The expected reports are from the South African Human Rights Commis- sion (SAHRC), the Department of Labour and the Department of Public Service and Administration. The reports about the Free State Department of Health followed a public outcry about the department’s service delivery. Mariette Pittaway, DA member in the Provincial Legislature, says last Tuesday (03/03) they received correspondence from the SAHRC stating that it has concluded its investigation into the state of the Free State Department of Health. “The report is said to be in the process of being finalised,” says Pittaway. She says the DA approached the SAHRC to investigate the department in June last year after Health MEC Dr Benny Malakoane and Premier Ace Magashule allegedly failed to acknow- ledge that the public health services in the province are in crisis. Pittaway says both the national Departments of Labour and Public Service and Administration have investigated the department and their respective reports are expected to be tabled in Parliament shortly. “Prelimi- nary media reports on these investiga- tions corroborate the findings of the DA, which has waged a difficult battle to ensure delivery of quality public health care in the province for almost two years now. The DA is anxiously await- ing the tabling of these reports. The DA in the Free State has campaigned tirelessly for MEC Malakoane to be fired. “We trust that these reports will motivate Magashule to finally admit his failure in appointing Malakoane to his executive. We are hoping for a new start for public health in the Free State. The people of this province deserve better,” says Pittaway. The Treatment Action Campaign (TAC) in the Free State has since last year also been campaigning for the firing of Malakoane, who was retained as MEC when Magashule appointed his new cabinet in May last year. Magashule reasoned that the decision to retain Malakoane was to enable him to improve the state of the Department of Health after he had initially replaced deceased Fezi Ngubentombi who had died in a car accident late in 2012. The crisis crippling the Free State Department of Health saw fed-up nurses at hospitals stage protests, some embarking on a go-slow, while at the Bongani Regional Hospital in Welkom they downed tools. Unhappy nurses lament the department’s failure to provide essential equipment to enable them to do their work. The campaign for drastic change in the trouble-ridden department has been fuelled by doctors in Free State hospitals, who wrote devastating accounts, published on GroundUp (groundup.org.za) in February, detailing what’s happening and telling stories of what can only be described as a department in crisis. In GroudUp, Doctors warn that many hospitals are teetering on the brink of collapse, with minimal doctors and nurses Some of the best specialists in the province have resigned with Malakoane only taking action after 20 did so. THE evil that is racismwill remain with us inSouth Africa for manyyears to come. I say thiswithout any doubt,because if one speaks topeople in one’s circle offriends, one constantlyhears of incidentsconcerning this phenomenon.There is a tendency in South

Africa for people – of all races– to say one is overly sensitivewhen one says such and suchis racist.In the last two months, I

have heard stories of racismthat have left me somewhatsad, but angry.In the first case, which

happened early last month, awoman with a very sick childwas “refused” help at agovernment clinic in the FreeState simply because she waswhite.The callousness of the nurses

was unbelievable as the child,who was suffering from thedeadly tick-bite fever, was neardeath at the time and thenurses simply said there wasnothing they could do for thechild.The Free State Health

Department might be goingthrough a crisis (or not –depending on who you talk to),but I feel the least the nursescould have done was to dotheir best to ensure thewellbeing of the child, whocould not even walk at the timedue to the severity of hiscondition.Whatever happened to the

Hippocratic Oath?In the second incident, a

black woman lost her job at alaw firm after 29 years of loyalservice – over toilet paper.If you are thinking stealing is

stealing and theft cannot beexcused, then I agree with you,except she did not steal thetoilet paper. No, her crime wasthat she did not replace it inthe loo after she had used upthe last little bit.When a white colleague then

used the loo immediately aftershe did, she could not replenishthe toilet paper in time.What followed was a verbal

assault by the colleague, towhich she naturally respondedand which resulted in everyonein the office hearing theirshouting match. When theesteemed law firm’s partnersheard the commotion, theyintervened, admonishing theblack lady for trying to turntheir prestigious offices intothe South African parliament.Police were called and cases

and counter cases were openedand as you read this piece theblack employee, who held avery junior position in thecompany, had been dismissedwhile the other party have notreceived so much as a warning.The obsession with race is

such a part of the SouthAfrican fabric that manypeople do not even realise itwhen they say something thatis racist or has racial under-tones.Some intellectuals have

suggested that unless we havea frank and open nationaldialogue about race in thiscountry, it is highly unlikelywe will be able to overcomeracism and live in the Rainbownation envisaged by DesmondTutu and Nelson Mandela.Thisis a sentiment I agree with.) THEY used to mesmerise football fans withtheir skills back in the day.On Friday (06/03) these veterans attended

a get-together and partied the night away atthe Sand du Plessis Primary School inHospital Park, Bloemfontein – not even thewet weather conditions could put a damperon their event.“These guys and I used to play soccer for

Old Greys in the 1980s. But we split up andformed another team called Maranata FC,”Charles Taylor, co-organiser of the event,told Express.“Since we stopped playing in the 1990s,

some of us have not seen one another. Sowe thought it would be cool to organise aget-together to have fun as old friends, withour families.“Unfortunately, we could not track down

some of the guys, as we don’t have theircontact details. It would have been evennice to have everyone here tonight. It isalso a pity that other guys whom we usedto player soccer with have passed away.May their souls rest in peace.”Back then soccer used to be known as a

sport for black men and rugby as a sportfor white men, but that did not preventCharles and those in his team from playingthe beautiful game.“That was never a problem for us. We

liked soccer and used to play against theblack guys. It was really fun. We enjoyedevery moment of it,” said Nicky Prinsloo,one of the organisers of the event.

“We formed multi-racial teams longbefore 1994. We used to play alongside guyslike Chippa Sefali, George Mokoena andmany others. We really had good teamsthen.”Taylor, who was born in Durban, said he

had never played rugby in his life.“There were no rugby teams where I had

attended school. So I have always beenplaying soccer. In Durban, we used to playsoccer against Indian and black teams. Welater had integrated teams, even before1994.”Prinsloo said he had been a very versatile

player in his playing days and had repre-sented the Free State on many occasions.

“I started off as goalkeeper, but alsoplayed in every position on the field,”Prinsloo explained.“However, I particularly played as a left

wing at Bloemfontein City.”The oldest member who attended last

week’s event was Paddy Clark. He is aged84 and is still going strong.

SEKGAMETSI MOPALAMI, owner ofSekgametsi Catering, has walked away withthe first prize in the Free State CaterersChallenge held Thursday (05/03) at theCentral University of Technology, FreeState’s (CUT), main campus.

The prestigious competition, sponsored bythe Department of Economic Development,saw 55 catering companies in the hospitali-ty industry from across the provincebattling it out in a cooking competition forthe grand prize of a franchise.

The six judges had the difficult task ofnarrowing it down to the last 12, then thetop three caterers who were scored on tablesetting, business plans and creation of arestaurant menu, among other criteria.

The competition, held in the kitchens ofthe Hospitality Department at the CUT, hadcompetitors delivering a high-end three-course meal consisting of a starter, maincourse and dessert, within two and a halfhours.

Mopalami, in an interview with Expressafter she was announced as the winner,said she had hoped to at least make it tothe top three in the competition.

Mopalami’s berry and raspberry dessertwith a touch of chocolate and whippedcream impressed the judges and landed herthe first prize of a restaurant franchise.

The competition was initiated by Mseben-zi Zwane, Economic Development MEC,who said the competition gave caterers inthe province exposure and also educatedcatering companies on how to turn theirpassion of cooking into a viable business.

Many of the competitors said the competi-tion would help elevate their businesses tothe next level and judging by the foodpresented to the judges, it is quite clearthat the Free State caterers know how tostand the heat in the kitchen.

When it comes to choosing an academicprogramme to study that leads to goodemployment , be sure to look a toccupational programmes. This is theadvice from Ruan Venter, Registrar ofBoston City Campus and BusinessCollege.

According to Venter, students oftenoverlook occupational programmesbecause they are not aware of whatmakesthese programmes unique. 'As the nameindicates, occupational programmesprepare a student for a speci f icoccupation,' he elaborates. 'They are justvery focused and structured to get astudent as work-ready as possible.'Besides their specific focus, occupationalprogrammes have cer tain distinctiveadvantages, which Venter unpacks asfollows:

1. Register anytime – Due to the trainingmethodology, students can register foroccupational programmes at almost anytime. There are exceptions here and there,but most occupational programmes areopen for registration right through-out theyear. Students can start their studiesstraight away – unlike degree courses forexample, where times are strictly applied.

