Overall approach

Compare the type and depth of information in the Draft UNI DSRC standards with that of the corresponding European baseline standards for DSRC and EFC. The comparison has been established layer by layer.

Verify that the identified issues by EG1 related to previous version of UNI DSRC layer 1 standard have been solved in the revised version of the standards

Completely revise Draft UNI DSRC standards in terms of completeness and coherence, from an OBU technical point of view, following the solution proposed by EG1.

Background – EG1 results and recommendations

"Dual DSRC stacks (CEN and UNI-10607) / Common EFC application" (concept 2a in EG1 final report) is the technical basis to be considered, provided:

the issues associated with the UNI DSRC specifications have been resolved and

a fair (chipset and OBU) vendor market can be ensured. Revised edition of the draft UNI 10607 standards provided as

input to EG8 after EG1 recommendations

Completeness & consistency - the following observations to be resolved Clarifications on Layer 7, as detailed in Annex G3:

“Responding Mode” parameter and the selection of the corresponding transmission bit rate, including consistency of associated ASN.1 definition;

Semantics of ‘opc-failure’ in ‘Result and Diagnostics’ parameters in 9.1.4 and Annex A A-Association Parameters:

- Clarification of semantics (i.e. the functional meaning) of the parameters - Clarification of Called AP Invocation Identifier (in section 9.1.2) - Clarification on “Number of Directives” service parameter functionality and semantics- Clarification on Encoding rules

Application data elements, including coding format and semantics

EFC Application Interface definition (UNI Application Service Object), as detailed in Annex G4:

Clarification of the functional description of the service primitives. More detailed semantics of the protocol message elements for the EFC use. Description of the common memory structures and their usage in the context of EFC. Description of addressing mechanisms, by referencing to memory structures. Description of dynamic (challenge – response) data integrity service primitives and

mechanism, in order to provide for multi-operator data integrity. Introduction of a bit-level informative annex detailing a complete transaction based on the

CARDME specification, which includes all aspects in a top-down description (i.e. from A-Associate invocation down to addressing the data attribute in memory).

Recommended further steps to enable industrial implementation

1. Finalisation of the UNI DSRC requirements suite. 2. Preparation of the UNI DSRC test suite. 3. Miscellaneous actions

• ‘Opening up' the Telepass specification• Defining the dual mode OBU architecture from a software and

hardware points of view• Assessing the feasibility of a single radio modem• Creating a workplace for the Telepass implementation work for

the purpose of fostering development, product prototyping and interoperability testing, including development and operation of an interoperability testbed.

Overall considerations and recommendations

The review comments raised by EG1 have been addressed by UNINFO experts and the results incorporated in the reviewed revised Draft UNI DSRC standards.

The overall architecture and functional allocation of communication services across communication layers and EFC API are consistent.

Some further comments and requests for clarification have been documented.

EG8's opinion is that these corrections may be brought in the final published version of the UNI standards, and that the final check may be part of the required test suite specification work (i.e. checking for input completeness and consistency)

In order to enable an industrial implementation, test suite specifications are required. These should be designed in an European context, with the help of Italian experts. CEN and ETSI are the candidate places for such specifications.

EC Conclusion

European Commission wants to thank all members of EG 1 and EG 8 for their work on this issue

As well as Autostrade per l’Italia and UNI for their willingness to cooperate closely with the experts nominated by the European Commission DG TREN

At the level of specifications, UNI and CEN standards provide now an equivalent level of information, which is a pre-requisite to open the market to all suppliers

Next step of this market opening will be direct cooperation between industrials and Italian operators on the design and development of UNI interfaces to be included in the EETS onboard units

RCI will be the first step towards this achievement The EC will follow the EG8 recommendations

concerning the test suite in the frame of the European Network of Certification Centers to be put in place for the EETS
