Non Technical Summary
The Investment Strategy for Northern Ireland (ISNI) announced in December 2005 presents an investment of up to £2.25 billion in transport, focusing on Strategic Road Improvements, railway network renewal and bus fleet investments. An investment of £1,400m is included for Strategic Road Improvements (SRIs) in the period up to 2015. This is currently £400m more then the current SRI programme which is set out in the Regional Strategic Transport Network Transport Plan (RSTN TP) published in March 2005.
The Expanded SRI programme, like the RSTN TP, is based on the guidance set out in the Regional Development Strategy (RDS) and the Regional Transportation Strategy (RTS). The selection is based on the Government’s five key criteria of environment, safety, economy, accessibility and integration. It builds on the RSTN TP and aims to address further bottlenecks on the Strategic road network, giving priority to the Key Transport Corridors (KTCs), then the link corridors and the trunk roads.
Whilst the RSTN TP payed due regard to a number of strategic environmental policy documents, in general, it is appropriate that environmental assessment is focused at a specific scheme level. Significant environmental effects may arise from major road schemes. Individual assessments have confirmed that the proposed schemes do not impact directly on designated environmental areas. However, as these measures involve land-use changes they will be considered further during the scheme development. At this stage they will be subjected to detailed appraisal and subsequent Environmental Impact Assessments.

1. Introduction 1.1 This is the Environmental Report for the Strategic Environmental Assessment
(SEA) of the Expanded Strategic Road Improvement Programme 2015.
1.2 European Directive 2001/42/EC1 ‘on the assessment of the effects of certain plans and programmes on the environment’ (EC, 2001), requires SEA of a wide range of plans and programmes, including Transport Plans. The objective of the “SEA Directive” is to provide for a high level of protection of the environment and to contribute to the integration of environmental considerations into the preparation and adoption of plans and programmes with a view to promoting sustainable development.
1.3 The SEA process has a number of key stages:
• Preparing an Environmental Report on the likely significant effects of the draft plan;
• Consulting on the draft plan and accompanying Environmental Report; • Taking into account the Environmental Report and the results of
consultation in decision making; and • Providing information when the plan is adopted and showing how the results
of the environmental assessment have been taken into account.
1.4 Guidance on the SEA is given by the Office of the Deputy Prime Minister (September 2005) ‘A Practical Guide to Strategic Environmental Assessment Directive’. This Environmental Report is informed by that guidance.
1.5 Preparing an environmental report in which the likely significant effects on the environment of implementing the plan, and reasonable alternatives taking into account the objectives and geographical scope of the plan, are identified, described and evaluated. The information to be given is set out in Table 1.1 below.
1.6 The report must include the information that may reasonably be required taking into account current knowledge and methods of assessment, the contents and level of detail in the plan, its stage in the decision-making process and the extent to which certain matters are more appropriately assessed at different levels in that process to avoid duplication of the assessment (Article 5.2)

Requirement
a) An outline of the contents, main objectives of the plan….and relationship with other relevant plans and programmes;
b) The relevant aspects of the current state of the environment and the likely evolution thereof without implementation of the plan;
c) The environmental characteristics of areas likely to be significantly affected;
d) Any existing environmental problems which are relevant to the plan including, in particular, those relating to any areas of a particular environmental importance, such as areas designated pursuant to Directives 79/409/EEC and 92/43/EEC
e) The environmental protection objectives, established at International, Community or National level, which are relevant to the plan and the way those objectives and any environmental considerations have been taken into account during this preparation;
f) The likely significant effects on the environment, including issues such as biodiversity, population, human health, fauna, flora, soil, water, air, climatic factors, material assets, cultural heritage including architectural and archaeological heritage, landscape and the inter-relationship between the above factors. (these effects should include secondary, cumulative, synergistic, short, medium and long-term permanent and temporary, positive and negative effects);
g) The measures envisaged to prevent, reduce and as fully as possible offset any significant adverse effects on the environment of implementing the plan;
h) An outline of the reasons for selecting the alternatives dealt with, and a description of how the assessment was undertaken including any difficulties (such as technical deficiencies or lack of know-how) encountered in compiling the required information;
i) A description of measures envisaged concerning monitoring in accordance with Regulation 16;
j) A non-technical summary of the information provided under the above headings

2. The Expanded Strategic Road Improvement Programme 2015
2.1 The Investment Strategy for Northern Ireland (ISNI) announced in December 2005 presents an investment of up to £2.25 billion focussing on Strategic Road Improvements (SRIs), railway network renewal and bus fleet investment. The proposed expanded SRI Programme has been prepared by the Department for Regional Development (DRD) based upon the guidance provided by the Regional Development Strategy and the Regional Transportation Strategy (RTS). The expanded SRI Programme is an extension to the programme of strategic highway schemes presented in the Regional Strategic Transport Network Transport Plan (RSTN TP) which was published in March 2005.
2.2 The Strategic Road Network is Northern Ireland’s motorway and trunk road network, comprising the 5 Key Transport Corridors (KTCs), 4 Link Corridors, the Belfast Metropolitan Transport Corridors and the remainder of the trunk road network (see Appendix 1). The RSTN TP identified schemes to develop this network up to the end of 2015.
2.3 The selection criteria for scheme selection was based on the Government’s five key criteria of environment, safety, economy, accessibility and integration. It builds on the extensive work undertaken for the RSTN Transport Plan and aims to address bottlenecks on the Strategic Network, giving priority to the KTC’s, next the link corridors and then the trunk roads.
2.4 A list of the proposed schemes which are now the subject to consultation are given in Appendix 2. A map showing the locations of the proposed schemes is also given in Appendix 3. The line shown on the map should not be taken to represent the line of the proposed new road. The line is only indicative at this stage and will be developed further at scheme development stage, where the scheme will be subject to a detailed Environmental Impact Assessment and environmental mitigation measures if necessary.
2.5 The consultation period for both the Expanded SRI Programme and DRAFT Environmental Report begin on the 31st July 2006 and responses should be returned by Friday 29th September 2006.

3. Links to Other Relevant Policies, Plans and Programmes
3.1 A full list of relevant policies, plans, programmes and environmental objectives can be found in Table 5.1, however key considerations, in the context of the expanded SRI Programme are identified as:
• SEA guidance for Transport Plans and Programmes published by Department for Transport (DfT) (December 2004);
• The Regional Development Strategy (RDS); • The Regional Strategic Transport Network Transport Plan (RSTN TP) • the current expectation that the Review of the Regional Transportation
Strategy (RTS), due in 2008, will include an SEA.
The implications of each of the above are outlined in turn below.
3.2 The Department for Transport SEA guidance makes clear that many aspects of SEA are already carried out in transport studies undertaken in accordance with the New Approach To Appraisal (NATA).
3.3 The RDS was subject to a ‘sustainability appraisal’ during its development. The ten-year review of the RDS is expected to be subject to an SEA.
3.4 The Regional Strategic Transport Network Transport Plan (RSTN TP) was based on the guidance set out in the RDS and the RTS. The RSTN comprises the complete rail network, five Key Transport Corridors, the Belfast Metropolitan Transport Corridors and the remainder of the trunk road network. The plan considered proposals for the maintenance, management and development of this network up to 2015. The RSTN TP presented a number of key outcomes against the scale of investment envisaged in the RTS. The programme of Strategic Road Improvements presented in the RSTN TP was based on appraisal against the five national criteria.of integration, safety, economy, environment and accessibility and was subject to public consultation.
3.5 The Review of the RTS, programmed for 2008, is assumed to include the preparation of an SEA. With regard to the RSTN TP, the RTS provides the key controls and guidance. Whilst the RTS was originally prepared in line with NATA, the use of SEA in the review will provide the opportunity to ensure that environmental impacts are given renewed focus.

4. Baseline, Problems and Environmental Objectives
4.1 The SEA Directive requires an analysis of “the relevant aspects of the environment and the likely evolution thereof without implementation of the programme” and the “the environmental characteristics of areas likely to be significantly affected”.
4.2 The schemes proposed in the expanded SRI programme are located across the whole of Northern Ireland. A number of these schemes are likely to result in significant environmental impacts due to their land take. As they progress through the statutory processes they will be subject to rigorous environmental impact assessments as appropriate. At this stage alternative alignment options and mitigation measures, if required, would be considered.
4.3 Table 8.1 and Appendix 6 provides full details of the assessments for each of the schemes. It has been confirmed that none of the proposed schemes impact on designated areas of environmental interest and significant impacts are expected to result from localised changes in traffic levels only. All environmental issues will be investigated in more detail during scheme appraisals.

5.1 Plans, Policies and Programmes which relate to the expanded SRI programme were outlined in section 3. In addition to these a number of Environmental Objectives were reviewed, and where appropriate, the expanded SRI programme has taken into account the main aims and objectives of the relevant documents.

7. Reasonable Alternatives 7.1 It should be noted that the expanded SRI programme is one aspect of the
Investment Strategy for Northern Ireland (ISNI) which is multi-modal in nature. ISNI proposes investment in rail network renewal and new buses to improve travel times and accessibility by all modes across Northern Ireland.
7.2 The expanded SRI programme is based on the Regional Development Strategy (RDS), the Regional Transportation Strategy (RTS) and the Regional Strategic Transport Network Transport Plan 2015 (RSTN TP). Improved strategic road links have the potential to provide beneficial impacts across the Government’s five key criteria:
• Environment – to protect the built and natural environment; • Safety – to improve safety; • Economy – to support sustainable economic activity and achieve good value
for money; • Accessibility – to improve access to facilities for those without a car and to
reduce severance; and • Integration – to ensure that all decisions are taken in the context of the
Government’s integrated transport policy.
7.3 The selection of schemes assessed each of these criteria on a long-list of potential schemes and then in a more detailed manner when confirming the short-list of proposed measures. Potential solutions which were assessed to result in large detrimental impacts against one or more of the objectives were generally rejected. In the first coarse assessment, designated areas (see Appendix 5) were noted and were used to assess environmental impact. None of the short-list of proposed measures is considered to impact significantly on a designated area.
7.4 In addition it must be noted that none of the schemes will be implemented without the completion of the appropriate statutory assessments including environmental impact assessments and public enquiries where appropriate.

8. Assessment of Environmental Effects, Mitigation and Reasonable Alternatives
8.1 An assessment of the schemes identified in the expanded SRI programme suggests the following key conclusions regarding environmental impacts:
• schemes which have direct land-take have the theoretical potential to cause negative biodiversity, countryside and water environment impacts.
• have the potential to cause climate change and air pollution due to additional or reduced traffic effects; and
• have the potential to impact on mineral resources and waste disposal unless recycling is adopted.
• schemes have the potential to increase road use which would not encourage energy efficient transport modes
8.2 Table 8.1 and the supporting Appendix 6 provide full details of the assessments. Implementation of major schemes will require detailed assessments when alternative alignments and mitigation measures, if required, would be considered.
8.3 It has been confirmed that these schemes do not impact directly on designated areas of environmental interest and significant impacts are expected to result from localised changes in traffic levels only. However all of these issues will be investigated in more detail at the scheme development and appraisal stage.

9. PROPOSED MONITORING
9.1 The proposed schemes will be subject to further environmental evalution during the scheme assessment stages and within the environmental statement. These will also highlight environmental issues and constraints which need to be addressed during construction.
9.2 Environmental issues will be addressed within the specific contract documents and monitored on site by Roads Service supervisory staff.
9.2 Schemes, once completed, are subject to a Post Project Evaluation. This assesses the benefits derived from the scheme in relation to the scheme appraisal. The environmental impacts of each scheme shall be monitored and assessed and reported within this document.
