What is the future of the refi ning in France?Will independent companies replace the majors?

Th e major petroleum companies are concentrating back their activities on their core business, exploration and production of crude oil. Th e fi rst sector of activities they reduced over the past 30 years is the distribution. In France for instance, the petrol sta-tions were running at 41500 in 1980 (ard 40000 belonging to majors) to 13170 only in 2006 (4672 belonging to majors). Now some majors seem to withdraw from refi ning in Europe. Shell an-nounced their decision to sell their French refi neries of Petit Couronne (7 MT/year), Berre (6.3 MT/year) & Reichstett (4 MT/year). It was rumoured that Lukoil indicat-ed an interest in buying, but same has been since denied. Now Petroplus is named as a potential buyer. Th is company, created in 1993 whose major shareholder is the American pension funds Company Carlyle, has already developed dramatically its refi ning activities in Europe with the buy out of BP Coryton.

It is worth to mention that BP is since this sale, not anymore an actor in the refi ning activities in Great Britain!Total, with its 52.6 MT/year refi n-ing capacities reinforces its position of the fi rst Refi ning Company in France.But, with these deep and fast changes in the French refi ning scheme, what can be the predictions for the next 5 years and the repercussions on the oil trading activities in France?

What futurefor reasoned agriculture ?

Th us, far from the XVIII century when husbandries consisted of an al-ternation between falllow and culture and where animal manure were only sources of fertilizers. How the transportation of dry bulk has been aff ectedby the changes of freights markets over the last 3 years.

Th e Year 2004 represented a change of era. Th e emerging of new actors likes China & India, the implemen-tation of ISPS code, the ship’s fl eet & capacity which is coming outdated in some areas, the bunkers prices have aff ected for a long period the freight market.

All actors knew that a ship’s fl eet get-ting old will aff ect the freight market with automatic eff ect on dry bulk car-goes sector. Some of them have an-ticipated bunker’s adjustment. Th ose elements have kept the market fi rm but not that much compare to the eff ect of China’s economic growth and the impact of safety & security of ships, ports and shore terminals.

Th e constant increase of Chinese consumption of mains raw materials will be extremely important for the freight market worldwide. Its pro-duction of steel reached 40 millions tons in June 2006 (2 MT of raw mate-rials = 1 MT of steel).

Th e sea transportation of cement reached the same level.It is during the year 2004 that the Baltic Dry Index (BDI) which is the index covering dry bulk shipping rates giving by the average of rates on 24 routes of dry transportation (Iron Ore, Coal, Cereals, etc…) made an extraordinary increase up to 6.000 pt (6.208 pt on December 06th 2004)

A SIGNIFICANT IMPACT OF AGEING WORLD BULK CARRIERS FLEET AND DRAMATIC INFLUENCE OF DEVELOPPING COUNTRIES ON

THE FREIGHT MARKET

Nowadays this indicator ranges be-tween 5000 & 6000 when it was at a level of 1.000 over 2002. Whether it is Pacifi c or Atlantic region the Cape size index moves the same direction.

French ports have been impacted by this rise of freight rate as automati-cally our wheat crops on CIF basis were not competitive at all, suff ering also from the prices on FOB basis ex Black sea. During the year 2004 the quantity of Wheat exported from

Other cargoes have been aff ected like Steel products.Th e Baltic Dry Index is maintained at same level through an important demand from India and China and all shipping actors must kept their attention on the diminished capacity of vessels as well a future decrease of steel productions in China, the India’s iron ore’s rising on the market could aff ect the near future’s freight rates. India is indeed becoming a major producer and exporter of Iron Ore with about 18 billion tonnes of Iron Ore resources.

try world Number 1, invests in new equipments at its Dunkirk Factory.On August 18th 2006, the MV ZHENHUA8, coming from Shang-hai, delivered the new P34 Gantry Crane, built by ZPMC (ZhenHua Port Machinery Company)Moreover, ARCELOR MITTAL has rebuilt the site’s conveyor belts, launching at the same time various investments on the site in order to meet new envi-ronmental standards, for a total cost approaching 20 million Euros.By 2011, about 15 million tons of raw material, necessary for the produc-tion of 7,5 million tons of steel per year, will be handled through the Dunkirk port installations dedicated to the hot factory.Currently, ARCELOR MITTAL Dunkirk classically receives Cape Size Bulk vessels first lightening at West Port ( Maximum Draft ; 18 M ), and then shifting to the East Port facilities, once they have reached the acceptable draft of 14,20 M.This ‘double call’ unloading, entrust-ed to Sea-Bulk acting as stevedore on both West and East Ports, allows ARCELOR MITTAL to charter Cape

Size vessels loaded at full capacity, and thereby to obtain overall better freight conditions.Port of Dunkirk’s exceptional nauti-cal possibilities are a capital asset for Dunkirk installations, and the ARCELOR MITTAL Group will definitely continue to value this strategic el-ement in its future development plans.New projects and investments are indeed already decided for the near future.

