1. Vision A Safe and Effective Road Network for all Road users.
2. Mission
To create a safer road environment for road users by improving every aspect of safety in
order to support sustainable growth and continued social and economic development of
the country.
3. Scope
(i) Widen the scope of road safety with the active and coordinated
efforts of all stakeholders.
(ii) Improve road infrastructure, competence of drivers, road user
education, and standards of vehicles.

Objectives
The Government of Sri Lanka (GOSL) with the active participation of key stakeholders
(i.e. Department of Motor Traffic, Department of Police, Road Development Authority,
Ministry of Provincial Councils, Local Authorities, Academia and Civil Society) has
formulated the “National Road Safety Strategic Plan” with action programs for target
objectives. These objectives have been formulated after considering
a) Action Plan of the National Road Safety Secretariat (NRSS)
b) Proceedings of the Workshop on Road Safety, October 2003
c) Deliberation of the Implementation Committee for Road Safety, October 2003
The main objectives of the road safety strategic plan are based on the goals of the
stakeholders and findings of a trend analysis and current accident data analysis.
1 Reform the road safety Management to make it more effective, efficient Proactive &
Participatory to meet the current needs of society;
2 Establishment and management of an accident data base to provide necessary inputs
to implementing and executive agencies to assure road safety of users;
3 Create an effective legislative framework for improvement of road discipline;
4 Implement road standards to meet the safety requirements of all users;
5 Educate all road users towards a culture of Road Safety,
6 Develop a post accident care system for the benefit of all accident victims and
property;

Effective Institutional Structure and Finance
I. National Road Safety Secretariat to function under the Ministry of
Transport, Highways and Civil aviation as the coordination unit for
road safety activities. This unit to comprise the following staff;
a. Coordinator for NRSS
b. Accounting person; and
c. Secretary for secretarial work
II Establishment a road safety fund as per clause number 213B of the
Motor Traffic (Amendment) Act, No.5 of 1998
Effective and Coordinated Management of Road Safety
I. Enactment of Required Legislation.
II. Effective Enforcement of the Legislation
III. Ensure Continuous & Adequate Availability of Funds
IV. Establishment of a Road Safety Information System for Coordination
and Evaluation.
V. Establishment of Road Safety Research and Development Programs;
VI. Continuous Training of Road Safety Personnel.

I. Improve the safety aspects of road design standards for new roads
and effect improvements to existing roads;
II. Carry out Safety Audits and remedial actions for all existing roads
to ensure minimum safety standards;
III. Provide parking facilities at strategic locations.

II. Public awareness campaigns;
Competent Drivers; I. Improved Standards for Training of Drivers and riders;

7. Action Plan Strategic plan of the road safety for the nation has been translated in to the following
action projects, and have been prioritized accordingly. All action projects herein are
planned to be implemented during the next four years, i.e. 2004-2007. The required
resources have been identified for each action program in terms of the human resources,
equipment, and civil works.

1. Design, formulate and out source long-term
training program of road safety personnel at
different levels, to technical institutions, and local
universities and institutes of higher learning, with
appropriate levels of quality and quantity of output