2. A National Senior Certificate orNational Certificate (Vocational) maynot necessarily be required – Registeringt o p a r t i c i p a t e i n o c c u p a t i o n a lprogrammes don't necessarily require amatric certificate and have different entryrequirements. These range from Grade 10(NQF Level 2) to Grade 12 (NQF Level 4),which means that if you don't have asenior certificate (NSC) you can still start

your studies and reach career aspirations.3. Open doors to higher learning –Occupational programmes make itpossible for you to start your studiesholding a Grade 10 certificate and end upwith a degree. This is because a studentbuilds credits over a period of time and canuse these credits to gain access to highereducat ion courses through creditaccumulation and transfer (CAT) orrecognition of prior learning (RPL).

4. Short courses – Most occupationalprogrammes can be completed within a12-month period. Once students pass allthe required tests and assessments, theyreceive their awards (certificates) and canenter the jobmarket.

5. Employment ready – Occupationalprogrammes are less theoretical in natureand tend to be more practically orientatedin their teachingmethodology and learningoutcomes. Some programmes aredesigned with a work-integrated learning(WIL) component, during which timestudents ge t hands-on prac t ica lexperience. Once students successfullycomplete their occupational programmes– the theoretical as well as the practicaltraining – they are completely ready towork in their chosen occupation. They canhit the ground running, as employers arefond of saying.

“EVIDENCE has shown that regularlyeating too much salt puts us at anincreased risk of developing high bloodpressure, which is the main cause ofstrokes and a major cause of heartattacks and heart failures,” says IreneLabuschagne, a dietician at theNutritional Information Centre of theStellenbosch University (Nicus).According to Labuschagne, 31,8% of

South Africans have high bloodpressure.“Food regulation is not enough to

reduce South Africans’ salt intake andeducating the public is crucial to thesuccess of salt reduction.”The main source of table salt is

sodium, which helps to regulate thebody’s fluid balance, but the amountpeople eat is far more than required.The World Health Organisationrecommends that adults eat less thanfive grams of salt (a teaspoon) a day.Internationally accepted guidelines

state that any food with more than600 mg of sodium per 100 g can beconsidered unhealthy. In South Africa,many products exceed this limit.This has prompted the South African

Department of Health to take alegislative route towards lowering saltcontent in foods. This will give foodmanufacturers until June 2016 tocomply with the first set of guidelines.Different products have been givendifferent time frames, allowingproducers to adapt their strategies.

TATE MAKGOE, Free State EducationMEC, at a modest function congratulatedseven educators from the province whowon at the 2014 National Teaching Awards(NTA).The Department of Basic Education

stated in a press release that in congratu-lating the winners, Makgoe said winningin seven categories of the NTA proved yetagain that the Free State had the bestteachers in the country.During the provincial ceremony held

recently, Makgoe asserted that the FreeState had teachers who were beinghead-hunted by other provinces.The NTA seeks to recognise and

STARTING on 2 April, a sound likethunder will rumble through thehills of the Eastern Free State’sSandstone Estate in Ficksburg forten days.

This will not be thunder as weknow it, but the noise of heavyarmour being put through its pacesby the South African ArmourMuseum in Bloemfontein.

The museum will put a veryimpressive contingent of heavy-ar-moured fighting vehicles on display,which will be operational for theenjoyment of the public throughoutthe show.

The show forms part of the annualStars of Sandstone Festival.

Emphasis is placed on the public

open day on Saturday, 11 April. Thearmy looks forward to meetingmembers of the public and providingdemonstrations of its capabilities.

The theme behind the deploymentof these heavy tanks is a historicalone. For example, the iconic Russiantanks, namely the T34, the T55 andthe T72, will all be operational.

These tanks reflect Russia’sinvolvement in Africa, particularlyduring the Cold War.

On the South African side, therewill be an Olifant Mk 1A heavy-bat-tle tank and an Olifant Mk 1B ofwhich only a small number weremade.

This heavy armour will be backedup by the fully-operational Mk IVSherman tank, dating back to theSecond World War, which has been

restored and is operated by theSandstone Heritage Trust who willhost the Stars of Sandstone 2015.

Finally, the army will bring itscurrent wheeled armoured fightingvehicle (AFV), the Rooikat, which isstill employed in active service withthe Defence Force.

People with a military background,those with an interest in themilitary, and simply dads who wantto show their boys what heavy-ar-moured vehicles look like in opera-tion, cannot miss the Stars ofSandstone 2015.

REITZ. – The Petsana Residents Associa-tion (PRA) is going to the Union Buildingsin Pretoria to hand over its memorandumof demands to Aaron Motsoaledi, theminister of Health.The march will be held on Monday, 16

March.The members of the PRA have decided to

take action in this way, hoping for positivefeedback regarding the reopening of theNketoana District Hospital.Express Eastern Free State previously

reported on the PRA’s concerns about themedical ward of the hospital closing downand the patients being transferred to thePhekolong Hospital in Bohlokong nearBethlehem (“Petsana objects to ‘closed’hospital”, 21 January, and “Responseexpected today”, 4 February).The hospital has been integrated to form

the Phekolong Nketoana District HospitalComplex.According to Majola Dumezweni, the

chairperson of the PRA, the association hasbeen fighting for the reopening of thehospital, but has achieved no success withthe Free State Department of Health.The association submitted a memorandum

of grievances to the management of theNketoana Hospital late last year. Among thedemands were the reopening of the hospital,as well as the recruitment of nurses anddoctors.A response to the memorandum was sent

via fax on Thursday, 29 January. However,they were not happy with the response,Dumezweni says.The members of the association went on

another march on Monday, 16 February.They wanted Benny Malakoane, the MECfor Health in the Free State, to receive thememorandum, but he never showed up.They refused to hand over the memoran-

dum to the person to whom the task hadbeen delegated.“These people are taking us for a ride. We

are not playing games here. We are fightingfor the lives of our people. How could theydecide to make the hospital a complexwithout consulting the community?”Dumezweni says.According to a statement by the Free

State Provincial Government, a decision

was taken early in 2000 to complex thehospitals. It further states that this wasintended to, among other things, improveefficiency and effectiveness, as well as tofacilitate the sharing of resources.Dumezweni says they are going to the

main head of the Department of Health andpromises radical, robust action should theyget a negative response from the minister.“The ANC government is not happy to see

people following the right channels. Theyonly come to the party when there is bloodinvolved. And we will follow that route ifwe have to. We want that hospital open.”Dumezweni says the PRA has the support

of the Treatment Action Campaign (TAC)and they are hoping to join them on the dayof the march. “People are willing to donatemoney for transport and we are makingarrangements,” Dumezweni says.

ASTRONOMER Dr AlexeiKniazev from the South AfricanAstronomical Observatory(SAAO), together with collabora-tors from the LomonosovMoscow State University, DrVasilii Gvaramadze and DrLeonid Berdnikov, have recentlydiscovered a new example of anincredibly rare kind of starknown as a Luminous BlueVariable (LBV) star.Out of the billions of stars

mapped in our skies, only 16confirmed Luminous BlueVariable stars are known to date.The star, named WS1, is the

latest addition to this incrediblyrare group of stars. LBV starsare of interest to astronomersbecause they are extremely oldstars which may soon die andblow apart in a supernovaexplosion, one of the mostpowerful explosions in theuniverse.Just like humans, stars do not

live forever. Once their fuel hasrun out they stop shining anddie.Stars that are much more

massive than the sun end theirlives in powerful supernovaexplosions which can outshineall the other billions of stars intheir galaxy put together.We never know when or where

one of these explosions will takeplace, but we can keep an eye onthose stars most likely to gosupernova in the near future:Luminous Blue Variable stars.LBV’s represent a stage in theevolution of very massive starstowards the end of their life.For stars with initial masses of

between 20 to 25 times that ofour sun, the LBV stage occursjust before the star dies in aspectacular supernova explosion.For even more massive stars,

they pass through the LBVphase slightly earlier in theirlifetimes, but those stars toowill eventually die in a superno-va explosion.LBV stars are much hotter

and, therefore, more luminousthan our sun.They are some of the most

luminous stars known, withbrightnesses ranging from 250 000to 1 million times brighter thanour sun. As a consequence oftheir high mass, they evolve veryquickly and have – astronomical-ly speaking – short lifetimes.LBV-type stars have a total