Additionally to he P34 Gantry Crane delivered in 2006, two other new gan-try cranes should be delivered soon. The new owner of the ARCELOR MITTAL Group, Lakshmi Mit-tal, confirmed this investment plan during his last visit in Dunkirk last February 2007.

T HE call of the RMS Queen Mary 2 last March 25th marked the beginning of

the 2007 cruise season at Le Ha-vre.The largest cruise liner (345 me-tre long, 45 metre wide and fit-ted to accommodate almost 2600 passengers), under Sea-Invest agency,Is coming back on next June 25th.This call has been long-awaited by Port Authorities and Town Hall representatives since about 200 passengers areDue to embark in Le Havre, for a Transatlantic cruise to New-York, after a one-day call at Southampton.This event is very welcomed as the Port Authorities have this year again taken the opportunity to promote the harbour of Le Ha-vre. As a port of start and end of cruise during the Seatrade show in Miami.In this respect, a new Cruise Welcome Centre is being fitted out and should open within few weeks at Florida tip. This new Cruise Welcome Cen-tre stretches over 1000 squared metres, that is to say three times larger than the old one.

Out of many services this last has to offer to cruise ships passengers and crew members : A warm welcome by multilingual hostesses whenever a vessel ar-rives, tourist and practical infor-mation, touring services, Internet access, phone booths, toilets and rest area.Still in a view to enable turna-round operation, the new Cruise Welcome Centre will offer an-other 1000 squared metre sur-face especially dedicated to lug-gage storage.Some of the cruise ship owners, showing a real interest in this project, have already planned to come and visit it .

ROUEN is one of the few sea ports in the world situated so far inland.

Indeed, located at 70 miles of the estuary on river Seine it is since the roman times the natural port of the French capital Paris.Vessels reaching 280 M LOA, 43 M breadth, 50 M air draft can safely proceed to this port. Thanks to extensive studies and works by the Seine Pilots and the Port authorities, the draft restric-tions in the river represent also a clear asset with a maximum inbound draft varying from 10 to 11M SW (even more during spring tides) and 10.30 M FW down bound at most of tides.The basin of Paris represents the first European industrial region with 35 millions consumers on a 250 km radius circle where 50% of the French wealth is produced.Together with industrial poten-tial, largest grain production grounds are situated in close vi-cinity of RouenAs a central link from Sea to Par-is basin and through Rouen, lies the river seine and the waterways related to it.Major target of the European Union for the next decade be-ing the reduction of pollution emission on one hand, and con-sidering the evergrowing traf-

fic problems on the motorways (regular heavy road traffic) on the other hand, one solution leads to growing use of barg-ing. As previously mentioned, river Seine and waterways, ide-ally placed and equipped, drain Paris basin production to Rouen.As a matter of fact, many parties are now involved in develop-ping barging on river Seine and waterways: VNF (Authorities in charge of french rivers and wa-terways) and Port Autonome de Paris are actively and financially assisting companies involved in river logistic.Last year, the share of Roads in cargo transportation has de-creased of 15% in favour of Rail-way (5%) and barging (10%).Barges of 5000 mt capacity can proceed between Rouen and Par-is, even further on, 2200/2300 mt sea-river going ships are able to sail to the first skirts of Paris.Considering roads problems and the ratio [cargo tons/fuel con-sumption] widely in favour of barging for first import/export leg, i.e. bulk cargoes/heavy loads etc...between Rouen and water-way ports around Paris , barges are indeed one of the ideal steps to Pollution Emission Reduction.It will also meet a growing de-mand of industry to carry goods at a cheaper rate.

Biggest carbon dioxyde (co2) shore tanks in europe :

T HE two largest CO2 shore tanks in Europe were dis-charged in Montoir gen-

eral cargo berthwith two 500 mt mobile shore cranes on last 4th April 2007.They were built in an important industrial hollow-ware in Lons-le-Saulnier (east of France),road transported (300 kms) up to Chalon-sur-Saone by 2 ex-ceptional convoys, loaded on a bargewhich proceeded down Rhone river up to Fos-sur-Mer, loaded on vessel ‘’White Sea’’ for sea passageto Montoir and again road trans-ported to Yara Montoir factory, situated about 2kms from dis-charging berth.These tanks of 50 m long and 200 mt each (empty) are now installed in Montoir Yara France terminal andare scheduled to receive abt 950 mt of CO2 (each).

Norvegian company, Yara is the first CO2 producer in Europe, covering 33% of Europeanneeds with about 900 000 mt per year.Stemmed from ammonia produc-tion, this gas is odourless, colour-

less and non-f lammable.At present, the CO2, produced in Yara Netherlands factories, is ar-riving west of France by25 mt trucks.Then, this sole new logistic CO2 storage unit in France will be supplied by small dedicatedliquefied gas coasters of about 1200 mt capacity, at a tempera-ture of about -18/-19° C.Liquefied CO2 is used by western agribusiness industries. Brittany already consumes one fourthof CO2 national needs for fizzy drinks production, meat or ready-cooked dishes refrigeration for outside transport (specially on board planes) and transports un-der controlled temperatures.

