Subject: Submission of techno-financial proposal for conducting study on high potential markets, tariff lines, and HAs for MSME sector

The Office of DC MSME wishes to conduct a detailed study on export potential for MSMEs with the aim to strategise doubling of MSME Exports from India and also to offer actionable export market information to the MSMEs of India.

The Office of DC MSME, calls for proposals under the Quality and Cost Based Selection (QCBS) Methodology, from eligible agencies, to conduct five comprehensive studies of high potential export markets for MSMEs, with each study covering one of the identified potential regional axis, namely

1. ASIA PACIFIC AXIS 2. WEST EUROPEAN AXIS 3. EASTERN EUROPE & CIS AXIS 4. MIDDLE EAST & AFRICAN AXIS 5. LATIN AMERICA AXIS

Each study, is required to cover all countries in the Axis and each of the studies shall analyse, report and provide market intelligence with sufficient demonstrable evidence, of the following:

• Trade flow - Imports of Target Potential Regions with Values, Quantities, Trends, Market share etc of non oil merchandise in each of the Tariff Lines of the harmonised system • Identify with documentary evidence and data, all potential tariff lines and export opportunities for Indian MSMES with detailed analysis of current exports from India, competing countries and competition analysis. • FTA, MFN, Duty Structures, Preferential Tariffs, Rules of Origin, Sanitary & Phyto Sanitary measures, EXIM policies etc, of Target Markets. • Report on Market Access, Trade Potential & Competitiveness, Pricing and Market Entry Strategy in Target Axis etc. • Mechanism for displaying detailed Analysis and Comparison of data from various sources for:

a. Strategy for enabling export of Made in India products by MSMEs, to target markets b. Report on current and under consideration FTAs and their effect on MSMEs in India c. Usage of data and ease of access to the data to be used by MSMEs

Criter.ia for eligibility

Research organizations/Foreign Trade Institutes / Social enterprises/ Non Profit Institution(s)/ Industry Organisation (s) engaged in the area of research and studies for MSME development, having minimum five years of experience in enabling and facilitating MSMEs / exports, to submit proposals. The institution submitting the proposal should have successfully carried at least two studies/surveys for MSME development at national level.

Evaluation criteria

Total marks: 100

Technical Evaluation Criteria {70 marks} would be :

1. Methodology, sources and process of data collection and collation: 10 marks 2. Understanding of overall scope of the study & achievement of objectives of the Study: 10

marks

3. Presentation, display and ease of access to the data, for access by MSMEs : 40 marks

4. Delivery date/delivery period/period of completion: 10 marks

Detailed proposals should contain technical proposal with the methodology of conducting the study and the financial proposal. Under QCBS, the technical proposals will be allotted weightage of 70% while the financial proposals will be allotted weightages of 30%. Technical Proposals that do not present solutions for display of data and access to data shall be outrightly rejected.

Financial evaluation criteria {30 marks} shall be the lowest financial bid.

Proposals under the QCBS methodology, should be sent in sealed envelopes, within 15 days of this EOI notice to the following address:
