Analiz

Przyrodniczych “Tringa”). The last presentation – “Minimisation of impact in the context of current

legislation” was delivered by attorney Jacek Kosiński from Kurzyński Kosiński Łyszyk i Wspólnicy

Adwokaci Radcowie Prawni sp. p.

PUBLIC ADMINISTRATION WORKSHOPS

“WIND ENERGY VS. ENVIRONMENTAL PROTECTION”

17.03.2015, ŁÓDŹ

The invited speakers included dr Andrzej Cylwik and Michał Sikora, M. Sc., representing CASE-

Doradcy sp. z o.o., who presented an assessment of wind farm investment lifecycle. Next, Paweł

Konieczny from Fundacja Myśli Ekologicznej presented pollution mitigation opportunities related

to wind energy development. A presentation on grid management of wind energy (facts and myths

concerning the required reserves). An independent expert, Kamil Beker, presented BAT (Best Available

Technology) in the context of wind energy. The day-long event was participated primarily by

employees of Commune and District Offices as well as District Sanitary and Epidemiological

Inspection.

CONFERENCES

THE “CONTEMPORARY FACE OF WIND ENERGY” CONFERENCE

09.09.2014, POZNAŃ

On behalf of PWEA the Conference was chaired by Ms. Dagmara Żygowska, PWEA Board

Member. The Conference was officially opened by Mateusz Klemenski, Deputy Marshal of the

Wielkopolskie Province. He was followed by Paweł Przybylski from Siemens Sp. z o.o., who

discussed the latest technological achievements in the wind energy industry. Social

acceptance issues were presented by MP Jacek Najder, Robert Bocha from mediatorzy.pl and

Tadeusz Kierys from Domrel. Professor Piotr Tryjanowski from Poznań University of Live

Sciences presented a paper on bird monitoring regulations and requirements. Issues

concerning the current legal environment and knowledge concerning the impact of wind

energy investments were presented by dr Jacek Szulczyk from Pracownia Akustyczno-

Środowiskowa EKO-POMIAR. He discussed the issues related to specification of immission

levels and noise range upon the wind farm design stage. The last paper was presented by dr

Krzysztof Księżopolski from University of Warsaw, discussing the impact of wind enregy on

energy security of Poland.

THE “RES DEVELOPMENT: THE OPPORTUNITY FOR THE REGION” CONFERENCE

22.09.2014, KIELCE

The conference was opened by Grzegorz Skarżyński, PWEA Vice-President, presenting the

current development of wind energy in Poland and particular provinces and discussed the

currently planned draft regulations pertaining to the RES sector. Dr Joanna Mazurkiewicz from

Poznań University of Economics discussed social and economic effects of activities opposing

wind energy, the contribution of wind energy to the power system as well as assessed various

wind farm operation aspects. The next speaker was Zbigniew Blecha, a representative of

Martifer Renewables, who discussed the importance of social acceptance in the investment

process and relevant approach to the local community. Paweł Konieczny from Fundacja Myśli

Ekologicznej discussed wind farm implementation determinants in the Świętokrzyskie

Province. He presented the topographic conditions in detail, stressing scattered development

and substantial share of areas subject to nature conservation (as much as 66% of the province

area). Bartłomiej Kolipiński from Polish Town Planners Association presented a paper on wind

energy in the commune’s spatial planning. He discussed in detail the existing planning

determinants for wind farm location and proposed amendments to regulations in force. The

next paper, on environmental impact of different energy production technologies in terms of

CO2 emissions, was presented by Antoni Bielewicz from European Climate Foundation. The

last paper, entitled “RES: the alternative for energy development of the region” was presented

by Michał Kubecki from the RES Institute.

