Tt has, therefore, been decided to release of Central Assistance for the reimbursement of additional funds of Rs. 3080.30 Lakh (Rupees Thirty Crorc Eighty Lakh and Thirty Thousand Only) as recurring Central Assistance due to Gov!. of Punjab for the year 2013-14 under Mid-Day-Meal Programme, which is bifurcated as per details given below:- (i) Rs. 1914.41 lakh (Rupees Nineteen Crore Fourteen Lakh and Forty One Thousand Only) will be debited to Demand No. 59 - Department of School Education & Literacy, 3601 (Major I-lead) - Grant-in-Aid to State Governments, 04 - Grants for Centrally Sponsored Plan Schemes (Sub-Major Head), 187 - Elementary Education-National Programme of Mid Day Meals in Schools (Minor Head), 06 - Assistance to States (Sub Head), 06.02 - Amount to be met from Prarambhik Shiksha Kosh (Detailed Head), 06.02.31 - Grants-in-aid - for 2013-14 (Plan). (ii) Rs. 1165.89 lakh (Rupees Eleven Crore Sixty Five Lakh and Eighty Nine Thousand Only) will be debited to Demand No. 59- Department of School Education & Literacy, 360 I (Major Head) - Grant-in-Aid to State Governments, 04 - Grants for Centrally Sponsored Plan Schemes (Sub-Major Head), 789 - Special Component Plan for Scheduled Castes (Minor Head), 35 - Elementary Education-National Programme of Mid Day Meals in Schools, 35.02 - Assistance to States- Amount to be met from Prarambhik Shiksha Kosh, 35.02.31 - Grants-in- aid - for 2013-14 (Plan). 2. Accordingly, I am directed to convey the sanction of the President of India to releaseof Rs. 1914.41 lakh (Rupees Nineteen Crore Fourteen Lakh and Forty One ThousandOnly) to Govt. of Punjab as a recurring Central assistance under National Programmeof Mid Day Meal in Schools fortheyear2013-14.

3. The expenditure of Rs. 1914.41 lakh (Rupees Nineteen Crore Fourteen Lakh andForty One Thousand Only) will be debited to Demand No. 59 - Department of SchoolEducation & Literacy, 3601 (Major Head) - Grant-in-Aid to State Governments, 04 - Grantsfor Centrally Sponsored Plan Schemes (Sub-Major Head), 187 - Elementary Education-National Programme of Mid Day Meals in Schools (Minor Head), 06 - Assistance toStates (Sub Head), 06.02 - Amount to be met from Prarambhik Shiksha Kosh (DetailedHead), 06.02.31 - Grants-in-aid - for 2013-14 (PIan).

4. The above grant is subject to the following conditions: -

LPG Cost:

(i) The reimbursement of the additional cost will be made on actual basis oncertification of bills for additional requirement of fuel cost arising out ofincrease in cost of LPG cylinder duly certified by Officer In-charge of MDMat district level and approved by Officer In-charge of MDM Scheme at Statelevel.

(ii) The grantee shall maintain a separate and proper account of the expenditureincurred out of the grant and the accounts so maintained shall be open to auditby the Comptroller & Auditor General of India or any authority deputed byhim for the purpose as per rules.

(iii) The State Government shall contribute and release their minimum mandatoryshare simultaneously to implementing agencies.

(iv) The grantee shall furnish this Department with item-wise statement ofexpenditure on a quarterly basis and other reports on physical and financialprogress in approved formats. The grantee will also submit annual progresswithin one month from the close of the financial year. The unspent balance, ifany shall be taken into account before funds or subsequent years are released.

(v) The grantee shall follow strictly all the instructions issued by the Gov!. ofIndia from time to time with regard to the implementation of the Scheme andthe funds earmarked for Special Component Plan for Scheduled Castes andScheduled Tribes Sub Plan. Therefore, the funds are required to be furtherbifurcated into these minor budget heads i.e. for SCs and STs.

5. It is certified that the pattern of assistance under the Scheme has the prior approval ofMinistry of Finance. It is also certified that the grant is being released in conformity withrules and principles of the Scheme.

6. The unspent balance of Central assistance released to State during the previous yearswill be adjusted while releasing the balance amount of first instalment due to the State.

7. The utilization certificate of this grant may be submitted to Gov!. oflndia within threemonths of the next financial year.

8. The accounts of the grantee shall be open to inspection by the sanctioning authorityand audit, both by the Comptroller and Auditor General of India under the provision of CAG(DPC) Act 1971 and Internal Audit by the Principal ACCOWlts Office of the Ministry ofI-Iuman Resource Development, Department of School Education and Literacy, whenever thegrantee is called upon to do so.

9. The amount of grant-in-aid is finally adjustable in the books of Principal AccountsOfficer, Ministry of HRD, Department of School Education & Literacy, D-Wing, GroundFloor, Shastri Bhawan, New Delhi-II 0 115. On receipt of sanction letter, the PrincipalAccounts Officer may issue an advice to the Reserve Bank of India (Central AccountsSection), Nagpur for affording credit to the balance of the State Government. The PrincipalAccounts Officer may forward a copy of the advice to the Accountant General and FinanceDepartment of the State Govenunent along with a copy to undersigned in the Department ofSchool Education & Literacy. State Government shall send intimation regarding receipt ofgrant-in-aid to Principal Accounts Officer, Ministry of HRD, Department of SchoolEducation & Literacy, Shastri Bhawan, New Delhi-II 0 115.

10. Grantee is located in Punjab circle of account.

11. This issues with the concurrence of Integrated Finance Division vide their Dy. No.5989/13 dated 31.12.2013 and funds certified by IF.2 vide Dy. No. 09/2014-IF.n dated02.01.2014.

12. The Sanction ID and E-bill pertaining to above release has already been generated.