lifetime of around a few millionyears and spend much less thanone million years in the LBVphase of their evolution. TheLBV phase can be thought of asa “stellar retirement” for the

most massive stars.The sun, for comparison, has a

total lifetime of around 9 billionyears (the sun is 4,5 billion yearsold now, and middle-aged).Because the LBV phase is soshort-lived you have to beincredibly lucky to catch a starat the LBV stage of its life. Thisexplains why they are so rarecompared with other types ofstar.LBV stars lose vast amounts of

mass as their upper atmospherestreams off into space in aso-called “stellar wind”.These stars undergo random

outbursts at their surfaces,spewing their outer atmosphereinto space.These outbursts cause varia-

tions in their brightness which isone of the key observational

signatures of such a star.Another consequence of theirimmense mass loss, is theformation of a bipolar or circularnebula, or cloud, around the starcomposed of material that hasbeen lost from the star’s atmos-phere. These nebulae are foundenveloping approximately 70% ofconfirmed LBV stars. EtaCarinae is a famous and well-studied example of a LBV starwith a beautiful bipolar nebula.As most LBVs are enshrouded

in a nebula, astronomers oftenlook for possible LBV candidatesby searching for such nebulae. In

the case of WS1, Kniazev andcollaborators were alerted to thepossibility that the star could bea LBV because they found in2011 that it is surrounded by acircular shell of material thatemits light at infra-red wave-lengths. This prompted them tomake follow-up optical observa-tions of the central star toconfirm whether or not the starwas a LBV.In 2011, using the Southern

African Large Telescope (SALT)they obtained a spectrum of thestar (akin to a fingerprint) andfound features in the spectrumtypically associated with LBVtype stars.However, this information was

not sufficient to confirm whetherWS1 was indeed a LBV. To dothis, astronomers needed toobserve the star over a long timeperiod to confirm whether itsvariability in brightness and inits spectral features matched thatexpected from a LBV type star.Kniazev and collaborators

continued to observe WS1between 2013 and 2014 using theSALT telescope to look forchanges in the star’s spectrum.They also monitored the star’sbrightness between 2011 and 2014using the South African Astro-nomical Observatory’s 1,9 mtelescope and combined theirobservations with publiclyavailable data spanning over 40years.By combining the information

from all their observations, theyfound that WS1 did indeedexhibit all the observationalcharacteristics of a LBV typestar and concluded that WS1 isan incredibly rare LuminousBlue Variable star.“We were very lucky to

discover major spectral andbrightness changes in WS1without having to wait for toolong,” says Kniazev.“With this discovery, we

THE Mangaung Athletics Stadium inBloemfontein will be a hive of activitywhen the annual Free State ProvincialSecondary Schools Athletics Championshipstake place there this weekend.The two-day athletics meeting – which

will be hosted by the Free State SecondarySchools Athletics Association, in conjunc-tion with the Department of Sport, Arts,Culture and Recreation, the Free StateSports Science Institute (FSSSI) as well asthe Department of Education – starts onFriday (13/02) and ends a day later.Wimpie Lodewyk, chairperson of Free

State Secondary Schools Athletics, said itwas all systems go for them to host thisevent.“I’m so happy to say that preparations

are going very well for this event. I’m quitepositive this is going to be one of the bestchampionships that we have ever had,”Lodewyk told Express.“We are expecting between 1 600 and 1 700

athletes from 240 schools across theprovince who will be taking part in theevent. We will be using this event to select

athletes that will be representing theprovince at the annual South AfricanAthletics Championships later this year,”he said.Lodewyk commended their partners who

came on board to make sure the event wasa success.“We really cannot host an event of this

magnitute without having partners and allthe role players, because it is just toocostly. So I want to thank each and everyone who is making contributions to ensurethat this meeting is a success,” he said.Asked whether load shedding was not a

concern to the local organising committee,Lodewyk said: “We have already madeprovision for load shedding. We will be ableto handle any crisis should there be one. Sothere is no need to worry,” he said confi-dently.Entrance tickets will be offered at a

yet. It is still early days. We have justplayed three matches and have won twoof them.“So we will definitely bounce back to