THE “WIND ENERGY VS. THE ENVIRONMENT” CONFERENCE

WROCŁAW, 21.10.2014

The Conference was opened by Wojciech Cetnarski, PWEA President. He presented the

current development of wind energy in Poland and particular provinces and discussed the

currently planned draft regulations pertaining to the RES sector. Next, the floor was taken by

Piotr Stawski, Ph. D., Eng., from Energy Systems Automation Institute, who discussed

environmental impact of wind farms. The presentation demonstrated practical solutions

mitigating such impact. Another presentation was delivered by Robert Smoleński, Ph. D., Eng.,

from Electrical Engineering Institute, who discussed energy production opportunities using

the latest technologies. The use of wind energy at high altitude (higher energy density and

solidity) may contribute to the increase in the share of wind energy in the energy mix, whereas

the use of energy storage in power systems enables the increase in RES connection capacity.

Spatial determinants of the Dolnośląskie Province in the context of wind energy development

were presented by Piotr Rybkowski from Domrel Biuro Usług Inwestycyjnych Sp. z o.o. Anna

Siwkowska from Ambiens Sp. z o.o. discussed environemtnal decision issuance procedure for

wind energy investments. The “Health impact of wind energy” paper was presented by Donata

Kurpas, Ph. D, MD from State Higher School of Vocational Medical Education in Opole.

Professor Kurpas presented the latest studies confirming the lack of evidence for adverse

health effects of wind turbine operation in humans. Dr Krzysztof Badora from University of

Opole discussed the issues related to wind energy in the Polish landscape. Effective wind farm

management methods were presented by Sebastian Cichowski, Ph.D., Eng., from WSB Service

Sp. z o.o.

THE “WIND ENERGY: AN INTEGRAL PART OF THE LUBLIN LAND” CONFERENCE

26.11.2014, LUBLIN

The conference was opened by Wojciech Cetnarski, PWEA President, presenting the current development of wind energy in Poland and particular provinces and discussed the currently planned draft regulations pertaining to the RES sector. Next the floor was taken by dr Michał Wydra from Lublin University of Technology, who discussed energy resources of the Lubelskie Province, and Piotr Rudyszyn from W4E Energia Odnawialna Sp. z o.o., who presented a paper on legal conditions and aspects of wind energy development in the Lubelskie Province. Optimisation of a wind farm project was discussed by Karol Mitraszewski from DNV GL Polska. Dr Krzysztof Markowicz from University of Warsaw presented a paper on acoustics and physical impact of wind farms. The paper entitled “How to effectively carry out public consultations?” was presented by Adam Królikowski from Green Power Development Wind Sp. o.o. sp. k. Dr Mariusz Matyka from Institute of Soil Science and Plant Cultivation (State Research Institute in Puławy) discussed the impact of wind energy on agricultural production. The analysis of contemporary knowledge allows for a statement that wind farm construction shall not deteriorate agricultural production conditions. To the contrary, available sources demonstrate a series of positive effects of co-existence between wind farms and agricultural production. Moreover, wind energy does not entail substantial limitations in agricultural production. The impact of the climate and energy package on wind enregy development in Poland was discussed by dr Krzysztof Księżopolski from University of Warsaw. The last paper, concerning the environmental decision issuance procedure, was presented by dr Joanna Sztyber. The environmental decision is a mandatory element of the administrative permits acquisition procedure for projects likely to substantially affect the environment.

THE “WIND ENERGY: A DEVELOPMENT OPPORTUNITY FOR THE PODLASKIE PROVINCE”

CONFERENCE

25.02.2015, SUWAŁKI

The Conference was opened by Grzegorz Skarżyński, PWEA Vice-President, who discussed the

Renewable Energy Sources Act recently adopted by the Sejm.

Next the floor was taken by Karol Mitraszewski from DNV GL Polska, who discussed wind farm

productvity forecasting. Michał Sikora from CASE Doradcy sp. z o.o. presented a paper on

“Analysis of ecological effect in wind turbine LCA”. Life Cycle Assessment (LCA) is an

environmental management method enabling identification of key environmental aspects and

assessment of their environmental impact during the entire life cycle, from resources

acquisition, through manufacture, use and final waste disposal.

The “Wind energy vs. the environment” paper was presented by Maciej Rozkrut from

ENVIRON Poland Sp. z o.o. A paper on small wind energy was presented by Professor Piotr

Doerffer, Eng., from Institute of Fluid-Flow Machinery of the Polish Academy of Sciences. The

market for small wind turbines is in initial growth phase and faces numerous challenges, yet

offers substantial perspectives and development opportunities. The RES Act, recently adopted

by the Sejm, is to facilitate small wind energy development.

Dr Wojciech Miąskowski, Eng., from University of Warmia and Mazury presented a paper on

distributed energy technologies and their development opportunties. Distributed energy is

the production of electricity, heat as well as liquid fuels by small units or facilities for local use.

Energy produced by distributed energy sector is usually produced from renewable energy

sources. Advantages of distributed energy include the capacity to use local energy resources,

in particular renewable energy sources, avoidance of excessive installed capacity, reduction in

transmission losses, increase in energy security through diversification of energy sources and

reduction in greenhouse gas emissions.

THE “WIND ENERGY: AN INTEGRAL PART OF PODKARPACIE LANDSCAPE” CONFERENCE

31.03.2015, RZESZÓW

The “Wind energy: an integral part of Podkarpackie landscape” Conference concluded the one-year series of Polish Wind Energy Association events under the national “Fair Wind for Regions” campaign.

The event was opened by Krzysztof Tyszkiewicz, PWEA Vice-President, presenting the current development perspectives of wind energy in Poland and discussed the RES Act with the attendees. Works on the draft RES Act lasted more than 3 years. During that period the concept and key assumptions changed and evolved. The Act establishes a new support model based on an auction scheme. This means that instead of the today’s green certificates granted to each entrepreneur producing energy from RES, starting in 2016 investors will participate in auctions, where one will have to compete for support.

Furthermore, the Conference also discussed the following issues: the opportunities and determinants of the Podkarpackie Province in the context of wind energy development; wind farm environmental impact forecasting, avoidance and minimisation methods; the impact of wind turbine noise on human health; small wind energy; wind resource measurement and recording methods used to design wind farm sites; wind energy in the Polish landscape.

The attendees were particularly interested in the paper presenting the knowledge about the impact of wind turbine noise on human health. During the presentation dr Jacek Szulczyk from dB-Projekt sp z o.o. discussed the issues related to specification of immission levels and noise range upon the wind farm design stage.

Professor Zbigniew Myczkowski from Kraków University of Technology discussed the issues related to wind energy in the Polish landscape. During the presentation he stressed that sites must each time be documented for a specific location; it is impossible to implement such investments on the basis of imposed “strict” assumptions. The location of wind farms depends primarily on wind conditions as well as environmental and infrastructural determinants. Sophisticated analyses are carried out for each wind farm to verify if the implementation of a particular project will bring the expected results. The Polish law includes precise provisions specifying wind farm location principles.

The next paper, presented by Marta Kaczmarek from EKOPERFEKT, was entitled “Wind farm environmental impact forecasting, avoidance and minimisation methods”. A fundamental element of wind farm environmental impact forecasting is site assessment in terms of potential social and environmental conflicts as well as specification of the scope of analyses necessary for a comprehensive assessment of the investment’s impact on its surroundings.

Substantial interest of public administration in acquiring reliable knowledge not

based on myths

Demand for such campaigns both from administration and the RES industry

– positive opinions of participants and speakers concerning the substantive and

organisational level of each event within the campaign

– developers’ interest in the “Wind Energy – the facts” brochure

– regular visitors do Fair Wind for Regions events

– interest of RES industry representatives in participation in workshops for public

administration

– Fair Wind for Regions events debunked myths and constitued a venue for open

discussion and education (example: the presence of Zielona Gmina Wińsko

Association during the Wrocław conference)

Very significant interest in legal aspects (the longest and most heated discussions

followed presentations of experts, i.e. counsellor at law Joanna Kochanowska,

Mikołaj Franas, Maciej Kruś – SSW)
