INVITING TECHNICAL PROPOSALS FOR ENLISTMENT OF
CONSULTANTS FOR “IT RESEARCH AND ADVISORY SERVICES”
Interested reputed Consultants experienced in similar jobs are invited to submit
application in prescribed format along with necessary documents in support of their
technical and financial capabilities in order to get enlisted for the proposed job.
The completed Application form along with attachments in a sealed envelope super-
scribed with “Application for enlistment of Consultants for IT Research and
Advisory Services” may be forwarded to the address mentioned below or the same
can also be emailed to [email protected] or [email protected] within 15 days
of publication of this EOI i.e. latest by 26th March, 2020. Application received after
26th March, 2020 will not be entertained.
Consultants applying against the EOI will be screened based on the technical
proposals submitted by them in the attached template along with supporting
documents. Shortlisted consultants will only be eligible to participate in the
subsequent tendering process for engagement of consultant(s) for the project.
Brief Scope of work, Terms of engagement is indicated in the following sections.
Detailed Scope of Work, Schedule of Rates, Evaluation Methodology, Bid
Evaluation Criteria etc. will be intimated during the subsequent tendering process.

SCOPE OF WORK
1. INFORMATION TECHNOLOGY (IT) IN GAIL
GAIL is an IT savvy company with all the employees having the access to E-Mail, Intranet and
Internet facilities and the PC penetration being 100%. GAIL has its own Wide Area Network
(WAN) on different media like Optical Fibre connecting most of its pan- India locations. GAIL
has made significant investments in IT infrastructure and software over the last five years in view
of the current developments in the industry and its own growth plans.
GAIL’s IT strategy follows an Integrated Approach. In today’s competitive world, IT strategy can
provide real competitive edge to companies. The company's IT initiatives are spread across all its
functional areas and the objective is to use IT to the best possible extent. Thus, we have evolved
the motto: Think Digital, Be Digital.
IT contributes directly to work efficiency and transactional efficiency, leading to cost reduction
and increased customer satisfaction. Thus, GAIL has undertaken a number of IT initiatives which
have significantly contributed to cost reduction and operational efficiency. GAIL’s IT strategy
borders on these principles in an effort to become a techno savvy and efficient company
2. Scope of Work:
The bidder shall be associated with GAIL for IT Research and Advisory services in understanding
the various technologies available, potential benefits and risks, vendor selection and evaluation,
document preparation and document review from inception till implementation of the solutions/systems in all the areas mentioned in this document.
The bidder’s analyst needs to be available and give presentation on the areas described below as
per GAIL’s requirement for the events including monthly digital day.
The bidder should provide IT Research and Advisory services in various technological and
functional areas includes but not limited to the following:
Digitalization
• The bidder shall associate with GAIL in understanding the digital strategy overview and in the
journey of digitalization by guiding and coaching GAIL on inception, effective strategy
formation, communication and implementation.
• The bidder shall support GAIL to identify the business value of digital business projects and
address the Challenges of funding and implementation.
• The bidder shall provide best practices, toolkits, vendor evaluations and other tools to support
leaders succeed with digital business initiatives.
• The bidder shall analyze and provide document for the impact of digital in organizations.
• The bidder shall support GAIL in digital scenario-planning exercises designed to help them
maintain a competitive edge through the digital reinvention and disruption currently under way
in the similar industries.
• The bidder shall have analysts in various research areas to cover all the challenges of digital
business, including its infiltration of other disciplines and technologies.
• The bidder shall help GAIL to define the emerging role of the digital business leader and in

identifying, learning from and creating digital business moments.
• The bidder shall support GAIL to measure, track and benchmark GAIL’s digital journey.
• The bidder shall guide GAIL to identify the changes need to be made for ensuring success in digital
journey.
• The bidder shall suggest GAIL about Global best practices, new technology trends to incorporate
and in developing enterprise strategies for digital business.
• The bidder shall support GAIL in addressing the challenge of integrating people, business and
things.
IT - OT Fusion and Alignment
• The bidder shall provide business models based on IT, OT and IoT convergence.
• The bidder shall understand the technical requirements, processes and suggest GAIL about the use
of IT, OT and the IoT in digital business, Internet of Things and smart machines in asset-intensive
industries.
• The bidder shall support GAIL to create new sources of revenue and profit, reduce cost and risk by
the integration of IT, OT and IoT.
• The bidder shall support GAIL in transition to digital business.
• The bidder shall provide the expertise to integrate and manage the information generated by IT, IoT
and OT.
• The bidder shall analyze industries already making extensive use of OT and advise GAIL about the
best practices in integration of IT, OT and IoT.
ERP Optimization and Strategy
• The bidder shall provide information about various Enterprise application suites and ERP strategy
and operations
• The bidder shall assist GAIL to understand the Pre-implementation issues, Training and change
management, Post-implementation and support Issues, integration of Enterprise infrastructure and
systems integrators in ERP optimization and strategy formulation.
• The bidder shall assist GAIL to prepare and plan for their ERP optimization from a strategy
perspective.
• The bidder needs to have analysts to assist GAIL in understanding the ERP optimization needs and
to consolidate application instances and strategies to cut costs by effective utilization of ERP
modules.
• The bidder shall share the road map for migration into SAP HANA in line with the industry trends.
• The bidder shall assist GAIL in understanding the potential business benefits in implementing the
SAP HANA.
IT Assets, LAN/WAN & Mobility
• The bidder shall support GAIL for integrating mobility into IT and business plans. Mobile services
cost control, management and sourcing.
• The bidder shall assist GAIL in creating mobile policies including the mobile device management
and security, organizational and management implications of mobility and mobile project
prioritization.
• The bidder shall support GAIL in enterprise wide wireless, local area network and wide area network

strategies.
• The bidder shall provide research and document on enterprise mobile and endpoint best practices
across all industries and user types.
• The bidder shall support GAIL in the procurement of various IT assets and contracted services.
• The bidder shall assist GAIL to build mobile strategies to boost productivity, revenue and business
value.
• The bidder shall support GAIL to build templates to save time, cost and effort by implementing best
systems and increasing the efficiency in the processes. Some of these include policy templates for
enterprise- supplied mobile devices or bring your own device (BYOD), and RFP templates for
Enterprise File Synchronization and Sharing (EFSS) vendor selection.
• The bidder shall provide GAIL the Mobile Maturity Model to self-assess the progress in mobility.
• The bidder needs to have analysts with expertise that spans mobile and endpoint computing
technology and service sector.
• The bidder shall support GAIL for making the evaluation criteria to select the right products to meet
the unique requirements.
IT Security / Cyber Security
• The bidder shall support GAIL for handling the complexity of IT / Cyber security responsibilities
across the enterprise, using both business skills and technical expertise.
• The bidder shall support GAIL for strategically aligning security policies and programs with critical
business needs.
• The bidder shall support GAIL for communicating the value of security, establishing accountability
for it and measuring and reporting on the contribution of security measures, Vulnerability
Management, Network Security, Endpoint Security, Application Security, Data Security, Mobile
Security, Governance and strategy, etc.
• The bidder shall assist GAIL in understanding the Information Security organization structure
review, maturity assessment of current setup and changes recommended as per global best practices.
• The bidder shall help GAIL to minimize internal and external risks to business operations and ensure
the integrity of mission-critical data and applications.
• The bidder shall support GAIL for the security leaders to select, design and deploy efficient, cost-
effective technologies, services and processes.
• The bidder shall support GAIL to identify infrastructure vulnerabilities, protect enterprise data and
applications, monitor the environment and remediate attacks quickly.
• The bidder shall offer a broad range of in-depth market research, including best practices,
customizable tools and analysis of vendors, products and technologies.
• The bidder needs to have research analysts having detailed knowledge of security technologies,
vendors and service providers, as well as the operational and security aspects of infrastructure,
application and data protection.
• The bidder shall assist GAIL to save effort and money by relaying real-world, pragmatic security
approaches in a constantly changing threat environment.
• The bidder shall support GAIL to make informed decisions about the security risks to carry and risks
to fix immediately.
BI , Analytics & Other emerging technologies
• The bidder shall support GAIL to prepare data strategy and to ensure data quality, data integration,

data warehousing, metadata management, predictive, real time & content analytics.
• The bidder shall assist GAIL in data analytic techniques, decision processes, analytic processes,
decision capabilities.
• The bidder shall also support GAIL to prepare business justification for BI/ Business benefits of
analytics and identify critical capabilities / technical specifications of solution, vendor selection.
• The bidder shall support GAIL to identify the domains where analytics can benefit the business most
and show how the analytics can be applied to specific industries or various kinds of data.
• The bidder shall offer a wide range of research, best practices and customizable tools to support
analytics initiatives.
• The bidder shall also support GAIL to prepare strategic road map for Analytics and provide a three-
to five- year plan for upgrading enterprise analytics capabilities.
• The bidder shall have analysts focused on analytics challenges, along with an extended team
dedicated to a wide range of related issues.
• The bidder shall assist GAIL in adoption of the emerging technologies like Block-Chain, Cloud
computing, Deep learning, Digital Twin, Artificial Intelligence, Design Thinking, etc.
• The bidder shall provide details of use case, success stories and business benefits of the above
mentioned emerging technologies and its applicability in GAIL’s setup.

5. CONTRACT PERIOD
2 years from the date of FOI.
6. PAYMENT TERMS
Detailed payment terms shall be provided in the tender document for engagement of
consultants after this EOI stage.
7. CONFLICT OF INTEREST
GAIL policy requires that consultants provide professional, objective, and impartial
advice and at all times hold the client’s interests paramount, without any consideration
for future work, and that in providing advice they avoid conflicts with other assignments
and their own corporate interests. Consultants to be engaged for this assignment that
would be in conflict with their prior or current obligations to other clients, or that may
place them in a position of being unable to carry out the assignment in the best interest
of GAIL, shall not be eligible to participate in this process of engagement. Without
limitation on the generality of the foregoing, consultants shall not be engaged under the
circumstances set forth below:
(a) Conflict between consulting activities and procurement of goods, works or services
(other than consulting services covered in the scope of present engagement): A firm
that has been engaged by GAIL to provide goods, works, or services (other than
consulting services covered by these Guidelines) for a project, and each of its affiliates,
shall be disqualified from providing consulting services related to those goods, works
or services for the Project. Conversely, a firm engaged to provide consulting services
for the preparation or implementation of a project, and each of its affiliates, shall be
disqualified from subsequently providing goods, works or services (other than
consulting services covered by these Guidelines) resulting from or directly related to
the firm’s consulting services for such preparation or implementation.
(b) Conflict among consulting assignments: Neither consultants (including their personnel
and sub-consultants) nor any of their affiliates shall be engaged for any assignment
that, by its nature, may be in conflict with another assignment of the consultants. As an
example, consultants engaged to prepare engineering design for an infrastructure
project shall not be engaged to prepare an independent environmental assessment for
the same project, and consultants assisting a client in the privatization of public assets
shall neither purchase, nor advise purchasers of, such assets. Similarly, consultants
engaged to prepare Terms of Reference (TOR) for an assignment shall not be engaged
for the assignment in question.
(c) Relationship with Employer’s staff: Consultants (including their personnel and sub-
consultants) that have a business or family relationship with a member of the
Employer’s staff (or of the project implementing agency’s staff) who are directly or
indirectly involved in any part of: (i) the preparation of the TOR of the contract (ii) the

selection process for such contract or (iii) supervision of such contract may not be
awarded a contract, unless the conflict stemming from this relationship has been
resolved in a manner acceptable to the Employer throughout the selection process and
the execution of the contract.
(d) A Consultant, who prepares Detailed Feasibility Report (DFR) of a Project, is not
debarred from participating as Project Management Consultant (PMC) for the same
Project as both are services in nature.
8. CONFIDENTIALITY OF INFORMATION AND DATA
All information obtained by Consultant/expert during the contract period and all
information / data etc. provided by the Company to the Consultant / expert must be
considered confidential and must not be divulged by the Consultant / expert or its
personnel to any-one other than the Company's personnel. This obligation of Consultant/
expert shall be in force even after the termination of the contract. No part of the
consultancy work shall be permitted to be presented and / or published in scientific /
technical papers / journals etc. without prior approval of the Company in this regard.
9. PRE QUALIFICATION REQUIREMENTS
9.1 Financial
The agency to be engaged through this EOI process shall be of sound financial standing
evidenced by the following:
The minimum annual turnover of the Consultant as per their financial results in any one
of the immediate three preceding financial years (i.e. 2018-19, 2017-18, & 2016-17) shall
be as under:
i) For Indian (Domestic) Consultants - Rs.54 Lakhs
ii) For Foreign (Overseas) Consultants- USD 0.075 million
iii) Consultant’s Net worth should be positive as per the immediate preceding year’s (i. e.
FY 2018-19) audited financial statement.
iv) Working Capital : Rs 11 Lakhs
In case the Consultant’s working capital is inadequate, the Consultant should supplement
this with a letter from the Consultant’s bank, having net worth not less than Rs.100 Crores
or US$ 13.8 million, confirming the availability of line of credit to cover the inadequacy
of working capital in the previous year to meet the working capital requirement.
Documentary evidence (Annual report, Balance sheet, P&L account) in support of the
same shall be provided along with the proposal duly attested by CEO or his/her authorized
signatory of the organization.

9.2 Technical
The Consultant must have successfully executed at least one order for
Consultancy/Subscription for IT Research and Advisory services in Oil & Gas / Chemical
/ Energy & Utilities / Industrial manufacturing units / Fertilizers / Petrochemical /
Automobile & Aeronautical companies in India or abroad with a minimum order value
of Rs.54 Lakhs (for Domestic / Indian Consultants) and US$ 0.075 million (for foreign /
overseas Consultants) in preceding five (05) years to be reckoned from EOI submission
date.
Documentary evidence (purchase /work order copy, completion/execution certificate) in
support of the same shall be provided along with the proposal duly attested by CEO or
his/her authorized signatory of the organization.
Applicants with qualification / experience / certifications not relevant to the current requirement
of engagement shall be excluded in the screening process. Decision of GAIL in this regard shall
be final and binding and no representation or correspondences will be entertained.
Any canvassing on the part of the applicant will make the application liable for rejection.
Subsequent to the above, a tender shall be issued to prequalified Consultants based on their
response to EOI.