When automatic trucks loading station installation will be com-pleted, Yara terminal will then be readyto receive the first CO2 vessel, probably by the end of next june 2007.

20 000 mt of CO2 are scheduled to be received in Montoir during the first year and then quantitiescould reach 50 000 to 60 000 mt per year.

Bordeaux being a river port, stretching over 100 km with very specifi c nautical conditions, it is important, before fi xing a vessel, to check restric-tions, especially concerning river draft

Port Traffi c

Bordeaux, the port situated on the largest European estuary handles over 8.5 MT of cargo per year.

This port is largely dependant on the economical activities of the South Western region of France.

The main traffi cs of the port are exports of grain (1st exporting port of maize in Europe), oilseeds and forest products and imports of petroleum and chemical products, fertilizers and animal feeds

A major development for 2007 in Bordeaux is the joint venture between Lafarge Ciment, Sea Invest group and the port of Bordeaux for creating a com-pany dedicated in the receipt, storage, transfer of slags into a new crushing unit situated in Bassens.

This year 200.000 T of cargo will be received from Dunkirk and the expected yearly traffi c will be then 300.000 T, say 30/35 vessels. The slags, substitute of clinker for the making-up of new generation of cement, will avoid the emission of 250 KT of CO2/year.

THE company SEA TANK, a subsidiary of Sea Invest France group , specialized

in the storage of liquid cargoes intends to establish itself in the ports of Rouen, Fos and Bor-deaux.

As soon as 2008, this new activ-ity will offer a new opportunity to the group, already well estab-lished in stevedoring activities in the port of Bordeaux.

SEA INVEST , a leader on the Bordeaux market, is a major port actor. Since 1999, assisted by SEA TECH ( the engineering subsidi-ary of the group), it has fully re-structured and modernized the bulk terminal in Bassens Aval .

The building of this new storing facility (warehouse and tanks) to-gether with a new conveyor belt for discharging operations will provide stevedoring and storing installations fully adapted to the clients’ requirements.

Sea Invest focuses on the devel-opment of activities and equip-ment offering tailormade solu-tions to its clients in Bordeaux.

The exponential development of biofuel and the setting up of a plant by the group SAIPOL/DI-

ESTER in Bassens gives to Sea In-vest the opportunity to offer new storage facilities in a field of ac-tivity in which the company has already a valuable experience. Indeed, SEA INVEST GHENT (Belgium) is fully involved in liq-uid storage in Belgium.

SEA TANK will establish its fa-cilities in Bassens Aval area, where 20 000 sq meters have al-ready been reserved.

Works should begin on the 2nd half of 2007 and the activity should start on the first quarter of 2008.

At the beginning of 2008, SEA TANK will be ready to receive and store in its tanks various oils, diester and glycerin, for a traffic for the Port of Bordeaux esti-mated in the long run to 18000 Mt/year

The SEA TANK facilities will be fully completed only one year later with the installation of new tanks, thus providing a compre-hensive offer in liquid storage .

Sea invest caronte terminal :

new look

Port of Fos Lavera

T HANKS to the deep devel-opment of ore and grain traffic on south-east part

of France, and in order to meet his customers requirements (La-farge Cements, Kerneos, Arkema, Limes of Provence, Sercomex..), the Terminal of Caronte was seen equipped for this year with a new development program based on the accession of a new mobile crane and an increase of storage capacity via the building of 3 new silos.

Sea Invest Caronte Terminal hav-ing two mobile cranes for load-ing/discharg ing/transhipment operations acquired a new mo-bile crane“GOTTWALD” in Feb-ruary 2007 with a lifting capacity of 40 mts against 28 mts for each of the previous cranes.

Terminal is working now with two cranes, the third one being dedicated to repairs and mainte-nance.

This new crane has been deliv-ered by Vessel ‘Dellia’ on Feb-ruary 21st 2007 (see attached photos), the assembly and staff training performed, this new crane started to work mid March

thus allowing profit of produc-tivity and efficiency.

The current Terminal is at the moment fitted with several stor-age areas including one ware-house and three silos dedicated to bulks which need to be pro-tected against wing/rain and pol-lution (white cement, quick lime, f luorspath…), these silos will pass to six in next months.

The building of the three ad-ditional silos (dedicated to the storage of cement), started few weeks ago under control and achieving of Sea Tech should be completed course summer 2007.

To conclude, with a new crane and three new silos in construc-tion, SEA INVEST CARONTE TERMINAL is ready to deal with the increase of traffics and also changed Caronte landscape.

Furthermore, these new invest will permit in future to develop new products as gyps, fertilizers.
